Jimmy Parmenter, Senior Chair Jimmy reported that the 2016 Senior Zone Championships was held in
Tupelo, MS. His report is on the Southern Zone website and is attached. Seth Maslowski, Athlete Representative Seth reported on the efforts of the athletes to add community service
events to the Zone Age Group Championships. The athletes will have a Food Drive at the 2017 Age Group Championships at Tupelo.
BJ Allenstein, Age Group Chair BJ reported on the 2016 Southern Zone Age Group Championships, held
in Cary, NC. Wayne Shulby, Officials Chair Wayne’s report was distributed on-line on the Southern Zone website,
and is attached. Championship Evaluation Committee Jack Dowling and Ron Zolno presented a report from the Championship
Evaluation Committee and their efforts to provide meet evaluations at the USA Swimming national meets, and how this same evaluation process could be adapted to the Zone and LSC meets. Their report is on the Southern Zone website and is attached. Anyone wishing to use the materials from the Championship Evaluation Committee may contact Jack or Ron for the latest version of the questionnaires.

Brian Haddad made a proposal to remove the 15-18 year-old athletes
from the Zone Age Group Championships, and to add B Finals for the other age groups. The proposal is attached. His motion was seconded. After considerable discussion, the motion failed.
Wayne Shulby presented the Revised Zone Age Group Handbook and a
required Meet Announcement Template to be used for the Age Group Championships. His report is attached. A motion was made and seconded to accept Wayne’s report. Motion carried.

The dates for 2017 will be: June 2-4, 2017, at Seven Lakes, NC Several bids for the 2018 Southern Zone Open Water Championships
were received from: Chattanooga, TN (SE) June 1-3, 2018 Seven Lakes, NC (NC) Withdrawn Miromar Lakes, FL (FL) May 4-6, 2018 North Carolina withdrew their bid. The remaining bidders were allowed to

withdrew his name from consideration. John Fedena was elected as the Zone Age Group Chair by acclamation. 2016 Southern Zone Scholastic All-America Team John and Clark asked the athletes who made the 2016
Scholastic All-America Team to stand up and be recognized for their achievements. The list of Southern Zone athletes who were selected for the Team is attached.
Athlete Representatives Elections The athletes reconvened in the hallway to elect the Senior and Junior
Athlete Representatives. Zone Senior Athlete Representative Seth Maslowski (NC) Zone Junior Athlete Representative Nate Wright (GA) Dave Thomas, USA Swimming Sport Development/Southern Zone Consultant Dave’s report is on-line on the
Southern Zone website and is attached. Old Business The Zone Senior Championships records have been updated and are
posted on the Southern Zone website and are attached. The Zone Age Group Championships records are being updated by BJ
Allenstein and will be posted on the Southern Zone website. New Business Tom Phillips (WV) asked the Zone Directors for more information
concerning the LSC/Zone Task Force Report that is being considered by
Southern Zone September 22-23, 2016 Page 5 of 5
the USA Swimming Board of Directors. That report has been distributed to the General Chairs, but not been been made available since the report is still under consideration by the USA Swimming Board of Directors.
The Zone Directors and Officers asked the LSCs to curtail their athletes
from selling their Zone Championships gear at the Age Group Championships. This matter has become more and more of an issue and the zone leadership have received complaints on the practice.

CANDIDATE SOUTHERN ZONE NON-COACH DIRECTOR
I am seeking re-election for a second term as the Southern Zone Non-Coach Director.

