The Revised Corrective Measures Study (CMS) Report for the Rest of River, submitted to EPA in October 2010, discussed in Section 6.2.5.2 the results of the 2008 sampling conducted by General Electric (GE) as part of its long-term program of biennial sampling of young-of-the­year (YOY) fish in the Rest of River portion of the Housatonic River. The Revised CMS Report also included a comparison of those data with prior YOY data from the program, noting that the 2008 data generally show a decline in PCB concentrations from prior years.

Since the submittal of that report, GE has received and reviewed the results of its 2010 biennial sampling event for the YOY fish. The results from this sampling event were provided to EPA in GE's monthly progress report for January 2011 under the Consent Decree. In addition, at GE's request, ARCADIS has prepared a technical memorandum summarizing the results of the 2010 YOY sampling, comparing those results to the data from prior years, and presenting the results of statistical analyses of temporal trends in the data over the course of the YOY sampling program (1994-2010). A copy of that technical memorandum is enclosed.

As indicated in that memorandum, review of the 2010 data further supports the conclusion in the Revised CMS Report that there has been a decline in PCB concentrations in YOY fish over time. the years prior to remedial activities in the East Branch of the river (1994 and 1996) to the results from the years after all those remedial activities were completed (2008 and 2010) shows a statistically significant decrease in PCB concentrations from the pre-remediation period to the post-remediation period.

These data and analyses provide a further indication that the source control and remediation efforts upstream of the East/West Branch Confluence, together with ongoing natural recovery in the Rest of River, have resulted in a significant reduction in PCB concentrations in fish in the Rest of River, particularly in the stretch from the Confluence to Woods Pond Dam. This reduction would be expected to continue under monitored natural recovery, considering both the remaining upstream remediation efforts (e.g., at East Street Area 2-South, Silver Lake, and Unkamet Brook) and natural recovery processes.

2010 Housatonic River Young-of-the-Year Fish Sampling Results and Statistical Analyses of 1994-2010 Young-of-the-Year Fish PCB Data

This technical memorandum summarizes the results of the 2010 biennial sampling of young-of-the-year (YOY) resident fish collected from the Rest of River portion of the Housatonic River, and presents statistical analyses performed on the YOY fish tissue PCB data from the biennial sampling program from 1994 through 2010 to evaluate trends over time.

Background

The biennial trend monitoring program for YOY fish from the Housatonic River was implemented as a long-term monitoring tool, as described in the MCP Supplemental Phase II Scope of Work and Proposal for RCRA Facility Investigation of the Housatonic River and Silver Lake (BBL, 1994). From 1994 to 2010, on a biennial basis, ARCADIS (formerly Blasland, Bouck & Lee, Inc. [BBL]) has collected multiple whole-body composite samples of representative YOY fish species – largemouth bass, yellow perch, and bluegill sunfish (or, when bluegill are not available, pumpkinseed sunfish) – from up to four locations in the Rest of River portion of the Housatonic River for analyses of PCB concentrations and lipid content in the fish.

Since 1994, these samples have been collected from three locations in the River: (1) HR2, which is between the Pittsfield wastewater treatment plant and Roaring Brook; (2) within Woods Pond; and (3) HR6, which is south of Rising Pond and just upstream of the Connecticut border. In 1996, a fourth sampling location in the Glendale Dam impoundment was added. These locations are shown on Figure 1. Within each location, several types of habitat and cover types are sampled to obtain sufficient numbers of YOY fish. The YOY fish are composited into whole-body composite samples, with a target of obtaining seven YOY whole-body composite samples of each species from each location, and each composite typically containing a minimum of five individual fish. The samples are analyzed for PCB Aroclors and percent lipid, and the results are reported on a wet-weight basis (mg/kg). Lipid-normalized PCB

concentrations are calculated by dividing the wet-weight PCB concentrations by percent lipids and then multiplying that value by 100 for each sample (mg/kg lipid).

2010 YOY Sampling

As in prior years, the 2010 sampling involved the collection of three YOY fish species – largemouth bass, yellow perch, and bluegill – at each of the four sampling locations mentioned above and shown on Figure 1. From October 12 to 27, 2010, seven YOY whole-body composite samples of each species (typically with at least five fish per composite) were collected at each of those locations. This resulted in the collection of a total of 84 composite samples. For each species, information was recorded including date collected, number of fish, fish length range, and total sample weight. After processing, the samples were sent to Pace Analytical, Inc. in Green Bay, Wisconsin, for analyses of PCB Aroclors and lipid content. The analytical data were subsequently validated in accordance with the procedures in GE’s approved Field Sampling Plan/Quality Assurance Project Plan (FSP/QAPP) (ARCADIS BBL, 2007). The data validation results indicate that the analytical data set had an overall usability of 100%.

