Can the software be easily accessed by all members?

Does it have an understood purpose?

Is it well suited to the use it is being put?

Effectiveness can be judged through usage. Are members creating new content? Are more people joining in? Is the site being used to generate different types of content or is the site only relevant to one area? Examining the usage will determine effectiveness better than any other measure.
