Zaisanku (quasi-local authority)- Consisted of 11 elected councilors- Ownership of Public Hot Springs & the 7 Bath Houses - Management of Public Baths (Contract with Municipality)- Decision-making as to any Reform of Hot SpringsChamber of Commerce

- Promoting Local Economy - Promoting Seasonal Festivals- Cleaning the River Otani- Organising Festivals
