1. INTRODUCTION
1.1 WELCOME
Welcome on 26th Rally Rzeszow. We prepared for you Rally Guide which, we hope, will be an usable
publication. You can find here specific, basic information concerning rally, event organizing, rally process
and safety. Everything, what is important for competitors, crews, teams, journalists, spectators, officials
and visitors we try to comprehend in this Guide. This publication is not a part of Rally Supplementary
Regulations, doesn’t replace it, neither completes it.
1.2 ROUTE
Rally Rzeszow’s history might date back to 1970. Eleven special stages, with a total length of nearly 215
km, are waiting for drivers planning to take part in Rally Rzeszow. A regular on the Polish and Slovakian
national championship calendars, Rally Rzeszow takes place on narrow, winding sealed-surface roads in
the foothills of the Carpathian Mountains in southeast Poland with steep climbs and tricky descents
commonplace. The route of the fifth round of the 2017 FIA European Rally Championship has been
slightly changed compared to last year’s edition and will run for a total distance of 619 km. Some of the
special stages are modified or completely new.
The ceremonial start will take place on Thursday, 3 August 2017 in the afternoon on the Millenium Hall
Square in Rzeszów.
Five stages, including Rzeszów Special Stage located at the centre of the city in the afternoon, with
a total length of 100 km, will be held on Friday, 4 August 2017. On Saturday, 5 August 2017, drivers will
tackle six special stages with a length of 113 kilometers. The finish of the rally will be on the charming
Market Square of Rzeszow.
The rally office will be located in the Hotel Hilton Garden Inn in Rzeszow, three kilometers from the
service park, which will be situated in Rzeszów University of Technology Campus.

4.2 CRITERIA FOR ACCEPTANCE OF ENTRIES
Entries will be limited to 160 competitors (80 ERC + 80 RSMP). If more than 80 entries are received, the
Organiser reserves the sole right to decide which entries among the Non-priority Drivers will be
accepted. No entry can be guaranteed before the entries closing date. After this date the Organisers will
inform crews whose entry has not been accepted.

The entry fee in second term is 500 PLN higher compared to any entry fee presented in a table in the
Art. 4.4.2 of these Supplementary Regulations. The date of payment realization (not deposit!) stated in
the bank transfer will be decide for the day of its execution.
For legal entrant (car is entered by a person other than the driver or co-driver) entry fee is higher by PLN
500 in respect of any amount included in the table of Art. 4.4.2 of these Supplementary Regulations.
In the case of application to the classification of sponsor teams apply an additional fee of 500 PLN per
crew.
In the case of application for the classification of manufacturer teams apply an additional fee of 500 PLN
per crew.

4.4.2 RSMP
At the request of a competitor selected in the application, if possible, the Organiser can make the sale of
a package of additional rally documents accordance with the table in art. 8.3.3 RSMP 2017 Regulations.
Price Pack is 200 PLN.

5. SERVICE PARK
5.1 LOCATION
Only one Service Park located in Rzeszów will be organised during the Rally. Surface: mixed hard surface.

5.2 ACCESS
Service Park will be opened from Wednesday, 2 August 2017, 08:00.
Service Park can be entered only with competition cars, Service cars (SERVICE plates) and Auxiliary
vehicles (AUXILIARY plates). All plates must be affixed to the upper side of the windscreen on the right
(passenger) side. Removal of the sticker is prohibited until the end of the rally.
Reconnaissance cars, VIP vehicles and trailers are not allowed to enter the Service Park. Nearby Parking
area will be available for the other registered vehicles (Recce/VIP) and trailers.
5.3 SERVICE AREA
The competitor is obliged to service only within the allocated service area in the Service Park. These
regulations will be controlled by the Service Park Coordinator. Any infringement in this field will result in
charging a double fee for additional service area.