The results of the 2010 sampling effort are presented in Table 1. The average wet-weight PCB concentrations for each species and location are summarized below:

Comparison to Prior Data

In all, a total of 701 whole-body composite YOY fish samples have been collected over the period from 1994 through 2010 and submitted for PCB Aroclor and percent lipid analyses. Table 2 presents the average wet-weight and lipid-normalized PCB concentrations for each species and location for each year of the program, thus allowing comparison of the 2010 data to the data from prior years.

Review of the 2010 data indicates that, as in prior sampling years, the fish PCB concentrations (both wet-weight and lipid-normalized) decrease in a downstream direction, from HR2 and Woods Pond to Glendale Dam and then to HR6. Figures 2 and 3 show the mean PCB data for each species for all years of the program plotted by location from upstream to downstream.

In addition, while variability in the PCB concentrations from year to year is observed (as expected due to variability in conditions such as river hydrology and water temperature), the sampling data from the two most recent sampling events (2008 and 2010) show a decrease in PCB concentrations (both wet-weight and lipid-normalized) relative to most prior sampling years. Figures 4 through 7 show, for all years of the program, the mean PCB data for each location and species plotted by sampling year, with linear regression lines to show trends. These figures demonstrate that, for every location and species, the linear relationship is decreasing over time.

Statistical Analyses of Temporal Trends

Statistical testing has been done to assess whether the temporal trends indicated by the data are statistically significant. The 701 sample results from this program over the 1994-2010 period comprise the data set used for statistical testing.

Methods

Two sets of statistical tests were performed on the YOY fish sampling data (both wet-weight and lipid-normalized).

• First, a statistical test was performed to address temporal trend in YOY fish PCB concentrations over the entire period of the program (1994-2010).

• Second, given the potential impact on YOY fish PCB concentrations in the Rest of River due to the remediation actions that were conducted in the Upper ½ Mile and 1½ Mile Reaches of the East Branch of the River, a statistical test was performed to compare the PCB concentrations in the period prior to those upstream remediation activities (i.e., 1994 and 1996) with concentrations in the period after completion of those activities (i.e., 2008 and 2010).

For both sets of tests, the statistical analyses were performed, by location, for all fish species combined. However, individual species effects were also evaluated by comparing the data for the individual species to the data for all species combined. The fish tissue PCB data were analyzed for temporal trends for both wet-weight and lipid-normalized concentrations.1

1 These temporal trends were evaluated using a mixed effects linear model to analyze for differences between time periods, either over time (first bullet above) or before versus after remediation (second bullet above). Each sampling location was separately evaluated. Standard diagnostic techniques were used to examine the model output. In some comparisons, one to three outliers were set aside due to their effect on the analyses. This is a common procedure in statistical evaluations; the outliers are identified in footnotes in Tables 3 and 4, discussed below. For a discussion of mixed effects models and diagnostic methods, see Neter et al. (1990) and Belsley et al. (2004), respectively.

Results

The statistical analyses support the temporal decline in PCB concentrations indicated on the graphs presented in Figures 4 through 7. The results of these analyses are shown in Figures 8 through 11 and Tables 3 and 4 and are discussed below.

For the overall sampling period (1994-2010), at all four sampling locations, PCB concentrations in YOY fish tissue for all species combined display statistically significant decreases (p < 0.05) through time, for both wet-weight and lipid-normalized measurements. This is shown in Table 3 (rows labeled as Overall Model) and Figures 8 through 11. For example, average annual decreases in mean wet-weight PCB concentrations range from 0.835 mg/kg per year at HR2 (an overall reduction of 13.4 mg/kg or a 46% decrease from 1994 to 2010) to 0.086 mg/kg per year at HR6 (an overall reduction of 1.4 mg/kg or a 38% decrease from 1994 to 2010). In addition, Table 3 (rows labeled as Species) shows that, at each location, the decreases in PCB concentrations in the individual species were not significantly different from the overall decrease in PCB concentrations for all species combined.2

PCB concentrations in YOY fish likewise decreased significantly (p < 0.05) from the period prior to upstream remediation (represented by samples from 1994 and 1996) to the period after that remediation (represented by samples from 2008 and 2010) at all four sampling locations for all species combined, on both wet-weight and lipid-normalized bases. This is shown in Table 4 (rows labeled as Overall Model). For example, the differences from pre- to post-remedial wet-weight PCB concentrations range from 12.2 mg/kg at HR2 (an overall reduction of 44% from pre- to post-remediation) to 1.3 mg/kg at HR6 (an overall reduction of 40% from pre- to post-remediation). Table 4 (rows labeled as Species) also shows that the declines in PCB concentrations in the individual species were not statistically significantly different from the decline for all species at any location, with two exceptions: (1) lipid-normalized concentrations in yellow perch at HR6 (which were significantly higher than the average); and (2) lipid-normalized concentrations in bluegill/pumpkinseed at all locations (which were significantly lower than the average).

Summary

Overall, the results of these statistical analyses confirm that PCB concentrations in YOY fish in the Housatonic River (on both a wet-weight and a lipid-normalized basis) have declined over time, as shown both by a trend in concentrations from 1994 through 2010 and by comparisons of concentrations before and after the upstream remediation.
