Rosa na naging component city noong 2005 ay may mahigit P1.3 billion annual budget noong 2008.

Ang Lucena, bilang nag-iisang highly urbanized city sa Southern Tagalog, simula noong 1992 hanggang sa huling nakalipas na 15 taon ay may annual budget na humigit kumulang sa P500 milyon.

Noong 2007 na hindi pa naipapasa ang Revenue Code ni Brizuela, ang tax collections ng Lucena ay P461,251,810.55 at noong 2008 kung kailan ito naaprubahan ay naging P495, 639,578.57 ang nakolekta ng City Treasurer’s Office. Taong 2009 naman umabot sa P615, 525, 696.89 ang kanilang nasingil at noong 2010, ang Lucena ay nakapangalap ng P662, 632, 077.56 na buwis

Dahil sa naging tagumpay sa tax collections ng Lungsod ng

Lucena, pinagkalooban ng Bureau of Local Government Finance ang Lucena ng parangal bilang 2nd highest Efficiency for Real Property Tax Collections sa mga lungsod sa buong CALABARZON na may rating na 125.34% against the allocated target for CY 2010 at binigyang pagkilala si Gng. Amelia Pasumbal, City Treasurer para sa nasabing tagumpay.

Ang tax generation ng Lucena noong 2011 ay umabot sa P773, 409, 154.22, at muli ay pinarangalan ang Lucena at si Pasumbal. Maging noong 2012 ay nakatanggap ng pagkilala ang pamahalaang panglunsod at si Pasumbal dahil sa patuloy nilang pagiging epektibo sa pangongolekta ng buwis.

Sa tuwing nababalitaan ni Brizuela ang nagiging accomplishments ng pamahalaang panglunsod sa tax collections, hindi niya maiwasan na ipagmalaki na isa siya sa nasa sa likod nito at kung hindi siya nanindigan noon, baka hanggang ngayon ay kolelat pa rin dito ang Lucena .

Matatandaang Noong Disyembre 27, 2007 ang panukala niyang ito ay isinangguni sa komitiba ng Laws, Civil Service at Ways and Means at Laws bilang lead Committee. Makalipas ang pagsasagawa ng ilang komprehensibong pampublikong pandinig, ang Revenue Code o Tax Ordinance ay pumasa sa Sangguniang Panglunsod noong March 10, 2008 at inaprubahan noon ay noong Abril 3, 2008. mayroon special event ang mga sabungan kabilang ang pa-derby.

Ang pangongolekta ng 10% amusement tax ay ilan lamang sa mga napabayaan ng mahabang panahon at ang collection na dapat sana ay pumapasok sa kaban ng lungsod at ang makokolekta dito ay nailalaan sana mga proyektong para sa mga mamayang Lucenahin. Kung susumahin, aabot sa mahigit P1-M kada taon ang makokolekta mula sa 10% amusement tax pa lamang na di hamak na mas malaki sa halagang nakokolekta noong mga nakalipas na taon.

If not, maybe it’s time you pack your things up and pay it a visit. If you’re at the city proper, just hail a jeep and tell the driver to drop you off at “the park.” Don’t worry, with its conspicuous location in front of the Quezon Provincial Capitol Building and the noticeable Manuel L. Quezon Monument, you’ll find it difficult to get lost.

HistoryPerez Park was named

after the late Governor, Don Filemon E. Perez. Don Filemon Perez is the son of Don Simeon Perez, who was then an influential leader in Lucena. He finished his degrees in engineering studies in United States. When he returned to the Philippines, he later built a sunken garden way back in the early 1920’s that was then donated to the city of Lucena by the Perez family along with seven hectares of land, making it one of the biggest

and most beautiful parks in the Philippines next to Luneta and Rizal Park (based on a book published in 1987) and the second largest park in the country after Luneta Park (based on 1994 documents).

StructureFirst Block

The park is divided into four (4) blocks/sections. The first block is where the playground, cave-like bandstand, and food stalls are found. This block lost its original sunken design when the ground was flattened in 2000 when it has undergone the renovation and rehabilitation under the administration of the then Gov. Wilfrido Enverga.

On the 2nd block are the rock monument with fishpond or known as Stone Map of Quezon made up of boulders, each representing a municipality. Each stone also bears the total land area and population of the municipality it is representing at the time it was constructed.

On the 3rd block of the park you can see a shrine made with concrete images of teacher, policemen, road workers, and white-collar state employees in the middle of the fish pond, a stone fish can also be found alongside the rocks and can only be seen if you look closely.

