FOR

CRIME PREVENTION MONTH

Wuunrns, the vitality of Anderson County depends on how safe we keep our homes,

neighborhoods, schools, workplaces, and communities;

WnnRn.q,s, crime and fear of crimb destroy our trust in others and in civic institutions,

threatening the community's health, prosperity, and quality of life;' ' l

Wnnnsas, people of all ages must be made aware of what they can do to prevent themselves

and their families, neighbors, and coworkers from being harmed by crime;

Wunnnls, people of all ages must be made aware of the dangers of crime and how they can

protect themselves from becoming victims;

WHBng.q,s, the personal injury, financial loss, and community deterioration resulting from

crime are intolerable and require invesfinent from the whole community;

WnBRgns, crime prevention initiatives must include self-protection and security, but they

must go beyond these to promote collaborative efforts to make neighborhoods

safer for all ages and to develop positive opportunities for young people;

WHsRres, adults must invest time, resources, and policy support in effective prevention andintervention strategies for youth and adults must make sure to engage teens inprograms to drive crime from their communities;

Wunnnlsn effective crime prevention programs succeed because of parbrerships with lawenforcement, other government agencies, civic groups, schools, faithcommunities, businesses, and individuals as they help to nuture communalresponsibility and instill pride;

WHEREAS, the Anderson County Board of Commissioners wishes to authorize an annualdonation of 5229,511.85 to governmental career or combination fre departrnents and totally Volunteer FireDepartrnents and the Anderson County Rescue Squad for the purchase a new Class A fue truck, rescuevehicle or other approved vehicle apparatus on an established yearly cycle as.outlined below. These plansare contingent upon proper annual funding and budgetary constraints decided and agreed to annually by theAnderson County Board of Commissioners; and

WHEREAS, the terms of this Resolution shall be stictly construed, and otherwise binding andmandated on any and all Fire Departments and Rescue Squads accepting and receiving appropriated fundsunder the terms of this Resolution and any violations of tle content herein shall be considered prima facieevidonce of non-compliance thereby resulting in forfeiture of future funding and repossession of assetspurchased under the terms of this Resolution; and

WHEREAS, it is the intent of this Resolution to include the Anderson County Rescue Squad inthe rotation cycle as they must purchase an emergency vehicle to best provide mutual aid assistance to theFire Departments, law enforcement agencies and the Anderson County Emergency Medical Service whenrequested; and

: ..WHEREAS, beginning irt fiscal year,20l3l20l4 the annual appropriation of $229,511.85 shall be

increased in each subsequent fiscal year in the County budget by two and one-halfpercent Q %W for thecost of inflation as budgeted andapproved annually by Anderson County Board of Commissioners; and

WHEREAS, each fire department must purchase with the approved annual appropriation from theBoard of Commissioners, a Class A Fire Prgmper as defined by NFPA '190I standards and ISORequirements, or a rescue vehicle, or other approved vehicle apparatus as recommended by the AndersonCounty Director of Emergency Mediqal ServicQs and Director of Emergency Management and approved bythe Anderson County Board of Commission-ers;'and

WHEREAS, it is the inteniof the replacement cycle and appropriation plan to onsure replacementand augmentation of a new fire truck or approved rescue vehicle or other vehicle, appantus to provideadequate public safety responses for the residents of Anderson County that will comply with NFPAstandards and best meet the needs of all Anderson County citizens; and

WHEREAS, it is felt that ttre cities of Oak Ridge, Clinton, Norris, Oliver Springs, and Lake Cityshould be included in the rotation schedule as career or combination fire departrnents that serve theemergency needs of all Anderson County citizens; and ::

WHEREAS, all Fire Departments and the Rescue Squad shall respond to Emergency Medical andFirst Responder calls only when dispatched aooordingly or requested by Anderson County EMS,Emergency Management, law enforcement, or required under other mutual aid agfeements; and

WHEREAS, fire departrnsnts receiving an annual donation under the'terms of ttris Resolutionshall not charge for their servioes other t}an governmental taxing authority apptoied by the local county ormunicipal legislative body or Tennessee General Assembly. Fire departments who privately chargeAnderson County citizens for emergency service responses are unable to receive a county donation for ttrepurchase ofnew fire truck, rescue vehicle or other vehicle apparatus; however,:departrnents may charge forstandby services for athletic events, highly dangerous or special needs requests unrelated to typicalemergency calls, first responder and mutual aid responses when requested and'compensation agreed to inadvance; and

