If you were a trucker travellingthrough the Royal City on Tuesdayand Wednesday, there’s a goodchance you were stopped for a vehi-cle inspection.
“We were checking for mainte-nance logs properly filled out, cargobeing secured properly, and if hazard-ous materials were being transported,whether they were safely secured,”said New Westminster Police Sgt.Diana McDaniel.
McDaniel said 466 vehicles wereinspected, and while many of thosevehicles had minor defects and wereallowed to proceed for repairs, 48 hadto be towed for immediate repairs.
“There were a total of 114 violationand municipal tickets issued overthe two days, totalling $43,169,” saidMcDaniel. “The main charges werefor defective vehicles, insecure loads,speeding and overweight vehicles.”

Fate of Queen’s Park stadium up to councilThe City of New Westminster will con-
sider whether the grandstands at Queen’sPark Stadium should be demolished in theyears to come.
Consultants hired to develop the Queen’sPark master plan presented city councilwith some of their findings on Oct. 1.The recommendations include upgradingQueen’s Park Arena and adding a secondice sheet next to the arena, creating newtrails and interpretive features in the park,
upgrading Rainbow Playland, the mainentry road, sports fields and parking areas– and considering whether Queen’s ParkStadium should be upgraded or removed.
Jana Zelenski, a senior landscape archi-tect and the project manager for the masterplan process, said people love Queen’sPark, value what it is today and want tobuild on that. She said the master planwill set the tone and vision for decades tocome.
Zelenski said the master plan recom-mends enhancements to Queen’s ParkArena that would focus on the building’s
history. She said there was “a lot of sup-port” for creating a second ice sheet, whichwould provide benefits in terms of holdingtournaments and meeting the city’s needsfor a third ice sheet in the city in futureyears.
Although Queen’s Park Stadium isn’t aheritage facility, Zelenski said residents havefond memories of events they’ve attendedin the stadium, including May Day.
“People are very attached to the struc-ture,” she said. “We heard that very clearlythroughout the process.”
The study’s recommendations will direct
the city to decide about the future invest-ment or removal of the grandstands inQueen’s Park Stadium.
Zelenski said the fate of Queen’s ParkStadium resulted in “the most dividedfeedback” of the planning process.
Built in 1950, she said the stadium seatsabout 2,00 people. Although the field is in“good condition” she said the grandstandis in “poor condition” and requires signifi-cant upgrades.

The New Westminster school districthas a hefty deficit from last year, but thisisn’t the first time it has faced a shortfall,and the chair of the district parent advi-sory council says the district should lookat the past to learn about the present.
Rob Peregoodoff wants the board ofeducation to first refer to a consultant’sreport on financial management from the2000/01 school year – when the districthad a $1.4-million deficit – before dolingout more money for another review.
“Why are we bringing a consultantin to tell us what we already know?”
Peregoodoff asked.He called it “premature” to hire a con-
sultant before the district has determinedwhat caused the shortfall.
The old report, penned by RobertWhitmore, found that improvementswere needed in a number of “important”areas, including that the board be betterapprised of the district’s financial posi-tion and that the finance departmentshould undertake monthly reviews ofrevenue and expenditure.
The recent deficit came as a surprise toschool trustees who thought they passeda balanced budget last spring, only tolater find out about the shortfall.
In total, the Whitmore report made
23 recommendations to the board at thattime.
Board of education chair JamesJanzen said he wasn’t on the board whenWhitmore’s report was commissioned.Janzen hasn’t read the report, he said,but he did say that it could provide some“good information” if the district were tohire a consultant to do a financial man-agement review.
As for the cost of performing a review,Janzen said there should be spending lim-its, but it is a worthy cost.
“It’s worthwhile to spend some moneyto determine what went wrong and todetermine what we might do in thefuture,” Janzen said.
Trustee Michael Ewen – who was onthe board in 2001 – said Whitmore’s reporthad some relevant points, but many of thesuggestions would be outdated becauseof the way funding for education haschanged.
The Whitmore report recommendedthe board plan strategically. Ewen notedthat superintendent John Woudzia hasbeen calling on the district to developa strategic plan for almost a year. Ewentook aim at other trustees for not makingthemselves available for the strategic planprocess.