On the 4th and last block, you’ll see there the multicolored jet fountain and the monument of the late Manuel L. Quezon also known as our “Ama ng Wikang Pilipino”. The jet fountain was put up in 1967 under the administration of the late Gov. Anacleto Alcala to add beauty to the park.

ActivitiesSeesaw Fun at Perez

Park Perez Park is a favorite venue for special events such Pasayahan, Lucena Day, and Quezon Day festivities. Political meetings as well as contests like Battle of the Bands are also occasionally held here. Since it’s a public place, everyone can use its facilities provided that coordinate with the GSO (Government Service Office).

On regular days, it’s a favorite hang-out of families who let their kids play in the swings, seesaws, and slides

installed in the park as well as teenagers who make use of the park’s spacious grounds to pratice for school-related activities such as group dances and choral recitations.

Because of the appearance of malls and other places where people can meet the number of visitors who come to the park has decreased in recent years so park administrators have been working on introducing new facilities, features, and activities that park-goers can enjoy so they can restore the park to its former glory. After all, Perez Park made it to the list of best parks in the country before, with our combined efforts, we could probably do it once more.

The Kiwanis club of Lucena City headed by President Kwn Daniel R. Domiquez and PLGs Marilyn Jugueta, Marvin Fuentes together with Kwn Maria Cristina V. De Torres, Hiyas ng Quezon as well as the kiwanis members gave their compassion and support during the conduct of community service on Urban Gardening Advocacy Livelihood Project: “MasaganangGulaysaBawatBahay at Paaralan” held at Barangay Ransohan, Lucena City on February 7, 2013. The project beneficiaries were the parents, pupils, student and teachers of Lucena City National High School – Ransohan Extenssion and Ransohan Elementary School.

The KC Lucena City project aims to promote urban gardening as a vehicle in fostering consciousness and active involvement of the parents and school children in the “green movement” and promoting healthy eating habits to improve nutrition and sustain the vegetables requirements of the urban families particularly among the youth in Brgy. Ransohan, Lucena City.

The project was proposed by Kwn Anicia J. Villaruel and Kwn Rey G. Aleman. They haveimparted the importance of urban gardening which promotes healthy vegetable eating lifestyle, enhances additional income and cost effective (less labor for watering and fertilization using self-irrigating containers).

The technical aspects on how to prepare containers for urban gardening promoting 3Rs (Reuse-Reduce-Recycle); preparation of potting mixture; preparation of seeds & seedlings; proper planting of seeds and transplanting including care and maintenance of vegetables up to harvesting was shown during the demonstration. The parents, students, pupils and teachers did the technical hands-on activities with smile on their face with assurance that they learned and will able to apply it in real life.

The parents are required to have their own urban gardening at home using any type of containersin the community. There will be an incentives and rewards for the best home implementer from the club for a sustainable and efficient project implementation in terms of contest.

Likewise, urban gardening livelihood project in Brgy. Ransohan will sustain food security, space efficient, encourage AESTHETIC beautification of the environment (landscape designing), economical – anything available within the locality will be used (coca-cola bottles, tin cans, plastic tubs, used tires, PET bottles, old shoes etc.)

Lucena's most wanted felon fallsLUCENA CITY---

After almost three years of hiding, police finally arrested the other day a murder suspect tagged as the city's most wanted man at Sitio Gintuan, Brgy. Durungao, Buan, Batangas.

Acting City police head, Chief Insp. Job de Mesa identified the nabbed suspect as Joselito Rocha, 32, of Bgy. Ibabang Iyam, here, and presently residing at said village in Buan, Batangas.

In his report to Quezon police director, Senior Supt. Dionard Carlos, De Mesa said Rocha who tops the ten most wanted felons was arrested on the strength of arrest order issued by Judge Dinah Evangeline Bandong of Lucena City Regional Trial Court, Branch 59 with the assistance of Bauan police station operatives.

De Mesa said Rocha did not resist arrest when collared his house around 9:00 p.m. by the lawmen led by Senior Insp. Rizaldy Merene and SPO2 Tobias Carreon.

He said the suspect went into hiding after

stabbing to death several times his neighbor, Mark Julius Villanueva on the morning of October 31, 2010 over undetermined motive.

The victim died in in a hospital from multiple fatal stab wounds.

The suspect was detained at Lucena Lock Up Jail. He will be turned over to the Quezon Povincial Jail.

