1. INTRODUCTION

1.1 OverviewAngus Smith Sportspower is a locally owned sports store which has been operating in Townsville for over 40 years. Currently trading along Flinders Street, Angus Smith Sportspower provides customers with excellent service and knowledge of their products.

Angus Smith Sportspower stocks many different products such as sports and lifestyle footwear; men’s and women’s clothing; NRL, AFL, A-League, EPL, NBL, Rugby Union and Cricket supporter merchandise; underwater gear; hunting accessories; bags; balls and other sporting items.

Front entry to Angus Smith Sportspower is via Flinders Street, while the rear facade of the building faces Ogden Street.

The owners previously commissioned a street art mural on this wall. The mural was well received, however with the work having aged over the course of the last decade, the owners believe now is the right time to commission a new sport-themed work by a local street artist on their store.

Angus Smith Sportspower and Townsville City Council are collaborating on this landmark project, which will enhance Ogden Street as a must-see destination for street art in Townsville.

This commission is a continuation of Townsville City Council’s Street Art Activation Framework, and underlines how local businesses and building owners can collaborate with Council and seek advice to approrpiately manage their own street art projects.

1.2 LocationAngus Smith Sportspower located on Flinders Street in the centre of the Townsville CBD.

The wall on which the commissioned artwork will be painted is the rear facade of the building, facing Ogden Street (fig. 1). The wall is opposite Townsville Home Timber and Hardware, 126 Ogden Street. Access to Ogden Street is via Dean Street, or Stanley Street.

The wall (fig. 2) measures approximately 3.1 (height) x 10.3 (width) metres. Developed artwork designs will need to consider how to incorporate or work around a number of different surfaces and existing features, such as roller doors, windows, and metal bars.

2. ARTWORK BRIEF

2.1 Intent of the EOIAngus Smith Sportspower and Gallery Services, Townsville City Council are seeking EOI and design submissions from artists to be considered in a competitive process that will commission a new street art mural in the heart of the Townsville CBD.

In keeping with the character of the store, it is requested that the submitted designs are sport-themed, in whichever way artists wish to interpret this.

This EOI opportunity is only open to artists residing in the Townsville local government area. To view a map of the Townsville local government area, visit:

Artists responding to this EOI opportunity are asked to complete and submit the following materials. Templates are attached for artists’ ease:

The Public Art Selection Panel (PASP) will comprise of representatives from Angus Smith Sportspower, Heritage and Urban Planning Unit (Townsville City Council), and Gallery Services (Townsville City Council). The PASP will assess the submitted EOI materials and select/commission a single artwork proposal to commence on-site completion of the proposed artwork opportunity.

This commissioned artwork forms part of a broader Street Art Activation Framework and is an example of collaboration between Townsville City Council and local business to achieve a street art outcome.

2.2 TimeframesThe following timeframes have been identified for this artwork opportunity. During the commission phase the selected artist will be required to consult with the Public Art Officer, Gallery Services, Townsville City Council, to coordinate the completion of the work on site.

2.3 Artwork OpportunityThe site of the artwork opportunity is located in Ogden Street. The profile of this location is of significance as it builds on a previous commission by Belgian artist ROA undertaken in Ogden Street, with further street art work anticipated to occur in Ogden Street in the short to medium term future.

This opportunity is only open to Townsville-based artists. The successful artwork will explore a sporting theme and reflect contemporary street art/aerosol art techniques and styles.

2.4 Design BriefDue to the significance of the location and purpose/character of the building, the proposed artwork must reflect the following themes and design criteria:

• Explore a sporting theme, be it an individual sporting contes, a montage of numerous sports, specific sport-ing identities, or any other relevant interpretation of the theme by a submitting artist.

• Provide the public space with a vibrant/dynamic visual element that is reflective of best practice contemporary street or aerosol art.

• Incorporate or plan around the varied surfaces of the wall in the design in a considered or purposeful fashion.

2.5 BudgetThe successful artist will be paid an artist fee of $8,000 (ex. GST) for the delivery of the selected work. This figure is to be inclusive of all material and equipment costs incurred.

Payment will be made in stages in accordance with the outcomes/milestones for each stage of the project as specified below:

Design acceptance $4,000 (ex. GST)(upon signing of the commissioning contract by both the Artist and Commissioner)Artwork completion $4,000 (ex. GST)(upon approval of the artwork by the building owners and PASP to ensure the final product does not significantly vary from the accepted design submission)

Payment will be made in accordance with Townsville City Council’s payment terms, which is 30 days from the date of receipt of a valid invoice.

3. ARTIST SELECTION PROCESS

To be considered for this project, artists are required to provide the following information:

• Completed Artist Information Sheet (Attachment 5.1).• Completed Artwork Images Sheet (Attachment 5.2) and 5

- 10 best images of previous street art work (JPEG format).• Completed Design Concept (Attachment 5.3).

Submissions must be in colour to closely represent the proposed final artwork. Maximum of 3 Design Concepts may be submitted by each Artist.

• Completed Artwork Rationale (Attachment 5.4). The PASP requires a 50-200 word description of how the proposed artwork reflects the sporting theme, and other relevant considerations as set out in section 2.4 Design Brief.

• Applicants are advised to consider National Standards for Workplace Health and Safety when preparing their submission.