WHEREAS, all Fire Departnents and the Rescue Squad shall respond without charge to mutualaid requests at any time without any delay in response per the State Mutual Aid Guidelines; and

The September 2013 board minutes are attached for review. BOARD CHAIR ELECTED The Anderson County Board of Education reconvened on Monday, October 7, 2013 to elect a board chairman. The statute states that a board chairman be elected in September each year. Dr. John Burrell was elected board chairman for the 2013-2014 school year and Greg Crawford was re-elected vice-chairman. TSBA FALL DISTRICT MEETING Our board of education recently attended the Tennessee School Board Association (TSBA) Fall District Meeting in Jefferson City at the Jefferson County School District. An update was given on anticipated bills that will come to the General Assembly in 2014. School vouchers and charter schools will once again appear during the session according to Lee Herrell, TSBA Director of Government Relations, Labor Relations, and Policy. At the meeting, school board members were recognized for achievement in levels of boardsmanship. There are five levels that a board member can achieve and these awards are earned by participating in training activities sponsored by TSBA. Anderson County board members were represented by Steve Fritts and Scott Gillenwaters, Level 1; and Glenda Langenberg, Level 4. The board will participate in TSBA’s Leadership Conference in Nashville November 8 – 11, 2013. The conference is designed to apprise board members of educational issues and updates from the State Department of Education and gain best practices in education from other school districts.

FARM DAY Our third grade students recently traveled to the Anderson County fairgrounds to participate in Farm Day where they learned about textiles, nutrition and food sources. Farm Day is a partnership with the Farm Bureau, Cattlemen’s Association and the UT Extension Service pays for all costs including student transportation. This event is a valuable experience for both staff members and students. DUAL ENROLLMENT I attended a meeting at Roane State Community College regarding dual enrollment, which means students are earning college credit. Our two high schools have done well in offering dual enrollment classes. Currently this fall we have 97 ACHS students, 23 ACCTC students and 114 CHS students enrolled in dual credit classes. I commend our high school principals for their leadership and raising the bar for our students. Please see the attached chart listing other schools. The cost of one three-credit hour class is $462.00. The dual enrollment grant provides $300. This is the lottery portion and Roane State Community College Scholarship pays the balance of $162.00. Therefore, our student’s only responsibility is for their books. SAILS Program Another program that we are participating in is the SAILS (Seamless Alignment and Integrated Learning Support) program. This program introduces the college developmental math curriculum in the high school senior year. This math class (called Bridge Math) prepares students for college math without having to take remedial math in the first year of college. These students are exposed to a support system that helps them overcome deficiencies they might have in math. Ultimately, students attending college save time and money by not having to take remedial math. ACCREDITATION Anderson County Schools (ACS) is currently engaged in an ongoing continuous improvement process to be reaccredited by Advanc-ED (formerly known as SACS- Southern Association of Colleges and Schools). This process requires the system to do an internal review of all activities structured around five standards of educational quality. The internal review involves not only self-assessment, but close scrutiny of student achievement data, and stakeholder survey results. This system accreditation is pivotal to leveraging improvement across the entire system from the central office, to schools, to the classroom. After submitting documentation supporting self-determined scores in the internal process, an external review team will visit ACS January 26-29, 2014. This team will be composed of highly trained evaluators, half of whom will be from Tennessee and the remainder from out of state. Prior to the visit, the evaluators will examine supportive evidence submitted by the system and determine areas where they wish to learn more information. During the three day visit the evaluation team will conduct interviews across the system and with community stakeholders. Additionally, they will visit schools and classrooms and make a preliminary judgment on continued accreditation which will be presented to the board of education at the conclusion of their visit, January 29, 2013.