De Mesa said the suspect's arrest result from police intensified campaign against wanted persons under 'Manhunt Bravo', one of the priority programs of Carlos under the latter's leadership that resulted in the arrest of numerous wanted persons since he assumed the post last January 9. Militants storm Aquino’s Proclamation Rally, slam bogus government programs and puppet partylist Akbayan

SAN PABLO, LAGUNA – Militants led by Bagong Alyansang Makabayan-Southern Tagalog (Bayan-ST) met Team PNoy’s proclamation rally with a mobilization today at 1 o’clock in the afternoon in the middle of the program of Noynoy Aquino and his crony, Akbayan. The militants bear streamers and plackards, “Noynoy Aquino, tuta, pasista, pahirap sa masa!” as they march nearer into the program grounds.

“We are here to denounce Aquino of the lies he has said about the increasing economy of the country,” Rjei Manalo, Secretary General of Gabriela Southern Tagalog explains. “The country has experienced nothing but cost-cutting measures of social services until the Aquino government eventually liberates itself of its obligation to the people.”

The militants slam Aquino of his “daang

matuwid”, saying that it has brought nothing but “hunger and death to their families”.

Manalo added, “Demolition ran rampant in urban areas, leaving the urban poor to force evacuate themselves from their homes, prices continue to hike while the people’s wages and unstable livelihood are barely enough to keep up with its increase and farmers are forced to make do with the bogus land reform of Aquino’s administration. Is this what they call progress? It is no wonder why the poverty rate in the country increases yearly.”

Present in the Proclamation Rally are Aquino’s lackeys, Akbayan, where Bayan-ST condemns of Akbayan’s participation again in the 2013 elections. “Akbayan should have no more place in the senate or in the house of representatives this coming elections; other than their members have

already positions in the government offices, but Akbayan has always been misleading the people from bogus land reforms and cover-up programs of the Aquino government while taking advantage of the country’s funds,” Erica Chiong, Deputy Secretary of Bayan-ST said, referring to the controversial Coco Levy Funds.

“Aquino has promised in the previous elections to punish the corrupt government officials yet Gloria Arroyo remains out of bars and lacks assertion of giving justice to the crimes Arroyo

and Jovito Palparan committed to the people,” Chiong explains. “Instead of doing so, Aquino’s government continues what his predecessors have done – fascism, anti-people policies and negligence to the needs of the Filipinos.”

Earlier in his term, Aquino has said that there were no human rights violation cases under his term.”Aquino has never admitted having any human rights violation cases under his term. His Oplan Bayanihan is not different from the previous c o u n t e r i n s u r g e n c y programs of the previous

Samantala, napakasimple lamang ang gusto ng maliliit na magniniyog: ibalik sa kanila ang pondo. At dahil ibinalik na ng Presidential Commission on Good Government (PCGG) sa kaban ng bayan nitong Oktubre 5 ang P56.6 Bilyong coco levy fund, simula na naman ang laban ng mga magniniyog para mabawi ito.

Sa ganitong siste, paulit-ulit lamang ang senaryo ng paglaban ng mga maliliit na magniniyog at mga manggagawang-bukid.

Misis Villar Nakapagtayo Na Ng 100 Pilot Centers Ng Kanyang Livelihood Projects

MAY 100 pilot centers ang naitayo na sa iba’t-ibang lalawigan sa bansa upang gayahin ang livelihood centers o green social enterprises sa Las Pinas na itinatag ni dating Congw. Cynthia Villar.

Naging matagumpay ang mga pangkabuhayang proyektong ibinigay ni Villar na tinaguriang “Misis Hanep Buhay,” sa mahigit 500 pamilya sa nasabing siyudad.

Binigyan-diin ni Villar na hanggang sa ngayon, pinakikinabangan pa rin ng mga ito ang kanyang ibinigay na livelihood projects.

Bunga nito, naniniwala si Villar na marapat lamang na ibahagi niya sa ibang komunidad sa buong bansa ang kanilang karanasan sa Las Pinas.

Sa pagtakbo sa pagka-senador, sinabi ni Villar na mas higit siyang magkakaroon ng oportunidad na maisulong ang kanyang livelihood projects.

“Naniniwala ako na sakaling manalo ako at maging senador, mas marami akong magagawa at mas marami akong matutulungan sa pamamagitan ng pagbibigay ng trabaho sa ating mga kababayan,” ani pa Villar.

Sa kanyang livelihood projects, iginiit ni Villar na pati yaong hindi nakatapos ng elementarya ay mabibigyan ng pagkakataong kumita.

