DRAFT ANNUAL REPORT FOR THE YEAR 2009 1. INTRODUCTION

This Annual Report on the working of the University is prepared and presented by the Executive Council to the General Council in pursuance of the requirement under Section 12(2)(iii)(a) of the NALSAR University Act, 1998. The period covered is the calendar year from January 1, 2009 to December 31, 2009.

2. GENERAL ADMINISTRATION

Registrar The term of the appointment of Prof. K.V.S. Sarma, Professor of Law as Registrar was extended for a further period of one year w.e.f. 17th July, 2009. Appointment of Faculty on contract basis: The following teachers / officers were appointed on contract basis on a consolidated pay of Rs. 25,000/- p.m. during the year 2009:

4. ACADEMIC PROGRAMMES Common Law Admission Test – 2009 In order to avoid the hardship faced by the students in taking number of tests for admission to individual National Law Universities and in view of the direction of the Supreme Court in Varun Bhagat v. Union of India & Ors. (W.P. (Civil) No. 68 of 2006), initiative was taken jointly by the University Grants Commission, Ministry of HRD and the National Law Universities for conducting a Common Law Admission Test (CLAT) for admission to the Under-graduate and Post-graduate Programmes for National Law Universities. Under a Memorandum of Understanding (MoU) between seven National Law Universities, the First Common Law Admission Test – 2008 was conducted by the National Law School of India University, Bangalore. NALSAR was assigned the task of organizing the Second Common Law Admission Test – 2009 for the Academic Year 2009 – 2010 for admission to the Under-graduate and Post-graduate Programmes at eleven National Law Universities. Originally, CLAT-2009 was scheduled to be held on 17th May, 2009. Duly locked and sealed Steel Boxes containing Test Papers were sent through Blue Dart Couriers to Test Centres. As some of the Boxes meant for Lucknow Test Centres were broken during transit and Test Papers were stolen, CLAT-2009 was postponed and was re-scheduled to be held on May 31, 2009 at 32 Centres in16 cities in India and at three Centres outside India at Embassies / Consulate Offices at Harare, Hong Kong and Osaka. 13604 candidates applied and 12271 candidates took the Test for the Under-graduate Programme. 679 candidates applied and 543 candidates took the Test for the Post-graduate Programme. The admissions were made through CLAT-2009 at all the eleven National Law Universities based on the Admission Lists prepared on the basis of merit – cum – preferences of the candidates. Despite postponement and rescheduling of CLAT-2009, the commencement of teaching started from 10th July, 2009 at all Law Schools as originally planned. A legal notice has been served on Blue Dart Couriers by NALSAR with a claim of Rs. 99,94,873/- as damages for their negligence / deficiency in providing confidential satisfactory service. 5-Year B.A., LL.B. (Hons.) Degree Programme During the year under report, admissions for the 12th batch of B.A., LL.B. (Hons.) Degree Programe at NALSAR were made through Common Law Admission Test, 2009. 80 students were admitted to the B.A.,LL.B.(Hons.) programme including 39 Girls. Three students from U.S.A. and one student from U.K. were admitted under Foreign Nationals category. The remaining 76 students admitted to the course are from 18 different States in the Country. The session started on 10th July, 2009.

