Quality is the characteristics of a product, material, component, item, servicesetc, which demonstrates its degree of excellence.
Required quality or degree of excellence for a Product / Item or Component is assessedby virtue of its operational and (or) service requirements, climatic conditions etc and arepresented through corresponding design / fabrication / manufacturing / testingstandards / codes / specification, contract documents etc.
A Product‟s Quality or Degree of Excellence is expressible through following measurabledimensions (Eight Quality Dimensions), –

2.0 History, Quality Movement & Evolution
Quality Movement or Evolution in the World since ancient times has been narrated by
different theories or concepts in different ways.
The most common Evolution / Movement theory of Quality dates back to medieval
Europe, where craftsmen began organizing into unions called guilds in the late 13th
century.
These guilds were responsible for developing strict rules for product and service quality.
Inspection committees enforced the rules by marking flawless goods with a special mark
or symbol.
Craftsmen themselves often placed a second mark on the goods they produced. These
marks were used to track the origin of faulty items.
The factory system, with its emphasis on product inspection, started in Great Britain in
the mid-1750s and grew into industrial revolution in the early 1800s.

It was during the 1920‟s when Quality Management System, as we know them today,
started to surface.
While the focus of quality management was still on the end product, it was the first time
that statistical theory was applied for product quality control.
Over the time, businesses began to grow and expand. More and more products were
manufactured throughout the day.
Companies started to experience difficulties in following through with quality control
standards.
It became evident that there was a great need for change and development.
Change and development were brought forth during the 1940‟s by industry leaders and
experts.
Following World War II, the Japanese also in the 1940s rather than concentrating on
product inspection, focused on improving all organizational processes through the
people who used them.

This marked the beginning of Total Quality Management as we know today.
This actually changed the focus from simply inspecting the end product to actually
preventing end product problems through early detection on the production line.
During the first international quality management conference in 1969, Mr. Feigenbaum
(US Quality expert and Businessman) first used the phrase „Total Quality Management‟.
In the same conference Japan‟s attendee and speaker Mr. Ishikawa indicated that TQM
should apply to all employees within the organization – from Workers to the Top
Management.
By the last decade of the 20th century, TQM was considered a trend by many business
leaders and industries.
In the few years since the turn of the century, the quality movement have matured beyond
TQM through evolvement of techniques, like Lean and Six Sigma.
New quality systems have evolved from the foundations of Deming, Juran and the early
Japanese practitioners and have moved beyond manufacturing into service, healthcare,
education, government sectors etc.

3.0 Quality Movement in India
Quality of a Product or Monument built in ancient India were supposedly dependent on the
skill, allegiance and commitment of individuals.
As a part of British Empire during 18th, 19th and the 1st part of 20th century until 1947,
Quality Movement in Indian Industries, then under the control of British possibly coincided
with that of the Europe and the US.
Modern day Quality Evolution in India has long been slow with shoddy products, indifferent
workmanship, unreliable delivery and uncertain pricing.
Over the time, the circumstances showed positive improvement and Vikram Cements
became the first Indian Company to get the TPM Excellence award in 1995 from JIPM (Japan
Institute of Plant Maintenance).
Sundaram Clayton was the first Indian company to get global quality award in 1998, the
Deming prize for successfully imbibing „TQM‟ culture.
At the end of the first decade of the 21st century, Indian manufacturing companies had a
giant leap and currently has the largest number of companies outside Japan that have been
recognized for excellence in quality (total 167 Indian Companies winning JIPM TPM Award
till the year 2013).

6.0 Quality Control – Assurance / Inspection in industries Today, Inspection Classes
& Categories
In the Nationally and globally competitive work environment, no project or industrial
unit can be content and stay away from major reliability factors, constituting a
significant quintessence, viz. Time, Schedule, Occupational Health, Safety,
Responsibility towards Protection of Environment and Restoration, wherever applicable.
Adherence and fulfilment of quality requirements, conformance to standards,
specifications and their assurances are equally inevitable, important and integral
factors for industrial reliability, uniformity and consistency of products / services. Thus
largely contributing in terms of an organization‟s stability in constantly evolving
industrial circumstance, technological upgrades / demands and requirements.
Quality Supervision, Inspection, Verification of Conformance are undertaken in the
industries through three types of distinctly defined and identifiable inspection classes /
traits, viz. Class C, Class B and Class A.
In industrial projects, manufacturing, operation processes etc., the sellers and the
vendors are the first parties. The second parties are the purchasers or buyers or the
principal owners / end users.

