All these mean one thing: the expansion of educational services. What, in turn would such expansion mean?

As the enrolment in all levels increase, there will be a corresponding increase in the educational services in terms of money, materials and manpower.

And with the increase in the educational services, we may expect that the best of our administrators and supervisors will be put to a severe test.

1. Under developed countries are able to deal with all the problems of education in an integrated, wholesale fashion instead of on piecemeal basis: are able to clearly determine their goals and give direction to their efforts: & are able to establish priorities in educational expenditures.

2. That country is able to merit the appreciation and sympathy of the more developed nations and the latter become disposed to give literal assistance to the country concerned.

3. Most careful and systematic planning will enable the nation to realize its goals to the greatest extent possible with the meager resources at its disposal.

6. Educational planning must be a comprehensive and continuous process and must be periodically evaluated.

7. Educational planning should consider the qualitative aspects of all levels and aspects of education based on the framework of an overall national development plan.

8. Educational planning must be realistic and must set goals which are attainable.

Our commitment to democracy is safeguarded & enhanced if administrative & supervisory officials set the tone for practice of democratic procedures.

The structure and process of the school should provide models of the democratic way of life.

The school cannot be the “cradle of democracy” if this cradle is rocked by a “hand of autocracy”

4. Greater reliance on research and the scientific

method of inquiry

Research plays a vital role in making the educational enterprise meet more adequately the task of educating people.

Studies and researches are indications of a trend towards greater reliance on research and on the scientific method of inquiry. They are healthy signs of a growing awareness and acceptance on the part of our school people of the need and importance of the application of the scientific approach to the solution of the educational problems.

5. The use of the Philippine – oriented

instructional materials

Instructional materials are essential aspect of the educative process. They comprise an indispensable factor in the acquisition by the learner of desired educational outcomes in terms of knowledge and understanding, habits and skills and attitudes. The content of the instructional materials and the way this content is presented & developed, determine the kind of behaviour whether intellectual, social or emotional that will be inculcated in the learner.

Crucial role of the instructional materials in the promotion of nationalism:

Improvement of home industries so that they will be patronized.

Appreciation of the service of Filipino great men and women.

Preservation of our cultural heritage.
