DISTRICT DIRECTORY NOW ON-LINE

Didn’t receive a copy of the 2016-17 District Directory? Not to worry …. It’s now available on the District website www.lions14a.org

Simply go to the website home page, look for “quick links” in the upper right corner and click on District Directory 2016-17

SOME CLUB MEMBERS NOT RECEIVING THE ANNOUNCER?

Presently there are about 800 Lions and Lionesses on our Announcer e-mail list. Each month several of the monthly newsletters bounce back to us, mostly because the address is unknown, disabled or over quota. A large majority arrive at your computers. There are several possibilities why some members still are not receiving it even though it came to your computer:

1. The club member may not be on our list yet. Secretaries should send their e-mail list to me (see information below). I will see that missing names are added. SINCE THIS ARTICLE WAS PUBLISHED THE MIDDLE OF LAST YEAR, A GRAND TOTAL OF FIVE CLUBS HAVE SUBMITTED THEIR E-MAIL LIST.

2. Your personal e-mail settings may be blocking it or sending it to the trash or spam folders. Check these folders and your settings and make the District e-mail address one of your contacts ( [email protected] )

3. If all fails, inform your members that they can download the Announcer from the District website ( www.lions14a.org )

Please contact me to add members to our list or ask questions. Thank you. PDG Jim Harrington ( [email protected] )

LEO CLUB NEWSGarnet Valley High School: Full update: With the start of school, we have picked up where we left off with Leo's club, but with a few changes. We now meet on a biweekly and have biweekly officer meetings. We have had two club meetings, two officer meetings in school along with three outside of school, and we have completed one project. We met twice over the summer to prepare for the new year. Then on September 27th, we had our first club meeting, which we planned together at the officer meeting. We went over expectations of club members, expectations of officers, and we introduced a project that we have been planning. Then on October 17th, we had another club meeting, which again we planned together at the officer meeting. We elected officers, and showed the members how to sign up and donate for the project. Finally, the project was on October 23rd. It was a 5k walk for a cure to juvenile diabetes. We raised over 200 dollars! Lastly, we had a meeting outside of school with Stacey Maloney. She organizes our local branch of Angel Tree. Currently for Angel Tree the officers are calling guardians of children with parents in prison to confirm all of their information and get permission for Angel Tree to give them the gifts. We are doing more for Angel Tree after we complete this long process so we will keep you updated on what comes next! We also have another project next week. We are hosting a Halloween candy drive in our school. The candy is going to our troops. We will also be sending small personal care products with the candy. In the upcoming months we are also doing a larger project with Operation Gratitude. We will be sending letters, and lots of other items that the troops are in need of. We have been in communication with officers of Operation Gratitude and Angel Tree, to try to keep these projects stress-free and well-organized.  Perkasie: December 2016: Leos monthly “Food for Others” service project made 45 individual portions of chicken with pasta and vegetables. They presented 46 fleece blankets to Paul Gerhart of the John Rivers VFW, Quakertown.  The blankets will be distributed to local veterans.  The Coupon Clipping project is ongoing with one box shipped each month to a single military base.  Leos continued to prepare for their Christmas visit to Ridge Crest by making blankets, scarves and practicing singing carols.  Family and friends gathered for the monthly covered dish dinner.  Eyeglasses collected this month totaled 74.

New IRS Tax RequirementsDear Lion Leaders, We are sharing some important changes that impact new chartered clubs in the United States:

• Clubs chartered in the U.S. between December 18, 2015 and July 8, 2016 may need to file Form 8976 with the IRS by September 6, 2016.

• All new clubs chartered in the U.S. after July 8, 2016 will need to file Form 8976 with the IRS. LCI will include information in new charter club packets to help clubs comply with this new IRS requirement.

We have sent the message below to new clubs chartered between December 18, 2015 and July 8, 2016. Please help ensure that these clubs file Form 8976 if needed. Please contact us if you have any questions. Your LCI Legal Team 630-203-3847 [email protected]

Dear Club Leader, The IRS has passed a new regulation requiring all newly-formed 501(c)(4) organizations to notify the IRS of their intention to operate as a 501(c)(4) by filing Form 8976, as stated in Internal Revenue Code 26 CFR 1.506. Currently, all Lions Clubs operate as 501(c)(4) organizations under the Internal Revenue Code. Your club may need to file Form 8976. Do I need to file Form 8976?

• My club filed tax documents with the IRS prior to July 8, 2016 – you do NOT need to file Form 8976 if the club has filed annual taxes with the IRS (Form 990, 990EZ or Form 990-N) or the club has filed form 1024 prior to July 8, 2016.

• My club did NOT file tax documents with the IRS prior to July 8, 2016 – YOU NEED TO FILE Form 8976 if you have not filed tax documents with the IRS prior to July 8, 2016.

