At a time when the govern-ment speaks of encourag-ing more tribals to educatetheir children and render fi-nancial assistance to them, the Mira Bhayandar Munic-ipal Corporation (MBMC)has been apathetic towardsthis endeavour. In a shocking revelation,
hundreds of poor studentsbelonging to the tribal com-munity in the twin-city,
have remained deprived ofscholarships since the pastsix years. To mark the statecompleting 50 years of es-tablishment, the state gov-ernment floated the ''GoldenJubilee Pre-Matric Scholar-ship'' in 2010. As per thefunding pattern of the am-bitious programme, tribalstudents from class I to Xwhose parents’ income isbelow Rs 1.08 lakh per an-num, were entitled to get ascholarship of Rs 1,000 permonth. Application forms
of the pre-matric scholar-ship beneficiaries were tobe submitted online byprincipals of educationalinstitutions to the respec-
tive project officers of thetribal welfare wing. However, for the past six
years not even a single stu-dent from this region hasbeen able to avail the schol-
arship. Blaming the MBMCfor its insensitive attitudewhich had been deprivingthe poor students of theirmuch-needed scholarships,Balaram Bhoir of Shramjivi
Sanghathan has demandedreimbursement of entiresix-year-old dues from thecivic administration. Acharge vehemently deniedby the education depart-ment. To procure scholar-ship, duly filled forms alongwith requisite documentsin support of the claims
have to be submitted. How-ever, in almost all casesmandatory certificates weremissing due to which formscould not be loaded on theofficial website," claims ed-ucation officer SureshDeshmukh. Around 619 stu-dents from various tribalhamlets including Mascha-pada, Versova, Chena,Dachkulpada, BhablichaGhat, Mahajan Wadi, Kaju-pada, Ghodbunder andKashimira are enrolled withthe MBMC-run schools.

Taking a dig at BJP for itsalliance with the PDP inJammu and Kashmir, ShivSena on Saturday said theruling party has joinedhands with "those responsi-ble for the ouster of HinduPandits from the Valley". "Itis surprising that those(BJP) who were playing thepolitics of showing concerntowards Hindu Pandits (inJ&K) are today in power inthe state by joining handswith those who played animportant role in the ousterof pandits from the Valley,"Sena said in an editorial inparty mouthpiece 'Saa-mana'."Yet, Hindus have no place
in Jammu and Kashmir to-day and no attempts are be-ing made to change the situ-ation. It has become a crimeto be a Hindu in the countryand the Hindus, who are inpower, are the biggest ene-mies of the community," it
said.Pointing towards Home
Minister Rajnath Singh's re-marks that revenge wouldbe taken for the terrorist at-tack at the Indian Airforcebase in Pathankot, the Senasaid that "the day will nevercome and likewise, nobodywill raise a voice to protectHindus".It further said terrorist or-
ganisations like ISIS and Al-Qaeda are indulging in vio-lence in the name of Islamand threatening Hindus re-siding in India, yet, there isno one in the country whohas the audacity to stand upagainst these terror ele-ments. "The issue of Ramtemple in Ayodhya has qui-etly been kept on the backburner and there are self-proclaimed Hindutva lead-ers who make on and offpro-Hindutva statements. But, when it comes to fight-ing terrorist outfits likeISIS, they cower down," theBJP ally said.-PTI

For the past two years, 2,500staffers of over 45 aidedtechnical institutes in theState had been fighting fortheir right to full salary. TheState Government has nowproposed to release fullsalaries to these teachersand non-teaching staff.“Some officials referred
the matter to the state’s fi-nance minister Sudhir Mu-gantiwar,” said Sudhir Vad-valkar, Principal, NandedPharmacy College. “Wewere invited by the Higherand Technical Educationdepartment to discuss thematter,” he added.Vadvalkar was one among
five aided college principalswho had come to meet Vin-od Tawde, Minister forHigher and Technical Edu-cation on Monday. “The is-sue is now resolved. The de-partment has agreed to payus our full salaries by of-fline mode upto March 31
and thereafter from April 1by online mode, which ithad refused to do till Marchthis year,” Vadvalkar said.“The pending salary will
also be paid to us, alongwith the salary hike revi-sions that were pending,”he added. The Free Press Journal
had reported thata lecturer of anaided pharmacycollege in Nandedhad gone on aone-day hungerstrike (April 2,2016; Unpaid foreight months, lec-turer goes ‘hun-gry’)This paper had
also reported the incidentwhere 40 principals of theseinstitutes from all over Ma-harashtra, who had come tothe Directorate of Techni-cal Education office in thecity to press for their fullsalaries, were left waitinghours, but to no avail. The government has also
agreed to enhance thegrants given for operationalexpenses of these institutesto the tune of 5% of salaryexpenses of the precedingyear of the implementationof 6th pay commission.
As per a government reso-lution of May 18, 1978,grants will be reimbursedto the extent of 90% ofbudget estimates of an in-stitute. But the directorateof Technical Education(DTE) used to reimburse90% of actual expenses, nottaking into account expens-
es such as medical expens-es, leave encashment, etc.The institutes were de-manding to be reimbursedas per budget estimateswhich always includesthese expenses and arehigher than actual expens-es.Subhash Mahajan, Direc-
tor, DTE whowas present atthe meetingchaired by Edu-cation MinisterVinod Tawdesaid that an oralconsent hasbeen given todisburse fullsalary and re-solve other
grievances. The matter hasto go through a procedureand a government resolu-tion can be expected by theend of the month, he added.P A Naik, Joint Director,DTE, Dr. Kiran Patil,Deputy Secretary, Techni-cal Education were alsopresent at the meeting.
From April 2015 the staffof aided technical institutesin the state had started get-ting salary through the on-line mode under the govern-ment’s Sevaarth system ofonline salary payments.Till April 2015, when the
DTE paid these institutes alump sum amount in manu-al mode on a quarterly ba-sis, any differences insalary disbursements wereadjusted in the next quarter. But since the online systembegan last year, such dis-crepancies could not be ad-justed.The DTE also misinter-
preted a government resolu-tion of 1978 and said that itis liable to give only 90% ofstaff salaries. Earliersalaries were paid to the ex-tent of 100%.To recover the excess 10%
salary it had paid to staffover the years, the DTEwithheld their salaries. Dueto this, their salary hadbeen pending for the pastfive to eight months.
WHATARELIEF, FINALLYAided institute staff promised their due after salary beingwithheld formonths
