I. SUMMARY
This document covers the requirements of VoIP (Voice over Internet Protocol) based communication system to be used over Indian Railways.
II. SOURCE
Draft specification RDSO/SPN/TC/58/2005 has been prepared by RDSO; Lucknow based on the experience gained by some Railways with the VoIP (Voice over Internet Protocol) based communication system.
III. FOREWORD
Research Designs and Standards Organisation (RDSO) is an attached office of Ministry of Railways, engaged in design and standardization of equipment for use on Indian Railways.
RDSO/ SPN specification is issued as draft specification for discussion. This specification is circulated to customers/ Railways and field inspection units for comments.RDSO/ SPN along with comments received from various quarters is discussed in Telecom Standards Committee Meeting (TCSC). Recommendation made by TCSC is put up to Railway Board for approval. After approval from Railway Board, the specification is given an IRS number and issued as Indian Railway Standard Specification.
In the absence of IRS specification, procurement may be made as per RDSO/ SPN specification.

Specification for VoIP (Voice over Internet Protocol) based communication system
1. Introduction
Voice over Internet Protocol (VoIP) defines a technology that is used to deliver standard telephone services over IP-based data networks such as the corporate intranet thus consolidating voice and data onto one single network. This may realize significant savings in communications costs and provides users with a flexible and efficient communication system. Users are now enabled to communicate using either a standard PC equipped with a sound card, or a special IP-based telephone.
2. Standards and Protocols
The implementation of VoIP-based systems requires the use of equipment that uses common protocols. As VoIP technology has changed rapidly over the last few years, there are several "standards" available.
The International Telecommunications Union, Telecom Standardization Sector (ITU-T) has set VoIP standards in its recommendation para H.323 (ITU-T H.323). These standards include codec algorithms for the digitization of voice and protocols for signalling for call setup/teardown. In addition to voice applications, H.323 provides mechanisms for video communication and data collaboration, in combination with the ITU-T T.120 series standards.
The components under H.323 architecture are Terminal, Gateway, Gatekeeper and Multipoint Control Unit (MCUs).
Terminals represent the end device of every connection. It provides real time two way communication with another H.323 terminal, Gateway or MSU. This communication consists of speech, speech and data, speech and video, or a combination of speech, data and video.
Gateways establish the connection between the terminals in the H.323 network and with the terminals belong to networks with different protocol stack such as the traditional PSTN network or SIP, Megaco end points.
Gatekeepers are responsible for translating between telephone number and IP addresses. They also manage the bandwidth and provide mechanism for terminal registration and authentications. Gatekeeper also provides services such as call transfer, call forwarding etc.
MCUs take care of establishing multipoint conferences. It consists of a mandatory Multipoint Control, which is for call signaling and conference

control, and an optional Multipoint Processor., which is for switching/mixing of media stream, and sometimes real-time transcoding of the received audio/video streams.
There are five types of information exchange enabled in the H.323 architecture:
Audio (digitized) voice
Video (digitized)
Data (files or image)
Communication control (exchange of supported functions, controlling logic channels, etc.)
Controlling connections and sessions (setup and tear down)
3. Scope
Scope of VoIP based communication system covered under this specification is limited to extend telephone communication at wayside stations.
4. Scheme
A VoIP server shall form the heart of the communication system. This will be normally established at divisional HQ station. This shall have necessary software to implement functions of Gateway, Gatekeeper and Multipoint Control Unit (MCUs) of ITU-T H.323.VoIP server will be connected to a local area network (LAN) to which IP telephones (Terminals) will also be connected. To extend these IP telephones at wayside stations the system will basically utilize E1 links available over OFC networks at all the railway stations. Routers at HQ and wayside stations will extend the LAN to these wayside stations. For using normal analog telephones FxS gateways shall be used. For interconnecting the VoIP system to major electronic digital exchanges PRI Gateways shall be used. For interconnecting the VoIP system to small digital exchanges FxO Gateways shall be used.