Teams that, due to logistics, need to stay together or having any special requests must send them by
E-mail to Team’s Relations Coordinator.
At the request of the competitor, in case of the space availability, the Organiser may provide additional
area in the Service Park for extra charge (priority will be given to competitors – legal entrants). Additional
space can be ordered for a price of 10 € per 1 m².
The Organisers will make all reasonable efforts in order to satisfy the needs of all Teams.
The Joint Service Request form must be received by Friday, 14 July 2017. No further changes will be
accepted after this date.
5.3.1 Area in Service Park (RSMP)
The entry fee each crew will get a service area in the service park in accordance with Article 13.2 RSMP
2017 Regulations. Basic surface of the service area which receives the competitor is 50m2. If the entry fee
will be higher than 2000 PLN, for each additional 500 PLN competitor will receive an additional 5m2
surface of service area. This rule does not apply to additional payment resulting from the fact that the
application in the second term.
At the request of the competitor, in case of the space availability, the Organizer may provide additional
area in the Service Park for extra charge (priority will be given to competitors – legal entrants).
An extra charge for additional area in the Service Park amounts to:
20 PLN/m2 – for private entrants,
30 PLN/m2 – for legal entrants.
5.4 SERVICE PARK RULES
5.4.1 Maximum speed
Maximum speed inside the Service Park is limited by 30 km/h. Failure to comply with this limit shall result
in a penalty applied by the Clerk of the Course as follows: €25 per kilometer per hour over the speed
limit.
5.4.2 Catering within the Service Park and the Remote Service Zone
Apart from the provision of a catering service for the drivers and service crew personnel of a team, any
other form of catering or sale of food and beverages in the service park is prohibited. The only exception
is where a written agreement has been entered into between a team and the organisers. A fine of 1 000
€ will be applied in respect of any infringement of this regulation. The organiser will provide a catering
service within the Service Park for all team personnel and spectators.
5.4.3 Shows and exhibitions in service area
If any team or company would like to organise shows or exhibitions for their guests in service area, they
must ask organiser for permission before Administrative Checks. All shows and exhibitions in service area
without permission of organiser are strictly forbidden.
5.4.4 Tidiness
All crews are obliged to use a liquid-proof tarp under competition cars. Drilling or any other damages to
the surface of the Service Park have to be avoided. Each Competitor is liable for the damages to the

Service Zone allocated to them. The crews are responsible for the removal of their waste and sewage.
After the rally, the Service Park has to be handed over in tidy condition.
The Organiser will charge a deposit of 50 € or 200 PLN. It will be refund after the rally on condition that
the service area allocated to the crew will be cleaned.
5.5 FACILITIES
All FIA ERC registered drivers will have free access to:

The following extra facilities could be ordered for use in the service area:

Teams requiring these services are requested to send them by E-mail to Team’s Relations Coordinator.
5.6 SECURITY AND MEDICAL SERVICES
The service park will have a permanent security surveillance starting from Wednesday, 2 August 2017.
Exclusive security service for the team can be hired through the Organisers. A Medical Centre will be
established at the service park.

7. FUEL / TYRES
7.1 FUEL
7.1.1 Fuel restrictions
Fuel must be in compliance with FIA 2017 Appendix J (Art. 252.9).
7.1.1.1 Fuel restrictions for ERC Junior U27
ERC Junior U27 competitors are allowed to use only pump filling station fuel (gasoline type 98) from the
following petrol stations:

Service crews are allowed to fill this fuel in their canisters, and refuel ERC Junior U27 cars in designated
Refuelling Zones.
7.1.2 Refuelling
7.1.2.1 Refuelling Zones
Crews may refuel only in the designated Refuelling Zones and commercial filling stations mentioned in
the Road Book. Refuelling Zones:
Refuelling Zone Rzeszów - N 50°01.077; E 21°58.780 (after the exit from the Service Park)
Refuelling Zone Brzeziny - N 49°55.772; E 21°33.232 (3,29 km after SS 1/3 finish)
Refuelling Zone Korczyna - N 49°42.874; E 21°48.691 (1,15 km after SS 7/10 finish)
7.1.2.2 Refuelling procedure
Solely for the purpose of assisting with the refuelling procedure of their car, two team members of each
crew with the team passes may access the Refuelling Zone. Team members assisting during refuelling,
should wear industry homologated PPE for hydrocarbons handling, such as safety glasses, protective
rubber gloves, safety shoes and anti-static clothing. Engines must be switched off throughout the
refuelling operation. It is recommended that the crew stay outside the car during refuelling; however,
should they remain inside, their safety seat belts must be unfastened. The Organiser will provide to each
competitor an Environnement Mat to protect the ground.
7.2 TYRES
7.2.1 Tyres specified for use during the rally

In addition to complying with Art. 60 and 62 and Appendix V of the 2017 Regional Rally Sporting
Regulations, the following quantities and type of tyre are confirmed for use.

For the ERC Junior Championship U27, only Pirelli tyres are eligible. Tyre specifications will be published
by Bulletin. Prior to Scrutineering, the Organiser will communicate in a bulletin a list of barcodes that may
be used during the rally. If tyres are purchased before the rally, such tyres must be presented to the tyre
supplier before Scrutineering for barcode checking.
7.2.1.2 RSMP
All tires used by the crew during the rally must comply with art. 14 RSMP 2017 Regulations. During the
rally, the tyres will be checked and marked in accordance with regulations. Tyres without homologation E
must comply with regulations.
7.2.2 Tyres marking
7.2.2.1 Tyre marking for the tyres that will be used during the Free Practice / Qualifying Stage will take
place just before the start of Qualifying Stage Niechobrz.
7.2.2.2 Tyre marking for the tyres that will be used during the rally will take place at the exit of the
Refuelling Zone located in Rzeszów.
7.2.2.3 Tyres will be checked for their conformity during the rally.
7.2.3 Tyres for use on reconnaissance
Only homologated commercial road tyres are allowed.
7.2.4 National laws and special requirements
7.2.4.1 The use of studded tyres and gravel tyres is prohibited.
7.2.4.2 In the course of competition the rims must be clear, with no signage from previous rallies.
Insubordination in this field will result in a penalty imposed by the Stewards.
7.2.4.3 Tyres heating (driving the entire width of the road) on a road section that is an open road is
prohibited. Infringement of these regulations will incur a penalty applied by the Stewards, as follows:

for the first infringement – financial penalty 500 €,
for the second infringement – 5-minute time penalty,
for the third infringement – disqualification
RSMP
for the first infringement – financial penalty 2000 PLN
for the second infringement – 5 minute time penalty

The amount of this fine will be unaltered by any fine imposed by the police.