2-Year LL.M. Degree Programme Admissions for the eighth batch of the LL.M. Degree Programme at NALSAR were made during the year through Common Law Admission Test (CLAT)-2009. 60 students were admitted including 35 Girls. One student from Canada and one from Sri Lanka were also admitted. The remaining 58 students admitted to the course are from 15 different States in the Country. Ph.D. Programme Registrations for the Ph.D. Programme were made in December, 2009. Four candidates were registered including two women. NALSAR Proximation Education Two years Master in Taxation and Business Laws programme in collaboration with National Academy of Direct Taxes (NADT) NALSAR Proximate Education launched its Fourth batch of admissions for the NADT Trainee Officers in the month of January, 2009. Total 71 Trainee Officers enrolled for the academic year 2009-10. The classes were conducted at NADT Campus, Nagpur in the months of April-May and November-December 2009. Faculty from NALSAR and some other subject experts were the Resource persons for the classes. Award of Degrees Two Trainee Officers of the 2nd Batch, who have completed their Master‟s Degree were awarded the Degree of Masters in Taxation and Business Laws at the 7th Annual Convocation held on 9th August, 2009. Admission to One year P.G. Diploma Programmes for the year 2009-10 NALSAR Proximate Education launched its Ninth batch of admissions for the Post-Graduate Diploma programmes for the year 2009-10 in April 2009. The programmes received an enthusiastic response from candidates from various centres in the country. The Ninth batch admissions exceeded the enrolment figures of the previous batch. The breakup of enrolment for various courses for the year 2009-10 is as under: (1) P. G. Diploma in Patents Law: 491 (2) P. G. Diploma in Cyber Laws: 98 (3) P. G. Diploma in Media Laws: 54 (4) P. G. The First Round of Contact Seminar Classes for the Ninth batch of P.G.Diploma in Patents Law were held between September – October, 2009 at seven Proximate Centres - Mumbai, Delhi, Bangalore, Pune, Chennai, Ahmedabad and Hyderabad. The First Round of Contact Seminar Classes for the Ninth batch of P.G.Diploma in Cyber Laws were held between September – October, 2009 at four Proximate Centres - Mumbai, Delhi, Bangalore and Hyderabad . The First Round of Contact Seminar Classes for the Eighth batch of P.G.Diploma in Media Laws was held in October, 2009 at Hyderabad Centre. Examinations: The examinations for the Eighth batch (2008-09) for P.G.Diploma in Patents Law, Cyber Laws and Media Laws were held on 30th & 31st May,2009 simultaneously at Seven centers – Hyderabad, Mumbai, Bangalore, New Delhi, Pune, Ahmedabad & Chennai. The results were declared and the following number of candidates qualified for award of the Diploma: Patents Law 287 Media Laws 17 Cyber Laws 49 The examinations for the P.G.Diploma in International Humanitarian Laws were held on 18th and 19th June 2009 simultaneously at Eight centres – Hyderabad, New Delhi, Colombo, Dhaka, Kathmandu, Iraq, Kaula Lumpur, and Makati City. The results were declared and 18 candidates have qualified for award of the Diploma. Award of Diplomas: The Diplomas Award Function, for the Seventh batch (2007-08) candidates who had qualified for award of P.G. Diploma in Patents Law, Cyber Laws, Media Laws and IHL was held on 22nd August, 2009. Hon‟ble Sri Justice G. Raghuram, Judge, A.P. High Court awarded P.G. Diploma in Patents Law to 302 candidates; P.G. Diploma in Media Laws to 23 candidates; P.G. Diploma in Cyber Laws to 94 candidates and P.G. Diploma in International Humanitarian Law to 15 candidates and delivered the address. The Award of Diplomas Function for candidates of P.G. Diploma in Patents Law, Cyber Laws, Media Laws and IHL of the Eighth batch (2008-09) was held on 19th December, 2009. Hon.ble Sri Justice L. Narasimha Reddy, Judge, A.P. High Court awarded the P.G. Diplomas and delivered the address.

Post Graduate Diploma Courses in Alternative Dispute Resolution (ADR) and Family Dispute Resolution (FDR) in collaboration with ICADR Admissions-2009 The admissions for the programmes were made for the year 2009 and the number of candidates admitted to each programme are as follows: P.G. Diploma in ADR (Proximate Education) 79 P.G. Diploma in ADR (Evening Course) 58 P.G. Diploma in FDR (Evening Course) 11 P.G. Diploma in FDR (Proximate Education) 47 Award of Diplomas (ADR & FDR) The Award of Diplomas Function for candidates of 2008 batch of ADR (Evening Course), ADR (Proximate Education) and FDR (Evening Course) was held on 16th September, 2009. Hon‟ble Sri Justice A.R. Dave, Chief Justice of A.P High Court and Chancellor, NALSAR awarded the P.G. Diploma in ADR (Evening Course) to 37 candidates, the P.G. Diploma in ADR (Proximate Education) to 74 candidates and the P.G. Diploma in FDR (Evening Course) to 14 candidates and delivered the address.

INTRODUCTION OF NEW COURSES IN 2009 2-year Masters Degree Course in Law of Financial Services and Capital Markets – ML (FS & CM) In pursuance of the MoU dated 6th January, 2009 signed by NALSAR & IIRM, a high value Two years Masters Degree in Law of Financial Services and Capital Markets (ML-FS&CM), a blend of investment and financial management and Law was launched in the session 2009-2010 on 5th October, 2009. Thirty-five students from different parts of India have joined the course. The programme is a full time Post-graduate Degree Programme consisting of Four Semesters. The salient features of this programme inter-alia include exposure of students to a mix of legal and financial curriculum spread across five courses in each semester. Another dimension of the programme is internship with accredited employers at the end of each semester, which provides opportunities for the students to earn the necessary skills and expertise for best possible employment options.

