2. PROVINCIAL CONFERENCE RULES

The normal rules of ANC meeting procedures will apply with the following additions:

1. Only duly accredited delegates and those agreed on by the Steering

Committee will be allowed into closed plenary and commission sessions.

2. Delegates wishing to speak must indicate their intension by raising their

hands and through being recognised by Chairperson of the session will s/he

be eligible to speak.

3. The Chairperson of the session will decide on the order of speakers and shall

ensure that there is a spread of speakers from various delegates.

4. A delegate may speak in any official language and translation will be provided

5. Delegates will be allowed to speak a maximum of three minutes of plenary

session. The Chairperson of the session may extend or reduce this period.

6. Delegates will be allowed to speak only once during the plenary session on

each topic.

7. Each speaker will be provided with a roving microphone and state his or her

name, branch, region or organisation before speaking.

8. If the Chairperson calls a speaker to order, the delegate will stop speaking

and will not resume speaking until the Chairperson has authorised him or her

to continue.

9. Delegates wishing to raise a point of order or ask a question will indicate so

by raising their hands.

10. On a point of order being raised, discussion shall be suspended to allow an

intervention of not more than one minute, where after the Chairperson shall

give his or her ruling.

11. All motions must be proposed and seconded before they are opened for

discussions.

12. An exigency motions must be submitted in writing by the proposer and

seconded to the steering committee and will only be debated with two-thirds

of delegates of conference.

13. No business will be allowed to be discussed which does not arise out of

reports or motions before Conference, unless agreed to by the steering

committee. No other points of intervention will be allowed, except those

provided for rules of Conference.

14. The mover of a motion or amendment shall be limited to 5 minutes, the

seconder to 4 minutes and all subsequent speakers to 3 minutes. The mover

of the motion shall close the debate.

15. Questions in disputes not provided for in the present rules of procedure shall

be settled by Conference upon proposal from the steering committee.

3. CODE OF CONDUCT

In addition to the normal Rules of the ANC Constitution, failure to comply with the

following additional rules will constitute a disciplinary offence:

1. Delegates are at Conference to represent their branches or other accredited

structures and they are therefore expected to attend all sessions and

commissions and to be punctual.

2. Delegates must refrain from any behaviour or action, which would bring the

ANC or Conference into disrepute.

3. No one should distribute, wear or display any material that is deemed to be

divisive and is not part of officially sanctioned conference material.

4. Certain documents distributed at conference may be confidential; Delegates

are not allowed to distribute such documents to persons who are not entitled

to them. No other documents except conference documents may be

distributed unless approved by the steering committee.

5. Any acts of sexual harassment will be punishable.

6. Delegates are expected to respect and obey the Chairperson in all sessions

and commissions.

7. Any breach of discipline shall be reported to the steering committee, who shall

bring such violations to the attention of the Provincial Disciplinary Committee.

8. Chairperson and Secretaries to take full responsibility for the coordination and

conduct of delegates.

9. Unruly behaviour of delegates will result in delegates being requested to leave

the Conference and if necessary ANC security may use reasonable force to

eject any unruly person(s).