“Sa ngayon, ultimong factory worker ay kailangan nakapagtapos man lang ng high school,” sabi pa ni Villar.

Kamakailan lamang, itinayo ni Villar, na naging kongresista sa loob ng 9 na taon, ang Villar Social Institute for Poverty Alleviation and Governance o SIPAG. Ito ay magsisilbing sentro ng lahat ng kanyang pagsisikap at adhikain upang mabawasan ang kahirapan.

Kabilang sa kanyang livelihood programs ang training sa paggawa ng mga produktong mula sa waterlily, pagtatayo ng composting facility at coconet factory, at blanket weaving. Sinimulan na rin niya ang plastic pulverizing sa Leyte.

Filipinos join 1 billion rising around the world to end violence against womenMANILA – In a

festive and creative way, Filipinos – both men and women – joined the global campaign to end violence against women and children.

On Valentine’s Day, the Philippines was among the first of 202 countries to hold activities as part of the One Billion Rising campaign. Initiated by Eve Ensler, playwright of “The Vagina Monologues” and founder of V-Day, a

global campaign against violence against women and children, One Billion Rising is a “call to men and women to refuse to participate in the status quo until rape and rape culture ends.

Gabriela, Gabriela Women’s Party and New Voices Company gathered thousands of women and men in Manila and 24 other cities all over the country in One Billion Rising events.

More than 5,000 trooped to Tomas Morato in Quezon City to “dance, strike and rise” not only against physical forms of abuse such as battering and rape but also against “state-instigated violence” and the “rape of the country’s sovereignty and patrimony.”

Elementary and high school students, government employees, barangay officials, activists, workers, urban

poor, and children converged at Tomas Morato st. They were joined by politicians, artists, professionals, businessmen, artists, and church people. Together, they danced to the One Billion Rising Philippine song.

Si Villar ay nag-file ng petisyon para sa Writ of Kalikasan noong March 16 noong nakaraang taon laban sa 635.14 ektaryang proyekto na reklamasyon sa Manila Bay na nakikitang magiging sanhi na malawakang pagbaha.

Noong Abril 10, iginawad ng Supreme Court ang Writ of Kalikasan.Ang hearing sa Court of Appeals (CA) sa petisyon ni Villar ay may anim

marine habitat ng Las Piñas-Paranaque Critical Habitat and Ecotourism Area (LPPCHEA), at ito’y pipigil sa natural na daloy ng tubig sa ilog ng Las Piñas, at magdudulot ng malawakang pagbaha sa maraming barangay: 37 sa Bacoor, 11 sa Parañaque at 17 sa Las Piñas.

Ito ay mula sa pag-aaral ng independent hydrologist (Tricore Solutions Inc). Base sa pag-aaral, kung magkakaroon ng bagyong kasinlakas ng Ondoy, 65 barangays ng Las Piñas, Parañaque at Bacoor ang malulubog sa baha na may lalim ng 0.15 metro hanggang 5.12 metro (ang limang metro ay halos katumbas ng dalawang palapag na gusali).

Bukod sa dulot nitong pagbaha, ang proyektong reklamasyon din ay makakaapekto sa kabuhayan ng mga pamilyang umaasa sa pangingisda bilang kabuhayan.

Iminungkahi naman ni Villar ang urban renewal kaysa sa reklamasyon. Sa nakaraang pagpupulong na may kinalaman sa reklamasyon, sinabi ni Villar na may mga tradisyunal na paraan upang makamit ang urban development at madecongest ang lungsod na hindi makakapagdulot ng pagkasira ng kalikasan, gaya ng pagpapabuti ng mass transportation systems na magbibigay ng mas maganda at mas mabilis na access sa mas murang lupa sa labas ng Metro Manila. ###

Senatoriable Teddy Casiño proclaimed as “Son of Southern Tagalog”

C A L A M B A , LAGUNA – Thousand of delegates await Teddy Casiño’s arrival in Southern Tagalog as they proclaim Casiño a “Son of Southern Tagalog”. Casiño, congressman of Bayan Muna partylist, now runs for senator and literally runs for the people. As early as 7:30 in the morning, Casiño started to run from Rizal’s house up to Calamba’s marketplace commonly known as “Trade”.

“Dr. Jose P. Rizal once said, ‘the youth are the hope of the nation’ and Teddy Casiño proves that today by starting his race to senator from Rizal’s house as an act of materialization of Rizal’s words,” Bani Cambronero, spokesperson of Makabayang Koalisyon ng mga Mamamayan-Southern Tagalog (Makabayan-ST) said.