A large digital sign is being proposed to drawcustomers into The Plaza at New Westminster Stationretail development in downtown New Westminster.
The Pattison Sign Group is applying to city hall for avariance to the sign bylaw on behalf of Plaza 88 RetailDevelopments Ltd. The variance would allow two full-motion digital signs to be erected on The Plaza at 811Columbia St. and 802 Carnarvon St.
A staff report states that the proposed signagewould contravene six sections of the sign bylaw, whichbans flashing signs and signs with moving lights. Thebylaw also prohibits signage on Columbia Street thatis more than 20 square metres or 215.3 square feet - thesign would be 68 square metres or 731.87 square feet.
“The 216,500 square foot retail development on fivelevels, includes Canada Safeway, Shoppers’ Drug Martand Landmark Cinemas as major tenants,” stated areport to council. “The majority of retail tenants willhave minimal street presence, resulting in the needfor additional exterior signage. With the addition oftwo digital signs, there is an ability for further tenantexposure.”
Bev Grieve, the city’s manager of planning, said theapplicant requested that the city set Oct. 22 as the datethat council would consider input about the proposal.
While presenting council with a report about therequest at its Oct. 1 meeting, staff expressed concernsthat the applicant hadn’t yet met with the QuaysideCommunity Board, as requested by the city as part ofthe consultation process.
At its Oct. 1 committee of the whole meting, councilviewed a brief video that showed what the proposedsignage would look like on Columbia Street. In addi-tion to logos for major retail tenants like Safeway, thesign would also display trailers for movies appearingat Landmark Cinemas.
Council has referred the issue back to staff.

Coun. Bill Harper saidhe’d hate to knock down astructure of this type andbelieves more informationis needed about potentialuses for the stadium beforea decision is made on itsfate.
Coun. Chuck Puchmayrsaid other communities are“crying out” for infrastruc-ture like the stadium.
“I can’t support eliminat-ing the stadium,” he said. “Iwould like to have staff giveme more information aboutthe cost of refurbishing thestadium.”
Cote said communities’needs evolve over time andcities need to consider theuse of their sites and thecost implications. If moneywere no object, he said he’dhave no trouble retainingthe stadium, but it’s goingto need significant capitalinvestment in the years tocome.
“I haven’t made up mymind about the stadium,”
said Coun. Lorrie Williams.“I am still looking at it. Ilove having May Day there,but that is one day.”
Coun. Betty McIntoshsaidshe’smarriedtoa“base-ball fanatic” and believesthere may be missed oppor-tunities for Queen’s ParkStadium. She said there hasbeen interest in the stadi-
um in the pastfrom differentleagues, butalcohol servicewas an obstacleat that time.
DonCrockett,a principal withHB Lanarc, saidhe anticipatedthe stadiumproposal wouldgenerate a “fair-ly lively” dis-cussion, as there
are varied opinions on thetopic.
The draft master plan,a 156-page document, hasbeen 10 months in the mak-ing and includes participa-tion from hundreds of resi-dents. The plan is intendedto help the city prepare andplan for growth in the next10 to 15 years.
Crockett said the “highlycollaborative and consulta-tive” process has providedmore than 35 initiatives forthe city’s consideration. Hesaid the recommendationsfor capital and operatinginitiatives, in the short-,medium- and long-term.
Other proposals in themaster plan would see therose garden relocated toa site next to CentennialLodge (and allow forparking and a second icesheet near the arena) anda Celebration Plaza builtat the tennis courts/reser-voir site, located near thestadium. An indoor train-
ing facility had also beenproposed at the site of thetennis courts closest to thesouth fields/stadium/Bernie Legge Theatre.
“It has the best fit withthe vision,” Zelenski saidabout a plaza. “It has theopportunity to create aheart to Queen’s Park.”
Cote said he particularlylikes what’s proposed forthe Third Avenue entranceto the park, noting it cur-rently doesn’t look likemuch more than a mallparking lot when peopleenter the park.
Although he wasn’texpecting a second ice sheet
to be among the recom-mendations coming out ofthe plan, he said it makessense.
Cote believes it wouldbe worthwhile to get moreinformation about the pos-sibility of having an indoortraining facility, as it wouldprovide council more infor-mation when it comes toevaluating options for thatsite. Harper said he’d likemore information about asports facility at the site ofthe current tennis courts.He noted that other munici-palities are creating multi-use facilities on one site,and New Westminster has
a pool and sport facilitieslocated nearby at Sixth andMcBride.
“It makes sense,” Harpersaid about locating a secondice sheet in Queen’s Park.“I think that’s a good pro-posal.”
Puchmayr said hewouldn’t be opposed todeveloping the tennis courtas a passive park at this time,but wouldn’t want to spendmuch money on it becausehe’d like the city to be ableto entertain other uses forthe site in the future.
Coun. Jaimie McEvoysaid the park needs to bet-ter address pedestrian net-
works and way-findingsignage.
Noting that a water fea-ture was once part of thepark, he said that’s some-thing he’d like to be con-sidered.
Williams said any plansto relocate the rose gardenfrom its current site to a sitenext to Centennial Lodgeneed to consider noise.
As a marriage commis-sioner who has attendedweddings at the rose gar-den, she said the noise fromMcBride Boulevard couldnegatively impact wed-dings and other events thatare held in the rose garden.

