Background The Massachusetts Department of Transportation (MassDOT) Highway Safety Section conducts Road Safety Audits (RSAs) prior to the design phase for any MassDOT project that includes a high crash location. The Federal Highway Administration (FHWA) defines a Road Safety Audit (RSA) as the formal safety examination of an existing or future road or intersection by an independent, multidisciplinary team. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety improvements that consider the needs of all roadway users. This RSA evaluates the intersections of Thorndike Street/Dutton Street/Fletcher Street, the Lord Overpass (Thorndike Street/Middlesex Street/Appleton Street/Chelmsford Street), Thorndike Street/Gallagher Terminal, Thorndike Street/Highland Street, and Thorndike Street/Hale Street (YMCA Driveway) in Lowell, Massachusetts.
A review of the MassDOT top crash location database showed that all five locations are 2011-2013 Highway Safety Improvement Project (HSIP) clusters and that the intersection of Highland Street at Thorndike Street is number 74 of the top 200 high crash locations in the State.
Project Data An RSA was completed for Thorndike Street corridor on Friday, March 18, 2016 at the UMass Innovation Hub at 110 Canal Street, Lowell. The agenda for this RSA meeting is provided in Appendix A of this report. As shown below in Table 1, the audit team was multidisciplinary with representatives from state, regional and local agencies providing expertise in the engineering, planning, and maintenance fields. Contact information for the RSA attendees is provided in Appendix B of this report.
Background material was provided within the email invitation sent on March 14, 2016 to each participant in the RSA. This information included collision diagrams, crash data summaries, volumes and speeds for the study area. During the RSA meeting, these materials were reviewed as a group prior to the field visit to the intersections. During the RSA field visit, various safety issues were observed and identified. Following the RSA field visit, the team returned to discuss additional concerns and potential solutions for the existing safety issues.

The crashes and collision diagrams were based on crash data collected between January 2011 and December 2013 provided by the Lowell Police Department.
Project Location and Description The study area for the RSA encompasses Thorndike Street from Fletcher Street/Dutton Street to Hale Street/YMCA Drive. The following intersections were examined as part of the RSA:
• Thorndike Street at Fletcher Street/Dutton Street • Lord Overpass (all four intersections) • Thorndike Street at Gallagher Terminal • Thorndike Street at Highland Street • Thorndike Street at Hale Street/YMCA Drive
The following text provides a summary of the crash history at each intersection for the three-year period between January 2011 and December 2013.
Fletcher Street at Thorndike Street and Dutton Street
Fletcher Street at Thorndike Street and Dutton Street is a T-shaped, partially signalized intersection under the city of Lowell, MA jurisdiction. The three intersection approaches are functionally classified as urban

