5 Years of Conservative Action and ResultsOn February 6th, 2006, a new Government was sworn in. StephenHarper’s Conservative Government stood for sound, stable andsecure governing, a concept that had been lacking in Ottawa for toolong. And since that first day in office, we’ve delivered. OurGovernment has been making good decisions for the right reasons tobenefit all Canadians and their families.

For five years, Stephen Harper’s Conservative Government has madeCanada more united, stronger, more prosperous, and safer. Wefocused on a few key priorities that we knew Canadians supported.Safer streets, lower taxes, accountable and transparent government, better support for families and investments in infrastructure.

In 2008, thanks to our prudent action, Canada weathered the worstof the global recession better than any other G8 country.

This is no time to change course. We will continue to deliver theaction that is making a difference for Canadians and their families. We will not raise taxes that hurt Canadians’ pocketbooks. We willwork to get back to balanced budgets. We will not raise job-killing taxes on businesses. Our Conservative Government is working tomake sure that our economic recovery remains strong and that allCanadians have safe communities, access to employment and agovernment that addresses their priorities.

First on our agenda was the Federal Accountability Act . OurGovernment knew we had to restore Canadians’ trust in ourelected officials after the Sponsorship Scandal, so we broughtin the toughest anti-corruption law in Canadian history:

Tough new regulations for government lobbyists andspecial interests.Banning corporate and union donations to get big moneyout of Canadian elections.

Getting tough on wasteful spending and government petprojects.Dramatic changes to government financial reporting.

Accountable Government

For the first time in decades,Canadians can trust that theirrepresentatives in Ottawa are

accountable to the people who sent

them there — Canadian voters.

Years before the global recession happened, the Conservativegovernment was making prudent decisions. Cutting waste, lowering taxes and paying down debt. As a result, Canada was able to respond tothe recession without massive bank bailouts, structural deficits orhigher taxes.

We cut the GST from 7 to 5 per cent, helping Canadians save onevery purchase they make.We have reduced job-killing taxes on new businessdevelopment. After five years of hard work, Canada has the lowest deficit and

debt ratio among the G8.The result is 460,000 net new jobs since July 2009, a sound financialsector, and an economic recovery ahead of other G8 countries.

For many decades, total public investment in Canada’s vitalinfrastructure had been in serious decline. Since coming to office, theConservative Government reversed that dangerous trend with thebiggest federal investment in Canada’s public infrastructure since theSecond World War.

The Global Transportation Hub in Regina is already attracting newinvestments and bringing more jobs to the area. The federal governmentwas a key partner in making sure that project went ahead.

As well, many small towns and villages were able to upgrade their water

systems, fix roads and renovate recreational centres.

One of the top priorities for the Harper Government will always be to puthard-working Canadian families first. Instead of billions spent onbureaucrats in Ottawa, we are delivering support directly to families.

Provided choice for parents with the $100/month per childbenefit. We introduced the Children’s Fitness Tax Credit to help with thecost of kids’ activities.Introduced a $2000/child tax credit. We introduced new tax credits for post-secondary education andapprenticeships.

We introduced Tax-Free Savings Accounts, to help families savefor their own priorities.

Canadians have too often seen a justice system that puts the rights of criminals ahead of the rights of victims. We have changed that withtough-on-crime legislation to make our streets and communities safer.

Ending house arrest and pardons for serious, violent offences.Cracking down on gang violence and organized crime.Tough new measures to hold Young Offenders accountable.Tougher bail rules and mandatory jail time for serious guncrimes.A National Anti-Drug Strategy to give police the tools they needto take on the thugs who produce and push poisons on ourstreets.New laws to tackle white collar crime and property crimes like

auto theft.

Delivering for Saskatchewan & Regina

After years of feeling like Ottawa treats Western Canada like an afterthought, forthe past five years the Conservative government has made the needs of Saskatchewan and the rest of Western Canada a major priority. In particular,Regina and the communities of Regina-Qu’Appelle benefit from this new focus.

The Conservative Government’s $27 million investment in Regina’sGlobal Transportation Hub is paying off with hundreds of new jobs forour community. We are helping Regina become a major tourism and convention centrewith $20 million in federal investment for Evraz Place. We have invested millions in expansions and upgrades at the Universityof Regina and the Saskatchewan Institute of Science and Technology. The Conservative Government has delivered millions to Saskatchewanfor infrastructure in small towns and rural areas, with a focus on watertreatment, solid waste management, and road construction. The Conservative Government has doubled the amount thatSaskatchewan municipalities receive from gas tax funding, helping toreduce pressure on property taxes.

Over the past five years, Conservatives have been delivering results forSaskatchewan farmers.

Replacing the outdated CAIS with new programs like Agri-Stability, Agri-Invest and Agri-Recovery, has made business risk managementprograms better. We have aggressively opened new markets for our agricultural productsin South America, Europe and the Middle East. Our next focus is onIndia and Asia.By mandating bio-fuels in Canada’s oil and gas industry, we havehelped create new demand for Saskatchewan commodities.Provided support for grains and oilseed famers affected by the

excessive moisture from last year.