It’s 1862 and New Westminster isbooming with all the trappings ofmodern life – the population has sur-
passed 1,000, there’s a Masonic Lodge,three churches and a newspaper (the onlyone in the province, in fact) publishingtwice a week.
There areseveral hundredbuildings, butthe roads, by andlarge, are dirt ormud; beyond theedges of the bud-ding city, the for-ests and streamsare as wild anduntamed as they
have ever been.The Royal Engineers arrived three
years past, making camp above the town.There’s a temperance society– always valuable in the newlysettled west – and a city direc-tory from 1863 lists a butcher,baker, hair dresser, tailor, har-bour master, judge and govern-ment offices of all kinds.
This same directory makesnote, briefly, of a turning pointin the city’s history that year:“There is also a hospital, supported byvoluntary contributions.”
There’s no additional descriptionor commentary; indeed, the listing ofthe specific denominations of the threechurches garners more flowery wordsthan the hospital does.
And yet, this seed – this small build-ing, slimly staffed and running on “vol-
untary contributions” – would growto something that could not have beenimagined in the 1800s.
Modern medicineToday’s Royal Columbian Hospital
towers above the Sapperton area of NewWestminster, the din of traffic around itoccasionally interrupted by the siren of anarriving ambulance or the roar of a pass-ing SkyTrain.
Between Sherbrooke and Keary streets,the hospital is actually a collection ofbuildings, with administration in one,maintenance in another, and the healthcentre, patient tower and ER in adjacentstructures.
Like any modern hospital, it faces itsshare of challenges: funding, overcrowd-ing, the growing demands of an agingpopulation. But despite that, medical
miracles happen here each andevery day.
The facility is a level 1trauma centre for the entireprovince and a referral centrefor the Fraser Health Region.
It has one of the province’sbest and busiest neonatal inten-sive care units, where babiesborn so premature they are on
the cusp of viability have survived, and amaternity ward where the most high-riskmothers have been saved.
About a third of all angioplasties andmore than 20 per cent of the heart surger-ies performed in B.C. are done here, andsome 10,000 trauma patients arrive hereannually – some of them via the hospital’shelipad, where victims of car accidents,
shootings, and worse arrive clinging tolife.

(It’s not that women wouldn’t havereceived care if they needed it, says DaleMiller, a local historian who, with partnerArchie Miller writes a regular history
column for this paper and provided his-torical information about RCH to TheRecord earlier this year. Women wouldhave been cared for at home, she said,due to issues of modesty and decorum,with the doctor visiting from the hospital– standard procedure in health care in themid-1800s.)
That first year, the hospital cared for19 patients – seven from the local city, onefrom the New Westminster jail, six fromYale, two from the Cariboo, two fromVictoria and one from Pitt River.