One year P.G. Diploma in Aviation Law and Air Transport Management In terms of the MoU signed between NALSAR University of Law and Institute of Applied Aviation Management (IAAM), Calicut, the first Post-graduate Diploma Course in Aviation Law and Air Transport Management (PGDALATM) was launched at Cochin on 23rd April, 2009, at Hyderabad on 21st May, 2009 and at Bangalore on 23rd July, 2009. Total 115 students admitted to the programme out of which 25 students were admitted at Cochin, 60 students at Hyderabad and 30 students at Bangalore. The course has two onsite sessions followed by online sessions in each semester. During the year under report, the onsite sessions at all the three centres have been completed. From academic session 2010 – 11, one year P.G. Diploma in Aviation Law and Air Transport Management in collaboration with IAAM is proposed to be offered at Sharjah, U.A.E.

5. SEVENTH ANNUAL CONVOCATION

The Seventh Annual Convocation of the University was held on 9th August, 2009. Hon‟ble Sri Pavan Kumar Bansal, Union Minister for Parliamentary Affairs and Water Resources was the Chief Guest and he delivered the Convocation Address. Hon‟ble Sri M.V. Raman Rao, State Law Minister, Hon‟ble Members of the General Council, Executive Council and Academic Council attended the Convocation. Hon‟ble Mr. Justice A. R. Dave, the Chief Justice of Andhra Pradesh and Chancellor, NALSAR University of Law conferred the Degree of LL.D. (Honoris Causa) on Hon‟ble Dr. M. Veerappa Moily, Union Minister of Law and Justice. The Hon‟ble Chancellor also awarded Degree of Ph.D. to one candidate, Degree of Master of Philosophy to one candidate, Degree of Master of Laws to 15 candidates, Degree of Masters in Taxation and Business Laws to two candidates and Degree of B.A., LL.B. (Hons.) to 80 candidates. Thirty Four Gold Medals were awarded to the meritorious students of B.A., LL.B. (Hons.) Degree Programme and one Gold Medal was awarded to LL.M. student.

6. CAMPUS DEVELOPMENT

With the co-operation and funds from the Sports Authority of Andhra Pradesh, the University has constructed two Tennis Courts (for Girls and Boys).

Re-novation of NALSAR City Office building (Phase-I) was taken up and completed for conducting the classes for the new course, “Masters Degree in Law of Financial Services and Capital Markets”. The classroom, Faculty rooms and computer lab have been renovated in phase-I. The Electrical Power Load at NALSAR City Office has been upgraded from existing 3 KVA to 30 KVA. Other development works like construction of pathways, new drainage lines, renovation of play grounds, erection of drinking water storage tanks, equipping of Gyms for Boys and Girls etc., have been completed.

7. FINANCES During the period under report, the Government of Andhra Pradesh released Rs. 372 lakhs to meet the expenditures on buildings, other infrastructure facilities on campus, and Rs. 200 lakhs towards revised UGC pay scales. In addition, revenue receipts have been collected to the extent of Rs. 515.49 lakhs. Also the University Grants Commission had granted an amount of Rs. 198 lakhs under the General Development Assistance Scheme for the XI plan period. The Capital Expenditure during the period has been Rs. 572 lakhs and Revenue Expenditure Rs. 515.49 lakhs.

8. LIBRARY Acquisitions During the period under report, a total of 942 documents including back volumes of periodicals as well as a few important reference sources have been added to the existing collection, important resources acquired are as follows:

E-Library Resources A new legal e-database LexisNexis was added to our existing e-legal databases. LexisNexis provides users with access to five billion searchable documents from more than 40,000 legal, news and business sources. LexisNexis encompasses authoritative legal-publishing brands dating back to the 19th century including Butterworths in the United Kingdom, Canada, the Asia-Pacific region, Les Editions du Juris Classeur in France, and Martindale-Hubbell and Matthew Bender worldwide.

The Library renewed the subscription of the following e-databases for the year 2009-2010:

1. AIR SC & HCs – Provides information about the cases from the Supreme Court and all High Courts (CD ROM).

2. Hein Online – Covers 1500 Intenational Journals related to Law. 3. Manupatra – covers Indian cases & Bare Acts and World Bank online

resources. 4. EXCUS - It is on CD-ROM format. This is an Electronic Library that

provides instant information on Central Excise, Customs, Service Tax and Allied Laws, Case Law, Circulars, Notifications and Statutes.