All the way from Rizal’s house, Casiño runs along with his supporters and arrives at Trade, where his arrival at the area means his fight for the people. “The marketplace

is a symbolical place for Casiño; this is his fight for affordable prices.” Cambronero explained. After the marketplace, Casiño marches off to Calamba Terminal. “On the otherhand, terminals are his next stop to continue his fight against oil price hikes,” Cambronero added.

At 9 in the morning, Casiño starts his caravan to Cabuyao to meet and greet the common people and even joins them for lunch during lunch time at Banga, Calamba, Laguna.

Meanwhile, people from Southern Tagalog anticipate his arrival from Crossing, Calamba. At 1 in the afternoon, his friends and supporters start a proclamation program at Crossing, Calamba. “Casiño was raised under the cradle of Southern Tagalog; he lived in Quezon and studied at University of the Philippines Los Baños,” Cambronero narrated. “As a child raised in Southern Tagalog, who could better know and act for the issues of the people of Southern Tagalog?”

Casiño arrives at the Proclamation Rally at 2 in the afternoon, where the venue is full of streamers, tarpaulin and banners that show their support to Casiño. Dance and song numbers were performed, and at his arrival, he destroyed a wall-like paper backdrop of the stage of the “old politics” of the country as his entrance.

Then, at 2:30 in the afternoon, Casiño starts his caravan towards the municipalities of Calauan, Bay and Los Baños. He then had attended the UPLB February Fair at his alma mater at 6 in the afternoon, where, Makabayan-ST had a program at the said event.

Palawan indigenous people file complaint against giant mining company

The militant group Bigkis at Lakas ng mga Katutubo sa Timog Katagalugan (BALATIK) and its local organization in Palawan, Bagong Tinig ng Katutubo sa Palawan (BAGTIK-Palawan), today filed complaints against Citinickel Mines and Development Corporation (CMDC) in the Department of Environment and Natural Resources.

“We are filing a complaint because we want Citinickel closed. Its operation destroyed our environment, livelihood, health, and culture,” said BAGTIK Chairperson Fermin Queron.

“From the very beginning, Citinickel did not respect the indigenous people in Palawan. In fact, it operated without even getting out Free, Prior, and Informed Consent (FPIC). We just woke up one day and saw them constructing their facilities,” added Queron.

“Citinickel had been operational for just a few years now, but we already feel the destruction it caused. It destroyed our rich natural resources. Our mountains which used to be home to different plants and animals are

now gone,” said Queron.“This environmental

destruction has direct effects on our livelihood. Yield from our farm decreased by almost 50% because of the destruction of our lands. Fishermen also have lesser or no catch at all especially when the sea turns to red due to laterite,” added Queron.

“The mining operation also has negative effects on our health. We acquire respiratory and skin diseases whenever we use the water from the river. Respiratory problems like cough and colds became common because of the dust from the operation. In fact, last year, 2 children died because of difficulty in breathing,” said Queron.

“Citinickel also destroyed our ancestral land. In fact, their tenement is just meters away from our sacred burial grounds. This shows how they disrespect our culture,” added Queron.

Pagbilao Power Station, PAF Ink Mutual Assistance AccordP A G B I L A O ,

QUEZON –TeaM Energy’sPagbilao Power Station (PPS), and the Philippine Air Force (PAF) have signed an agreement here yesterday (February 15) that ensures the sharing of critical resources during emergency situations that may require the cooperation of both parties.

Based on the Memorandum of Understanding (MOU) signed by TeaM Energy, represented by PPS Station Manager/Vice President

Hilarion R. Medrano and the PAF, represented by Col. ArausRobert F. Musico, Group Commander of Tactical Operations Group 4, 1st Air Division, Southern Luzon Command, the PAF will provide airlift support to the Pagbilao plant during times of “industrial emergencies that may be a threat to life and property.”

TeaM Energy has likewise committed to extend available resources and equipment to the PAF during rescue operations and other such

emergencies.“The signing of this

MOA is a perfect example of a public-private sector partnership that serves to benefit the common good,” said Medrano. “We thank the Philippine Air Force for committing to provide assistance to the plant during serious emergencies,” he added.

For its part, Medrano points out that the power plant’s available resources can be utilized by the PAF during rescue operations, if and when needed. The plant, he says, is capable of

deploying first aiders and emergency responders to assist Air force personnel. It likewise has a fire-truck, ambulance, medical equipment and other rescue tools that can help augment resources of the PAF.