When I ran for this position in 2014, I indicated that I would ask what we can do better. I also said that
the answer to new ideas that “we have always done it this way” was not acceptable if we want to advance the sport. Finally, I indicated that we needed to remain focused on building the base and to think “out of the box” on how to advance our sport.
Over the past two years, John Roy and I have worked together to address various issues that have arisen in various LSCs related to concerns about recruiting, governance or otherwise. We have also worked with the other Zone Directors to learn from each other’s best practices. The Zone Directors have worked together to have a stronger voice for the zones at the board level. In this regard, the zone directors meet face to face prior to each board meeting to discuss issues affecting the zones or important to the organization as a whole. It provided us with the opportunity to share what is going on in our zones since the last meeting and to get input or advice on how other zones handle have handled the same issues. Those face to face meetings also were the catalyst for more calls and emails between Board meetings. As you may be aware, the Board established a LSC/Zone task force to review and make recommendations as to the structure, governance and operations of the LSCs and Zones. Because of our regular meetings, the Zone Directors wanted to provide feedback to the task force on their initial report. I coordinated a face to face meeting with the LSC/Zone task force that included the zone directors, the four zone sport consultants, Pat Hogan and Mike Unger together with the task force members and the outside consultant. We met for several hours so the zone directors could understand the task force’s preliminary findings and to provide feedback and suggestions to the task force.
I also said that another important focus for me on the Board would be the impact on swimming arising
out of various legal matters involving football and basketball and the possibility, no matter how remote, that swimming and other Olympic sports may lose scholarship money that would be reallocated to the football and basketball programs. In this regard, the Board approved a three-year commitment with the College Swimming Coaches Association of America (CSCAA) for the purpose of providing the CSCAA Executive Director, Joel Shinofield with support personnel and services that will allow him to focus his attention on working to protect and preserve scholarship swimming. Since its inception, Joel has visited, called and met with athletic directors and coaches to communicate the value of scholar athletes and our sport to colleges and universities across the country. He has also worked with coaches to provide them with strategies to strengthen their position within their schools. When the ZBOR was established, there was not any instruction manual or training for the chairs or the committees as a whole. I reached out to Lucinda McRoberts, our in-house legal counsel, and asked her to assist in helping these people understand and perform their jobs. As a result of those discussions, Lucinda put together a packet of materials and forms and went to personally meet with each ZBOR chair to provide training and answer questions. All of the zones are greatly indebted to Lucinda for her work on this issue.
Illegal Recruiting
As you may already know, I have authored two pieces of legislation regarding illegal recruiting. Over the past 2 years, the issue John and I have dealt with more than anything else has been complaints of illegal recruiting. In an effort to bring this issue to the forefront and encourage a dialogue on the topic, I authored two pieces of legislation. The first proposes that we completely remove illegal recruiting from the Code of Conduct. One reason is say that competition is good, but then we erect barriers to coaches who may wish to change or start new teams. As a result, we basically put a covenant not to compete in every coach’s contract. This change may also make sense because we have other prohibitive conduct that covers a good number of the situations. Specifically, when a team, coach, parent or athlete is illegally recruiting – many times the conduct also violates the prohibition of Rule 304.3.15 dealing with acts of fraud, deception or dishonesty in connection with any USA Swimming-related activity. They trash the old team, the old coach, and the athletes. In some cases, they oversell, without justification, the (new) team, the coach, etc. Either instance would likely be dishonest.
The second legislation is presented as an alternative and puts into print the penalties that could be assessed if a person is found guilty of illegally recruiting. My perception has been over many years that the ZBORs (and LSC BOR before them which faced this issue) wrestle with what is the proper penalty or consequence if a violation is found. The second legislation puts in writing those potential penalties so that anyone found guilty will be forewarned of the consequences. In my view, the inclusion of the penalties would also act as a deterrent for those who might consider illegally recruiting another team’s athletes.
Ultimately, my purpose in bringing this issue to the forefront is so the HOD can discuss and decide what, if anything should or might be done to the Code of Conduct on this topic. I understand that this legislation has already simulated discussion within the USA Swimming community. I think that is healthy and something we should regularly be doing to ensure we are on the right track and moving forward as an organization.
What is on the horizon? First, we have two important initiatives that will likely come before the Board in the next two years. First, we have the LSC/Zone task force recommendations. I have already had significant involvement in the initiative and will not have to plow new ground. Moreover, I have been in discussions with the other zone directors as we collectively discuss the issues and opportunities. While a key part is adding value to the based through programs and personnel, another key component deals with what the zones would look like if the recommendations were implemented. As we all know, the devil is in the details and my previous as well as future involvement in this topic will be important for our zone. Second, we have another governance study that is about to be underway. It is tasked with reviewing our current Board structure and making recommendation as to any changes that should be considered. As some are likely aware, non-profit boards come in a variety of styles. These include fundraising boards, management boards, representative boards, and governance boards. There has been some debate as to which board fits our particular organization. In some respects, we are a fundraising board since we established the foundation to perform this function, but the directors themselves do not directly engage in funding as a function of our work as directors. In some respects, we are a management board because we do oversee certain operational aspects of the organization. Vice Presidents oversee various committees, zone directors oversee the zones and the athlete directors oversee the athletes. But for the most part, the activities are carried out by the committees and various volunteers working with the directors. In some respects, we are also a representative board, especially the zone and athlete directors who have a constituency who they represent. Lastly, we are a governance board since we set policies, approve the budget and oversee the audit of the organization. But the real challenge, and one I believe strongly we need to address to move into the future, is whether we “keep doing things the way we always have” or do we change how things “work” today so that we are better positioned for the next 20 years.
I believe my leadership concerning the networking of the zone directors and the relationships built as a part of that effort puts me in position to address the things to come – both known and unknown. I believe my experience, skill and knowledge as an attorney has and will continue to bring value to the board, especially when issues as to liability or the risks associated with a decision come into play. I believe my many years of involvement from the club level to the national Board provides me with the background and appreciation of the needs at every level of our sport. I also believe my involvement while working as an official on the international deck for the past 8 years also gives me a perspective and insight as to the global facets of our sport and the issues and politics that come into play. Accordingly, I am asking for your vote in the upcoming election. I promise to continue to “think outside the box” and continually ask myself what can do better to advance our sport.

2017 SZ Diversity Swim Camp and Summit
About the USA Swimming 2017 Southern Zone Diversity Camp and SummitThe Southern Zone will host our 3rd ever Diversity Select Camp and Summit in an effort to identify the emerging young diverse athletes from under-represented populations in the sport from each LSC and offer them a unique motivational and educational experience. The Zone Diversity Select Camps are viewed as an integral step for athletes to move from the local and Zone level onto to the national scene. Athletes from underrepresented populations would participate in a three-day camp program, which includes pool training, motivational, and education sessions and team-building activities.
Purpose: Celebrate the opportunities of/for diversity in swimming in the Southern Zone through inspiration of athletes, coaches and volunteers. Create local ambassadors and leaders to grow our sport.
Goals: Empower athletes from ethnically under represented populations and their coaches to: • Demonstrate the viability of multicultural success in swimming within their local LSC • Achieve performance excellence throughout the sport • Introduce the benefits and value of participating in the sport of swimming • Develop positive leaders and role models that others from multicultural backgrounds can
emulate • Connect, network and promote the virtues of the sport of swimming through a
comprehensive strategy involving the athletes and the LSC Diversity Chairs in their own local LSCs and throughout the Southern Zone.
Attendees: 45 athletes (15+ boys / 15+ girls) ages 13-16 years olds (at least 1 male and 1 female from each zone) along with the LSC Diversity Chairs are invited to attend.
Dates and Location: June 15 - 18, 2017 in Charolette, NC at the Mecklenburg County Aquatic Center. Athletes, coaches and volunteers will be housed on campus in hotels. We will have 3 Long Course sessions and 2 Short Course sessions for the campers. Meals will be catered on-site or by a local national catering company or hotel. Athletes and Diversity Chairs will arrive Thursday (June 15) early to late afternoon and depart Sunday (June 18) morning.
Invitees: • 3 athletes (at least 1 male and 1 female) from each of the 15 LSCs in the Southern Zone • 1 Diversity Chair from each LSC (if Diversity Chair cannot attend a chaperone needs to
attend with USA Swimming Background certified)

We did well achieving our target to develop our referees. Most of the meet referees, were first time
meet referees at this level with appropriate experience and backup. I would like to encourage the LSCs
to continue using these meets as development opportunities for officials in the section/zone. Officials
who have successfully served in the positions at LSC championship meets and are ready to expand their
experience should be selected to serve with experienced officials to ensure a good experience for our
athletes while developing the next generation of officials.
Zone Official Chairs
Last year, we changed our By-laws so the Official’s chair is now appointed along with an Assistant Chair.
The assistant Chair is Frank Swigon, from Florida. We have not made any changes in the process to date,
but Frank has arranged a meeting of the Zone official’s chairs at convention to determine how we can
improve the process in each zone including improving the sign up process for sectionals and zones.