minor arterials under the City of Lowell, MA jurisdiction. Thorndike Street (the southern approach) provides two through lanes and a left-turn storage lane, approximately 150 feet long, and has a regulatory speed limit of 30 mph. The northbound through movements do not operate under signal control, but the northbound left-turn movement operates under signal control. Dutton Street (the northern approach) provides one through lane and one through right lane and operate under signal control with a regulatory speed limit of 30 mph. Thorndike Street and Dutton Street are median divided. Fletcher Street (the western approach) provides two right-turn only lanes, and operates under signal control with a regulatory speed limit of 30 mph.
There were 43 crashes reported between January 2011 and December of 2013. Of the 43 crashes reported at this intersection, the majority were rear-end crashes (42%-18 crashes). The remaining crashes included angle crashes (28%-12 crashes), eight sideswipes, four single vehicle crashes and one unknown crash. Crashes were most common in April (14%-6 crashes), August (16%-7 crashes) and December (14%-6 crashes). Nine out of the 43 collisions resulted in personal injury. Three out of the 43 crashes involved non-motorists (bicycle/pedestrian).
Lord Overpass (Diamond Interchange & Rotary)
The Lord Overpass is diamond interchange with a signalized rotary functionally classified as an urban principal arterial under City jurisdiction. For this discussion, the signalized rotary was broken into four separate intersections providing location specific details. The Southbound and Northbound on ramps are discussed as afterwards as distinct crash sites.
1. Middlesex Street East at Lord Overpass
Middlesex Street East at Lord Overpass is at the northeast corner of the Lord Overpass. Middlesex Street (east approach) provides one through-right turn lane and one through only lane, approximately 200 foot long, and one receiving lane eastbound. This portion of Middlesex Street has a regulatory speed limit of 30 mph. The Lord Overpass south approach, provides one through-right turn lane and one left-turn only lane northbound. This is a one-way approach. This portion of Lord Overpass has a regulatory speed limit 30 mph.
There were nine crashes reported between January 2011 and December of 2013. Of the nine crashes reported at this intersection, the majority were rear-end crashes (67%-6 crashes). The remaining crashes included angle crashes (22%-2 crashes), and one sideswipe. Crashes were most common September (22%-2 crashes) and November (22%-2 crashes). The majority occurred on dry pavement (100%- 9 crashes) and in clear weather (67%-6 crashes). Thursday was a high crash day accounting for 56% of the crashes. Two out of the nine collisions resulted in personal injury.
2. Middlesex Street West at Lord Overpass
Middlesex Street West at Lord Overpass is the northwest corner of the Lord Overpass. Middlesex Street (east approach) provides a through only lane and a left-turn only lane westbound. This is a one-way approach. Middlesex Street (west approach) provides two right-turn only lanes eastbound and one receiving lane westbound. This portion of Middlesex Street has a regulatory speed limit of 30

mph. The Lord Overpass off ramp (north approach) provides two through lanes and a channelized right-turn. This is a one-way approach. This portion of Thorndike Street (Route 3A) has a regulatory speed limit of 30 mph.
There were 28 crashes reported between January 2011 and December of 2013. Of the 28 crashes reported at this intersection, the majority were angle crashes (57%-16 crashes). The remaining crashes included rear-end crashes (14%-4 crashes), four sideswiped, two single vehicle crashes, and two head on collisions. Crashes were most common January (21%-6 crashes) and October (18%-5 crashes). Eight out of the 28 collisions resulted in personal injury and three out of the 28 involved non-motorists (pedestrian, cyclist).
3. Appleton Street (Route 110) at Lord Overpass
Appleton Street (Route 110) at Lord Overpass is the southeast corner of the Lord Overpass. Appleton Street (east approach) provides one right-turn only lane westbound and two receiving lane eastbound. Chelmsford Street (west approach) provides two through lanes and one left-turn only lane. This is a one-way approach. Appleton Street has a regulatory speed limit of 25 mph. The Lord Overpass off-ramp (south approach) provides one through lane and one through right-turn lane. This is a one way approach. This portion of the Lord Overpass has a regulatory speed limit of 30 mph.
There were 36 crashes reported between January 2011 and December of 2013. Of the 36 crashes reported at this intersection, the majority were angle crashes (81%-29 crashes). The remaining crashes included rear-end crashes (11%-4 crashes), and one single vehicle crashes. Crashes were most common in November (17%-6 crashes). The majority occurred on dry pavement (61%- 22 crashes) followed by wet pavement (36%-13 crashes). Twelve out of the 36 collisions resulted in personal injury and 1 out of the 36 involved non-motorists (pedestrian, cyclist).
4. Chelmsford Street (Route 110) at Lord Overpass
Chelmsford Street (Route 110) at the Lord Overpass, is the southwest corner of the Lord Overpass. Chelmsford Street (Route 110) (west approach) provides one through only lane and one through/right lane with a channelized right turn and two receiving lanes westbound. Chelmsford Street (Route 110) has a regulatory speed limit of 25 miles per hour. Thorndike Street, north approach, provides one through lane only, one left-turn only lane, and two channelized right turn lanes. This is a one-way approach. This portion of Thorndike Street (Route 3A) has a regulatory speed limit of 30 mph.
There were 23 crashes reported between January 2011 and December of 2013. Of the 23 crashes reported at this intersection, the majority were angle crashes (52%-12 crashes). The remaining crashes included rear-end crashes (22%-5 crashes), three single vehicle crashes, 3 sideswipe crashes. Crashes were most common in June (19%-4 crashes). The majority occurred on dry pavement (61%- 14 crashes) followed by wet pavement (35%-8 crashes). Six out of the 23 collisions resulted in personal injury and 4 out of the 23 involved non-motorists (pedestrian, cyclist).