5. JSTOR - it is an archive of 1200 social science journals including law. 6. SCC Online – makes Supreme Court Cases availabe. (CD ROM). 7. Westlaw – Includes international legal journals, cases, treatises, law

reviews etc.

UN Depository Collection The Library has received 400 UN publications during the period. Library Publications The Library brought out the following three publications as a part of knowledge management initiatives:

1. A Catalogue of Journal with Holdings 2. A List of Current Journals 3. NALSAR Library Information Brochure 2009-2010

Information Literacy Programmes The Librarian and professional staff of the Library conducted Information Literacy Programmes with the help of Slide Projector to the students (B.A., LL.B. (Hons.) and LL.M. ) admitted during the academic session 2009-2010.

9. OTHER ACADEMIC AND RESEARCH ACTIVITIES M.K. Nambyar SAARCLaw Centre for Advanced Legal Studies (Centre In-Charge : Prof. V. Balakista Reddy, Professor of Law, NALSAR) The M.K. Nambyar SAARCLaw Centre for Advanced Legal Studies has organized / planned the following activities:

One day national workshop on „SAARC Trade Relations: Legal Issues and Challenges‟ on February 20, 2010.

An International Conference during August, 2010.

Publication of the First M.K. Nambyar SAARCLaw Newsletter.

Publication of a Book and SAARCLaw Journal.

Completion of documentation at the Centre. Dr. S. P. Chatterjee Centre for Environmental Law Studies (Centre In-Charge : Dr. K. Vidyullatha Reddy, Associate Professor of Law, NALSAR) During the year under report, the activities of the Centre include

Working on a research project on “A Study of Law and Nanotechnology: Exploring the Dimensions for Tackling the Nanotechnology Revolution with special relevance to Human Rights and Environment” funded by Shastri Indo-Canadian Institute.

An Environment Awareness Project funded by Ministry of Environment and Forests for Tree Plantation is also being pursued.

The Centre publishes „Green News and Views‟ periodically and it has student members who work at the Centre.

The student journal shall be published shortly.

A related website has already been developed. (http://elpr.in/.)

N.C. Banerjee Centre for IPR Studies (Centre In-Charge : Prof. M. Sridhar Acharyulu, MHRD IP Chair Professor, NALSAR) Prof. M. Sridhar Acharyulu, Professor of Law was designated as MHRD IP Chair Professor in July, 2009 in place of Prof. V.C. Vivekanandan who has gone on one year Lien. The following activities were undertaken by the Centre:

Organised a National Seminar on „WTO – TRIPS with Special Reference to Transactional IP Issues for Judicial & Enforcement Officers on 2 – 3 May, 2009.

IP Chair Professor had addressed the Scientists, Academicians, Vice-Chancellors and Registrars of Universities at half-a-dozen seminars / conferences organized by ASCI on creating awareness on IPR.

IP Chair Professor is supervising the research programmes by LL.M. Students specializing on IPRs besides offering specially focused seminar course on micro aspects of Patent Law, Copy Right Law and other IPRs.

IP Chair Professor attended and presented a paper in the Research Methodology Confluence of IP Scholars, organized by School of Management, IIM, Mumbai to draw a roadmap for IPR research in coming years.

The proposed activities of the Centre include:

Extending patent law education to students of Pharmacy at National Institute of Pharmaceutical Education and Research.

A three day workshop on Copyright and Piracy for Cinema Industry in A.P. in March, 2010.

Conduct of outreach programmes to spread awareness about the IPR among the artisans, such as toy makers of Yetikoppaka, Ponduru Khadi Textile Workers in north districts of A.P. besides a copyright workshop for writers in visakhapatnam, workshop for Pharma Indurstry on Patents.

An MoU with NIPER, Hyderabad for introduction of P.G. Diploma in Pharma Patents Law.

Selection of the Ph.D. Scholars for MHRD Scholarship Programme for senior and junior scholarship.

Centre for Disability Studies (Centre In-Charge : Prof. Amita Dhanda, Professor of Law, NALSAR) The Centre for Disability Studies

Drafted the National Trust, the amendment to the National Trust (Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities) Act, 1999 in order to harmonize it with the UNCRPD.

Conducted training in Mental Health and Law of Family Court Judges in Maharashtra.

Prepared a comprehensive report on the Amendment for an NGO consortium of Indian Disability Laws to harmonize with the UNCRPD.