This year most LSCs in the Southern Zone saw a decrease in the number of officials with the particular
exception of Gulf which saw an increase of 25%. I feel that each LSC has a sufficient number of officials
to serve our athletes, but we need to ensure that we do not burn out our officials and continue to
develop the next generation. Kentucky continues to have the highest ratio of officials to athletes of any
LSC in the country, but the Southern Zone has a lower ratio than the national average and decreased
this year. With the expected Olympic bump in the number of athletes, each LSC official’s committee
needs to set a goal to attract more officials to ensure the continued success of the meets in our zone.
The challenge to grow our officials is not only the responsibility of the official’s committee in each LSC,
but to each team. Our zone tends to be number one in most categories, let’s see if we can grow our
officials!

Introduction
The objective of this research is to provide meaningful feedback to the Zone, the event host, and future meet hosts, to insure that Zone Championship Meets provide the best possible environment for maximizing athlete performance.
To accomplish this, in-person, one-on-one surveys were undertaken at the Zone Championship, conducted at MyBackyardPool in Austin, Texas. There were different, but overlapping versions of the questionnaire,
based on the audience being interviewedbased on the audience being interviewed. All ratings were made on a 1-10 scale, with 1=Poor and 10=Exceptional. All ratings are presented as mean averages.

Overall, reaction to this Zone Championship meet was very positive. This meet performed exceptionally well in terms of: The competition was superb. Overall, the facility was excellent.y Fast competition pool Ample deck space. Clean/Well appointed locker rooms.
The athletes and coaches received a real national-level-like experience in terms of protocols and procedures. Prelim-Final format, with Finals Marched out. How scratches were handled.
The MyBackyardPool staff was friendly and accommodating. Inclusion of disabled swimmers was an excellent experience for all
involved.

However, like any meet, there are things that could be improved upon to make this meet even better: More warm-up space is needed. And this space needs to be better
monitored. Many swimmers and coaches think time trials should be added to this
meet. Many thought there were issues with MyBackyardPool: Blocks were old-fashioned, with no fin.Blocks were old fashioned, with no fin. There were no backstroke ledges.
Hospitality was inferior. Finals were too long. In particular, steps should be taken to shorten awards ceremonies,
especially since they were considered “boring.” While the inclusion of disabled swimmers was universally applauded,
some were concerned that separate heats for disabled swimmers added too much time to Finals.

Proposal for 2017 Southern Zone Age Group Meet Brian Haddad Southeastern Swimming
Propose the following changes to the Southern Zone Age Group Meet:
1) Athlete Reorganization a. Remove 15-18 age group from meet b. Allow for 12 Girls and 12 Boys in both the 11-12 and 13-14 age groups (keeps 48 total) c. No changes for Disability athletes
2) Add scoring B Final for all Individual Events 3) Add B Relays for 200 meter Relays 4) Move the 11-12 100 Free from Friday to Thursday
a. Balances schedule for 11-12 swimmers to 1-3-2-2-3 events per day rather than current 1-3-1-3-3
Basic Rationale: There has been an explosion of Long Course meet opportunities for swimmers typically in the 15-18 age range in the Southeast. These swimmers now have the ability to compete at meets such as Sectionals (multiple sites), NCSA, Futures, ISCA, Senior Zones, and occasionally the American Long Course Meet. These opportunities are great for our older athletes. I would like to see us open more opportunities for the developing 11-14 year old athletes. Based on my experiences with the Zone Meet over the past 14 years, I have noticed two things: 1) We have quite a few really good 11-12 and 13-14 swimmers who do not qualify for our zone teams due to limited numbers while we often have to beg and plead for 15-18 swimmers 2) The 11-12 and 13-14 swimmers who attend this meet gain a tremendous swim meet and travel opportunity for their long term development often resulting in assisting their future high performance. I would like to expose more 11-14 athletes to this opportunity since it is really the only one available to these age swimmers.
Timeline Impacts:
• Should shorten morning timeline a little due to fewer events and higher percentage of swims being shorter events.
• Will add a few heats to finals due to adding B Finals. Best guess on additional heats at night would be: Tuesday – don’t have data but would have to shorten; Wednesday +2 heats; Thursday +2 heats; Friday +6 heats (with B relays added); Saturday +10 heats (with B relays added)

SECTION I - ZONE MEET HOST RESPONSIBILITIES
Pre-meet Obligations By March 1, the Meet Host will have a conference call with all LSC Zone Team Directors. By March 1, the meet host shall add specifics (i.e. key officials' names, pool specifications, warm-up
procedure, admission fees (if any), hotels, restaurants, maps, special events, etc.) to the meet information draft provided by the Z.A.G.C. and return completed information letter to the Z.A.G.C.to the meet template on the Southern Zone website.
By March 1, the meet host shall distribute the completed meet information to the Z.A.G.C., Zone Directors, Zone Secretary and the LSC's in the following manner: one (1) copy each to the LSC General Chair, LSC Age Group Chair, Official's Chair and permanent office.
By March 1, the meet information will be posted on the Southern Zone Website. By July 1, the meet host shall mail an invitation, registration to officiate form to the Official's Chair of
each LSC, and a current address form for key positions in the LSC (see #2 above for positions) to the General Chairman of each LSC. Such forms should be returned to the meet host by the entry deadline.
In addition, the host agrees to the following: To sign and adhere to all requirements and agreements in the USA Swimming Zone Age Group Championship Meet contract and the USA Swimming Southern Zone Age Group Open Water Championships. Post a Psych Sheet, timelines and info needed 24 Hrs after the entries have been received. To provide a specific, detailed warm-up schedule and procedure in the meet information letter and ensure the enforcement of these procedures by the Meet Marshals. To provide pool time for practice/warm-up one (1) day prior to the start of the meet. Additional time may be scheduled at the discretion of the Meet Director (the day of the distance/meeting event in the morning). To provide a meeting room for the General Meeting which shall be held two (2) hours prior to the first event of the meet and 1 hour prior to the start of the first open water event. Officials - The following minimum standards for the number of officials at the Zone Championships: 1 Referee; 1 Starter; 2 Place Judges; 2 Stroke Judges; 4 Turn Judges; Administrative Referee; Marshals as needed; Relay Take-Off Judges as necessary. To provide heat sheets to all LSC coaches and meet officials. To provide an Exception Report at the General Meeting for all to view and correct. To check membership credentials of all coaches, chaperones and officials as required by USA Swimming. To determine, in consultation with the Z.A.G.C., the make-up of the Meet Committee. The Committee shall include the Z.A.G.C. or Designee (Chairman) Head Referee, two (2) coaches, and two (2) athletes appointed from three (3) randomly selected LSC's. This committee shall have jurisdiction over questions of entry, eligibility, technical protests with the exception of officials' judgment calls and weather issues. The Meet Committee Meeting may only be called by the Z.A.G.C. (or Designee) or the Head Referee. To apply for national certification for meet officials. To provide all awards, individual and team, for the meet. Provide a Championship Ready Room for finals as is the preferred standard for National Championship Meets away from the pool deck.