The inspection body which is involved in the design, manufacture, supply, installation,
use or maintenance of the items it inspects or of similar competitive items and may
supply inspection services to other parties not being its parent organization meets the
criterion for Type ‘C’ inspection body.
The inspection body which forms a separate and identifiable part of an organization
involved in the design, manufacture, installation, use or maintenance of the item it
inspects and has been established to supply inspection services to its parent
organization meets the criterion for Type ‘B’ inspection body.
In Type B and Type C inspections, the inspection representatives may or do have a
propensity for speedy delivery of the products or components and pertinent financial
implication may also sometimes play a part in decision making. There is an undeniable
probability that by way of preferences, products‟ quality parameters or a part of it may
get compromised, which thus may result in a negotiated product output or acceptance.
Some process oriented buyers or end users may sometimes not have an internal
inspection body for verifying qualitative characteristics of different project items /
vendors‟ products etc. Also, an internal inspection body of a buyer / end user may
sometimes not have the requisite expertise for inspecting a particular product.

7.0 Third Party Quality Inspection Services (Type ‘A’ Inspection Body)
Third Party Inspection refers to independent inspection activities that are done by an
External Inspection Agency either hired by a buyer or a seller or the principal owner /
end user of a product.
Impartiality, Independence, Confidentiality and Integrity are the basic essence of
an Industrial Third Party Inspection Agency. International standards do not allow
these companies to be participated or involved in any design, manufacture, supply,
installation, use or maintenance of the items inspected, or similar competitive items nor
the authorized representatives of any of these parties.
The precise scope of an inspection will be determined by the terms of the individual
inspection contract or work order.

8.0 Areas of Practical Concerns and Instances
The scenario that significant numbers of Indian companies won International Quality Awards
since 1995 (Articles 4 & 5) shows a shiny picture about qualitative development in Indian
Industries.
Practically a vast country like ours, regarded as the 2nd largest Nation in the world in terms of
population and the 7th largest in terms of area cannot be represented by a handful of samples
in any matter.
Alongside the delight that we won several International Quality awards, there are other
instances also, when our products, services failed to meet desired Quality standards.
To mention below a very few instances, which had lapses in terms of maintaining necessary
Quality standards, –
Five Indian cars failed crash tests conducted on them and scored zero stars,
according to the Global NCAP, a vehicle safety assessor in the U.K., which called
some of the cars “sub-standard”. – May 18, 2016.
Part of the under-construction Vivekananda flyover in the Girish Park
neighbourhood of Kolkata, India collapsed. Twenty seven people were dead and
more than 80 were injured in the incident. – March 31, 2016.

An under construction Korba chimney in the state of Chhattisgarh collapsed on
top of more than 100 workers (who took shelter there during a thunderstorm),
killing at least 45. – September 23, 2009.
A partially constructed flyover in Punjagutta, Andhrapradesh collapsed, killing at
least 20 people, injuring another 20. Two large concrete sections dropped onto
oncoming cars and motorised rickshaws, damaging several properties. –
September 9, 2007.
Most Indian roads built almost every year is the most familiar example of
shoddy product quality, prevalent in the infrastructure sector.
Large Potholes, badly designed speed breakers, humps is one of the biggest
killers in India with almost 30 deaths every day.
According to data compiled by the ministry of Road Transport and Highways,
10,876 people were killed due to potholes in 2015 which is a slight dip from
11,106 deaths in 2014.
Drug regulation: 27 medicines sold by top firms failed quality tests in
seven states. – November 28, 2016.

Tilting of roof of a floating roof tank in a Depot in Mujaffarpur, Bihar, so
halting operation. Preliminary investigation suggested that two pontoons on the
tilted side of the moving roof might come across leakages of fuel (workmanship
issue) during operation, so had caused a tilt by making the part of the roof
locally heavier. – July 2017.
Several Carbon Steel pipe fittings supplied by a manufacturing unit in Vadodora,
Gujarat to a Gulf based owner were found to be defective, thereby requiring
replacement. Detail investigation suggested that raw materials were purchased
from untrusted sources. – June 2016.
In a major blast in a gas pipeline at Nagaram village of Mamidikuduru Mandal of
East Godavari district in Andhra Pradesh, 14 people were burnt alive and 15
others received severe burns. Preliminary notions suggested that the pipeline
was qualitatively inferior due to long time operation. The then AP Government
ordered an inquiry and the result is still not known. June 27, 2014.
In a Pipeline project near Mumbai, Maharashtra, lack or inadequate setting of
concrete was observed even after seven days of casting. Investigations revealed
that the cement, which was used in the mix had already exceeded their „Self Life
Period‟. – The year 2008.