8. IMPORT OF VEHICLES AND SPARE PARTS
8.1 FROM THE EUROPEAN UNION
Poland is the European Union member. Competitors from the European Union do not need to make any
special custom clearance for temporary import of cars and equipment for the purpose of participating in
the 26th Rally Rzeszow.
8.2 FROM OUTSIDE THE EUROPEAN UNION
Non EU competitors will need to show their ATA carnet (obtainable from the Chamber of Commerce of
the country of origin) to customs authorities at their point of entry into the European Union.

9. HELICOPTERS
9.1 REGISTRATION PROCEDURE
According to FIA guidelines for helicopter use, all helicopters flying in support of the Rally must be
registered with the Organisers.
It is intended that, as a safety precaution, there will be a protocol to control Rally airspace and only
registered aircrafts will be allowed to fly in this airspace. For safety reasons, the number of helicopters
operating in the area will be limited.
The Registration form will be published on www.rally.rzeszow.pl. The form has to be submitted to the
event Helicopter Coordinator until Friday, 14 July 2017. The fee due to the Organisers is 1500 €. A
compulsory helicopters pilots’ briefing will take place at 09:00 on Thursday 3 August 2017 at Rally HQ.

12. OFFICIAL PRE-RALLY TEST
13.1 PARTICIPATION
The Organiser of Rally Rzeszow will organise official pre-rally test for competitors entered to the rally, on
Monday, 31 July 2017 from 10:00-19:00 (14:00-15:00 technical break). The fact intend to participate in
the official pre-rally test should be send via e-mail office@rajd.rzeszow.pl. The fee for taking part in
Monday test is 600 €.
13.2 LOCATION
Official pre-rally test will be held in Blizianka, about 27 km from the main Service Park in Rzeszów. The
stage is 5,27 km in length and is representative for the rally. Service area will be located in Niebylec,
about 2,5 km from the start.

13.3 RULES
Official pre-rally test will be run as if it were a stage run during the rally with full technical and medical
support.
Any passenger on board (driver and co-driver) must have an approval from the Organiser and must
declare and sign that goes on his own risk (not of a responsibility of the Organiser) – the form will be
available at the start.
Only first driver entered to the rally can drive the car during Monday test.
During the test, any person on board must wear a homologated crash helmet, all required safety
clothing and equipment in compliance with Appendix L Chapter III - Drivers’ Equipment and have seat
belt correctly fastened.

13. RECONNAISSANCE
13.1 PROCEDURE FOR REGISTRATION
Reconnaissance registration will take place at the Rally Office at the same time with Administrative
Checks as follows:

13.1.1 Registration form
The Reconnaissance registration form including details of the car that will be used during
Reconnaissance must be completed and submitted during the registration or sent by e-mail to
office@rajd.rzeszow.pl before registration. This form is available at www.rally.rzeszow.pl (Competitors
section).
13.1.2 Participation in Reconnaissance Only
Any driver holding an appropriate international license and not entered in the rally may apply to take
part in the Reconnaissance. The registration form for this purpose must be sent by e-mail to
office@rajd.rzeszow.pl before the closing date for entries. The final permission for taking part in recce is
left to the discretion of the Clerk of the Course.
The fee for taking part only in Reconnaissance is 200 €.
The regulations on Reconnaissance must be respected in their entirety.
13.2 RECONNAISSANCE TIME SCHEDULE
Reconnaissance will be held according to the schedule specified in Appendix 2. The schedule of
Reconnaissance must be fully respected by the crews.
13.3 RECONNAISSANCE RULES AND SPECIAL RESTRICTIONS
13.3.1 General
Reconnaissance will be organised in compliance with Art. 25 of FIA Regional Rally Sporting Regulations.
13.3.2 Reconnaissance cars
Reconnaissance may only be carried out with the use of cars in accordance with FIA Regional Rally
Sporting Regulations (Art. 25.1).
Reconnaissance cars must have the insurance policy according to Polish Traffic Law regulations. The
Organiser accepts no responsibility on this matter.
If a competitor taking part in Reconnaissance wishes to change the car, it has to inform the Rally Office
and provide the details of the replacement car. Failure to follow this procedure will result in refusal to
participate in the Reconnaissance. The Reconnaissance stickers have to be placed on the replacement
car.
13.3.3 Identification numbers
The Reconnaissance numbers supplied during registration must be attached onto the Reconnaissance
car on the top of the front and rear windscreen (Co-driver’s side). They must be visible for the duration
of the Reconnaissance period.