At the Meet The host shall provide preliminary heat sheets; finals heat sheets and final results.
Each of the publications shall include the Southern Zone Meet Records (Appendix V), all National Qualifying Times and National Top 16 Reportable Times. The prelim heat sheets shall be available no later than the start of the General Meeting. The finals heat sheets shall be available prior to the start of finals each day.
A maximum of twelve (12) deck passes will be issued to each LSC for those coaches, managers and/or chaperones listed on the meet entry form. Excluding disability assistance with a maximum of two (2) passes. The meet host shall be responsible for arranging timers either through their own volunteers or assigning attending LSC’s timing responsibilities.
There shall be an OVC official or OVC applications at the meet, in order that OVC's may be issued in a timely manner. The host shall distribute a copy of the Meet Evaluation Form to the Head Coach of each LSC, the Head Referee, the Z.A.G.C. or Designee and the 2 athletes on the Meet Committee and collect them prior to the Conclusion of the meet.
Meet production shall include: Finalist Ready Room (this must be away from the pool deck); Athlete/Coach Credentials; Athlete, Seating on deck; Finalist Introductions and Awards Ceremony.
Post-Meet
Hy-Tek results files shall be e-mailed to the host LSC’s swim chair, the Z.A.G.C., and each Zone Head
Coach. The results shall also be sent to the Southern Zone website for posting within fifteen (15) days after the completion of the competition. The meet host is also encouraged to send the results to various swim publications. All financial reports (Appendix III) must be filed with the Zone Directors, Z.A.G.C. and USA Swimming Athlete Development Director no later than thirty (30) days following the last day of the competition. The Meet Director's report/meet evaluation and the Meet Evaluations filled out at the meet shall be submitted to the Z.A.G.C. no later than thirty (30) days following the last day of the competition.
SECTION II - VISITING LSC OBLIGATIONS
Responsibilities o The official contact within each LSC shall be the Age Group Chair unless the LSC informs the Meet Director
and Z.A.G.C. otherwise. o Each LSC shall determine its own team selection procedures that follow the eligibility guidelines. o Each LSC shall create their own Code of Conduct Form.Entries for the pool meet must be on Hy-Tek (or other
approved team manager software) with electronic delivery or hand delivered to the Meet Director by 12:00pm on the Monday of the week of the Southern Zone Age Group Swimming Championships. A psych sheet and timeline for the meet must be posted on the Southern Zone website by midnight on Monday. The entries for the Open Water Competition shall be brought to or faxed in by the entry deadline listed in the Zone Open Water Meet Information Letter.
o The person in charge of entries for the LSC shall phone the Meet Director after e-mailing the entries to ensure the entries have been received by the host.
Each Head Coach is responsible for ensuring his/her team's compliance with the published warm-up guidelines and procedures for the host LSC and Facility.
o Each LSC shall at the earliest possible date forward to the Meet Director a list of officials who are interested in working at the meet.
o Each LSC Head Coach shall attend the General Meeting, which shall be held a minimum of two hours prior to the start of warm-up for the meet.
o Each LSC shall designate at least one (1) and no more than three (3) team captains. At least one of whom shall attend the general meeting.
o Each LSC shall have a Team Staff with Coaches and Chaperones at a ratio of one (1) adult (Coach/Chaperone) to every five (5) swimmers attending the meet, with up to a maximum of twelve (12) adults. These Zone Team Staff Members must stay with the team throughout the duration of the trip.
o The Southern Zone Age Group Open Water Championships will be open to all Year-round USA Swimming

registered members of the Southern Zone.
SECTION III - ZONE MEET RULES AND REGULATIONS
Dates o The dates of the meets shall be determined by a majority vote of LSC representatives at the annual
meeting.
Rules o The meets shall be conducted according to the rules of USA Swimming.
Liability o The meet is held under the sanction of USA Swimming, inc., and the meet host. In granting this sanction,
it is understood and agreed that USA Swimming, inc., and all meet officials shall be free from any liabilities or claims for damage arising by reason of injuries to anyone during the conduct of the event. Damage to the facility, when proven, will cause the offending swimmer's LSC to be held account- able for repairs.
Meet Announcement o The meet template on the Southern Zone website shall be used for the meet. Changes to the meet
template shall be made at the Southern Zone House of Delegates in the same manner as changes to this Meet Handbook.

o All swimmers shall be USA Swimming year-round registered athletes, and must be registered with an LSC within the Southern Zone.
o Each LSC may select a maximum of forty-eight (48) athletes for its team. They may select a maximum of eight (8) females and eight (8) males in each of the 11-12, 13-14 and 15-18 age groups.
o Any swimmer who has achieved the current Summer Junior National Championship Time Standard in any event (long or short course) prior to fourteen (14) days before the entry deadline {the actual date shall be published in the meet information letter} is ineligible for competition in the Southern Zone Age Group Championships.
o The age of a swimmer on the first day of the respective meet shall determine the swimmer's age for that meet.

