GLOBAL TECHNICAL LEADERSHIP

PEPFAR’s increased focus on FP/HIV integration

• Optimizing PEPFAR as a platform to integrate HIV and voluntary family planning (FP) services – Access to a full range of FP services and information is critical for

individuals to exercise their reproductive health rights. – USG is committed to meeting the reproductive health needs of

PLHIV and those at risk of HIV. – Ensure PLHIV have access to family planning counseling and

services and safe pregnancy counseling through the integration of FP services into all PEPFAR prevention, care, and treatment programs.

Key Opportunities for Programming:

1. Prevention of Mother-to-Child Transmission (PMTCT) 2. Care and Treatment 3. Prevention & Continuum of Care for Key Populations 4. Health Systems Strengthening

• $25M for five countries ($5M per country): Malawi, Nigeria, Tanzania, Uganda, Zambia

• $1.97M for headquarters country support and evaluation activities – Operations research to examine different models for integrating FP and

HIV service delivery; comparing efficiencies in providing FP services through community based programs vs. clinical services (Evidence project, study proposed for Kenya)

– Costing of PMTCT Prongs 1 and 2 (HPP, Malawi as pilot country) – Translations and dissemination of USG FP policy and legislative

compliance materials (K4Health) – Technical assistance for country programs implementing Acceleration

Funding (Advancing Partners and Communities, FHI360)

Provision of Technical Assistance

• Programmatic technical assistance to USG country teams as requested

• Facilitate links to partners in the region with expertise in

HIV/FP integration service delivery and research

• USG policy and legislative compliance support through Compliance Sub-group of Task Force

Monitoring Activities

• Developed and finalized three core essential elements for FP/HIV under the PEPFAR Site Improvement Monitoring System (SIMS) facility module – Systems for Family Planning/HIV Integration – Family Planning/HIV Integration Service Delivery – Contraceptive Counseling for Women at High Likelihood of

Exposure to STIs

• Review of PEPFAR Country Operational Plans (COPs) – FY14 and upcoming FY15

Monitoring Activities (cont’d) • PEPFAR FP/HIV Integration Indicator (required)

– Percentage of HIV service delivery points supported by PEPFAR that are directly providing integrated voluntary family planning services

• Other FP and HIV Indicators (suggested)

– Standard FP indicators – Modified FP indicators for HIV settings

• Monitoring FP outcomes for PLHIV in MNCH/FP settings

• Support to WHO/SRH Linkages • Hormonal contraception-HIV: acquisition and drug

interaction – Developed two USG technical briefs – HC3 – development of strategic communication framework

and pilot of counseling materials (Malawi and Swaziland) – Jhpiego/MCSP project – client chart review to further

examine EFV-implant interactions

• Deliver/JSI – developing commodities technical brief for PEPFAR programs

• K4Health – E-learning courses on FP/RH for PLHIV, FP and HIV policy and legislative compliance, and hormonal contraception for HIV

• LINKAGES (FHI360) – FP for key populations • Abt Associates – FP/HIV efficiency study (Tanzania

and Zambia) • USG curriculum on family planning and safer

pregnancy/conception for people living with HIV/AIDS - a tool for health care providers in HIV care and treatment settings

Future Priorities/Plans

• Project SOAR – technical leadership on FP/HIV; safe pregnancy/conception for PLHIV

• Hormonal contraception-HIV roll out • Strengthening FP support to PLHIV • Development of community module for PEPFAR

SIMS • Measure Evaluation – developing FP outcomes

measures within HIV settings • DHS – data triangulation to determine unmet need for

FP among PLHIV • Research prioritization – linking with other groups

• Continue to implement headquarters/core funded FP/HIV Acceleration activities – operations research (Evidence), costing activity (HPP), TA (APC)

• Continue to advocate and mainstream FP as part of comprehensive care package for PEPFAR – Shift of FP/HIV into PEPFAR Care and Treatment Technical

• Collaboration with PEPFAR DREAMS Initiative, potential for integration of HIV HCT services into FP

• Hold USG FP/HIV regional field meeting (TBD) • Hold bi-annual FP/HIV Task Force partners meeting