For a few minutes this weekend, mostof us will set aside some time to ponderthe things we’re grateful for.
Good health, we’ll say. Or,if we’re being particularlyinsightful, we’ll be thankfulfor the food on the table, thepay cheque that allowed usto buy it and the good fortune to have ahome to serve it all in.
And then we’ll get back to eating tur-key and feeling disgruntled about some-thing or other, wishing we had a bettercar or more money in the bank.
How quickly we forget that, as resi-dents of one of the wealthiest countriesin the world, we enjoy freedom, liberty
and access to education andhealth care that is unparal-leled. Here at The Record we areregularly reminded of the trialsexperienced by people in other
parts of the world through the stories wecover – like the Sudanese family livingin New Westminster who had spent eightyears in a refugee camp and didn’t knowhow a stove worked when they firstarrived.
Or the local man who wrote a memoirabout his experiences as a “Lost Boy”in Sudan, fleeing his village duringcivil war and walking six weeks to anEthiopian refugee camp.
Or the Afghani family – a mother andher five children – who arrived here froma war-torn country with no educationand psychological scars that will last foryears. Or the young girl, adopted fromHaiti, who sold ‘dirt cookies’ (dirt andvegetable shortening biscuits made bypoverty stricken Haitians to feel theirempty stomachs) as part of a fundraiser
for her home country.We don’t recall these stories to sug-
gest that we in Canada should simply begrateful for our lot in life and never workto improve injustices, or that there aren’tmany people suffering in terrible ways inthis country, too. It’s simply a reminderthat things we often don’t consider beinggrateful for are non-existent in someplaces in this world: running water, elec-tricity, public education, peace.
So dig deep and ponder gratitude thisweekend – and what kind of responsibil-ity it leaves us with.
RCH’s anniversaryinspires gratitude
I’ve always had a fascinationwith the stories of settlers– people who left the com-
fort and stability in the east (or,before that, from Europe andpoints beyond) to make a newhome in the west.
I’m sure it’s rooted in toomany childhood readings ofLittle House on the Prairie andrepeat visits to Upper CanadaVillage in Ontario.
Churning butter by hand?Sounds great! Riding around ina horse and wagon? Fantastic!Barn dances and apple pie? Signme up!
Of course, as I got older,the reality of “old-timey” lifebecame a bit more obvious tome – hardship, disease, strug-gle.
But it wasn’t until my firstchild was born that I truly re-evaluated my perceptions.
His arrival was fraught witha series of complications; hisfirst few days with even more.
He had a case of jaundicethat was bad enough it requireda few extra days’ stay in thehospital, and light treatment inthe “baby baker” – an incuba-tor-type box in which he wasexposed to a constant stream of
artificial daylight.As I watched him lying there,
miniature eye patches protect-ing his eyes, I couldn’t help butwonder: how many mothers losttheir child, or their own lives, asa result of the relatively minorcomplications we had just livedthrough quite easily?
I was profoundly grateful forthe simple luck of living in the21st century.
This week’s anniversarymarking the 150th year sincethe doors opened at RoyalColumbian Hospital has methinking again of what life waslike then, compared to now.
On page 5 of this issue, I takea closer look at some highlightsin the history of the hospital.
As I read through the detailsof its inception and subsequentyears, the thought that keptcoming back to me was that thisbuilding, simple though it wasand as limited as it was in itsscope of medical expertise, musthave inspired a similarly pro-found gratefulness in the earlyresidents of this city.
The health-care system is farfrom perfect – a quick glance atany newspaper will reveal thechallenges of funding, labourdisputes, the pressure of agrowing (and aging) popula-tion.
Yet behind those “issues” arepeople who, in their own way,inspire profound gratitude inpatients every single day.