There were 16 crashes reported between January 2011 and December of 2013. Of the 16 crashes reported at this intersection, the majority were rear-end crashes (81%-13 crashes). The remaining crashes included angle crashes (13%-2 crashes), and one single vehicle crash. Crashes were most common in July (25%-4 crashes). The majority occurred on dry pavement (88%- 14 crashes) followed by wet pavement (13%-2 crashes). Seven out of the 16 collisions resulted in personal injury and 1 out of the 16 involved non-motorists (pedestrian, cyclist).
6. Thorndike Street Southbound On-Ramp merge
The Southbound On-Ramp from the Chelmsford Street intersection intersects Thorndike Street under “yield” control. There is one lane on the On-Ramp and two lanes on Thorndike Street.
There were 17 crashes reported between January 2011 and December of 2013. Of the 17 crashes reported at this intersection, the majority were rear-end crashes (76%-13 crashes). The remaining crashes included angle crashes (12%-2 crashes), one sideswiped crash and one single vehicle crash. Crashes were most common in July (25%-4 crashes). The majority occurred on dry pavement (94%- 16 crashes) and one crash occurred on wet pavement. Five out of the 17 collisions resulted in personal injury and 1 out of the 17 involved non-motorists (pedestrian, cyclist).
7. Summer Street at Thorndike Street Northbound Off-Ramp
Summer Street intersects the Thorndike Street Northbound Off-Ramp to form a “T” intersection. The Summer Street approach is currently a stop condition and is right in and right out only. The Thorndike Street Northbound Off-Ramp is one lane approaching the Lord Overpass.
There were 6 crashes reported between January 2011 and December of 2013. Of the 6 crashes reported at this intersection, the majority were angle crashes (33%-2 crashes) and rear-end crashes (33%-2 crashes). The remaining crashes included one single vehicle crashes, and one sideswipe crash. Crashes were most common in January (33%-2 crashes). Half of the crashes occurred on dry pavement and the other half on wet pavement. One out of the 6 collisions resulted in personal injury and 1 out of the 6 involved non-motorists (pedestrian, cyclist).
Gallagher Terminal Driveway at Thorndike Street (Route 3A)
Gallagher Terminal Driveway at Thorndike Street (Route 3A) is a T-shaped, signalized intersection under the City jurisdiction. Thorndike Street (Route 3A) is functionally classified as urban principal arterials. The Gallagher Terminal Driveway east approach provides one right-turn only lane and one left-turn only lane. The Thorndike Street (Route 3A) north approach provides two through lanes and one right-turn only storage lane, approximately 200 feet, southbound and two receiving lanes northbound. The Thorndike Street south approach provides two multi-purpose lanes northbound and two receiving lanes southbound. This portion of Thorndike Street (Route 3A) has a regulatory speed limit of 30 mph.
There were 51 crashes reported between January 2011 and December of 2013. Of the 51 crashes reported at this intersection, the majority were rear-end crashes (63%-32 crashes). The remaining crashes included angle crashes (22%-11 crashes), four sideswipe and four single vehicle crashes. Crashes were most