Greg Deal and Cindy Benefield attended the Advanc-ED Tennessee Accreditation and Effective Practices Summit October 7-9, 2013 in preparation for this process. SCHOOL CLIMATE Several school climate initiatives have been implemented this fall. Through GEAR UP all 8th graders spent a day at the Life Development Center to build confidence, leadership skills and focus on future educational goals. On September 23, 2013 forty 9th to 12th graders attended a Youth Engagement Summit at the JA Building. This group was facilitated by STARS (Students Taking a Right Stand) of Nashville. After learning about the definition and statistics of bullying, students participated in activities to develop empathy. These student leaders were shown the impact of their voice and effective principles for using their voice. By the end of the day each school had an action plan to improve school climate. One CHS student shared with a counselor it was the best experience she has ever had in school. There will also be a spring summit to prepare for next school year. Last Monday, October 7, 2013 almost seventy 10th graders met at the Alex Haley Farm for Move to Stand, which was also facilitated by STARS. Students participated in small group activities to learn about the many perspectives of bullying and face where they stand on the continuum. The most impactful was learning to take off the mask that is put on before associating with their peers. Once students realized their stance, they were given various options on how to voice that stand among peers to change the life of a student being targeted by bullies. Two ACHS students gave a very emotional presentation to the district climate team of Move to Stand. RECOGNITION Anderson County Schools recently began a program to recognize support staff groups within our system who serve our students. Last month, bus drivers were recognized by the board, students and staff. At this month’s board meeting, the board recognized custodians for their hard work and dedication to our schools. Students and staff will recognize their custodians throughout the month. Also each month a school is selected to receive the “Golden Broom” award. The school that is the most presentable, clean and appealing is honored by their teachers and central office staff. The recipient of the inaugural award in September was Clinton High School. The custodial staff was presented a certificate during staff meeting declaring them the winner of the “Golden Broom” award. CHS teachers gave them a standing ovation and applauded them for their tireless work. The award will be presented again in October to the school deemed the most appealing and clean. TRAFFIC LIGHTS At our last meeting, Commissioner Jerry White asked ACS to investigate the process of installing school zone lights at Dutch Valley Elementary School. Mr. Forgety, Transportation Director, states the responsibility for installing the lights is with the body that governs the road or street serving the school. For example, lights installed at schools located on state highways are purchased and installed by the state with support from local legislators. Therefore, Dutch Valley is a county road and Anderson County Government would be responsible for purchasing and installing the lights. If/ or once

installed, the system could provide all required upkeep and maintenance. The projected cost to purchase and install the lights would be approximately $7,000. The board recommended the request to their Transportation Committee for review. ENERGY SAVINGS PROJECT The Anderson County Board of Education approved the Energy Systems Group proposal to conduct an energy savings project to place the ACS within the top 10 percent of peer Tennessee school districts. This project is very similar to the project undertaken by the Anderson County Commission last year and will enable ACS to replace aging major utility systems while remodeling aging school structures, achieving an estimated 30 percent reduction in energy costs (approximately $600,000 per year), and consolidating the energy management systems so that the central control of school environments can be simplified and maximized. This is a $9.6 million project, less $363,000, in TVA Grants for a net $9.3 million to be financed over a 15 year term which will require NO TAX INCREASE, NO ADVERSE BUDGET IMPACTS, and will provide a much more efficient educational environment for many years to come for the students and teachers of Anderson County. The following are the six goals of the project: Goal #1 Reduce utility expenses in all ways possible for fiscal and environmental stewardship and to counter future expected utility cost increases

ESG’s engineering efforts have identified > 30 percent reduction to utility costs (approximately $600,000 per year)

Goal #2 Fund the replacement of HVAC equipment and related systems that are at or past useful life. The project will fully fund:

Replacement of boiler systems at five schools with high efficiency redundant systems

Replacement of the HVAC system at CHS (119 water source heat pump units) Replacement of the HVAC system at Clinton Middle School (42 water source

heat pump units) Replacement of the HVAC system at Briceville Elementary School Replacement / upgrade of pump systems to variable pumping control at six

schools Replacement of key electrical system components at ACHS

Goal #3 Fund the replacement / upgrade of other key building systems

Program funds the replacement of single pane windows at four schools i) Comfort, aesthetics and security enhancement benefits

Program funds suspended ceiling upgrades in six schools Goal #4 Enhance control system capabilities and establish energy management tools and strategies

Jo Williams, chairman, called the meeting to order at 6:30 PM as a regular monthly meeting of the Board of Education. Student board member Taylor Martin led the pledge of allegiance.

II. ELECTION OF BOARD OFFICERS Mrs. Williams turned the meeting over to Mr. Foster, Director of Schools, who opened the floor for nomination of board chairman. Rickey Rose nominated Jo Williams, seconded by Steve Fritts. Scott Gillenwaters nominated Dr. Burrell, seconded by Greg Crawford. Nominations were closed and a roll call vote was called. Mr. Foster stated Mr. Cantrell would attend the meeting electronically via Skype. He also said Ms. Williams, board chair, indicated Mr. Cantrell would be counted absent and not allowed to vote because he had not made her aware of his electronic attendance within five days of the meeting as stated in board policy. Scott Gillenwaters asked why an elected official would not be allowed to vote if he is attending the meeting electronically. Motion by Scott Gillenwaters and seconded by Greg Crawford to suspend the policy stating the board chair must be notified within five days of the board meeting of a member attending electronically.

