McGregor MFG, LLC, Ozark, Missouri, has re-cently installed a Miyano ABX-THY2 turning center.

The firm specializes in CNC production ma-chining offering turning, vertical milling, horizontal milling and 5-axis milling. It works with all basic metals and plastics and serves the printing, aerospace, automotive, medical, telecommunications, petroleum, OEM manufacturing and defense industries.

The new Miyano (purchased from McClain Tool & Technology) was needed to improve McGregor’s production volume, efficiency and for its “lights out” capability. “This is our first Miyano and it is meeting all our expectations,” stated Mike Brown, McGregor’s owner and long-time industry veteran. “We have been very pleased with McClain’s sales and service. We have purchased over 20 pieces of CNC equipment from them over the last 20 years.”

The new Miyano features three y axes, 40 Nm revolving tool drives and 36 tool positions.

McGregor MFG, which is ISO certified, was started by Brown in 1989 in a barn with a manual mill and lathe. Today, it operates in a 16,000-sq.-ft. facility with nineteen employees and 25 pieces of CNC equip-ment. The firm works with close tolerances (.0001”).

As he considered the company’s history, Brown noted, “Our intense focus on quality has been a big factor in our success. We have a dedicated QA staff working with CMMs and vision checking equipment.

We have also developed a niche in producing com-plex parts.”

KC-NTMA Tours NCS; Learns About Workplace Violence Prevention

The Kansas City Chapter of the National Tooling & Machining Association (NTMA) toured NCS on September 24th. Over 80 attended the event.

Chelar Tool & Die, Inc., Bel-leville, Illinois, has completed a 20,000-sq.-ft.expansion and in-stalled a new Okuma MCR-A5CII bridge mill.

The ISO-certified firm is a contract job shop that designs and manufactures stamping dies and stamped products as well as offer-ing machining and grinding.

Founded in 1962 by three partners (Charles Flynt, Elmer Katt and Art Engel), Chelar Tool & Die started with seven employ-ees in a 7,500-sq.-ft. building. Af-ter four expansions the company now operates in 70,000-sq.-ft. of space with 60 employees.

The firm is now owned and run by the third generation of the Katt family, Jared and Bryan.

The extra space and fourth bridge mill were needed to keep up with customer demand and to enable the firm to handle larger projects. The MCR-A5CII is a high-speed double column ma-chining center for 5-sided machin-ing. It features a capacity of 104” x 204” x 60 inches.

Chelar Tool & Die’s eleven engineering and design staff can design complex progressive dies and draw dies up to 60” x 144” that weigh as much as 45,000 pounds. They can translate most CAD/CAM programs. Programs used onsite include: CadKey; VisE and AUTOFORM on the design side and Esprit and CamTool on the manufacturing side.

The company has an extensive array of machining and grinding equipment and is constantly add-ing more. Some of the other major pieces include: three Makino wire EDMs; an Awea SP3016 bridge mill; a Toyoda HMC with rotat-ing pallets; a YCM VMC (12K spindle and probe/presetter)

three OKK machining centers; a Makino V56 vertical machin-ing center (20K spindle) and an Okuma MCV-A2 vertical bridge mill (15K spindle) that can handle pieces up to 25,000 lbs.

Stamping equipment includes three presses ranging up to 600 tons with a bed size of 72” x 168.”

Chelar Tool & Die serves such industries as: appliances, HVAC, electrical, computers and other

ISM-KC Learns About 3D Printing Technology and IoT & Cloud Technology

ISM-Kansas City, an affiliate of the Institute for Supply Manage-ment, started its year with a meeting on September 10th at the Holiday Inn & Suites in Overland Park, Kansas.

The featured speakers were high-technology experts. First was Wayne Qiu, Ph.D, founder of 3D Maker World. The company designs and manufactures desktop 3D printers and supplies 3D print-ing materials and accessories. He discussed the evolution of 3D printing and the current trends and capabilities available. He brought a 3D printer with him and showed numerous samples of what can be created.

The second speaker was Bob Morrill, of CenturyLink’s CTO/Net-work Strategy area. He discussed the industry perspective on the Internet of Things (IoT) and Cloud Technologies

The Mid-America Chapter of the Metals Service Center Institute (MSCI) held a golf outing to ben-efit its scholarship fund on Octo-ber 1st at the Tiffany Greens Golf Club in Kansas City, Missouri. Over 100 golfers participated in the event. Prizes were awarded to several teams.

Mid-America MSCI Holds Scholarship Golf Outing

The chapter awards several college scholarships each year to children of MSCI member em-ployees. For each of the last three years the chapter has awarded over $40,000 in scholarships.

Mo-Kan AFS Learns About Sustainability; Donates TO PSU Chapter

The Mo-Kan Chapter of the American Foundry Society (AFS) met on September 17th at the Argosy Casino in Kansas City.

A video conference was held with several national AFS staffers and board members. Topics cov-ered included sustainability in the casting industry, women in metal castings and a lively question and answer session.

The leaders noted the great progress the industry has made in sustainability efforts. Metal cast-ers recycle up to 95% of the metal scrapped, water discharge has been reduced by 52% and most sand is reused up to 20 times.

In other chapter business, a donation to the student AFS chapter at Pittsburg State was presented.

MFG Day Event Held At Vita CraftA Manufacturing Day event was held at Vita Craft,

Shawnee, Kansas, on October 2nd.The firm produces the Vita Craft line of high-end

cookware that is sold worldwide. The event included a lunch, tours of the plant and presentations by Vita Craft, the Kansas Chamber, the Hispanic Chamber of Commerce of Greater Kansas City, The KC chapter of the National Tooling & Machining Association, Kan-sas City Kansas Community College and the Shawnee Chamber of Commerce. Congressman Kevin Yoder, R-KS, was also at the event and spoke to the group. All the speakers noted the importance of manufactur-ing to our economy and how vital it is to support the industry and help educate and train the next generation of workers.