common in February (16%-8 crashes) and June (12%-6 crashes). The majority occurred on dry pavement (82%- 42 crashes) and in clear weather (78%-40 crashes). Ten out of the 51 collisions resulted in personal injury and six out of the 51 involved non-motorists (pedestrian, cyclist).
Highland Street at Thorndike Street (Route 3A)
Highland Street at Thorndike Street (Route 3A) is a T-shaped, signalized intersection under the City of Lowell, MA jurisdiction. Thorndike Street (Route 3A), north and south approaches, are functionally classified as urban principal arterials and Highland Street, east approach, is functionally classified as an urban collector road. The Highland Street east approach provides one multi-purpose lane westbound and one receiving lane eastbound. Highland Street has a regulatory speed limit of 30 mph. The Thorndike Street (Route 3A) north approach provides two multi-purpose lanes southbound and two receiving lanes northbound. The Thorndike Street (Route 3A) south approach provides two multi-purpose lanes northbound and two receiving lanes southbound. This portion of Thorndike Street (Route 3A) has a regulatory speed limit of 30 mph.
As noted previously, Highland Street at Thorndike Street is a high crash location in the State (74 out of 200 locations). There were 66 crashes reported between January 2011 and December of 2013. Of the 66 crashes reported at this intersection, the majority were rear-end crashes (47%-31 crashes). The remaining crashes included angle crashes (29%-19 crashes), eight sideswiped, four single vehicle crashes, two head on collisions and one unknown crash. Crashes were most common in June (15%-10 crashes), January (12%-8 crashes) and November (12%-8 crashes). The majority occurred on dry pavement (76%- 50 crashes) and in clear weather (70%-46 crashes). Twenty out of the 66 collisions resulted in personal injury and two out of the 66 involved non-motorists (pedestrian, cyclist).
YMCA Drive at Thorndike Street (Route 3A)
YMCA Drive at Thorndike Street (Route 3A) is a T-shaped, signalized intersection under the City of Lowell, MA jurisdiction. The Thorndike Street (Route 3A) north and south approaches are functionally classified as urban principal arterials and YMCA Drive west approach functional classification is a local road. The YMCA Drive west approach provides one right-turn only lane and one left-turn only lane eastbound and one receiving lane westbound. YMCA Drive has a regulatory speed limit of 30 mph. The Thorndike Street (Route 3A) north approach provides two multi-purpose lanes southbound and two receiving lanes northbound. The Thorndike Street (Route 3A) south approach provides two multi-purpose lanes and a left-turn only storage lane, approximately 400 feet, northbound and two receiving lanes southbound. This portion of Thorndike Street (Route 3A) has a regulatory speed limit of 30 mph.
There were 25 crashes reported between January 2011 and December of 2013. Of the 25 crashes reported at this intersection, the majority were rear-end crashes (56%-14 crashes). The remaining crashes included angle crashes (8%-2 crashes), three sideswiped, two single vehicle crashes, two unknown and one rear to rear crash. Crashes were most common in March (20%-5 crashes), January (16%-4 crashes) and May (16%-4 crashes). The majority occurred on dry pavement (72%- 18 crashes) and in clear weather (64%-16 crashes). Two out of the 25 collisions resulted in personal injury and one out of the 25 involved non-motorists (pedestrian, cyclist).

Audit Observations and Potential Safety Enhancements Prior to the field walk, a pre-audit meeting was held in the UMass Innovation Hub conference room. The Innovation Hub building is adjacent to the project area. Crash history was reviewed and each participant was able to share their concerns. The RSA team then walked the project area as a group, highlighting roadway deficiencies and other safety-related concerns.
Safety Issue: Pedestrian Accommodations
Fletcher Street/Dutton Street/Thorndike Street
There is a lack of pedestrian facilities at the intersection of Fletcher Street at Dutton Street/Thorndike Street. There are no crosswalks or pedestrian signals to allow lateral pedestrian movements across Thorndike Street and Dutton Street. The RSA team witnessed several pedestrians jumping over the guardrail to make this crossing and City officials confirmed that this is a heavily desired crossing. (See Image 1) Also, the pedestrian signal head for the Fletcher Street crossing is rotated so that it is not facing the opposite corner.
There are no sidewalks on the NB on-ramp leading up to the Lord Overpass (Middlesex Street). As shown in Image 2 this is a heavily traveled path which shows the desire of people to want to make this connection. There is a sidewalk along the southbound off-ramp side of the roadway.
Lord Overpass
On the overpass itself, the pedestrian circulation is hampered by the numerous crossings required across slip lanes, splitter islands and the overpass itself. The sidewalks on the overpass are uneven, narrow and the guardrail is precariously low. It appeared to the audit team that the bridge railings that protect pedestrians from falling over didn’t meet today’s bridge standards for pedestrian safety. Generally there is no buffer or separation between the pedestrians and the heavy volume of traffic.

