Public Participation Process undertaken:

A PPP under the 2014 EIA Regulations as amended was undertaken as part of the Scoping Phase, which included the following:

• Placing site notices at the entrance to the site and in town (Indwe) at the local municipality and the local library;

• Placing adverts in the Daily Dispatch (23 November 2018) and The Rep (23 November 2018) newspapers;

• a Notification and Background Information Document (“BID”) regarding the project was sent to all identified interested and

affected parties ("I&APs"). This includes the adjacent landowners and relevant authorities.

The Draft Scoping Report was also sent to all I&APs.

A time period of 30 days was allowed for the public to register and / or send their issues and concerns regarding the Project to Turn 180

Environmental Consultants.

A mistake in the Background Information Document

(BID) was pointed out by Me. Mdekazi-Nkqubezelo.

The date for participation given in the BID falls within

the December holidays. However, as indicated in

the NEMA EIA Regulations, the period of 15

December to 5 January needs to be excluded

during the Public Participation Process.

Thus, the time for I&APs to comment will be

extended.

Ms. Bhelinda Mtamo was assigned as case officer.

DEDEAT commented that alternatives must be

investigated. An EMPr containing a re-vegetation

and habitat rehabilitation plan, and alien invasive

management plan, a storm water management

plan and an erosion management plan must be

included in the EIA report. Further, DEDEAT

commented that topsoil stockpile heights may not

exceed 1.5 m, removal of alien plants must adhere

to the Alien and Invasive Species Regulations and

dust control measures must adhere to the Dust

Control Regulations.

These conditions will be adhered to and has been

included in the Final Scoping Report. Alternatives

have also been investigated. An EMPr with all

relevant documents will also be added in the EIA

report.