13.3.4 Number of passages
Competitors are permitted a maximum of two passages over each special stage during Reconnaissance.
All stages driven more than once in the rally will be considered as one stage for Reconnaissance
purposes.
13.3.5 Driving direction
Under no circumstances may competitors drive in the opposite direction of the rally traffic, except in
cases described in Reconnaissance Road Book. Competitors may only enter a special stage through the
start and exit through the finish. Any infringement will be reported to the Stewards
13.3.6 Reconnaissance control card
Reconnaissance control card will be issued to the crews at registration and must be carried in the car for
the duration of the Reconnaissance. This card will be signed appropriately recording every run on each
special stage. Failure to produce this card will result in refusal to participate in the Reconnaissance.
Reconnaissance control card must be returned after Reconnaissance at the stop point of the last Special
Stage.
13.3.7 Reconnaissance of SS 5 Rzeszów
Reconnaissance of SS 5 Rzeszów can only be performed on foot at any time.
13.3.8 Illegal Reconnaissance
Any member of the crew taking part or intending to take part in the rally who is found on the route of
any special stage outside of the listed Reconnaissance dates and times will be deemed to be performing
illegal Reconnaissance (this regulation does not apply to SS 5 Rzeszów). Any infringement will be
reported to the Stewards.
13.3.9 Speed limits
Competitors must fully respect the Polish Traffic Law regulations, including use seatbelts and speed limits:
50 km/h in the built-up area (if the sign does not show otherwise),
90 km/h outside the built-up area (if the sign does not show otherwise).
Maximum speed allowed during Reconnaissance is 70 km/h on special stages, unless a lower speed limit
is indicated by traffic signs or by written instructions in the Road Book or bulletin.
All Competitors must note that there will be police controls to prevent speeding or other road
infringements. Any speeding offence whether recorded by police or officials on a special stage or on a
road section, will result in a fine as shown in 2017 FIA-RRSR Art. 20.2. The fitting or carrying of radar
detection equipment during Reconnaissance is forbidden.
13.4 INSTALLATION OF SPEED CONTROL CHECKING DEVICES
The Organiser will provide a speed control checking devices (PZM-GPS safety tracking system), which
has to be used during Reconnaissance in the Reconnaissance car. The progress of the Reconnaissance
will be monitored via GPS system, by rally officials. Evaluation of the GPS data is within the competence
of Clerk of the Course. If it will be observed that the Reconnaissance car is not equipped with a working
PZM-GPS safety tracking system, the crew will be penalized according to Stewards decision.
PZM-GPS safety tracking system will be installed by the official during Administrative Checks in front of
Rally HQ. The equipment will be disassembled from the Reconnaissance car after the finish of the last

stage of Reconnaissance or must be returned at the Rally Office on Wednesday, 2 August 2017 till 20:00
hrs.
Crews are materially responsible for PZM-GPS safety tracking system installed in his car. In case of
damage of this system through fault of the competitor during the Reconnaissance, he is obligated to
compensate the damage before the first Stewards Meeting.
13.5 GRAVEL CREWS
The Organiser does not provide for the possibility of using Gravel crews.
14. SCRUTINEERING, SEALING AND MARKING
14.1 SCRUTINEERING LOCATION AND TIMETABLE
14.1.1 ERC

Time: 14:00 – 20:00
Individual times will be published in a Bulletin. Any delay at Scrutineering will be penalized by 30 € for
each 10 minutes delayed. If the delay exceeds 30 min the crew will be reported to the Stewards. In
reasonable and well justified cases, the Organiser can arrange an alternative Scrutineering time for the
crew. Cars may be presented at Scrutineering by the crew or a representative of the team.
14.1.2 RSMP
Location: Dakar-Toyota – Świlcza 146T
Date: Thursday, 3 August 2017
Time: 08:00 – 13:00
Each car should be presented at the Scrutineering by the crew or a representative of the team in their
individual time fixed in the schedule that will be published by the bulletin on the rally website –
www.rally.rzeszow.pl on 28 July 2017 (Friday) and on the Official Notice Board on 1 August 2017
(Tuesday) at 08:00.
Any crew reporting late at the Scrutineering (regarding the above mentioned time schedule) will be
charged with a fine of 300 PLN.
In well justified and reasonable cases, the Organiser can arrange a new Scrutineering time for the crew
(after the time limit fixed in the schedule) upon their request.
14.2 DOCUMENTS TO BE PRESENTED

