NOTICE OF AUDIT OF THE FISCAL AFFAIRS

OF THE CITY OF STURGIS

Notice is hereby given that the records and books of account of the City of Sturgis, South Dakota, have been audited by Ketel Thorstenson, LLP, Certi-fied Public Accountants of Rapid City, South Dakota for the year ended Decem-ber 31, 2018. A detailed report thereon is filed with the City of Sturgis and the Department of Legislative Audit in Pierre, South Da-kota for public inspection.

The following findings and recommendations re-ferred to in the report are hereby listed in accor-dance with the provisions of SDCL 4-11-12.

CURRENT AUDIT FINDINGS AND REC-OMMENDATIONS

Finding:We were requested to

draft the audited financial statements, related foot-note disclosures, and made material adjustments to the SEFA as part of our regu-lar audit services. Auditing standards require auditors to communicate this sit-uation to the City Coun-cil as an internal control deficiency. Ultimately, it is management’s respon-sibility to provide for the preparation of the City’s statements, footnotes, and SEFA, and the respon-sibility of the auditor to determine the fairness of presentation of those state-ments. From a practical standpoint, we do both for the City at the same time in connection with our audit. This is not unusual for mu-nicipalities of your size.

Recommendation:As in prior years, we

have instructed manage-ment to review a draft of the auditor prepared finan-cials in detail for their ac-curacy; we have answered any questions they might have, and have encouraged research of any accounting guidance in connection
