WRC OVERVIEW

The WRC derives its mandate from the Water Research Act, Act no 34 of 1971. In terms of its mandate the WRC is to perform the following functions: • Promoting co-ordination, co-operation and communication in the area

of water research and development • Establishing water research needs and priorities • Simulating and funding water research according to priority • Promoting effective transfer of information and technology • Enhancing knowledge and capacity building within the water sector

WRC STRATEGIC INTENT

The WRC serves as South Africa’s water-centred knowledge hub providing the nation with knowledge for sustaining its most precious resource, water. The WRCs strategy for knowledge creation and its research portfolio is underpinned by its four main key strategic areas (KSAs) these being: • Water resource management • Water linked ecosystems • Water use and waste management • Water utilisation in agriculture

The WRC has a strong Balance sheet with no unfunded Liabilities

The Trade and Other receivables are iro outstanding amounts for Water research levies

Cash and Cash equivalents were higher due to upfront/advance payments received from leverage funders

Cash held at year-end is in respect of commitments for research projects

An accounting deficit of R0.2mil is reflected for the year

The Water Research Levy (WRL) is the WRC’s main source of revenue and constitutes 87% of its Total Revenue

Leverage income constitutes 10% of Total Revenue

The WRL is receivable ito the Water Research Act

Operating Expenses increased by 4.0% year-on year

Research expenditure as a % of total expenditure was 73.3%

It is the WRC’s 100% owned property company

Unqualified audit report

The investment property is the major item on the Balance Sheet

A deficit of R1.6mil is reflected – mainly due to the servicing of the WRC’s Loans

Its main source of income is from the WRC

ANNUAL AUDIT

The WRC has had two main audit issues in this FY. The first is a matter of emphasis on the smartness of the performance indicators. The second is a qualification on trade and receivables. In addition, there were various other management comments on process improvements. All of these matters have been or are being attended to, and a full remediation plan has been submitted to the AGSA. The trade and receivables misstatement has been corrected and a special independent audit is currently being conducted to verify the corrected AFS.

WRC: SUMMARY & CONCLUSION

The Commission is a unique, valuable and strategic research entity that plays an important role in the water sector and water research by establishing needs and priorities, stimulating and funding research, promoting the transfer of information and technology and enhancing knowledge and capacity building in the water sector. The Commission has reported good results for the 2013/14 financial year.