Open Water USA Swimming Open Water Guidelines are published in the USA Swimming Handbook.
Entries
q Entries for each meet must be submitted using Hy-Tek or other approved automated entry software. A zip file of the team entries, as well as an MSWord or .pdf by Name document and Entry Fee Report documents are required, and must be e-mail to the meet director or meet entry chairman. No other forms of entry shall be accepted.
q Master entry shall include the name, address and phone number of the person in charge of entries for the LSC. Each LSC shall bring to the general meeting, a copy of their LSC's Official Selection Procedure for this meet. Entries shall include each swimmer's first and last name, age as of the first day of the meet, home club and their complete USA Swimming number. A list of coaches and chaperones up to 12 individuals must accompany the entries and may be e-mailed. By the end of the general meeting, each LSC shall turn in to SZAGC signed LSC Code of Conduct Forms from each athlete. Entry limits

Surcharge which will go to the Open Water Host, regardless of participation. Swimmers not in the Southern Zone Meet will pay the entry fee of $25.00.
Seeding
• Only long course times shall be used for seeding. • The 11-12 400 Free, the 13-14 and 15-18 800/1500 Free shall be deck-seeded, timed final
events. Positive check-in will be required. The heats in these events will be swum fastest to slowest, alternating women and men.
• All other individual events will be seeded as Prelim/Final events. • All relays will be swum as timed finals during the Finals sessions. • Re-seeding shall only be done in the case of administrative error by the host. • Under no circumstance will any swimmer left off the LSC’s original Entry Form be permitted to
swim any event(s) in the meet.
Scratches No penalty for scratches on the blocks in the preliminaries. For deck-seeded events, swimmers who are checked in and then fail to compete will be barred from their next individual event. For the Finals, those swimmers who qualify for the finals and fail to declare their intention to scratch to the Head Referee or Clerk of Course (whichever is applicable) with in thirty (30) minutes of the announcement of the finalists for that event, and then fail to scratch within thirty (30) minutes of their last event of that session and then fail to compete in the event in the finals, will be barred from all subsequent competition in the meet. (Exception: The Head Referee may allow a swimmer to compete further if based on his judgment, the swimmer was ill or the reason for missing the final was beyond the control of the swimmer.).
Scoring
Each meet shall be scored separately. Each LSC shall be scored as a team for the Southern Zone Age Group Swimming Championship. Each Zone Team and Individual team entering the Southern Zone Age Group Open Water Championship shall be scored separately for this meet. Each event shall be scored according to the amount of lanes in use at said facility. (Ex, 8 Lanes score to 8, 10 Lanes score to 10).

Award
Awards shall be given to 1st through 3rd place after each set of events with the last set of events being awarded the next night. All other awards will be presented to the LSC Head Coach for dispersal.

Officials
• The Charlene Craddock Sportsmanship Award: Medals and 54 caps swim caps. o Shall be awarded to the team who exhibits the highest level of sportsmanship throughout
the meet. (This is a Sportsmanship Award as opposed to a Spirit Award). o Shall be voted on by the Meet Director, Head Referee, Chief Starter and LSC's (one (1)
vote each) during the last session of the competition. o A minimum of nine (9) votes shall be required for selection.
q The meet is approved as a national certification meet for officials. It is requested that any LSC with qualified officials, who are interested in working at the meet, please contact the meet director.
Warm-up
The competition pool shall be open on the travel day (Monday) for approximately 2 hours. The competition pool shall be open approximately 2 hours the morning of the meet prior to exclusive meet warm-up. The competition pool shall be available exclusively for meet warm-up at least two (2) hours prior to the start of the preliminary sessions. The competition pool shall be available exclusively for meet warm-up at least one and one-half (1 1/2) hours prior to the start of the final sessions. Warm-up procedures shall be set by the Host LSC and Facility and will comply with the current USA Swimming Rules and Regulations.
Meet Committee The meet director and Southern Zone Age Group Chairman will appoint a meet committee. It will consist of the head referee, zone age group chairman or his designee, 3 coaches and 2 athletes from 5 different, randomly selected LSC's. This committee will have jurisdiction over technical protests with the exception of officials' judgment calls. The committee will follow the USA Swimming rules and regulations, the Southern Zone Age Group Swimming Championships meet handbook and the meet information letter at all times.
SECTION IV- ZONE MEET DISABILITY INFORMATION
1. Disability Eligibility / Time Standards
Each LSC may bring six (6) swimmers 3 boys and 3 girls with disabilities who are 11 to 18 years of age selected in any manner deemed appropriate by their LSC in conjunction with the LSC’s Adapted Swimming Chair and assisted by the Southern Zone Adapted Swimming Coordinator if necessary. Swimmer’s disability must satisfy the definition of a disability as outlined in USA Swimming Rules and Regulations: A permanent physical or mental impairment that substantially limits one or more major life activities. These swimmers with disabilities are in addition to the permitted 48 swimmers and are not required to meet the time standards for their age groups/events. However, they must provide a time for each event they enter. Swimmers with disabilities may compete in finals, earn awards and score points for their team in the same manner as the able bodied swimmers.
2. Entries
Entries for swimmers with disabilities should be submitted on the attached entry form indicating preference for seeding, and highlighted on the hard copy of the LSC's meet entry. It is the responsibility of the swimmer, or his/her coach, to

inform the Meet Referee of any disability-related accommodations he/she may need to compete. This information must be given in advance of the meet. The Meet Referee shall inquire about the swimmer’s needs and determine any modifications that may be required. This information shall be relayed to the starter and stroke and turn judges. Visually impaired swimmers who require tappers must bring their own devices and individuals to use them. The Meet Referee may reassign the lane of a deaf swimmer if a required view of the strobe light is obscured, and the light cannot be repositioned.
The meet referee shall determine an appropriate method of seeding the athlete into events.
It is the responsibility of the USA Swimming Disability Swimming Chair to provide the Meet Referee with current American Records for swimmers with disabilities. It is the swimmer’s responsibility to complete and submit an application for an American Record should one be set.
4. Create four categories of disabilities:
1. Visually Impaired 2. Hearing Impaired 3. Cognitively Impaired 4. Physically Impaired
5. Each swimmer wishing to enter the disability events would have to have a classifiable disability that would fall into at least one of the four categories. 6. If a swimmer had more than one category of disability, they would then choose which of the categories they would like to compete in for the duration of the meet. 7.. Allow disability swimmers to enter six total events with any number of those being the disability events.

