Consult stakeholders and notify State aid authorities
Public consultation with relevant stakeholders should be conducted at national level and draft support schemes should be notified to the State aid enforcement authorities
- Enable the involvement of and cooperation with stakeholders from the beginning for an inclusive process from design to implementation to ensure investors’ confidence;
- Notify the scheme ex-ante to the Secretariat

Promoting self-consumption of renewable energy
Micro and small-scale renewable energy systems (below 500 kW)

• Right to self-consumption and distributed storage;
• Direct self-consumption rather than injection in the grid;
• Limiting net-metering schemes to phase-in periods and review it regularly, transparently , in a predictable way;
• Predictability on how the grid cost exemption are revised;
• Time of use tariffs – introduce market signals;
• Review of the tariff framework – fix/variable charges;
• VAT issue

Next steps Finalise WP 2016-2017 due deliverables;
Bosnia and Herzegovina – to finalise and submit the Second Progress Reports in promotion of RES by end March 2017;
Energy statistics reported to EUROSTAT – RES questionaire - hydro and wind normalisation, biomass;
Start designing the market based support scheme for renewable energy projects, in line with EEAG 2014-2020 requirements;
Administrative procedures to fit the new framework based on auctions for renewable energy; require the network operators to be transparent in terms of available network capacity, provide RES producers with transparent timetables for connection to the grids;
Enable the end-customers to trigger the energy transition to a low-carbon economy;