For all S2000, R5, Super1600 and RGT cars the FIA Technical passport has to be presented and its
marking is compulsory.
14.3 SEALING AND MARKING (ERC)
Sealing and marking of components and weight checking of the cars will be done during Scrutineering.
The cars must be presented with dismantled underbody protection and fully prepared and ready for all
necessary sealing and marking. Cars will be marked and sealed according to the Art. 63 2017 FIA-RRSR:
All cars must have engine block and chassis marked
All cars equipped with turbocharger and their spares must be marked
All R5 cars, the homologated FIA boost control system (pop-off valve) must be sealed
All FIA and ERC priority drivers must seal their transmissions and spares
The dismantled underbody protectors must be kept with the car weight checks.
If the car and spare parts are not prepared for the sealing, wiring included, the car will not be authorized
to access to the scrutineering and fine for lateness will be applicable.
During Scrutineering every crew must present to the control cameras installed in a rally car (or indicate
place where they will be installed) that will be used during the rally. Scrutineers will determine the
correctness of fitted cameras in a rally car.
14.4 MUD FLAPS
Mud flaps are not mandatory.
14.5 WINDOWS/NETS
The use of tinted films is permitted on side windows and rear window only (according to Art. 253.11 of
FIA ISC Appendix J). The use of silvered films is forbidden.
14.6 DRIVER’S SAFETY EQUIPMENT
At Scrutineering competitors must produce all items of protective clothing, underwear, helmets and a FIA
approved head restraint (FHR), intended to be used. Compliance with Appendix L Chapter III will be
checked.
14.7 NOISE LEVEL
For all cars the noise level on the open road must not exceed 98 dB(A) for an engine rotation speed of
3500 rpm for petrol engines and 2500 rpm for diesel engines.
14.8 SPECIAL REQUIREMENTS
14.8.1 Each car must be equipped with one red reflective triangle and a first aid kit.
14.8.2 Competitors are reminded that two belt cutters must be carried on board at all times. They must
be easily accessible to driver and co-driver when seated with their safety belts fastened.
14.9 INSTALLATION OF RALLY SAFETY TRACKING SYSTEM
14.9.1 All cars must be fitted with the PZM-GPS safety tracking system provided by the Organiser. Any
competitor with a competition car without properly mounted and fully operational the PZM-GPS safety

tracking system unit will not be authorized to start in Free Practice, Qualifying Stage, Shakedown and in
the Rally.
14.9.2 PZM-GPS safety tracking system will be install in rally cars during the Scrutineering. Cars should be
presented at the Scrutineering with GPS antenna and console received from the PZM-GPS service team
during Administrative Checks and installed in accordance with the instructions included with the set.
Removing the PZM-GPS safety tracking system will be before TC 11E. In case of retirement from the rally
the crew is obliged to provide the PZM-GPS equipment to PZM-GPS service team or to the Rally Office.
14.9.3 Each crew is materially responsible for PZM-GPS safety tracking system installed in his car during
the Rally. In case of damage PZM-GPS safety tracking system during the rally, the competitor is obligated
to compensate the damage prior to the last Stewards Meeting. Infringement of this regulations will result
in a penalty imposed by the FIA.
14.10 FINAL CHECKS
14.10.1 Final Checks location and time
Location: Dakar-Toyota – Świlcza 146T
Date: Saturday, 5 August 2017
Time: 18:15
Immediately after the finish of the rally (TC 11E) cars appointed by the Steward will be taken to the Final
Checks. The crews are obligated to follow the instructions of Organiser. Cars subjected to the Final
Checks must have one representative of the competitor and relevant number of mechanics present on
the Final Checks.
14.10.2 Protest fee
The protest deposit is:
ERC - 1 000 €
RSMP - 100 percent of the basic entry fee
If a protest requires the dismantling and re-assembly of a clearly defined part of the car, additional
deposit will be specified by the Stewards upon a proposal of the FIA Technical Delegate or Chief
Scrutineer. This additional deposit must be paid in cash within one hour to the Organiser, otherwise the
protest will be deemed inadmissible.
The expenses incurred by the work and by the transport of the car shall be borne by the claimant if the
protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld. If the
protest is unfounded, and the expenses incurred by the protest (scrutineering, transport, etc.) are higher
than the amount of the deposit, the difference shall be borne by the claimant. Conversely if the expenses
are less, the difference shall be returned to them.
14.10.3 Appeal deposit
National (to ASN) for the Polish National Championship only – 2 500 PLN
International (to FIA) – 6 000 €