Mr. Foster stated the vote remains the same. There is no majority vote of membership. Mr. Foster said board policy states the only leeway is to elect a board chair in September. transporting students, including properly greeting and encouraging students, handling sick children,

reporting disciplinary cases, reporting the need for bus maintenance, and much more; and

B. The annual TSBA Convention is scheduled November 8 – 11, 2013. Jo Williams, Greg Crawford and Glenda Langenberg were selected to represent Anderson County as delegates.

VII. DIRECTOR’S REPORT

A. Something Good – Mr. Foster presented plaques to the system’s Reward Schools Grand Oaks Elementary, Norwood Elementary and Norris Middle Schools. He also presented plaques to Achieving Schools Fairview Elementary, Andersonville and Dutch Valley Elementary Schools.

B. SCORE report – Suzie Schmidt attended the SCORE conference where representatives from Achieving Schools were on the panel. The panel discussed Common Core, effective leadership and effective teaching. Ms. Schmidt said panel discussion validated a lot of what Anderson County is doing.

C. Mr. Foster said he has named a Salary and Differentiated Pay committee that includes teachers and staff to report back to the board in December. Both mandates must be in place by 2014. Approximately $195,000 is to be spent on compensation for teachers scoring a 4 or 5.

VIII. STUDENT SERVICES REPORT The report was approved as presented.

Anderson County ADA Oversight Committee  Minutes October 7, 2013 

 Present:  Commissioners Jerry Creasey and John Shuey, ADA Coordinator Roger Lloyd, Louise McKown and Leroy Gilliam  Second Floor Restroom in the Courthouse:  Roger reported that they are ordering new tile, which is taking time to come in.  When that gets in, the workers will be done quickly thereafter.    Tour of Andersonville Firehouse #3:  Commissioner Creasey, Roger, Louise and Leroy toured the firehouse for an ADA check.  Louise sent them a letter summarizing what we found that they lacked, complete with diagrams from the 2010 Revised ADA guidelines.  They will send photos to us once the work is done.  They knew they needed a grab bar in the restroom available to the public.  We informed them that they need two, they needed to move the toilet paper dispenser to be under the long one, lower the towel dispenser, and get rid of the cabinet around the sink and put in a stand‐alone sink.  They also need to have a wheelchair symbol on the sign to the left of the door.  The parking lot needs to have one paved accessible parking space and egress aisle and proper signage.  They have some picnic tables and a grill, but they are on grass , so it is inaccessible.  They would like to add some playground equipment near them.  We suggested that they call us before they start that project.  Accessible Water Fountain for the Third Floor of the Courthouse:  Leroy brought to our attention that both water fountains on the third floor are inaccessible, even though the one near the Unisex restroom has been lowered.  However, a wheelchair user cannot wheel under it.  Roger gave us an estimate of no more than $1,000 to replace it.  We voted to ask him to do that.    Parking signs:  Leroy will get with Roger to give him the proper towing information for a number of signs that need to be updated.    Visit to Anderson County Park:  Louise will email all the members to find out which Fridays they can go to the Park before the next meeting.    Renovated Detention Facility:  Louise noted that in November or December, we will need to tour the facility before prisons are moved there.   She requested that members come with their calendars to the next ADA meeting.    Two citizens from Oak Ridge, Mr. and Mrs. Smith attended the meeting.  Her family were buried in a cemetery before it became Norris State Park.  However, the road into the gravesite has deteriorated, and they cannot get into visit the graves.  Commissioner Creasey will talk with someone in charge of Norris State Park and will get back to the Smiths.  This is not anything the County can help them with.     The next meeting is November 4,, 2013.  Minutes written and submitted by Louise McKown, chair of the committee.

Anderson County Fire Commission 

September 10, 2013 Meeting Minutes 

• Meeting called to order at 6:30pm by Dusty Irwin. 

• Members present:  Delbert Kennedy (Andersonville), Josh Waldo, James Wilson, Donnie Shipley, Terry Allen, Archie Brummitt, Sam Bailey, Jordan Alcorn (Oliver Springs), Dusty Irwin, Zach Bates, Stephanie Fox, Mayor Frank, and Nathan Sweet.  