When do I need to file Form 8976?All new clubs chartered between December 18, 2015 and July 8, 2016 that are required to file Form 8976 must file by September 6, 2016. Failure to file Form 8976 may result in fines of $20 per day up to $5,000.

All new clubs chartered on or after July 8, 2016 must file Form 8976 within 60 days of its charter date. How do I file Form 8976?Form 8976 and a $50 filing fee must be submitted online at https://services.irs.gov/registration/. The IRS will automatically supply a confirmation when you submit the required information. Please maintain this confirmation for your records. Please note that this is a one-time filing for new clubs. Where can I get more information?Any questions regarding these requirements may be direct to the Legal Division by calling 1-630-203-3847 or by sending your questions to [email protected]. Sincerely, Your LCI Legal Division

JANUARY 2017 District 14-Announcer Page 20

Dear Lions,

Please remember that all Lions Clubs, Districts and Multiple Districts that have annual gross receipts less than $50,000 and do not have to file Form 990 or 990-EZ, must file the e-Postcard (also known as 990-N). Please note that this is an IRS requirement.

Please note that this is an IRS requirement and that the 990-N electronic filing system moved from Urban Institute's website to IRS.gov in February 2016. All filers must register at IRS.gov prior to filing their next Form 990-N. This is a one-time registration if the designated Lion files annually. If the designee changes from a prior year, the new designee must register with the IRS.

Please refer to the below regarding annual filing requirements:• Gross receipts normally less than $50,000, file a 990-N• Gross receipts greater than $50,000 and less than $200,000 and total assets less than

$500,000, file a 990-EZ or 990• Gross receipts greater than $200,000 or total assets greater than $500,000, file a 990

The e-Postcard is due by the 15th day of the fifth month after the close of your tax year. LionsClubs operate on a fiscal year, July 1 – June 30, and the e-Postcard will be due by November 15th each year. Please note that an organization cannot request an extension for filing the Form 990-N.

If you do not file, you risk losing your tax-exempt status. Any Lions Club that fails to meet its annual reporting requirement for three consecutive years automatically loses its tax exempt status under the new law. A club may get reinstated if they complete an application for recognition of exemption even if they originally fell under a group exemption.

Every Club and/or District must have an employer identification number (EIN), even if it will not have employees. The EIN is a unique number that identifies the organization to the Internal Revenue Service. To apply for an EIN, you should obtain a Form SS-4 and its Instructions from the IRS. You may also apply for an EIN online, by telephone (1-800-829-4933), or by fax (fax number at the location accepting applications from your state). It is important that the Clubs and Districts are using the correct EIN for their annual filing.

For frequently asked questions about tax issues and regulations affecting Lions clubs and leadership, go to the Lions Tax FAQ. Go to www.irs.gov/eo for complete details and while you're there sign up for Exempt Organization's free email newsletter, EO Update, to receive up-to-date information posted on the charity pages of irs.gov.

DEAR LIONS:

We have seen many amazing advancements throughout our lives. We have walked on the moon, we have phones that guide us when we are lost and we have robots that perform intricate surgeries. Yet, we still see hundreds of children die every single day from a vaccine-preventable disease. Measles is a highly contagious disease. Those that survive are often left with serious complications, including brain damage, hearing loss and blindness. Too many children are lost to a disease that we can prevent. For about US$1, a simple vaccine provides immunity against measles. That is why we Lions committed to raising US$30 million for Gavi, the Vaccine Alliance, by 2017. The Bill & Melinda Gates Foundation and the United Kingdom's Department for International Development (DFID) will match our contributions, for a total of up to US$60 million mobilized for the fight against measles. Over the next year, we will need to raise approximately US$10 million to fulfill our promise to the world's children. I am asking each and every Lion to renew your dedication to the fight against this deadly disease. Together, we have vaccinated millions of children. But the work is not done and we cannot rest until it is. Please make a donation today to LCIF's measles fund so that no more families have to endure the heartbreaking loss of a child to measles. Sincerely, Dr. Jitsuhiro Yamada Chairperson, Lions Clubs International Foundation

Guatemala has Eliminated River BlindnessGuatemala's minister of health recently announced that the World Health Organization (WHO) has officially verified the elimination of onchocerciasis from Guatemala. Guatemala is now the fourth country in the Americas to be verified free of this disease, after Colombia (2013), Ecuador (2014), and Mexico (2015). LCIF congratulates the people and government of Guatemala, The Carter Center's Onchocerciasis Elimination Program for the Americas (OEPA), and many devoted Lions on this monumental achievement!

In times of crisis, like the recent earthquake in Italy, Lions are often among the first to offer critical supplies of food, water, temporary shelter, and clothing. LCIF is right there beside them, ready to support their efforts with fundraising assistance through disaster relief grant programs. Your generous donations to LCIF enable us to respond swiftly wherever and wherever the need exists. Please make a donation to LCIF's disaster fund today so that we may continue to provide help and hope to those who need it most.