There is a pedestrian signal that was out at Middlesex southbound on-ramp that needs to be fixed. The intersection of Chelmsford Street has pedestrian signal heads that are not facing the proper approach and need to be rotated. It appears the pedestrian crossing times at this location were inadequate and need to be reevaluated.
Gallagher Terminal
There is very minimal street lighting at the intersection of Thorndike Street at Gallagher Terminal. Since this is a transit hub there is a strong desire to walk in this area but the sidewalks and crosswalks are poorly lit. It was also noted by the audit team that pedestrians have been observed crossing during the do not walk portion of the pedestrian phase.
Highland Street
There is overgrown shrubs and mulch on the sidewalks at Highland Street and Thorndike Street in the vicinity of Keith Academy which is impeding pedestrian travel. The sidewalks are also currently obstructed by a street light, providing less than 3 feet of clearance. The pedestrian phase at this intersection runs exclusively and it is not clear if the pedestrian push buttons and pedestrian signal heads were operating correctly at the time of the audit.
YMCA Drive
The intersection of Hale Street (YMCA Driveway) at Thorndike Street provides a crossing across Hale Street and Thorndike Street. There was concern that the sight lines are preventing vehicles from seeing the pedestrian in the crosswalks. It was noted that vehicles coming up the hill on Hale Street had trouble seeing the pedestrians in the crosswalk.
In general, it was noted that all locations have the older style pedestrian signal heads and push buttons and should be updated to the current standards.
Enhancements
• Rotate existing pedestrian signal head at Fletcher Street to align with the pedestrian crosswalks.
• Rotate existing pedestrian signal head at Middlesex Street at the Southbound Ramps.
• Evaluate the pedestrian desire lines to determine appropriate crosswalk placement from Fletcher Street to the Jackson Street Extension.
• Construct sidewalks on east side of Thorndike Street (Northbound on-ramp) between Fletcher Street and the Lord Overpass (Middlesex Street)
• Upgrade pedestrian signal heads to countdown timers.

• Upgrade/provide Accessible Pedestrian Signals (APS).
• Evaluate/Retime pedestrian phasing at all locations to be appropriate based on the crossing length.
• Upgrade rail around Lord Overpass to meet pedestrian height safety requirements.
• Fix sidewalks along Lord Overpass.
• Provide street lighting for poorly lit areas.
• Evaluate the street lighting to ensure the current system is functioning properly.
• Clean up and cut back shrubs and mulch at the Highland Street intersection. (near Keith Academy)
• Remove/relocate street light that is obstructing the pedestrian path at Highland Street intersection.
• Evaluate a concurrent pedestrian crossing of Highland Street.
• Check sight distance at Hale Street (YMCA) with respect to the pedestrian crosswalks.
Safety Issue: Signage and Pavement Markings
Observations
It was noted that generally pavement markings are in poor condition or are missing from the roadways and that signage for cars and pedestrians are in abundance at some locations. It was discussed that the City of Lowell lacks funding to perform maintenance of pavement markings and signage which leads to the faded and missing signs and markings.
Pavement Markings:
Pavement markings were noted as being in poor condition or missing along the Thorndike Street corridor. Stop lines were missing or faded at all locations. The lack of stop lines contributes to drivers not properly stopping at the correct position. Crosswalks are also faded in many locations. This provides for confusion for both the pedestrians and the motorists.

