State Drought Response Context: •  Governor Brown declared a drought State of Emergency in January and directed

state officials to take all necessary actions to prepare for water shortages. •  Governor Brown signed a $1 billion emergency drought package in March. •  Governor Brown issued Executive Order B-29-15 in April.

Highlights from May: •  State Water Board: $19 million for interim emergency drinking water and drought-

related projects. •  Energy Commission: more than $16 million awarded for energy efficiency research

in California's industrial, agriculture, and water sectors. •  Construction begins on emergency drought barrier in Delta. •  CPUC orders water companies to implement 25 percent conservation measures in

response to drought. •  State Water Board adopts 25 percent mandatory water conservation regulation. •  State Water Board curtails Sacramento River, Delta junior water rights.

Water-Energy and Local Government Initiatives Included in Electric Program Investment Charge (EPIC) Funding Opportunities

2012-2014 EPIC Investment Plan:

•  More than $330 million for clean energy research, development, and market facilitation.

•  Implementation underway.

•  For example, a $17.3 million competitive solicitation anticipated in July-Sept. for Local Regulatory Assistance and Permit Streamlining to Accelerate Deployment of Clean Energy.

2015-2017 EPIC Investment Plan:

•  More than $365 million for clean energy research, development, and market facilitation.

•  CPUC D.15-04-020 approved plan in April.

•  Budget authority requested for FY2015-2016.

•  Plan includes funding initiatives for water-energy research and innovative local planning and permitting.

Water Appliance Standards •  California consumes about 443 billion gallons of water a year for

flushing toilets and urinals and running faucets.

•  On April 8, 2015, Energy Commission Approved Water Appliance Standards to Save More Than 100 Billion Gallons Per Year.

•  The new standards, prohibit the sale and installation of certain toilets, urinals, and faucets that do not meet minimum water efficiency requirements as of Jan. 1, 2016, regardless of the manufactured date.

Expedited Processing of Alternate Water Supply Permit Amendments for Power Plant Operations •  The Energy Commission has exclusive authority to certify all

thermal power plant applications fifty megawatts or greater and project sites and related facilities in California.

•  Pursuant to Executive Order B-29-15, Directive 25, the Energy Commission has expedited the processing of all applications or petitions for amendments to power plant certifications issued by the Energy Commission for the purpose of securing alternate water supply necessary for continued power plant operation.

•  The Energy Commission shall give timely notice to all relevant local, regional, and state agencies of any petition subject to this directive, and shall post on its website any such petition.

Water Appliance Rebate Program

•  Provide Californians with rebates for appliances and fixtures to reduce water and energy use.

•  $30 million proposed for this program. •  Potential delivery channels include: in-

store instant rebates, direct install water appliances/fixtures.

•  Possible appliances/fixtures may include: dishwashers, clothes washers, kitchen and bathroom faucets, showerheads.

•  Public meetings for program input in May and June.

Water Energy Technology Program

Funding for innovative technologies that meet the following criteria:

•  Display significant water savings, energy savings, and greenhouse gas emission reductions.

•  Demonstrate actual operation beyond the research and development stage.

•  Document readiness for rapid, large-scale deployment (but not yet widely deployed) in California.

WaterSaver Idea Exchange

•  The Energy Commission has set up a WaterSaver idea exchange docket.

•  The purpose of the docket is to record your ideas and suggestions and also provide an opportunity for networking among those that send emails to this docket.

•  Note: the WaterSaver idea exchange docket is for information only.


Water-Energy Nexus •  CPUC proceeding (R.13-12-011) is underway to develop a

partnership framework between investor owned energy utilities and the water sector to co-fund programs that reduce energy consumption by the water sector in supplying, conveying, treating, and distributing water.

•  Proceeding is currently considering how cost effectiveness should be analyzed for water/energy nexus programs.

•  CPUC webpage provides access to two proposed water-energy analytical tools:
