• We did not understand the iterative discovery process in early stage entrepreneurial activity. FIXED GRANTS DONT WORK. We give more than needed to failures and less than needed to potential successes.
• Incentives to spend not to succeed.
• No one had incentives to do “early keeling”.
• No one had incentives for boot strapping.
• Intermediates (Incubators) were not paid on success so there was no business support to the entrepreneur.
• GOVERNMENT TIMING AND BOUROCRAT SELECTION KILLS THE OPPORTUNITIES.
• Didn’t link naturally with private investors.