Southern Zone Age Group Championships Meet Information Template This template is required to be utilized the Southern Zone Age Group Championship. While the host team’s LSC must approve the meet information, this meet is run by the Southern Zone and as such this meet information shall not be changed. It meets all the requirements of USA Swimming Rules and Regulations. Information in brackets “<>” should be changed to reflect the dates, location, facility and people for the specific meet. Information not in the brackets is approved by the membership and can only be changed at the Southern Zone Meeting at USAS convention. ELIGIBILITY
All swimmers shall be USA Swimming year‐round registered athletes.
Each LSC may select a maximum of forty‐eight (48) athletes for its team. They may select a maximum of eight (8) females and eight (8) males in each of the 11‐12, 13‐14 and 15‐18 age groups.
Swimmers that have ever achieved any current Junior National summer standard are not eligible to participate in the meet, unless they achieved the result within two weeks of the entry deadline.
‐The age of a swimmer on the first day of the respective meet shall determine the swimmer's age for that meet.

A list of coaches and chaperones (up to 12 individuals) must accompany the entries and may be e‐mailed.
Athletes included in improperly identified Commlink Files (Cfile0X.cl2 or zfile00X.zip) will not be entered into the meet and any entry fees will not be refunded
Athletes WILL NOT be allowed to participate in the meet until entry fee payment has been received by the Meet Director or designee.
Under no circumstance will any swimmer left off the LSC’s original Entry Form be permitted to swim any event(s) in the meet.
DISABILITY ENTRIES
Each LSC may bring six (6) swimmers; three (3) boys and three (3) girls with disabilities who are 11 to 18 years of age; selected in any manner deemed appropriate and assisted by the Southern Zone Adapted Swimming Coordinator, if necessary. Swimmers’ disability must satisfy the definition of a disability as outlined in USA Swimming Rules and Regulations: a permanent physical or mental impairment
that substantially limits one or major life activities. These swimmers with disabilities are in addition to the permitted forty‐eight (48) swimmers and are not required to meet the time standards for their age group/events, however, they must provide a time for each event they enter. Swimmers with disabilities may compete in finals, earn awards and score points for their team in the same manner as the able bodied swimmers. Each swimmer is limited to six (6) individual events for the meet with no more than three (3) events per day. Entries for swimmers with disabilities should be submitted on the attached entry form indicating preference for seeding, and highlighted on the hard copy of the LSC’s meet entry. It is the responsibility of the swimmer, or his/her coach, to inform the Meet Referee of any disability‐ related accommodations he/she may need to compete. This information must be given in advance of the meet. Four categories of disabilities: Visually Impaired, Hearing Impaired, Cognitively Impaired, Physically Impaired Each swimmer wishing to enter the disability events would have to have a classifiable disability that would fall into at least one of the four categories. If a swimmer had more than one category of disability they would then choose which of the categories they would like to compete in for the duration of the meet.

Individual events ‐ $7.50/event.
Relay events ‐ $10.00/event.

RULES The meet will be conducted in accordance with USA Swimming Rules and Regulations
except where the rules are optional and exceptions are stated.
WARMUPS See Warm‐up procedure attachment
FORMAT Events on the first day, will be swum as timed final events, alternating girls then boys
fastest to slowest. The 13‐14 and 15‐18 age groups will be seeded to swim together for
the 800 and 1500 Free events but separated for entry limit and scoring purposes.
All individual events for the remaining days will be swum as Prelims/Finals. The top 8 in each age group/gender will swim in finals. All finals will be marched and announced behind the blocks. There will be only one championship heat per event during finals. If disabled swimmers qualify for finals, additional heat(s) will be swum. Relays will be sum in finals as timed final events. With the approval of the Zone Age Group Chair, the Meet Referee and the Meet Director
reserve the right to make changes to meet logistics, if deemed appropriate. SEEDING The conforming time standard for this meet is long course meters (LCM). Swimmers will
be seeded in the order of LCM/SCM/SCY. Swimmers will be seeded and swim from slowest to fastest unless otherwise indicated. <TEAM> reserves the right to combine heats and events at the discretion of the Meet Referee.
SCRATCH AND POSITIVE CHECK IN PROCEDURES
This meet will follow USA Swimming procedures specified in rule 207.11.6 except whereexceptions are stated.
While there will be no penalty for failure to compete in preliminary heats of events 200Mor less, we ask all coaches to declare any scratches to the Clerk of Course before thedeadlines to insure full heats and the best competition opportunities possible for allathletes.
A positive check in, located at Clerk of Course, will be required for these events. Swimmers and relay teams who do not positively check in may not be seeded in the event:
800M Freestyle
400M Individual Medley
400M Freestyle
1500M Freestyle
SCRATCH PENALTIES
According to the scratch rule, a swimmer who is properly checked in for a positive check in event, been seeded, and fails to compete in said event, shall be barred from his/her next individual event unless excused by the Meet Referee. There is no penalty for failure to compete in pre‐seeded preliminary heats of individual events except that an individual event from which a swimmer has not scratched prior to the appropriate deadline will be counted toward that swimmer’s three events per day limit. There is no penalty for failure to compete in relay events.
A swimmer qualifying for a Final who neither scratches with the Administrative Referee nor declares his intent to scratch within 30 minutes after the announcement of qualifiers for that event is considered checked in. If a checked in swimmer fails to compete in Finals, he shall be barred from further competition unless excused by the Meet Referee. In order to field full Finals heats, it is requested that swimmers who qualify in the top 50 and have no intention of swimming in Finals indicate this by scratching.
SCORING Each LSC shall be scored as a team for the Southern Zone Age Group Swimming
Championship. Each event shall be scored to eight places under the following system
Individual events: 9‐7‐6‐5‐4‐3‐2‐1
Relay events: 18‐14‐12‐10‐8‐6‐4‐2
Disability swimmers will be scored based on the number of disability swimmers in that particular event as follows: Five athletes (6, 4, 3, 2, 1); Four athletes (5, 3, 2, 1); Three athletes (4, 2, 1); Two athletes (3, 1); One athlete (2).
All events will be scored separately as 11‐12, 13‐14 and 15‐18. AWARDS The following awards shall be awarded:
Individual events: 1st‐8th place medals (Only the top three (3) places in each event will actually be PRESENTED.)
Relay events: 1st‐3rd place medals,
Team Awards: 1st Place “Champions Medals” and 54 t‐shirts. 2nd & 3rd Place: Plaque/Trophy
Age Group Awards: 1st place Women and Men in each age group – Plaque/Trophy
The Charlene Craddock Sportsmanship Award: Medals and 54 caps swim caps. The Craddock Award shall be awarded to the team who exhibits the highest level of sportsmanship throughout the meet. (This is a Sportsmanship Award as opposed to a Spirit Award). This award shall be voted on by the Meet Director, Meet Referee, Head Starter and LSC's (one (1) vote each) during the last session of the competition. A minimum of nine (9) votes shall be required for selection.
PARADE Wednesday at 5:10 p.m. Swimmers should line up at 5:00 PM. This will be an
introduction of all the zone teams by a walk in and walk around the pool area. Parade Theme: <Theme for parade>
RESULTS Results will be posted on <Team>’s website <team website URL> within 24 hours of the
meet’s conclusion and teams will be emailed their results. MeetMobile and LiveResults will be used as facility internet connectivity permits.