• Old business – Richard worked with Medford, assisted them with setting up a SAMs account and getting the paperwork submitted, but no other updates at this time. 

• Mayor Frank requested to discuss the topic of coverage for the Anderson County High School.  She asked if the fire districts could be changed to put the high school in Clinton Fire Department’s district.  She said she has received questions/concerns with Clinton and Andersonville both responding, so they are seeking clarification.   

It would be up to Clinton and Andersonville to decide if they want to redistrict.   

There is a MOU that the city will provide service to the high school. 

Commissioner Bates made a motion to send the current MOU to the law director to edit and approve.  No second, so the motion fails. 

Chief Brummitt will report back to City Council and they will reach out to Andersonville to reach a resolution.  

• EMA funding for fire departments to complete testing and maintenance is still available this coming year according to Steve Payne. 

• There hasn’t been an update from EMA on the 800mhz radios we received a year ago on a grant.  Motion by Chief Waldo to request an update at the November meeting from both Chief Lucas and Steve Payne regarding the 800mhz grant radios.  Second by Chief Bailey, motion carried.    

• Review of approved revision of the truck resolution.   Full commission will have the final vote next Monday. Once a copy of that resolution is available Commissioner Irwin will send it out.  

• Election of officers for 2013‐2014 was deferred until the November meeting at which time Commissioner Bilowski will take the place of Commissioner Irwin.

Director’s Report: Stephanie Wells, Director of Anderson County Tourism, reported on the following items:

The deadline for the Anderson County Tourism Council Cooperative Grants is September 30, 2013. The executive committee will meet and make the decision on which grants are awarded.

The roof on the welcome center has been cleaned and the landscaping has been finished.

The enewsletters are being sent out every two weeks and the open rates and click through rates are between 16 and 18 percent. The industry standard is 18% for opens and 10% for clicks.

The Tourism Council has participated in the August and September state enewsletter which cost $1,500 for each edition. The unique open rate is between 10 and 18 percent. The Tourism Council has already reserved space in the March and May 2014 editions. The enewsletters are distributed to over 350,000 subscribers.

The Tourism Council partnered with the Oak Ridge CVB to purchase an advertisement in the Tennessee Vacation Guide for a total of $10,000. The state prints over 500,000 copies of the guide which is used as the state’s fulfillment piece and is distributed at state and county welcome centers.

The Anderson County Coupon Book is complete. The book was a partnership with the Anderson County Chamber. Sixteen businesses participated by offering substantial discounts and they will be distributed at lodging facilities near Interstate 75. The goal is to get overnight visitors to visit the attractions and eat in the restaurants.

The Tourism Council partnered with Plan ET, the Campbell County Chamber and the Union County Chamber to conduct a Norris Stakeholders Workshop which focused on protecting Norris Lake through the Leave No Trace principles.

 Six County Legislative Agenda Breakfast:   Mayors, Chamber Executives and Economic Development Directors from Anderson, Campbell, Claiborne, Morgan, Scott and Union Counties will present an Economic Development Legislative Agenda to Senators McNally and Yager, Representatives Keisling, Power, Ragan and Windle on November 15 at the Junior Achievement facilities.   Events: Clinch River Antique Fall Festival – This 13th annual event continues to have an economic development impact in our area, drawing 100 vendors, and an estimated 10,000 visitors.  It also impacts the community with involvement from local churches, Boys and Girls Scout troops, ACES students, TN Achieves students and Chamber Board, staff and volunteers.   Upcoming: Breakfast with Dr. Fagundes, Medical Director for Provision Center for Proton Therapy, October 25, Junior Achievement facility (see attached).

RE: Waste Management Grant Money

To Whom lt May Concern:

Oak Ridge Schools is requesting funds from the Waste Management Grant for useby Jefferson and Robertsville Middle Schools fifth grade classes. The grant wouldbe divided between schools giving each $2,000.

As in the past, the funds would be used for the annual field trip to JA Biz Town.We have found this opportunity to be a wonderful hands-on learning experience forour students. The Biz Town experience allows students to take on the challengesof running a city and working as a group to accomplish mutual goals.Approximately 370 students will participate; the cost of attending Biz Town is$20.00 per student plus the additional funds necessary to provide transportation.The money available in the Waste Management Grant would lower the cost of thisexperience for the students.