9.0 Analysis of reasons of Failure and Contributing Factors
Accidents, mistakes, oversight can happen at any period of time. Lengthy,
sometimes unending investigations may happen, but sincere, honest, impartial
and technically competent analysis into most of such incidences as illustrated in
the last article, shall reveal that stampedes of serious magnitude occur for
persistent negligence to quality basics.
Adherence and Conformance to Requirements & Standards require the processes
to be minutely planned and sequentially organized. Industries often plan the work
activities, where qualitative sequences seldom finds a part in it.
Evidences exist, where industries do not involve their internal Quality
Departments into major decision making processes.
A rightly efficient „Quality System‟ is not a collection of merely „Manipulated
Manuscripts‟. It’s necessary to augment the quality of ‘Quality Systems’.

Factually prevalent circumstances are impediments on the way of correction,
recovery, consistent conformance to requirements for nonrecurrence of untoward
incidences and fatalities.
System of lowest tendering make the participants competing with each other and
in the pursuit for a lowest bid, the first undisclosed sacrifice is planned in
Product and Manpower Quality.
Product Quality corresponds to quality of raw material, machineries,
consumables, quality of execution, workmanship etc. It is necessary for the
ultimate owner or end user of a product to maintain a strong Quality Control and
Surveillance in order to obtain a product with intended characteristics.
Quality Assurance Plans and Inspection & Test Plans are guiding & defining
documents for justifiable inspection coverage by all parties. It should be properly
exercised and implemented.

Originally founded in the name of ‘Rangan Quality Services’ as a Micro Proprietary
Entrepreneurship in May 2014, we are a ISO 9001: 2015 certified Industrial Quality
Assurance – Control / Inspection – Expedition and Technical Assistance service provider with
the strong and sincere intent, objective and commitment to offer and render ACCURATE and
PRECISION services at par with INTERNATIONAL standards, by adhering to BEST principle
and supervision, HIGHEST integrity and to add, contribute substantial VALUES to customers
for each of their product quality and inspection requirements, assigned to us.
On completion of our 3 (three) years of infantry as a Proprietary Enterprise, we applied for
registration as a Private Limited Company with the „Ministry of Corporate Affairs‟, Government
of India and subsequently we were granted MCA Registration and issued „Corporate
Identification Number‟ (U74999MH2017OPC294157) through RoC, Mumbai, Maharashtra on

i) Deputation / Supply of Technical Manpower / Engineers:
Supply / provide technical manpower / engineers on deputation for functionally reporting to clientsand representing them in their Works / Projects / Offices etc. anywhere in India and select placesoverseas.
The technical manpower deputed by us for specific or renewable period shall continue on ouradministrative role, thereby effecting significant cost efficiencies on clients‟ parts.
ii) Preparation / Providing Assistance in Preparing Project Specific Documents:
Written and Approved Procedures, Plans, Guidelines, Instructions etc. play very important parts indefining and presenting a project‟s fundamental and specified requirements, framework and theprocesses / stages / sequences that have to be followed for desirable accomplishment.

15.0 IS/ISO/IEC 17020 – NABCB Accreditation
IS/ISO/IEC 17020:2012 (“Conformity assessment – Requirements for the operation ofvarious types of bodies performing inspection”) is an international standard specifyingrequirements for competence of bodies performing inspection.
In India, „National Accreditation Board for Certification Bodies‟ – Quality Councilof India’ is the concerned body for Auditing and Certifying an Inspection Body.
NABCB Accreditation is not a permit, but a certification for an existing inspectionagency for verified compliance to standard.
„Rangan Quality Services (OPC) Private Limited‟ is compliant with the requirements ofISO/IEC 17020:2012 and has not applied for NABCB Accreditation yet.
Rangan Quality Services (OPC) Private Limited shall plan at a suitably time, apply andexert sufficient effort for obtaining NABCB Accreditation, when it‟s financiallyaffordable.