At the intersection of Fletcher Street at Thorndike Street there were no marked channelization lines for the double right turns on Fletcher Street to Thorndike Street southbound. Vehicles in the right most lane tend to turn into either lane which can explain the numerous sideswipe crashes at this location. On the Lord Overpass ramp there are no “yield markings” right before the merge point with Thorndike Street northbound and the stop lines on Thorndike Street northbound and southbound are missing.
Heading southbound on Thorndike Street at the intersection of Gallagher Terminal, the lanes are undefined. There are no marked exclusive left or right turn lanes. Also, there are no marked shoulders and the markings are unclear to motorists.
It was also noted that some of the lanes on the Lord Overpass appear to be wider than a typical 12’ lane. There was a concern with the wider lanes that motorists will use these bigger lanes as two lanes instead of one lane. Also, most of the pavement markings appeared worn or missing.
Signage:
There is a lot of repetitive signage and unnecessary signs along the Thorndike Street corridor. Primarily at the Lord Overpass there are signs that provide to be confusing for motorists. Some signs were misleading while others were repetitive.
At the intersection of Fletcher Street at Thorndike Street the “yield” signs coming off the off-ramp are too far back from the actual yield point. The audit team also discussed that the left turn lane from Thorndike Street northbound to Fletcher Street could be a trap as there is no signage for the lanes or markings. This could also be attributing to the crashes of vehicles hitting the signal post. It was noted that the post in the median is hit often which requires repairs. It was also noted at the Lord Overpass that there are too many signs which is causing driver confusion. There is a “Left Turn On Red” sign at the corner of Appleton Street that maybe be contributing to crashes at that location since this is not a familiar movement for motorists. Also, there is no sight distance to vehicles from ramp, and this movement conflicts with the right turn from Appleton Street which may lead to driver confusion.
Enhancements
• Update/refresh all pavement markings along Thorndike Street.
• Provide crosswalk and stop line markings where they are missing.
• Add tracking for right-turn lanes on Fletcher Street.
• Add yield lines to the off-ramp at the Fletcher Street intersection.

• Move “Yield” signs on off-ramp to Fletcher Street closer to the yield point. The sign should be placed near the end of the island.
• Widen the on-ramp to Lowell connector to provide for two lanes.
• On Lord Overpass restripe lanes to a 12’ maximum.
• Clean up repetitive signage on the Lord Overpass to eliminate driver confusion.
Safety Issue: Driver Behavior
Observations
It was noted that motorists are traveling at high speeds approaching Gallagher Terminal from the north. Thorndike Street through traffic is able to gain speed as they travel under the overpass.
It was observed that vehicles heading northbound onto the overpass can see the traffic signals for both the intersection of Appleton Street and Middlesex Street. Motorists may be confused by which traffic signal they should be looking at and sometimes end up running a red light, leading to a high rate of angle crashes with Appleton Street eastbound traffic. The majority of the crashes stated the vehicles on the overpass ran the red light at this location.
Lowell Police Department currently uses grant funding to supplement and focus on enforcement of red light stoppage. Vehicles running the red light at Highland Avenue was noted as an issue. They have issued many tickets for the running of red lights in the vicinity of Highland Avenue as part of this program.
Enhancements
• Continue enforcement for speed, red light running and distracted drivers.
• Remove certain overhead traffic signals to reduce driver confusion.
• Consider using the grant money for potential enhancements for the other locations with similar issues as Highland Avenue.