Centre for Corporate Law and Governance (Centre In-Charge : Prof. K.V.S. Sarma, Professor of Law, NALSAR)

In collaboration with National Foundation for Corporate Governance, the Centre has organized the 1st NALSAR – NFCG Moot Court Competition from April 10 – 12, 2009.

In collaboration with IIRM, 2-year Masters Degree in Law of Financial Services and Capital Markets was started on 5th October, 2009.

A Memorandum of Understanding was signed with NAC, Hyderabad for offering one year Diploma Course in Law of Contract Administration and Real Estate Management and one year Post-graduate Diploma Course in Law of Infrastructure and Disaster Management from the session 2010 – 2011.

Centre for Air & Space Law (Centre In-Charge : Prof. V. Balakista Reddy, Professor of Law, NALSAR) During the year under Report the activities of the Centre include:

The first ever Post Graduate Diploma in Aviation Law and Air Transport Management (PGDALATM) was introduced by NALSAR in collaboration with Institute of Applied Aviation Management, (IAAM), Calicut and conducted classes at various Centres i.e, Hyderabad, Bangalore and Cochin from April to November, 2009.

The Cell has brought out the Legal Aid Newsletter Vol. 1, 2009 Student Exchange Programme: During the year under report, number of students undertook one semester study at different Universities under the Student Exchange Programme. New Master‟s / Diploma courses:

NALSAR and Institute of Insurance and Risk Management (IIRM), Hyderabad had signed an MoU on 6th January, 2009 to offer a 2-year Masters Degree Course in Law of Financial Services and Capital Markets. The course started on 5th October, 2009.

NALSAR and Institute of Applied Aviation Management (IAAM), Calicut had signed an MoU on 1st December, 2008 for offering one year P.G. Diploma Programme in Aviation Law and Air Transport Management. The course started at Hyderabad, Cochin and Bangalore in 2009.

NALSAR also signed an MoU with National Academy of Construction, Hyderabad on 22nd December, 2009 to offer One year Graduate Diploma Course in Law of Contract Administration and Real Estate Management and One year Post-graduate Diploma Course in Law of Infrastructure and Disaster Management from the session 2010 - 2011.

Recruitments / Job Placements The students of seventh batch were placed with national / international Law Firms, Banks, Corporates. Out of 80 students 40 students entered the Bar, seven students were recruited by a Law Firm at London, five students were recruited in Banks and the remaining students were recruited by the domestic Law Firms and Corporates. The pay packages offered by domestic firms range from 6 – 15 lakhs p.a. and the international firms offered 26 lakhs p.a. Internship Placement The students of the B.A., LL.B. (Hons.) and LL.M. course are placed for internships with non-governmental organisations, national and international institutions, senior lawyers and law firms. Some of them are also placed as internees (Law Clerks) with the Hon‟ble Judges of the Supreme Court and High Courts. Placement is made keeping in view the preferences and aptitudes of the students in terms of what sort of employment they would ultimately look for. Orientation training is given to the students to prepare them for placement with different organizations and the type of work which they are supposed to do as internees fulfilling expectations of these organizations. After the internship is over, the students submit their reports to the University and these reports are taken into account for next internship with such organizations. Microsoft Scholars Programme Three students of final year B.A., LL.B. (Hons.), Ms. Subhadra Banda, Ms. Shivanghi Sukumar and Mr. Ashish Pareek were awarded the IPR Scholarships for the Research Papers on Intellectual Property Rights for the year 2009.