<Admission costs> Chaperones listed on the team lists shall not be required to pay admission.
HEAT SHEETS <Heat Sheets costs> SAFE SPORT The <LSC> Safety Program is in effect for this meet. Coaches are advised to closely
supervise their swimmers at all times. Swimmers may be dropped off only in designated safe areas. Swimmers are not permitted in work out rooms, storage rooms, meeting rooms, or control rooms. No glass containers or bottles are allowed inside the facility at any time. No running or horseplay will be tolerated. Access to the main locker rooms is restricted to swimmers only. Anyone failing to comply with a safety request may forfeit his or her privilege to participate. Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, restrooms, locker rooms or other areas as designated by the facility. Main locker rooms are reserved for participating swimmers only.
Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is prohibited.
Any swimmer entered in the meet, unaccompanied by a USA Swimming member coach, must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. It is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement. The swimmer must also declare to the Meet Director a coach of record and who will represent the swimmer at the meet.
Only swimmers, properly certified officials and coaches, and meet volunteers will be allowed on deck. No spectators will be allowed on deck at any time.
OFFICIALS There will be an officials’ meeting 1 hour prior to each session in the <officials room
location>. We welcome all certified officials on deck. If you are able to work as a S&T
Judge, contact the Meet Referee or sign up in advance at <LSC website URL>.
CJs/Starters/Referees: Officials who are interested in assigned positions should complete an Application to Officiate found on the Southern Zone website, www.szoneswim.com by
the deadline.
The uniform is <color> collared shirts over <color> bottoms and white shoes. Long pants or skirts are preferred for Finals. <If different for finals, please indicate the uniform for finals>.
National Officials Evaluations: This meet has been approved as an Officials Qualifying Meet for N2 and N3 all positions by USA Swimming. Officials should submit the application found on the Southern Zone website. Officials are required to work a minimum of 4 sessions to be evaluated. Evaluation requirements can be found at www.USASwimming.org.
MEET COMMITTEE
The Meet Director and Southern Zone Age Group Chairman will appoint a meet committee. It will consist of: Meet Referee, Zone Age Group Chairman or his designee, three (3) coaches and two (2) athletes from five (5) different, randomly selected LSC’s. This committee will have jurisdiction over technical protests with the exception of officials' judgment calls. The committee will follow the USA Swimming Rules and Regulations, the Southern Zone Age Group Swimming Championships Meet Handbook and the meet information letter at all times.
COACHES All coaches on deck must be registered and certified with USA Swimming. Meet
Management will require all coaches to show proof of certification/registration and coaches shall prominently display their credentials at all times while on deck. There may be a coaches’ meeting after Friday warm ups or other meetings at the Meet Referee’s discretion. Meet Management requests that at least one coach representative from each team attend all coaches’ meetings.
HOSPITALITY/ CONCESSIONS
There will be a hospitality area open to all coaches and officials. Refreshments will be for sale at concession stands. Outside food is not permitted by the facility.
BAD WEATHER
In case of an “Act of God” or bad weather scenario which cancels a session, meet management will make the final decision how the meet will safely proceed.

LIABILITY In granting a sanction for this meet, it is understood and agreed that USA Swimming,
Inc., the Southern Zone, <LSC>, the <team>, <facility>, and all meet officials shall be free from any liabilities or claims for damage arising by reason(s) of injuries to anyone during the conduct of this meet.

CODE OF CONDUCT
The following code is in effect throughout the<YYYY> USA Swimming Southern Zone Age Group Swimming Championships. Anyone who, in the opinion of the LSC Zone Meet Coaching Staff, acts in a manner that would interfere with the travel objectives listed below, will be subject to immediate return home (at the expense of the parent and/or swimmer) and other punishments including barring from future LSC trips or competition may be imposed.
1) The LSC may travel as a team to these meets/training sessions and everyone is expected to behave in an exemplary
manner. The reputation of the LSC, as well as the other athletes with you, is dependent on your behavior. 2) The LSC Coaching Staff holds the final word on any rules, regulations or disciplinary actions. 3) a) The consumption or purchase of alcohol, smoking or chewing tobacco, or use of any other illegal drug or substance of
any kind will not be allowed. In addition, any member found or suspected to be in the presence of others (regardless of team affiliation) partaking in any of the above activities will be subject to the same punishments and probable expulsion from the LSC Zone Team. Any swimmer suspected of such activity will appear before a review committee composed of the LSC Coaching Staff, and LSC Zone Team Captains .
b) Use of inappropriate language, including obscene language or gestures and other threatening language or conduct will not be tolerated while traveling with the LSC Zone Meet.
4) At no time will male and female athletes be in the same hotel room together. This applies to your LSC Zone Team
members or members of any other LSC Zone Team. 5) No team meetings or practices may be missed. Be punctual to all meetings and warm‐up times. 6) No team member may be out of their room after the assigned curfew time and no one may leave their room alone.
Permission must be obtained from the LSC Coaching Staff to leave the room. 7) Any damages or thievery incurred at a hotel will be at the expense of the swimmers assigned to that room, and further
disciplinary action will be taken. No loud or boisterous behavior will be tolerated in the hallways or public areas, such behavior should be kept to a minimum in your rooms
8) Any individual damages or thievery incurred on the trip will be at the expense of the swimmer, and further disciplinary

