What documentary requirements are involved intransporting dangerous goods?

ThetransportofdangerousgoodsissubjecttoindividualcountriesregulationsbuttheInternationalMaritimeDangerousGoodsCodeusuallyappliesfortransportbyship.TheresponsibleAustralianauthorityistheAustralianMaritimeSafetyAuthority.Enquiriesshouldbemadewiththisauthoritybeforeexportingdangerousgoodsbyship.Thecomparableauthorityinthecountryofdestinationshouldalsobecontacted.
Companiesandindividualsinvolvedinthepacking,storage,handling,transportationandshippingofdangerousgoodsshouldfamiliarisethemselveswiththerequirementsofIssue5ofMarineOrdersPart41andanyadditions(4attimeofwriting)published.Theseregulationsbecameeffectiveon1January2002.
UndertheseregulationsitisnolongerrequiredtoprovideAMSAwithanintentiontoshipdangerousgoods.Theshipper,however,mustprovidenoticetotheMasterand/orconsolidatorasrequiredandtheconsolidatormustalsoprovidenoticetotheMaster.Notificationto
theMastershouldbesentassoonaspractical,andpriortothegoodsbeingplacedonboardtheship.TheshippermustalsoprovideacopyoftheMultimodalDangerousGoodsFormtoAMSAwhenevertheSurveyor-in-Chargerequests(availableviaAMSAwebsite).
TheMasterofavesselloadingdangerousgoodsmustprovidetotheSurveyor-in-Charge(throughthenearestAMSAoffice),assoonaspracticalandpriortothegoodsbeingloadedonboard,aspeciallistormanifestofthedangerousgoodstobeloaded.OnetypeofDangerousGoodsManifest,acceptableforthispurpose,canbefoundinIMOCircularFAL.2/Circ.51,reproducedinthesupplementtotheIMDGCode.
Ifitisnotpracticalorpossibleforalltheinformationrequiredtobesent24hoursbeforethegoodsaretobeloaded,theMastermustprovidethefollowinginformationatleast24hourspriortoloadingthegoods:

TheAMSAwillcontinuerandomandtargetedinspectionsofvesselsloading,unloadingandcarryingdangerousgoodsaswellascontainersbeingstuffedorunstuffed,withdangerousgoods,atterminalsanddepots,aspartofitscompliancemonitoringprogram.