15. SHAKEDOWN / FREE PRACTICE AND QUALIFYING
15.1 GENERAL
Free Practice and Qualifying Stage will be organised according to FIA-RRSR – V1 ERC Art. 30.
15.2 LOCATION
Free Practice, Qualifying Stage and Shakedown will be held in Niechobrz, about 22 km from Service Park
in Rzeszów. The stage is 3,37 km in length.
Service Zone for Free Practice and Qualifying Stage and Refuelling Zone will be located in the main
Service Park in Rzeszow: Location: Rzeszów University of Technology Campus - Rzeszów, ul. Akademicka
Exact location of Free Practice / Qualifying Stage is shown in Appendix 3.
15.3 PARTICIPATION
15.3.1 Shakedown is intended for Non-priority drivers. FIA and ERC Priority drivers will not be allowed to
participate in Shakedown. Shakedown is free of charge for participants.
15.3.2 Only competitors, who passed Administrative Checks and Scrutineering, can participate in
Shakedown, Free Practice and Qualifying Stage. Competition numbers and advertising stickers must be
affixed to their cars. It is compulsory to wear the safety equipment of driver and co-driver as for normal
Special Stage.
15.3.3 Only first driver can drive the car during Shakedown / Free Practice. Any passenger on board the
car during Shakedown / Free Practice who is not entered for the rally must have an approval from the
Clerk of the Course and this person must together with the competitor declare and sign that goes on his
own risk (not of a responsibility of the organiser) – the form will be available in Rally Office and at the
Free Practice / Shakedown start.
16. START PROCEDURE
16.1 PRE-START PARK
Before the Ceremonial Start, for all competitors participating in the rally, will be organized the Pre-start
Park at the Millenium Hall Square in Rzeszów. Competitors must park their cars in prestart area strongly
according to the timetable which will be published on Thursday, 3 August 2017 at 14:45 on the rally
website www.rally.rzeszow.pl and on the Official Notice Board. Any delay or early arrival will be penalized
by 100€ (400 PLN - RSMP). Cars may be driven by the crew or a representative of the team.
16.2 START ORDER SELECTION
The selection of start positions, according to FIA-RRSR – V1 ERC Art. 30.8, will take place on Thursday,
3 August 2017 at 17:00 at the Millenium Hall Square in Rzeszow. Both driver and co-driver are required
to attend.
16.3 AUTOGRAPH SIGNING SESSION
An autograph signing session will be organized at the Millenium Hall Square in Rzeszow on Thursday,
3 August 2017 at 17:30. Teams should bring promotional material for use by their drivers.

16.4 CEREMONIAL START
The Ceremonial Start will be held at the Millenium Hall Square in Rzeszów from 18:00 on Thursday,
3 August 2017. The starting order for the Ceremonial Start will be published at 14:45 on Thursday
3 August 2017.
The crews must wear overalls and attend the Ceremonial Start with their competition cars. If any crew is
unable to participate in the Ceremonial Start because of technical problems with their car, they will be
permitted to start into the Leg 1 at TC 0 in its allocated start time on condition of notification to the Clerk
of the Course and passing the obligatory Re-scrutineering Checks. The concerned crew must attend the
Ceremonial Start wearing overalls at their due time anyway.
16.5 START OF THE RALLY
The official start of the rally will take place at the TC 0 (Service - Out) on Friday, 4 August 2017 starting
at 09:20. The start order for Leg 1 will be published at 19:00 on Thursday, 3 August 2017. Parc Fermé
before the start at TC 0 will not be organised. Section 1 Time Card can be collected at the TC 0 control
table 10 minutes before the first car is due. Refuelling Zone and Tyre Marking Zone will be located after
TC 0.
16.5.1 The start for the following sections will be given in accordance with Art. 45 in ERC section of
FIA-RRSR.
17. FINISH PROCEDURE
17.1 RALLY FINISH
The competition part of the rally ends in the Time Control at the entrance to the Parc Fermé (TC 11E).
First three crews of the rally will be awarded on the podium, other prizes according to the Art. 14.2 of
these Supplementary Regulations will be over-given on the finish ramp. After the Ceremonial Finish,
crews are obliged to go straight to the Parc Fermé.
17.2 FINAL PARC FERMÉ
All cars must be removed from the final Parc Fermé immediately after the opening of the Parc Fermé
pronounced by the Stewards. The Organiser will ensure protection for one hour from the opening of the
Parc Fermé.

19.2 MEDIA ACCREDITATION PROCEDURE AND DEADLINES
As a round of the FIA European Rally Championship, Rally Rzeszow follows the Guidelines set out by the
FIA ERC promoter. For media accreditation please visit: www.fiaerc.com or www.rally.rzeszow.pl, (Media
section) where you can find accreditation forms.
The application has to be sent no later than 14 July 2017.
The Media Pass is considered as a working tool and it cannot be used for public relations, promotions or
entertainment purposes. No advertising, public relation agency or similar company or organization will
be accredited as media. Nor will the rally issue any media accreditation to representatives (press officers
or otherwise) of sponsors, suppliers, teams, drivers etc.
No accreditation can be collected without the official confirmation accreditation document.
All drones without any registration are forbidden.
19.2.1 Television or filming accreditation procedures
All broadcast media/filming companies must apply directly to Eurosport Events Ltd. Television or filming
accreditation application form, published at www.rally.rzeszow.pl, shall be submitted via e-mail:

21.2 HEALTHCARE FOR FOREIGNERS
Citizens of other states must pay when making use of medical care services within the territory of Poland.
That is why it is recommended that you acquire insurance for the time of travel in the insurance
company in your own country (European Health Insurance Card EHIC).
If you are entitled to health care under EEA rules on coordination of social security systems, during
a temporary stay in Poland you are entitled to receive free health care services, necessary on medical
grounds, from health care providers who have concluded contracts for health services with the National
Health Fund (in polish NFZ). Facilities of these health care providers are marked with the logo of the NFZ:
If you want to get treatment by a general practitioner, you have to go to a doctor who has a contract
with the NFZ and show your European Health Insurance Card (EHIC, in polish EKUZ) or a replacement
certificate. Primary health care comprises examination and consultation by a general practitioner.
A doctor may also refer you to diagnostic tests, to a specialist or to a hospital.
Dispensaries are open from Monday to Friday, from 8 a.m. to 6 p.m. After 6 p.m. on workdays, as well as
on Saturdays, Sundays and on holidays 24-hour-care is provided by Wojewódzka Stacja Pogotowia
Ratunkowego (ambulance service, dialing 999 or 112) and health units which have concluded contracts
for this kind of services (see list below). They comprise out-patient care and home visits in case
a patient's condition is serious. Addresses and telephone numbers of health units providing 24-hour-care
are available in health care dispensaries.
If you want to get treatment by a dentist you have to contact with a dentist who has a contract with the
NFZ and show your European Health Insurance Card (EHIC) or a replacement certificate. Free dental
services are available only in the restricted scope. A list of free services and materials is available in the
dentist surgery. You will have to cover costs of over standard services and materials on your own.

In case of necessity of hospital treatment you need a doctor's referral. In case of a sudden illness,
accident, injury, intoxication or life threat you will receive necessary medical benefits without a referral.
Go to a hospital which has a contract with the NFZ and show your European Health Insurance Card
(EHIC) or a replacement certificate. During stay in a hospital operations, diagnostic tests and medicines
are provided free of charge.
In case of an accident, injury, childbirth, sudden illness or sudden deterioration of the state of health call
an ambulance (dialing 999 or 112) or go directly to a hospital, in particular to an accident and
emergency department (SOR). Ambulance transport in such cases is free of charge. Show your European
Health Insurance Card (EHIC) or a replacement certificate.

22.2 CITY OF RZESZOW
Rzeszów is an economic, scientific and cultural centre of southeastern Poland, the capital of the
Podkarpackie Province. With a population of over 185,000 it is one of the largest cities in this region. The
proximity to the southern and eastern frontiers makes Rzeszów an important communication centre. The
city is approximately 100 km from Slovakia, and not more than 90 km from the Ukraine. For centuries
Rzeszów took advantage of its location on a major east-west route linking Krakow, Przemysl and Lwow
(L'viv) with the Black Sea. Even today, this route still plays an important role in city life, as Rzeszow is
situated on International Road No 4, running from Germany to Ukraine along Poland's southern and
eastern borders. An important influence on the city’s development has been the modern international
airport, Rzeszow-Jasionka, situated 10 km north of the city centre.
22.2.1 Must-see in Rzeszów
- Multimedia fountain show – fountain is located in the amphitheater, in the area of Lubomirski Avenue.
(The nearest car parks are located at Szopena str. (not far from Filharmonia Podkarpacka -
philharmonic), at sport hall – Podpromie str., under the Ogrody Bernardyńskie - Bernardins gardens
(Sokoła str.), at Pułaskiego str. Musical show (during the rally): Thursday, Friday, Saturday, Sunday –

- Town hall – was built by Mikołaj Spytko Ligęza, in XVI century. Today's form was adopted in the late
XIX century, combining elements of Neo-Gothic and Neo-Renaissance style.
- Large Synagogue – XVII century synagogue called Nowomiejska. Now the headquarters of the Office
of Art and Exhibitions.
- Lubomirscy Castle - The first construction was a defensive structure in the same place probably in the
XVI century. The present shape dates from the years 1902-1906.
- Regional Muzeum - is located in an old historic Piarist monastery from XVII century.
- 3-go Maja street – with its historical buildings and churches.
- Round footbridge - footbridge designed in the shape of a ring having an outer diameter 39 m. It
covers with his entire circumference the intersection of Piłsudskiego av. and Grunwaldzka str. The