Scholarships The University extended financial assistance to four students to the extent of Rs. 2,00,000/- (Rupees two lakhs only). One student was granted full fee waiver for the year 2009-2010. The Ministry of Social Justice and Empowerment had renewed the Central Sector Scholarship Scheme of Top Class Education for eight SC students and also sanctioned scholarship to one more student for the year 2008 – 2009. The Ministry of Tribal Affairs had sanctioned Central Sector Scholarship Scheme of Top Class Education to one ST student for the LL.M. Programme for the year 2008 – 09. SEMINARS / CONFERENCES / WORKSHOPS / TRAINING PROGRAMMES 12th International Conference on Consumer Law NALSAR in association with International Association of Consumer Law organized the 12th International Conference on Consumer Law from 25th – 27th February, 2009 at Justice City, Shameerpet. The Conference was inaugurated by Hon‟ble Mr. Justice Anil R. Dave, Chief Justice of A.P. High Court and Chancellor, NALSAR. Bhaskar Rao, Former Chief Justice of Karnataka High Court were the Chief Guests at the Valedictory. 55 Foreign Delegates participated representing countries like Australia, U.K., Finland, Italy, Spain, Malaysia, South Africa, Germany, Romania, U.S.A., Indonesia, Japan, Poland, Belgium and Taiwan. Around 150 participants including students from National Law Universities from all over India also participated at the Conference. The plenary speakers include Hon‟ble Mr. Justice M.Jagannatha Rao, Hon‟ble Mr. Justice S. Parvatha Rao, Hon‟ble Mr. Justice Shri D. Appa Rao, Mr. Sanjaya Jaju, Commissioner Consumer Affairs. Hon‟ble Sri Justice Madan Lokur, Chief Justice of High Court, New Delhi chaired the inaugural session and also delivered the inaugural speech on the importance of the Humanitarian Law and culled out the contemporary issues in the recent context. Senior teachers who have expertise in the filed of International Humanitarian Law, and International Criminal Law were invited from all over the country. Experts from ICRC were also present to enlighten the participants on various contemporary issues of Humanitarian Law. Distinguished academicians like Prof. V.S. Sastry (NLIU Jodhpur), Dr. Rishikesh Dave ( Former Registrar GNLU), Dr. Manoj Kumar Sinha (Director, ISIL, New Delhi), Prof. Mozzam Ali (Dept. of Political Science, Central University of Hyderabad), Wing CO (Dr.) UC Jha, Dr. Vikas Gandhi presented papers in the seminar on various issues like International Terrorism, Restorative Justice and victims in ICC, protection of women under the Rome Statute, International Criminal Courts Jurisdiction over non-party States etc. the valedictory session was attended by Dr. Stephanie Bouaziz, Communication Co-ordinator, ICRC and Certificates were distributed to the participants by the Vice-Chancellor and Registrar, NALSAR. The report on the proceedings was submitted to ICRC. Dr. K.V.K. Santhy, Assistant Professor co-ordinated the programme. Workshop on Legal and Regulatory Framework in the Banking Sector: Emerging Challenges in the Era of Globalisation NALSAR organized a 3-day Workshop on Legal & Regulatory Framework in the Banking Sector: Emerging Challenges in the Era of Globalisation for the Law Officers of Reserve Bank of India from March 27 – 29, 2009 at NALSAR, Hyderabad. The workshop was inaugurated by Smt. Shyamala Gopinath, Deputy Governor of RBI. Prof. Veer Singh, Vice-Chancellor, NALSAR presided over the function. Fourteenth South Asia Teaching Session on International Humanitarian Law NALSAR in collaboration with ICRC jointly organised the 14th South Asian Teaching Session on International Humanitarian Law from 22-29 April 2009. The eight day session was attended by 36 delegates from 10 countries namely Afghanistan, Bangaldesh, Butan, India, Iran, Maldives, Myanmar, Nepal, Pakistan and Sri Lanka. Participants were drawn from various fields and include civil servants, members of police forces, serving military officers, academicians, think tanks and human rights organizations. National Seminar on Transactional Issues in IPR A two-day national seminar was organized by NALSAR on May 2-3, 2009 with the financial support by Ministry of HRD (Government of India) on WTO – TRIPS with Special Reference to Transactional IP Issues. The target group was judicial & enforcement officers and students of the Intellectual Property and Technology Management in Agriculture of NAARM, Hyderabad. The seminar was inaugurated by Hon‟ble Sri Justice G. Raghuram, Judge, High Court of A.P. Capacity Building of Women Managers in Higher Education – Refresher Programme NALSAR had organized a three day Refresher Programme for Trainers on Capacity Building of Women Managers in Higher Education from 10th – 12th August, 2009. The programme was inaugurated by Prof. Veer Singh, Vice-Chancellor, NALSAR. Prof. Armaity Desai the former Chairperson, UGC and the Chairperson of the UGC National Consultative Committee programme gave her valuable inputs. Prof. Susheela Kaushik, Former Director CWS, Delhi University was the co-chairperson of the programme and conducted the sessions. 27 participants from Jammu, Gauhati, Coimbatore and Delhi among other regions participated in the programme. The programme is for the trainers who have already conducted SAM (Sensitising, creating Awareness and building Motivation) workshops in their respective regions. The idea is to brainstorm on various issues that have arisen in the transaction of the manuals and methodological issues. This is anational level programme with Professors and

