    Greetings !

    With the eighth issue releasing this quarter I am pleased to inform you a

    the unique initiatives taken by the government for its citizens which are

    inclusive and pro- development in nature .

    The cover story of this issue focuses on 'Tribal Development' and I would

    to tell you that our vision of Collective Efforts, Inclusive Growth has b

    instrumental in shaping the lives of our tribal citizens. It gives me imme

    pleasure to share with you how good and transparent governance can reach e

    sphere of the society and ensure their growth and secured future. Our susta

    efforts in education, health, power supply, agriculture and many other secto

    the tribal areas have brought them into the mainstream culture and have set a

    example of social inclusion. We have also included a special section on revis

    'Mission Mangalam', a program which empowers women by providing t

    financial independence. This issue covers the success of this novel initiative

    the positive change it has brought in the lives of the women of Gujarat.

    Inclusive growth demands participation from even the marginalised sec

    of society and good governance binds them together with leaders, governm

    machinery and civil society.

    I also need to tell you about the launch of innovative healthcare service

    the people of Gujarat. With the Mukhyamantri Amrutam Yojana BPL famili

    the state will be provided with medical care for critical diseases free of cost.

    I have always believed that pro active measures help in anticipating ev

    that can affect the interests of people in the long . Hence the challenge lie

    creating a sustainable future with advanced planning and preventive action

    ensures confidence, growth and pride to the citizens of Gujarat.

At thesame time, it is also expected to act as asocio economic umbrella over theforest dependent tribals who can thenutilise the produce from the plantationsfor income generation. The canopy thusacts as a source of economic securityfor the dependent population. It is

    expected to provide multiplier benefitsespecially to the Below Poverty Line(BPL) tribal population in the state ofGujarat.

    The programme in its entiretynourishes basic tenets of democracy,wherein citizens are instrumental inushering positive change in their ownlives. The idea is to catalyse their latent

    Integrating Livelihood Enhancement with Forest Conservation

    Canopy plantat ions are essentiall y plantat ions under

    which al l plant forms such as trees, shrubs, herbs and

    climbers are grown together t o give a forest wit h more

    species and product diversit y. It represents a symbioti cally

    integrat ed multi-canopy forest capable of providin g socio-

    economic security t o local people along wit h achieving the

    objectives of bio-diversity augmentat ion and ecological

    conservation.

    Steps of the process

    Since the expected results include reduced drop-out ratechildren from schools and reduced migration, the Can

    Plantation Programme will definitely prove advantageous to

    community in the long run. Evoking ownership for the Program

    among the tribal community was thus a prerequisite in the nasc

    stage.

    To achieve this, interaction between the Presidents of few Jo

    Forest Management Committees (legally constituted village l

    bodies functioning in sync with the forest department

    protection and regeneration of forests) and the local tr

    leaders was encouraged, which helped in acquainting the tr

    population with the idea of Canopy Plantation.

    In preparation for smooth execution, meetings of officials of

    forest department were held and suggestions from varistakeholders were incorporated. The scheme was implemen

    in few pockets of the Dangs District in 2010.

    In 2011, a third party review of the scheme was und ertaken, a

    which it was gradually expanded to Valsad, Narmada and ot

    districts with predominantly forests dependent populations.