It was noted that at the intersection of Fletcher Street at Thorndike Street, the Thorndike Street northbound through traffic often stops for the traffic signal indication for the left turn vehicles as the signals are confusing. It was noted that this traffic signal has an optically programmed signal head to prevent through traffic from viewing. It was suggested that if the through traffic is still seeing the left turn signal then there is a problem with the location of the signal heads.
Lord Overpass
It was observed at the Lord Overpass that some of the traffic signals did not face the lanes correctly and need to be rotated. It was noted that there were too many signal heads for each approach, which was causing confusion for vehicles especially since they were mostly green signal displays for all movements. It was also observed that some of the signal heads for other intersections can be seen from the previous intersection. This effect is prominent as a vehicle is approaching Appleton Street on the Thorndike Street northbound off ramp. Traffic signals at the Middlesex Street intersection can be seen at the same time as the traffic signals at Appleton Street.
Gallagher Terminal
At the intersection of Gallagher Terminal at Thorndike Street it was observed that there was vehicle detection for the Gallagher Terminal approach but no vehicle detection by the traffic signal on Thorndike Street. The red and yellow clearance times also seemed too short for vehicles to clear through the intersection. This was demonstrated by the numerous rear-end crashes on both directions of Thorndike Street. The signal heads were hard to see as there were no backplates on the traffic signals.
Highland Street
It was observed that the traffic signals at the intersection of Highland Street at Thorndike Street do not include vehicle detection for the left turn lane on Thorndike Street southbound. It should be noted that the Thorndike Street southbound approach is not a dedicated left turn lane, but a left through and a through lane. It was observed that a driver trying to turn left into Highland Avenue has difficulty finding a gap and blocks traffic on Thorndike Street southbound. How the traffic signal is currently designed, the vehicle must then wait for a vehicle to be exiting from Highland Avenue to trigger the left turn arrow. There were 5 side-swiped crashes, 22 rear-end and 11 angle crashes that may have been associated with this lane configurations. It was also noted that the signal head for the left turn lane violates MUTCD standards by not properly clearing the green arrow. Another reason for the high number of angle crashes at this location. The lenses on the traffic signals appeared dim. It was also observed that there is no coordination along the corridor which requires vehicles to stop between intersections.

It was noted at the intersection of Hale Street (YMCA Drive) that the red and yellow clearance times seemed too short for vehicles to clear through the intersection. It was observed that the lenses on the traffic signals appeared dim, particularly in direct sunlight, and were missing backplates.
Enhancements
• Provide a green overhead signal indication for Thorndike Street northbound traffic at Fletcher Street indicating that they do not need to stop.
• Verify the adequacy of the yellow and red clearance times at all locations. Make adjustments as necessary.
• Where missing, add retroreflective backplates to all overhead traffic signals to increase visibility.
• Provide vehicle detection for left turns on Thorndike Street into Gallagher Terminal.
• Provide vehicle detection for left turns on Thorndike Street into Highland Street.
• Update left turn signal at the intersection of Thorndike Street at Highland Street to include proper clearance (yellow arrow) for the left turn movement.
• Replace the worn traffic signal lenses as necessary to increase visibility at the intersection of Thorndike Street at Highland Avenue.