PREPARATORY COURSE FOR ADVOCATES AND LAW GRADUATES FOR THE COMPETITIVE JUDICIAL EXAMINATION NALSAR organized Preparatory Course for the Law Graduates and Advocates for A.P. Competitive Judicial Examination during March / April, 2009. The classes were conducted for 40 days from 22nd March, 2009. 75 students enrolled for the said classes, out of which 15 candidates belong to the Scheduled Caste and Schedule Tribe. 50% of the fee concession was offered to SC and ST Candidates. The Course was inaugurated by Hon‟ble Sri Justice Y. Bhaskar Rao, Former Chief Justice of Karnataka High Court. MOOT COURTS ORGANISED First NALSAR – NFCG Moot Court Competition The First NALSAR-NFCG Moot Court Competition, 2009 in collaboration with the National Foundation for Corporate Governance during April 10-12, 2009 at NALSAR University of Law, Justice City, Shameerpet. 13 teams from all over India participated at the competition and Christ College of Law, Bangalore won the competition. Third Annual NALSAR – Justice Bodh Raj Sawhney Moot Court Competition The Third Annual NALSAR – Justice Bodh Raj Sawhney Moot Court Competition was organized by NALSAR from 8th – 10th October, 2009. 19 teams from all over the country participated at the competition. The final rounds were judged by Hon‟ble Sri Justice C.K. Thakker, Former Judge, Supreme Court of India, Hon‟ble Sri Justice A.R. Dave, Chief Justice of A.P. High Court and Chancellor, NALSAR and Hon‟ble Mr. Justice Y. Bhaskar Rao, Former Chief Justice of Karnataka High Court. National Law Institute University, Bhopal won the competition.

RESEARCH PROJECTS Study on Sub-national Governance under V and VI Schedule Areas The Study on Sub-national Governance under V and VI Schedules of Constitution of India, sponsored by The Inter-State Council, Ministry of Home Affairs, New Delhi, includes Indian experience especially the administrative, judicial and socio-economic impact of models of sub-national governance under V schedule and VI schedule areas, Panchayats and urban local bodies with reference to impact on core issues like • sovereignty • national integration • natural resource use • requirements of modern day integrated financial systems, • interdependence, sharing of powers and the related procedural aspects. The Inter-state Council Secretariat Project Part-I of the Study on Sub-national Governance under V Schedule Areas had sanctioned to the University a sum of Rs. 16,12,000/-. An amount of Rs.8,06,000/- (50%) has been received. The First Draft Report has been sent to the Inter-state Council. The Inter-state Council Secretariat, Project Part-II of the Study on Sub-national Governance under VI Schedule Areas had sanctioned to the University a sum of Rs. 16,46,400/-. An amount of Rs.8,23,200/- (50%) has been received. The Research team headed by Prof. Ranbir Singh, Vice-Chancellor and Prof. Ghanshyam Singh, Registrar prepared the Report on Tribal areas under V Schedule. As Prof. Ranbir Singh and Prof Ghanshyam Singh joined National Law University, New Delhi, the Research team consisting of Prof. Veer Singh and Prof. M. Sridhar Acharyulu has been re-constituted. Research Materials, Books and documents from North Eastern states and Jammu & Kashmir have been collected. Prof. M. Sridhar Acharyulu and Mr. Siva Rama Krishna, the Research Associate, went on study tour to North Eastern states and Jammu & Kashmir in the month of January 2010. Now the team is developing a comprehensive draft Report. (to be completed by the end of February, 2010). Drafting of New Rent Control Legislation for the State of Andhra Pradesh NALSAR University has undertaken the project for preparation of Draft Legislation on Rent Control in 2008. The work was partially done by the team headed by Prof. Ghanshyam Singh. Thereafter, task of completing was entrusted to Prof. M.Sridhar Acharyulu, who revised Draft Rent Control Legislation and submitted to the Special Secretary to Govt. MA & UD Dept. AP Secretariat in

Submitted a report to Max Planck Institute, International Criminal Law Department, Freiberg, Germany under the coordination of Professor HG Koch on " Counterfeit Drugs" from India in December, 2009.

Research Projects:

Co-ordinator of the Project: “ Defective Investigation leading to Acquittals” which was granted by Bureau of Police Research Development, New Delhi. The study aims at knowing the lapses being committed by the police officers while conducting the investigation of an offence and to know to what extent these procedural lapses lead to an acquittal of a criminal case. The study is being conducted only in the state of Andhra Pradesh. So far the team has interviewed all police officers in the state, forensic doctors and Judges of all cadres from Magistrate Court to the High Court, and also conducted the survey of cases in the criminal courts of Hyderabad and Secunderabad. The project‟s duration is one year and the report shall be submitted in June 2009.