The event was a celebration of modern manu-facturing and is meant to inform and inspire the next generation of manufacturers.

requires that employers, insurers, and health care exchanges report certain information to the IRS in early 2016. Health coverage providers will file information returns with the IRS and furnish statements to individu-als in 2016. The reporting determines whether employees have been offered affordable, minimum essential cover-age, and whether the employer is sub-ject to shared responsibility payments under the Internal Revenue Code.

Who must report to IRS?Employers who are considered an

applicable large employer (ALE) must report. An ALE must have employed an average of at least 50 full-time employees and full-time equivalents (FTEs) during the preceding calen-dar year. Additionally, any person or organization that provides minimum essential coverage to an individual must report to the IRS and furnish statements to individuals. This in-cludes: Health insurance issuers; Plan sponsors of self-insured group health plan coverage; The executive depart-ment or agency of a governmental unit that provides coverage under a government-sponsored program.

What does an ALE report?The ALE reports its contact infor-

mation, a certification that it offered minimum essential coverage, and em-ployee counts. Additionally, the ALE may be eligible for various transition relief, which affects the reporting and penalty assessments.

Also, the ALE must provide em-ployee statements reporting by month of offers of coverage, safe harbors, and the employee’s share of the lowest cost monthly premium for self-only coverage. This information is pro-vided using a combination of codes on lines 14 and 16 of the form. There are 18 code options provided by the IRS.

How Health Coverage Providers Can Prepare for ACA Reports Due in 2016

When are the reports due?Statements to the full-time em-

ployees must be provided on or before January 31 of the following year (Jan-uary 31, 2016, is the first deadline for the 2015 calendar year). Reports must also be filed with the IRS. Returns for the 2015 calendar year must be filed no later than February 29, 2016, or March 31, 2016, if filed electronically.

Preparing for the requirements Determine if you are an ALE and the filing requirements. Review the information and ACA measurement periods you are tracking will provide sufficient details to properly code each employee’s form. Decide who will prepare the IRS filings and statements.

Almost every month some new poll finds that the public’s trust in the U.S. government continues to erode. These polls include both liberals and conserva-tives.

So, what’s happening? Well, some folks complain that when a U.S. government agency or its employees break the laws, or just make huge mistakes, seldom is the agency disciplined or anyone fired. And, even if these incompetent people are allowed to resign, many seem to pop up again in some new, more lucrative government post.

Others think our government is just too big. It has too many over-lapping agencies and is never totally

accountable for taxpayer dollars spent, or military equipment left behind when we pull out of a coun-try, or when the government itself causes harm. (It’s doubtful the EPA will be censored for its role in the Gold King Mine toxic spill in Colorado.)

While we’re on accountability, the Government Accountability Office (GAO) recently announced that improper payments to “deceased individuals or those who use deceased individuals’ identities’ had been made by 124 programs across 22 government agen-cies.”

Columnist Cal Thomas notes that, “The GAO estimates these improper payments, which it says is a pervasive problem across government, totaled $124.7 billion in fiscal year 2014, an increase of nearly $19 billion over fiscal 2013.”

As usual, these figures are just estimates. Now consider that these lost taxpayer dollars only involved 22 agencies. If you check out all government agencies, their A to Z listing totals 588. But that figure may not be accurate. The Federal Register lists 438 agencies. U.S. History.Org/American Government estimates there are more than 2000 agencies, commissions, and departments. Many of these have counterparts at the state level, too.

These avoid and bypass the oversight that regular agency rules get via the Administrative Proce-dure Act (APA).”

Crews points out that guid-ance papers are not supposed to be legally binding. However, business owners and farmers are reluctant to disobey them since there is no real agreement on what guidance actually is and is not. “Who wants to cross a faceless bureaucracy which has nothing to lose?”

Also, “Pronouncements are not always clearly labeled ‘guid-ance document’; there are agency memoranda, bulletins, ‘dear col-league’ letters and much more.

“Agencies seem to be issu-ing guidance when they ought to be issuing formal rulemaking and following the Administrative Procedure Act as a commonsense measure.

“It can be difficult for busi-nesses to know who in the world they are regulated by. People wonder why the jobs machine hasn’t started up yet. It’s because of uncertainty,” Crews concludes.

But, there is some good news. Dr. Tom Coburn, former U.S. Sen-ator from Oklahoma and honorary chairman of American Transpar-ency, says the last few years have seen a real rise in “citizen activ-ism” by citizen journalists.

Coburn helped pass the Fed-eral Funding Accountability and Transparency Act in 2006. This

Act allowed any citizen the right to track all federal spending on-line... and it also spawned several new transparency organizations.

For example, Open the Books, founded by Adam Andrzejewski, is a project of American Transpar-ency whose goal is to post “every dime, online” of spending by fed-eral, state and local governments across America.

Its new, free Open the Books mobile app now “includes federal and state spending for the 16 most populous states (excluding Cali-fornia and North Carolina).”

You may use your smart phone to check the salaries of all government employees in 34,000

municipal governments. Coburn believes the key to

allowing citizens to regain con-trol of their various governments and bring about real change starts by identifying specific examples of waste and incompetence and bringing these to the attention of the public.

While noone wants to go back to the day of the vigilantes, our old media watchdogs seem toothless. So, we need concerned citizens to monitor a government that believes it’s too big to fail. Fortunately, that monitoring is getting easier. You might start by checking out www.openbooks.com