It was noted that at the intersection of Fletcher Street at Thorndike Street that the current geometry is very confusing for motorists since only a few movements are under signal control. Motorists traveling northbound do not have a signal control but vehicles turning left are under signal control. The merge of Thorndike Street northbound and the on-ramp from the Lord Overpass provides an unsafe environment for motorists since motorists are stopping instead of yielding onto Thorndike Street leading to a number of rear-end crashes. It was also observed that the existing crash attenuator on Thorndike Street northbound did not meet current standards.
Lord Overpass
It was noted that there is a strong desire for pedestrian, bicycle and transit connections in and around the Lord Overpass. The existing infrastructure as designed today cannot accommodate this need. There are some sidewalks and no bicycle accommodations. Pedestrian crossings are numerous and do not provide an easy way to go from one side of the overpass to the other. There was some discussion about the visibility of the Southbound on-ramp from the Lord Overpass looking north and causing delays, rear-ends, and angles crashes. It was also observed that the guardrail at the northeast corner of Middlesex Street and the Thorndike Street On-Ramp was damaged.
Thorndike Street – Gallagher Terminal to Hale Street
On Thorndike Street between the Gallagher Terminal and the Lowell Connector it was observed that it is unsafe and disruptive for vehicles to take a left turn from any of the many uncontrolled driveways. Left turns into and out of these driveways requires a large gap to become available, however, due to the volume and speed of vehicles in the corridor these gaps are rarely available during peak hours. Left turning vehicles therefore block traffic and create a safety issue.
It was observed that the lanes are not well defined and there are no dedicated left turn lanes at the intersection of Thorndike Street at Gallagher Terminal or at Highland Street. Vehicles attempting to turn left onto Gallagher or Highland result in stopping traffic flow, which in turns creates a situation where vehicles in the queue attempt to merge onto the right lane causing rear-end crashes.
At the intersection of Hale Street (YMCA Driveway) there was a fire hydrant that juts out into the street. The hydrant is over the curb line which could be a concern for vehicles or plows on the roadway as a hazard. This also does not meet the standard 1.5' offset from the roadway.
A general observation showed that lane utilization heading southbound on Thorndike Street was a concern. Vehicles as far back as Fletcher Street are only utilizing the right most through lane and not the left through lane. This is in anticipation of needing to turn right onto the Lowell Connector which only has one lane for acceptance and also due to the left turning vehicles at Highland Street. This causes congestion and which lead to many of the rear-end and sideswipe crashes since the vehicles are jockeying for position in the lane.

Enhancements
• Provide a fourth leg (Jackson Street Extension) to the intersection of Fletcher Street at Thorndike Street.
• Provide crosswalks and full access to all approaches.
• Replace crash attenuators on Thorndike Street approaching the intersection of Fletcher Street.
• Provide a median barrier or quick curb that makes all driveways right-turn in and right-turn out along Thorndike Street.
• Consider widening the on-ramp to the Lowell Connector to two lanes which will help to better utilize the southbound Thorndike Street lane utilization.
• Look into the feasibility of moving the fire hydrant on Thorndike Street at YMCA Drive so it is not in the shoulder of the roadway.
• Reconstruct the Lord Overpass into an at-grade location to accommodate all modes of transportation.
• Consider widening the northbound approach of Thorndike Street at Gallagher Terminal to provide for an exclusive left turn lane and two through lanes if right-of-way can be taken.
• Consider widening Thorndike Street at Highland Street to accommodate a separate left turn lane.
• Fix the guardrail at Middlesex Street.
Summary of Road Safety Audit Following the site walk, participants returned to the meeting room to review the safety issues identified on the walk and to recommend potential countermeasures. Participants were challenged to come up not only with long term improvements (greater than three years in the future) that could be incorporated into the design project (or future projects), but also to identify short-term (less than one year) or intermediate improvements (one to three years into the future) that could be implemented as soon as possible and before the reconstruction effort begins.
All potential improvements were categorized by the following time frames: short-term, intermediate, and long-term. Long-term improvements are likely to be associated with the redesign of the Lord Overpass or other future development projects.

Recommendations for improving safety are summarized in Table 3 and are categorized based on estimated safety payoff, time frame and cost for implementation. The responsible party for further action is identified as well.
Safety payoff estimates can be subjective and are based on the relative percent of crashes that may be reduced by the improvement. For major improvements, crash reduction factors are often available to assess the safety payoff; however, for many minor enhancements a more subjective approach must be used. To provide a general assessment of how a recommended improvement would impact crash occurrences, countermeasures have been assigned a Low, Medium, or High value using professional engineering judgement as it relates to potential crash reduction.
Countermeasures detailed in the summary tables involve engineering, maintenance, enforcement, educational, and/or behavioral modifications beginning with overall interchange considerations and continuing with location-specific items for consideration.
Selected potential countermeasures have been identified as short-term, intermediate (maintenance projects) and/or long term.