No accountability for city staffDear Editor:
Who are city planning staff accountable to for theiractions? After the performance at Monday night’scouncil meeting, it is clear they are not accountable tocouncil. So to what authority must they submit?
It is well documented that the official communityplan process (273/275 Sherbrooke St. for EFry) wasfraught with misrepresentation and errors made bystaff. But whenever it was brought up in council,exactly nothing happened. Council seldom asksquestions, and planning staff seldom offer up expla-nations; and when they do, it is often still incorrect orincomplete or misleading – and nothing happens.
The same thing is starting all over with the rezon-ing application, and I just can’t believe that ourcity hall is so dysfunctional that when errors andomissions are made, nothing is done to rectify the
situation.On Sept. 10, planning staff allowed Bylaw #7534
to amend the official community plan re: 273/275Sherbrook St. to go forward for adoption withoutadvising council that the project had been strippedof two of its so-called benefits.
Staff knew the daycare was being eliminated, aswell as the jobs that went with it. They knew thatthese items had been presented to council and thecommunity as reasons to proceed with the projectand now they no longer existed. But they did nothave the common decency to advise council of thisbefore the bylaw was adopted. They also did notadvise the public.
When this huge oversight was pointed out atMonday night’s council meeting, exactly noth-ing happened. No discussion. No explanation. Noaccountability.

City staff are intent on ramming theproposed rezoning through at break-neckspeed.
They created a five week time line (Sept.17 to Oct. 22, 2012) that skips at least fourimportant steps in the rezoning processas outlined in the city’s own publishedRezoning Applications Guide (Nov. 2011):
On page 2, the guide reads: “Informationshould be provided to the neighboursprior to submitting the application.” It alsosays that “a letter stating that all owners/occupants within 100 meters have beennotified of the proposal must be includedin the application.”
When I suggested that nearby neigh-bours had not received any notificationand that I suspected none had gone out,exactly nothing happened. No discussion.No explanation. No declaring me wrongand producing a copy of the notice thathad gone out. No accountability.
The guide goes on to say “the feedbackprovided from the neighbours should beused to decide if you should make a for-mal application.”
When I pointed out that this has beencompletely ignored as EFry, staff andcouncil are well aware that the neighboursare against the re-zoning exactly nothing
happened. No discussion. No explanation.No accountability.
The guide also says on page 3 “that allrezoning applicants are required to pres-ent their proposal to the advisory plan-ning commission. Staff have by-passedthe commission on the basis the commis-sion received the offcial community planapplication. When I pointed out that thisis a different process with a completelydifferent building and a different intendeduse it prompted the acting mayor (Coun.Betty McIntosh) to ask planning staff whyit wasn’t going before the advisory plan-ning commission.
The development planner in a swift andpractised turning of the tables, countered,“That was contained in the report to coun-cil, that was a council decision – based onour advice.”
No further discussion. No one pipingup that perhaps they should re-look athow due process is not being followed.Exactly nothing done to right the wrong.
If senior planning staff are not going tofollow proper process, and city council isnot going to direct them to make amendswhen errors and/or omissions have beenmade, they may as well not bother withprocess and rules and just do whateverthey want.

gently to him while hehad more than a dozenstitches put into hismouth.
And the doctors whohave, at last count, fixeda total of three ‘slippedelbows’ between my twochildren over the courseof four years.
The paramedics whoarrived when my daugh-ter was choking.
The doctors who con-firmed that the knock tothe head was (or, in somecases, was not) a concus-sion.
In case you haven’tpicked up on it, my chil-dren are what we call“very active” – which isa nice way to say “haveno sense of fear and liketo jump from tall things,climb trees, and otherwiserisk life and limb.”
I’ve got a jar full ofhospital bracelets – mostof them from RCH – anda particularly profoundsense of gratitude.
Though my first childwas born elsewhere in
the Lower Mainland, mydaughter arrived at RCH(I’m not sure how gratefulI am for the Nickelbackthat was playing whileshe was born, but I willhave a soft spot for therest of my life for thematernity nurses whocared for us so well.)
A quick informal countaround the newsroomhere reveals that at leastfour more of our collectivegroup of children werealso born at the Sappertonlandmark.
Many of us here havevisited friends and familyat RCH – on happy dayslike the arrival of a babyor in sad times after anaccident or illness.
We have, countlesstimes, interviewed peoplewho have been to thebrink of death and thenbrought back.
We’ve interviewedauxiliary members, nursesand doctors, and, ofcourse, politicians abouteverything from overflow-ing ER wards to compli-cated heart surgeries.
Make no mistake – thecoming years will be achallenge for RCH.
There’s been word thata redevelopment is on theway. The number of peo-ple that rely on the hospi-tal here in New West andin surrounding areas con-tinues to grow. Retainingand recruiting staff atall levels is a problem inhealth-care throughoutthe country.
And yet, I have a feel-ing I’ll be grateful a timeor two again in the com-ing years for what hap-pens behind the walls atRCH. And so will manyothers.
To the city’s earliestresidents, who first plant-ed the seed of health carein the Royal City – andthose who continued towater it over these manyyears – thank you.
Indeed, a job well done.

