POSITIONS UNDER THE NON-CAREER SERVICE

1. Effective Officials and their personal or Confidential Staff

EXAMPLES:

Governors, Mayors, Members of the House of representatives, Senators, barangay

Chairman, Councilors, Private Secretaries

2. Secretaries and Other Officials of Cabinet Rank

EXAMPLES:

Press Secretary, Department Secretaries, Executive Secretaries

3. Chairpersons and members of

commissions and boards

EXAMPLES: Chairpersons and Commissioners of CEC/COA/COMELEC/BIR

4. Contractual Personnel

- whose employment in the government comes with a special

contract to undertake a specific work or job which requires special or

technical skills not available in the employing agency.

EXAMPLES:

consultants, specialists and foreigners (under special conditions),

i.e. Budget Analyst, Human Resources Analyst, Safety Specialist, etc

5. Emergency and Seasonal Personnel

EXAMPLES:

watchers during the election time, DPWH-hired contractors

for road rehabilitation, etc.

THREE LEVELS/CLASSES OF POSITION:

FIRST LEVEL

-includes clerical, trades, crafts and custodial service

positions

-involves duties requiring less than four years of

collegiate studies

-includes sub-professional non-supervisory and sub-

professional supervisory positions

FIRST LEVEL

THREE LEVELS/CLASSES OF POSITION:

SECOND LEVEL

-includes professional, technical positions performing

task which usually require the exercise of a particular

profession or application of knowledge acquired

through formal training in a particular field

-involve duties requiring at least four years of college

-includes professional supervisory and professional

non-supervisory positions

-includes the highest-level positions in the career

service as determined in the Position Classification and

Compensation System and covers positions in the

Career Executive Service.

national development.
