Background: The Dili-Ainaro Road Development Corridor project is aimed at strengthening the resilience of communities living in the Dili-Ainaro Road Development Corridor to climate-induced disasters such as floods and landslides and to reduce the risk of damage to road infrastructure. The Dili to Ainaro Road comprises a joint investment by the Government of Timor‐Leste and the World Bank aiming to upgrade the road infrastructure linking Dili to the district capitals of Aileu and Ainaro. This road infrastructure and the communities living in the Dili‐Ainaro Road Development Corridor (DARDC) are at risk of climate‐induced natural disasters such as floods and landslides. Damage to road infrastructure is

expensive to repair and restricts: i) economic development; ii) market access; iii) access to services such as education and health care; iv) evacuation during natural disasters; and v) provision of disaster relief. Furthermore, the risk of damage to road infrastructure is exacerbated because of ecosystem degradation resulting from existing land‐use practices such as: i) timber logging; ii) slash‐and‐burn agriculture; iii) overharvesting of fuel wood; and iv) burning for hunting and fodder production. The “Dili‐Ainaro Project”, which is financed through the Least Developed Country Fund (LDCF) and implemented by the Ministry of Social Solidarity (MSS) with support from UNDP, seeks to address the expected increase in climate‐induced natural disasters due to climate change and reduce the potential risks and damages to the Dili-Ainaro road infrastructure and the communities in the DARDC. The project aims to achieve this by strengthening capacities and providing investments for disaster risk management (DRM) measures using ecosystem‐based approaches. The “Dili-Ainaro-Project” is closely interlinked with the project “Strengthening Disaster Risk Management in Timor-Leste”, a long-standing cooperation between MSS and UNDP. The “Dili-Ainaro-Project” also works closely with the Ministry of Agriculture and Fisheries (MAF) and the Ministry of State Administration (MSA). UNDP, on behalf of the Ministry of Social Solidarity, is now recruiting a National Finance and Procurement Officer to support both projects. Scope of work / Expected Output / Timelines: Reporting to the National Project Coordinator and under the overall supervision of the CTA, the Finance and

Procurement Officer’s responsibilities will be to:

Standardize the finance and accounting systems of the project while maintaining compatibility with

UNDP financial and accounting procedures

Prepare budget revisions of the projects based on the Combined Delivery Reports (CDRs)

Assist in the preparation of the Annual Work Plan (AWP)

Lead procurement processes and facilitate the procurement of goods and services and asset

management in cooperation with the project team and operation units in the Country Office

Assist the Ministry of Agriculture and Fisheries (MAF), the Ministry of Social Solidarity (MSS) and

other government partners with procurement processes under the projects

Develop and implement systems that improve the day to day operations of the office and field

activities. Examples of this include, but are not limited to: developing a monitoring system for the use

of field and office equipment and conducting inventories of office and field equipment.

Assist in the timely issuance of contracts and the assurance of other eligible entitlements of the

project personnel, experts, and consultants by preparing annual recruitment plans.

Comply and verify budget and accounting data by researching files, calculating costs, and estimating

anticipated expenditures from readily available information sources.

Prepare financial status reports, progress reports and other required financial reports

Process all types of payment requests for settlement purpose including quarterly advances to the

partners

Prepare periodic accounting records by recording receipts and disbursements (ledgers, cash books,

vouchers, etc.) and reconciling data for recurring or financial special reports and assist in preparation

of annual procurement plan

Undertake project financial closure formalities including submission of terminal reports, transfer and

disposal of equipment, processing of semi-final and final revisions, and support professional staff in

preparing the terminal assessment reports

Prepare reports and documents as per specified formats, project, or programme plans and general

reference documents as well as general administrative/financial or specialized tasks related to the

project which may be of a confidential nature within the assigned area of responsibility

Provide substantive support to the Project Manager for overall implementation

Prepare and update inventories of expendable and non-expendable project equipment

Set up and maintain all financial files and records of the project in both electronic and hard copies

Collect project related financial information and update plans

Administer Project Board meetings in coordination with the National Project Director

Establish financial document control procedures and make all project financial reports available

Provide support in the use of Atlas for financial monitoring and reporting

Draft necessary financial correspondence with local and international agencies and stakeholders

Conduct other tasks as requested by the CTA/PM.

Qualifications/ Requirements

Graduate Degree in Commerce, Business Management, Administration or other relevant

discipline

At least four years of practical experience in related projects with bachelor and two years with

master degree practical experience.

Strong understanding of budgeting and the UN/GoB accounting system—candidates familiar with

UNDP administrative, program, and financial procedures preferred

Demonstrated experience in working with Atlas

Ability to use MS Office packages under the Windows XP Professional environment

Initiative, sound judgment, and capacity to work independently

Undergraduate degree and/or certificate in secretarial or computer training

Knowledge of database packages and web-based management systems

Excellent inter-personal and communication skills

Proficient verbal and written English and local language skills