◗ continued from page 5From the day it opened in 1862 until 1870,a total of 355 patients received care atRoyal Columbian, according to early hos-pital records.
Medical notes taken from that periodgive a glimpse into the dangers of life inthe settling West: typhoid fever, syphilis,pneumonia, measles, albumenuria, andinjuries to knees, legs, arms and hands.
Three patient profiles from the 1870sare typical:
A patient identified only as Bradburywas admitted Nov. 1 with paralysis on theleft side. Treatment included extra milkor beef tea once a day, a strychnine-lacedointment on his arm and leg, and later,port wine four times a day. He was dis-charged on April 4 and, the file notes, hewas “relieved” to be recovered.
Yale resident John Vesey was admittedin early July 1876 at the age 21 from aninjury rarely seen these days: cannon shotto both hands had left his “fourth andfifth phalanges left hand shattered; handsmuch torn; fifth phalanx (right) hand bro-ken.”
Carbolic acid ointment, extra milk, beeftea, linseed meal poultices and a tincturewith camphor were part of his treatmentplan. An eye injury presumably occurredat the same time as notes indicate hereceived an eye wash of “zinc sulph.vinopii, aquae,” applied with a feather, to hiseyeball the day after he arrived.
The outcome was not so good for PeterGuichon, a 32-year-old admitted on Aug.16, 1878 with a temperature of 101 and adiagnosis of meningitis.
Despite a cold vinegar and waterbath applied to his head “constantly,” anammonia prescription in milk, brandywith water every two hours and, presum-ably, constant monitoring, his temperaturerose to 104 and, by 4:30 p.m. the followingday he had passed away.
Poultices, ointments and hot beef teamay not sound like much compared tothe medical technology available today,but for early pioneers in the area theexpertise at the new Royal ColumbianHospital saved many lives that mightotherwise have been lost.
Cutting edgeIn the last year, The Record has profiled
a number of cases at RCH that highlightthe unique medical expertise of the facil-ity and its staff.
In December came the story of NatashaPinch and little baby Rebecca.
At just 28 weeks pregnant, Natashacollapsed on the floor of her PowellRiver home; her husband, concerned thathe couldn’t get a hold of her by phone,rushed home and found her unconscious.
Within hours, mom and baby were at
RCH, flown down by helicopter when itbecame clear the situation was more direthan could be handled locally – they bothsurvived and Rebecca spent the next threemonths in RCH’s neonatal intensive careunit.
When visited by The Record, babyRebecca weighed just three pounds atfour weeks of age, a full pound up fromher birth weight of only two pounds.
Then in early 2012, The Record sharedthe story of B.C. Lions player StanleyFranks, who blew out a knee while on thefield. Rushed to RCH by ambulance, hewas told there was a good chance he’dwake up after surgery without a leg.
But the first surgery was a success,saving the limb, and four weeks later, Dr.Darius Viskontas performed an intricateprocedure to repair the knee itself.
It’s unlikely that Natasha, Rebecca orStanley would have survived comparablecomplications or injuries had they hap-pened 150 years ago.
Medicine – and the hospital itself – hascome a long way.
Through the yearsIn 1889, the hospital was relocated to
the site that it still sits on today. In 1901,the nursing school was established and, ayear later, the auxiliary (which continuesto this day). In 1912, Victoria – by then thecapital of B.C. – gave $130,000 towardsconstruction of a new building, whichwas added to $13,000 from the City ofNew Westminster.
Challenges in the coming decadesincluded the Spanish Flu epidemic in1918, the Great Depression in the 30s and,later, the need for a venereal disease clinicas a result of the spread of certain illness-es. A new wing in the 1950s added much-needed space; the health-care centre wasopened in the 1970s and a new emergencyroom in the late ’80s.
And change continues: in June ofthis year, Health Minister Mike de Jongannounced the government was commit-ting to a redevelopment of the RCH cam-pus to keep pace with growing regionalneeds.
From 30 beds in 1862 to an overhauledfacility in the coming years, from patientswith cannonball wounds to those injuredin a car accident, it’s all but impossible torecognize today’s RCH as the same onethat opened its doors 150 years ago.
Indeed, the only thing unchangedhere – aside from the Fraser River thatcontinues to flow by – is its very purpose:simply, to help those who need it most.