2016 Senior Zone Championship Report By Jimmy Parmenter
To answer the question that was the major concern of everyone going into the 2016 Sr. Zone Championship meet, August 2-6. Air Quality: The ventilation system has be repaired. The people from Tupelo took care and fixed the problem. They added more ventilation outlets and fans. I spoke to several coaches that had attended the Age Group Zone meet in 2015. They all agreed it was much better this year than the previous year. Meet Facts: 26 Teams Total 184 Athletes 142 Relays 1020 Individual Swims 15 Meet Records Broken - See attachment New Records in red. Girls Team Champions: First Colony Swim Team Boys Team Champions: TeamFins Combined Team Champions: First Colony Swim Team Summary: 1. Continue support of this meet – offers great opportunity for senior level athletes to train and race through August each year. 2. Mixed Relays were a hit with athletes. 3. Use the National 15-16 AA as time standards. 4. Make no other changes. 5. Tupelo ventilation system has be repaired. Closing: Tupelo did an excellent job hosting and running a great meet for all the athletes.
OPEN WATER REPORT
On June 3-5. On Fort Myers Beach, Florida, the Southern Zones Open Water Championship was held. Holding an OW event in the Gulf in June is always a challenge when it comes to water temp., and weather. This year the weather Gods had their way. The S.E. zone team, NC Zone team, Florida team, Gold Coast Team, Georgia Team, Kentucky Team, South Texas Team, and Louisiana Teams combined brought in over 250 swimmers for the 3 days of completion.
Friday PM kicked off with mixed age group relays. These races were not scored and done as an exhibition event. Swimmers seemed to enjoy the approximately 100 yard out and back course. Unfortunately, ½ way through the boys event weather came in and the relays were halted.
Saturday A.M. was to be the start of the 2.5 and 5K races. However, weather issues led coaches and race administrators to switch the 5K races to 2.5 and the 2.5 to 2K. All races were held as the weather held out and water temps remained below the maximum. Saturday evening a team Bar B Q was held beach side.
Sunday A.M was Team Pursuit Day. Unfortunately, over the evening a tropical front decided to sit right off the coast. While weather allowed the races to go on, it was once again decided to shorten the distances for all races. Shortening the course and distance actually made the race more interesting as spectators were able to see the entire race which was held in 3 ft seas. The weather held out and all races were completed, but not more than 3o minutes later a major storm came in.

Proposal:NC Swimming and the Sandhills Sandsharks are interested inhosting a Southern Zone Open Water Championship at LakeEcho, Seven Lakes, NC.Rationale and Considerations:
Venue• Our venue and water temperature have consistently met all
requirements since 1999.• We already host Open Water meets on the weekend of the
first Saturday in June and the weekend of the first Saturdayafter Labor Day in September at this venue.
• We are located in a resort area; Pinehurst, NC (home of theUS Open Golf tournament) offers exceptional services forvisitors and easily caters to events such as this one.
• We piloted the Zones race in 2015 and have continued torun NC Open Water Champs and Select Camp for NC andSC OW swimmers. Our Experience
• We host two Open Water meets per year; one is our LSC’sState Champs; the other is part of Open Water Select Campfor swimmers from North Carolina and South Carolina.
• We have hosted Zones in the past, including in 2015.• Our June meet has grown from 40 to over 600; we easily
accommodate hundreds of swimmers.• NC Swimming and Sandhills Sandsharks also host Open
Water Select camp at Lake Echo for top North Carolina andSouth Carolina swimmers.Format
• Three day meet option: teams who want clinics and a multi-day meet can come for the weekend; those who want justthe main races can come for Saturday only.
• A three- day format (to include a Friday night 1K, OpenWater Clinic, and Sunday 2K Team Pursuit).
• We will run, concurrently, NC Open Water Champs, withZone races given scheduling priority. Other swimmers(siblings, even parents) can race in the NC OW Champs,which range from a 400M to 5K races.
• June dates fit well with training schedules and ensure thatall LSC’s can get their OW swimmers prepared for therace.
• Our LSC is home to 3 National Championship/OlympicOpen Water swimmers who assist with Open Water clinicsand who may be able to attend.

Race Plan: Safety Plan
1. Emergency services provided by Seven Lakes EMS services and American Medical Association (AMA) certified physicians. Seven Lakes is a Basic EMT and First Responder unit.
2. On-course—Seven Lakes EMS maintains designated EMT’s at Start Finish Line and on call. 3. Guard will be on duty Friday from 3:30pm-6:00pm; on Saturday from 7:30 am to 5pm in
course designated area, or as needed 4. All lifeguards, supervisory vehicles, and on-water safety personnel communicate via cells
phones and radios. 5. There are 3 rescue vehicles in garages 0.2 miles from the race course. Additional units are
4.5 miles away. Vehicles are dispatched as needed directly to the venue to provide emergency services. Estimated response time is less than 3 minutes.
6. There will be 6 Personal Watercraft on-course manned by lifeguards.
7. All boats will have red flags to signal for help. Safety personnel on shore will be in radio contact with safety boat located in middle of course.
8. There will be 1 lifeguard dispatched with the Referee vessel on course. 9. All swimmers must remain within the designated course boundaries.

Missing swimmer: 3 blast of whistles lets all 12 course guards that there is a missing swimmer. On site are 2 Sheriff Jet skis that are quick response vessels with onboard equipment for immediate ressusitation once victim has been recovered .
