No. 1. WESTERN LANDS (AMENDMENT) BILL:—

Clause 1 baying been dealt with,—

Clause 2. The Principal Act is amended— Amendment of Act No. 70, 1901.

(a) by inserting next after section tic the following new section:— N ew see, ne e .

lion. (1) Notwithstanding anything contained in this Act, the Withdrawal. Minister may, by notification published in the Gazette, winch and notification shall be in or to the effect of the form of Schedule n resompti.s. to this Act, at any time after the twenty-fourth day of August, one thousand nine hundred and forty-three, withdraw from lease the whole or any part of the land which is within the boundaries of any maximum area determined in accordance with section lie of this Act or within such boundaries as varied pursuant to that section, and which has not been withdrawn under that section.

(2) (a) The Governor, by notification published in 1 he Resumption - Gazette, may, at any Y time after the twenty-fourth day o f of certain August, one thousand nine hundred and forty-three, resume the ferrtiiii , whole or any part of any land held in fee simple, or under CA._ kin d . conditional purchase or conditional lease, where such land, in pursuance of any agreement or arrangement made between the Minister (or the Commissioner on behalf of the Minister) and the holder thereof is to be surrendered to the Crown in part satisfaction of the right of the Minister to withdraw land under the provisions of section lie of this Act.

Upon publication of any such notification the land therein described shall vest in His Majesty and shall be deemed to be Crown lands.

"88B. The commission or a committee shall prescribe by award made or deemed to have been made under this Act that absolute preference of employment shall be given to returned members of the Force.

In this section 'returned member of the Forces' means a person who, at the time of his or her appointment or enlistment, was either resident or domiciled in Australia and who was on active service during either the war of 1914- 19 or the present war between His Majesty and Germany and her Allies ansl. has ;had his oç . her: . appointment terminated or has received his or her discharge; but does not include any person the termination of whose appointment or whose discharge was due to misconduct or incapacity resulting from his or her own default." -

Point of Order:—That the amendment was outside the order of leave. The Chairman ruled that the class of persons referred to in the

amendment were specifically covered by existing leikisiaidon and the latter portion of the amendment was appropriate to section 2 of the Returned Soldiers and Sailors' Employment Act, that it was outside the scope of the Bill and out of order.

Mr. Treatt moved, That the Chairman leave the Chair to ,report a Point of Order; and ask lease to sit iignin, so soon as the Point of Order has been decided by the House. SETTLEMENT PROMOTION TAX MANAGEMENT BILL :— Clause 8. (1) Boatieet,--te–sabseeftou--Se–ef--this–seetian-, in addition to the Special

general deduction provided for in section five of this Act, the Commis- deductions. sioner, upon the recommendation of an advisory board, shall, during each and every financial year for which settlement promotion tax becomes payable, grant a further deduction from the unimproved value in the circumstances and to the extent mentioned hereunder—

(b) where land belonging to an owner is bona fide leased upon terms and conditions approved by an advisory board upon the prescribed application, to a person who in the opinion of such board, does not, with the land so leased, hold substantially more than a home maintenance area, a further deduction equal to the unimproved value of the land so leased shall be allowed during the currency of the lease.

(d) where an advisory board certifies, on the prescribed application, that the average number of adult male employees continuously employed on any separate holding by the owner thereof exceeds three, a further deduction shall, subject to this section, be allowed.

The deduction allowed under this paragraph shall be one thousand pounds ht respect of each eniployee to be taken into account in ascertaining the deduction allayed under this para-graph. The number of employees to be taken into acount in ascertaining the deduction allowed under this paragraph shall be ascertained by deducting three from the average number referred to in the certificate of the advisor* board.

Provided further that for the purpose a ascertaining such average number, sons and step-sons of the owner employed on any separate holding shall not be taken into account.

(b) In the case of a member disqualified pursuant to any of the thiregis-following Rules of Racing, namely, Numbers 9, :1.0, 11 or lla, such tered. member shall not automatically cease to be a member of the Club but meetings ' the directors may request him to give due explanation of his conduct or to forthwith resign.

If the member so requested does not within fourteen days of his receiving such request either offer an explanation of his conduct satis-factory to the directors or resign the directors may by resolution expel such member from the Club.