The victim in New Westminster’s firsthomicide of 2012 has now been identified.
January Marie Lapuz is the name ofthe person who was stabbed to death lastweek.
Twenty-six-year-old Lapuz, who wasborn with the name John CarloEmbo Lapuz, legally changed namesin 2008.
According to a 2009 online postfrom Alex Sangha, founder of SherVancouver, Lapuz started volunteer-ing as the organization’s social coor-dinator.
“January is the first transgenderperson to hold a coordinator posi-tion within Sher Vancouver,” writesSangha. “Sher Vancouver aims tocreate opportunities for everyone ifpossible and be as all inclusive aspossible. Sher would like to providepeople with the opportunity to give back totheir communities and benefit from volun-teer service.
“January has experience deliveringpresentations to high schools to combathomophobia via (the) Gab Youth ServicesPride Speak program at the Centre inVancouver.”
When reached by The Record on Thursdaymorning, Sangha was still in shock abouthis friend’s death.
“I found out on Monday,” said Sangha,“I’m shocked. January was so young.”
Sangha said Lapuz had a positive effecton almost everyone she met.
“She was a hit right from the start,”Sangha said. “She would volunteer as ahost at our social events, help us out withfundraising and she’d even perform. …She did a great Beyonce, and she was agreat singer and dancer. She was the life ofthe party. She made everybody laugh. Wealready miss her a lot.”
Sangha said he met Lapuz through a
mutual friend and she had a positive effecton his life.
“January educated me about acceptance,about not being judgmental, about beingopen-minded,” said Sangha. “The obstaclesshe overcame as an immigrant, as a trans-gendered person, as a person in poverty, asa person working in a high-risk occupation,she really overcame a lot. … I learned that
society is not providing enoughsupports for people like JanuaryMarie.

Lapuz’s death relates to anincident which occurred on Sept.29, just after 10 p.m., when policeresponded to a home in the 500-block of Third Avenue where a per-son was stabbed.
Ambulance paramedics tookLapuz to hospital, but Lapuz diedjust before 6 a.m. on Sunday.
Witnesses in the area told policeabout a man seen running from the scene,and investigators are asking for the public’sassistance in locating this man.
He is described as an Asian male, inhis mid-20s, approximately 5-5 with shortblack hair, a muscular build and wearing ablack muscle shirt and grey shorts.
As of Thursday morning, police werestill looking for the suspect.
“We are still looking for the public’s helpin locating the suspect,” Sgt. Jennifer Poundof the integrated homicide investigationteam told The Record. “We are also stilllooking into a motive, and the IHIT team isworking with the New Westminster Policeon this case.”
Sangha said Sher Vancouver is organiz-ing a celebration of life for Lapuz, but hadnot finalized a date as of Thursday after-noon. In addition, Sher Vancouver’s annualChristmas party will honour Lapuz andanother person associated with the organi-zation, who also died this year.

Randy Sears: I’m the executive gener-al manager, Starlight Casino, director VIPbusiness development and vice-presidentof marketing. Have been in the gamingbusiness since 1978, marketing since 1986and Gateway Casinos for one year.
AL: Best part of your job?RS: The people I get to work with,
both the staff and customers. Every dayis different and interesting.
AL: Worst part?RS: No bad part. If there was, I would
look for a different job.
AL: What’s the most interesting thingto happen to you on the job?
RS: I was very pleasantly surprisedto discover that Starlight Casino wasa community, a community of not justemployees, but a community invested inNew Westminster and shared by peopleboth inside and outside of the casino.Our people are committed to the city ofNew Westminster and take on helpingcommunity organizations with prideand enthusiasm. RS: Golf and snowboarding

RS: A nine-iron, golf ball and grape-vine to start my own vineyard!