Co-ordinator of a major Research Project granted by University Grants Commission on “ A Critical Analysis of Punishment and Sentencing in India with special reference to State of Andhra Pradesh” in December, 2008. This project aims at a study of feasibility of introducing sentencing guidelines in India and preparing a database to guide Judges at all cadres. The project duration is two years.

Post Doctoral Research: Visited Max Planck Institute for Foreign and International Criminal Law as a part of the Post Doctoral Research Programme on Punishment and Sentencing for two months on a scholarship during November and December, 2009.

11. STUDENT ACTIVITIES Student Bar Council During the year under Report the Student Bar Council elections were held on July 30, 2009. Eight functional Committees viz: Academic; Cultural; Hostel and Campus Welfare; Literary & Debating; Mess and Hospitality; Moot Court; Sports and Student Welfare were elected. The new office bearers for the year 2009 took oath of office on 30th July, 2009. Each Committee consists of a General Body and an Executive Council. The General Body of each Committee consists of such students who opt to join the General Body of that functional Committee. However no student should join the General Bodies of more than two Committees. The Executive Council of each Committee comprises of five elected members one from each class of the B.A., LL.B. (Hons). Each Committee has a Convenor. The Executive Council of the eight Functional Committees forms an Electoral Collegium which elects from among themselves five Office Bearers of the SBC. The Office Bearers of the SBC are Mr. Aditya Wadhwa as President, Mr. Varun Tandon as Vice-President, Mr. Abhilaksh Grover as Secretary, Mr. Rohit Venkat V. as Joint Secretary and Mr. Arani Chakrabarty as Treasurer. Academic Achievements Rhodes Scholarship: Mr. Aditya Swarup, final year student has won the prestigious Rhodes Scholarship for the year 2010 to pursue Bachelors of Civil Law (B.C.L.) at Oxford University. This is the third Rhodes Scholarship at NALSAR.

Student Welfare Committee The Student Welfare Committee in 2009 was involved in several activities such as upkeep of the Student Book Bank, arranging for remedial classes, scholarships and fee concessions for students with economic constraints. Its activities also included the printing of NALSAR T-shirts. It was also proposed in 2009 that they start publishing a NALSAR Magazine. The expansion and cataloguing of the Student Book Bank established through contributions from advocates, faculty and students was a major achievement of 2009. Academic Committee During the year under Report, the activities of the Academic Committee include:

Conducted a non-credit course on Market Economy structured and taken by Mr. Prasad Krishnamurthy.

Constituted a Peer Review Committee to review and provide feedback to papers/articles prior to be sent for publications/conferences.

Organized a seminar on Constitutional Morality with Prof. Amita Dhanda and Mr. Arvind Narrain as speakers.

Started regular Wednesday classes on ancillary subject matter like drafting, memorial writing, formatting etc.

Organized a lecture series on Corporate Governance by Mr. Edward, Consultant, Herbert Smith LLP in collaboration with Herbert Smith LLP.

Sports Committee During the year under Report, Sports Committee organized intra-university Basket Ball and Cricket Competitions. Various Teams are going to participate in Sports Events at WBNUJS, Kolkata. Carpediem - 2009 Carpediem is the annual Intra College Festival organized by the Student Bar Council within NALSAR University. The name derives from the Biblical allusion to enjoyment and festivities. It primarily consists of sporting, cultural, literary and debating activities. The 2009 edition was organized from March 26-29th. Sporting events such as athletics, festal, tug of war and kabbadi were organised where all five batches including students of the Masters Programme also participated. The Tug of War and Kabaddi competitions generated a lot of enthusiasm among spectators and the Class of 2010 emerged victors. Cultural activities were organized such as the Poster Making, Rangoli, Western & Eastern Music competitions and the Batch dance competition on the final day of the festival. There were informal events such as the Amazing Race, Twister and Antakshari. The Literary and Debating Committee organized the intra batch debating

competition, the general quiz, JAM among other events. A DJ night was organized on the night of the penultimate day where all students were invited to join. The closing ceremony was conducted in the august presence of our Vice-Chancellor. Class of 2009 emerged as overall champions, the Class of 2010 as Runners Up.