6. Features of the system design
6.1 Upgradeability
The VoIP based communication system shall be based on the above mentioned ITU-T H.323 protocol. It shall be upgradeable to latest version of ITU-T protocol by upgrading the software. It shall be possible to remotely upgrade/modify the software of wayside station devices
6.2 Modularity
The system shall be of modular design for further expansion.
7. Technical Requirements:
7.1Bandwidth requirement: One E1 to either direction stations shall typically be used at WAN ports to extend the LAN at other stations.
7.2 No. of telephones over the system: The system shall be capable of at least 1000 telephone lines.
7.3 Numbering scheme: 5 digit numbering scheme shall be used. However the system shall be capable of flexible numbering scheme.
7.4 Voice compression scheme: It shall be as per ITU-T G.729A.The voice compression scheme shall be software enabled and upgradeable if required by simple modification of software.
7.5 Quality of speech: The speech shall be of toll quality.
7.6 Simultaneous telephone communication: At least 70 simultaneous telephone communications shall be possible over any E1 link.
7.7 Remote diagnostics and management: The system shall provide extensive remote diagnostics and management facility including remote monitoring

9. Power supply
9.1All VoIP devices shall work on AC and/or DC power supplies.9.1.1 AC Supply

9.2 Power supply backup:-The backup shall be in the form of UPS or battery.
9.2.1 UPS
9.2.1.1 Capacity: The UPS shall be of the capacity adequate for 24 hours backup on full load at wayside stations.At HQ station the capacity shall be adequate for 8 hours backup on full load.
9.2.1.2 Type: At HQ station it shall be of online type. At wayside station it shall be of offline type. However if system requirement is not met by offline type UPS then online type UPS shall be provided at wayside station also.

9.2.1.3 Input voltage range: It should be capable of giving required output at 160 V to 270 V Ac input and 50 Hz +/- 3% Hz single phase.
9.2.1.4 Output Distortion: The UPS should give low total harmonic distortion (less than 5% on linear load) sine wave and the voltage should be 230V +/- 2% at 50Hz +/- 3%
9.2.1.5 Overload and short circuit protection: The UPS
must have protection from overload and short circuit and over discharging.
9.2.1.6 Technology: The inverter should be MOSFET / IGBT based.
9.2.1.7 Indications: The UPS must have LED indication
at least for Mains presence, battery Charging / Discharging and Backup mode and Audio alarm for backup mode.
9.2.1.8 Monitoring facility: UPS shall have monitoring facility by digital meters for AC input voltage, Output AC Voltage, Output Ac current, Battery voltage and current and output frequency.
9.2.1.9 Remote monitoring facility: It shall be provided with remote monitoring facility so that the parameters of UPS can be monitored from remote locations by use of the same network as used by the VoIP system.
9.2.1.10 UPS Battery type: The battery should be sealed maintenance free housed internally/externally. In case of external hosing, it should be housed in proper FRP/Plastic cabinet.
9.2.2 DC supply battery type & Capacity:
At wayside stations -48V battery if available for OFC or other telecom installations shall also be used for this system.
If such a battery is not available then a separate Sealed-Maintenance-Free lead -acid battery of a capacity adequate for 24 hours backup on full load shall be provided along with battery charger in 100% standby mode shall be provided. It shall be suitable for charging the battery according to its type and capacity.

10. Environment/Operating conditions:
All VoIP equipments shall conform to the following-
10.1 Operating Temperature : It shall work satisfactorily in an ambient temperature of -5º C to 55º C.
10.2 Relative humidity: It shall work satisfactorily in humidity condition of 5 to 95% non-condensing.
11. Warranty
Unless otherwise specified in Tender conditions the equipment shall be warranted for a period of 2 years from date of commissioning.
12. Operating/Installation ManualOperating/Installation Manual in CD and hard copy book shall be supplied in triplicate for HQ station equipments. For wayside station equipments Operating/Installation Manual in hard copy book in duplicate shall be provided for each station.