Fire Prevention Week wasestablished to commemoratethe Great Chicago Fire, the
tragic 1871 conflagration that killedmore than 250 people, left 100,000homeless, destroyed more than17,400 structures and burned morethan 2,000 acres. The fire began onOctober 8, but continued into anddid most of its damage on October9, 1871.
According to popular legend, thefire broke out after a cow– belonging to Mrs. CatherineO'Leary - kicked over a lamp,
setting first the barn, then the wholecity on fire. Chances are you'veheard some version of thisstory yourself; people havebeen blaming the GreatChicago Fire on the cowand Mrs. O'Leary, for morethan 130 years. But recentresearch by Chicago historianRobert Cromie has helped todebunk this version of events.
THE 'MOO' MYTHLike any good story, the 'caseof the cow' has some truth toit. The great fire almost certainlystarted near the barn where Mrs.O'Leary kept her five milking cows.But there is no proof that O'Learywas in the barn when the fire brokeout - or that a jumpy cow sparkedthe blaze. Mrs. O'Leary herselfswore that she'd been in bed earlythat night, and that the cows werealso tucked in for the evening.
But if a cow wasn't to blame forthe huge fire, what was? Over theyears, journalists and historianshave offered plenty of theories.Some blamed the blaze on a
couple of neighborhood boyswho were near the barn sneakingcigarettes. Others believed that aneighbor of the O'Leary's may havestarted the fire. Some people havespeculated that a fiery meteoritemay have fallen to earth onOctober 8, starting several fires thatday - in Michigan and Wisconsin,as well as in Chicago.

Smoke alarms should be installedon every level of the home
(including the basement), outsideeach sleeping area, and inside eachbedroom. Larger homes may needadditional smoke alarms. Neverremove or disable smoke alarms.Test smoke alarms at least monthlyby pushing the test button. If analarm "chirps:, warning the batteryis low, replace the battery rightaway.All smoke alarms, including alarmsthat use 10-year batteries and thosethat are hard-wired alarms, shouldbe replaced when they're 10years old (or sooner) if they do notrespond properly when tested.Never remove or disable a smokealarm.
SMOKE ALARMS FOR THE DEAFAND HARD OF HEARINGThere are some smoke alarms withstrobes or the ability to be usedwith strobes – also called visiblenotification appliances – thatsignal to awaken those that aredeaf (those with profound hearingloss). The use of tactile notificationappliances (such as a pillow bedshaker) is also now required, andactivated by the sound of the smokealarm. The means for signalingto awaken those who are hard ofhearing (those with mild to severehearing loss) is through the use ofa complex low frequency audiblesignal. Smoke alarms currently onthe market do not produce thissignal, and are activated by thesound of the smoke alarm.

It is with great sadness we announce the sudden passing of W.Ralph Hancock on September 26, 2012. Born in Virginia,Ontario, he moved to New Westminster in 1954 and retired fromBC Hydro in 1993. He is predeceased by his father, Oliver andmother, Ruby, brother, Roy, sister, Alma and Yvonne, and his son-in-law, Eric. He will be sadly missed by his beloved wife,Lorraine; children: Kathy (Barry), Bob (Dianne), and Ken;grandchildren: Michael (Raquel), Steven, Taryn, Kristy, Jackson,Kevin, Wesley, Tasha, Brian and Stacy; also survived by sistersMuriel, May, Mazo and Kay, and many nephews and nieces in BCand Ontario. There will a celebration of his life on Saturday,October 6, 2012 from 1:00 to 4:00 pm at 60 Braid St, NewWestminster, (second floor of the British Hydraulic Building). 3. The characteristics of the waste in specific terms including the content of potential pollution
causing substances expressed in metric scientific units is as follows:
a. Combustion processes: Primary fuel � Biogas; Secondary fuel � Natural Gas;
b. Maximum Opacity: N/A Percent;
c. No odours shall be detected beyond the plant boundary such that the District Director
determines that pollution has occurred.
4. The volume of material to be discharged, emitted or stored (per specific time period) is as

a. Total Maximum Potential Rate of Discharge: 4926 cubic metres/minute (m3/min) at
