A STRATEGIC PROGRAMME 2015-2020 … AND MORE

The creation and consolidation of a research

centre, dealing with all facets of civil engineering,

that plays a nodal role in Portugal, that is a

significant player at the international level, and that

sets a high standard in Portuguese speaking

countries and beyond !

02

Therefore . . .

Our proposal is

a research programme for 2015 - 2020

with 4 strategic Thematic Strands

and involving the 12 R&D Groups,

but it is also a process of institutional building

based on the merging of 4 successful pre-existing

research centres:

research centres:

03

ICIST

CESUR

CEHIDRO

CVRM +

(architecture, geotechnics, structures and construction)

(urban planning, transportation and system analysis)

(hydraulics, water resources and environment)

(hydrogeology and geosystems)

MISSION AND OBJECTIVES

To create and disseminate scientific knowledge,

promoting innovation in the built and natural

environment areas, through the active involvement in

fundamental and applied research, at the national and

international levels, and to enhance higher education

and research training.

06

4 THEMATIC STRANDS THAT CUT ACROSS THE 12 RESEARCH GROUPS:

1 Product Development in Civil Engineering Industries

2 Risk and Safety in Built and Natural Environments

3 Rehabilitation of Built and Natural Environments

4 Response to Natural and Societal Changes

07

12 RESEARCH GROUPS

1 Architecture

2 Earthquake Engineering and Seismology

3 Information and Design Support Systems

4 Mechanics, Modelling and Analysis of Structures

5 Studies on Construction

6 Structural Design and Geotechnics

7 Systems and Management

8 Urban and Regional Planning and Environment

9 Transportation Infrastructure, Systems and Policy

10 Environment, Water Resources and Water Services

11 Hydrogeology and Geo-systems

12 Pressurised, Fluvial and Maritime Hydraulic Systems

Budget is based on experience from the past and reasonable ambition for the future

highly variable

and allocated to specific expenses

the “cement”

Requested for the period 2015 – 2020: ≈ 4.7 M€ (in 6 years)

12

BUDGET STRATEGY

• Funding “seed projects” in the 4 thematic strands

aiming at enhancing multidisciplinary initiatives, involving young

researchers, well-anchored in international cooperation (10% of the

budget)

• Attracting young researchers

engaging the best MSc students in research and motivating them to

pursue with a PhD project, namely within one of the CEris FCT funded

PhD programmes (7% of the budget)

• Maintaining and upgrading the experimental facilities

through the acquisition of laboratory equipment and services, namely

incorporating more recently emerged technologies (46% of the budget)

• Improving the quality of support staff

more qualified technicians and administrative staff to cope with

increasingly more complex and demanding experimental activities

(15% of the budget)

14

CERIS‘ STRENGHTS

• Comprehensiveness and multidisciplinarity of CEris (including areas such as architecture, territorial planning, transportation,

geosystems, water resources, environment, governance and public policies)

• Potential collaboration and synergies among several areas

• International recognition and significant involvement in several boards and initiatives

• Central and leading role in the Portuguese scientific system in the broad areas of the built and natural environment

• Track record of success with a recognized good performance of the founding 4 centres

• Close links with society and participation in partnerships with industry and governmental agencies

17

THREATS

• Economic crisis in Portugal, with special impact on the construction industry and related activities

• Financial restriction imposed on the Portuguese university

system by current national policies

• Difficulties in getting funds to finance foreign and national PhD students

• Significant decrease of candidates in technological courses with IST being the least affected school

19

A FEW HIGHLIGHTS:

DPTS – Transportation Systems (IST-MIT, since 2007)

H2Doc – Environmental Hydraulics and Hydrology (IST-EPFL, since 2008)

Eco-Core – Eco Construction and Rehabilitation (since 2013)

InfraRisk-– Analysis and Mitigation of Risks in Infrastructures (since 2013)

FLUVIO – River Restoration and Management (UPM, UFB, ECK, Katopodis EH, since 2013)

PDSCPDS – Climate Change and Sustainable Development (since 2014)

CEris leads 4 out of 5

FCT funded PhD programs in the Civil Engineering:

CEris coordinates or participates in 8 PhD and 11 MSc

regular programmes

CEris also participates in 2 other FCT funded PhD programs:

20

A FEW HIGHLIGHTS:

Number of ISI/Scopus journal papers published by CEris, from 2008 to 2014

NOTE: Position 16th in Europe (out of 101) and 67th in the world