footbridge is suspended 5.5 m above ground level, has two lifts. This is the first ring footbridge in
Poland. The object won the fourth edition of Maximilian Wolf “Bridge Competition”.
- Fairy Tale Museum - from the collection of Wojciech Jama. Museum presents collection of objects
related to television cartoons, fairy tales from the sixties and seventies. This is a presentation of the
unique collection of toys, original dolls from movies, games, posters, vinyl records, VHS tapes, phone
cards, etc. You can find here same “celebrities”: Bolek and Lolek, Koziołek Matołek, Reksio, Colargol Bear,
Miś Uszatek, Muminki, Maya the Bee, Rumcajs, Kot Filemon. You will also find the heroes of childhood,
which is difficult to find today in television programs such as Gąska Balbinka, Gucio and Cezar, Plastuś,
Sand Grandfather of the former GDR, Jacek and Agata, Kiwaczek-Czieburaszka from the former Soviet
Union.
- Tadeusz Nalepa monument – was built in December 2009, recalls the polish kin g of the blues, who
was put his "first steps in music" here, in Rzeszów.
- Wanda Siemaszkowa Theatre - located at the former Gymnastic Society "Falcon", was built in the years
1890-1900 in Neo-Renaissance style. Since 1997, the theater housed a gallery of works by Józef Szajna.
- Monument of Revolutionaly Act - the famous, unofficial symbol of the city on the Wisłok river. It was
built in the years 1970-1974, designed by Marian Konieczny. There are statue of Nike on one side and
figures of soldier, worker and peasant on the other. In 1992 was added the arms of Rzeszow. It should
be viewed because of some plans of its demolition.
- Underground Turistic Trail - a length of 214 m consists of 34 cellars, situated at a different levels. The
lowest of them is located at a depth of 9.58 m. The route includes several buildings and the space under
the market square.

22.3 ENVIRONS OF RZESZÓW
22.3.1 Łańcut - castle
The town was founded by king Kazimierz Wielki. The town had to turn to Pilecki, Stadnicki, Lubomirski
and Potocki family. Today is primarily known for its castle - the highest world-famous monument and
Music Festival, which brings together artists from around the world. But not only the castle and its
beautiful interior of the chamber: ballroom, theater, library or sculptures gallery are worth seeing. You
have to see also the castle environment with a 30-hectare park, romantic castle, conservatory and
carriage house with the largest collection of carriages in Poland. A unique monuments of Łańcut are the
synagogue from 1761, parish church of Św. Stanisław, distillery museum and museum of icons.
22.3.2 Kolbuszowa – open air museum
For several centuries Kolbuszowa belonged to the Lubomirski magnate family who founded the
administrative headquarters in the town. Greatest prosperity of Kolbuszowa coincided with the XVII and
XVIII centuries. In 1700, Kolbuszowa received municipal rights. Kolbuszowa today is known for its relics of
the past and for one of the finest open-air museums in Poland.
22.3.3 Stępina – railway bunker
There is an unique in all the Europe, built by the Germans during World War II, system of railway bunkers
in Stępina. The main building is a system of almost 400-meter bunker for train staff.

Railway tracks led from the station of Wiśniowa. In this bunker, called “South Führer Building” held
a meeting of Hitler and Mussolini (27-28 August 1941). To this day, many rooms, flooded with water, is
unexplored.
22.3.4. Strzyżów – bunker tunnel
System of bunker tunnels in Strzyżów was built in 1940-41. The tunnel was made under the hill during
World War I by the Austrians.
22.3.5 Trzcinica – Carpathian Troy
In Trzcinica discovered the oldest in Poland, the strongly fortified village from the early Bronze Age.
There is a monumental early mediaeval stronghold. Here were found some 130 000 different types of
monuments, often unique in Europe. There is the archaeological museum in Trzcinica called „second

22.4 PODKARPACKIE VOIVODESHIP
The Podkarpackie voivodship, located in south-eastern part of Poland, features unusual natural, cultural
and architecture diversity. It comprises an area of almost 18000 km2 and has a population of more than
2,1 million. The voivodeship includes 4 urban counties: Rzeszów, Przemyśl, Tarnobrzeg and Krosno and
21 land counties. The capital of Podkarpackie is Rzeszów, the largest city of that region. Podkarpackie is
one of the most ecologically prostine regions of the country.
It features the mountain ranges of Beskid Niski and Bieszczady, the Carpathians Foothills and lowlands of
Sandomierska Valley, as well as part of Roztocze Hills. For many centuries this area was melting pot of
cultures, traditions and religions. Besides Polish and Jewish people the region was a home for Łemko and
Bojko ethnic group, Ukrainians, Vlachs and Słovaks.
Today, the historic landmarks bear withness to this multicultural heritage. Those include the monuments
of sacred architecture: churches, tserkovs and synagogues. The landscape of Podkarpackie is adorned
with beautiful historic architecture of the towns, as wall as the palaces and castles of renowned polish
aristocratic families.

22.5 ACCESS TO RZESZÓW
Rzeszów is an important communicational junction in region, town has numerous connections with
main cities in Poland and neighboring countries.
22.5.1 Road connections
Access to Rzeszów by car is the easiest way. There is an intersection of motorway A4, international road
E40 and E371 and also national roads No. 9 and No. 19 in Rzeszów. Highway S19 in environs of Rzeszów
is unfortunately not ready yet, but you can use same fragments of motorway for stress-free drive.
22.5.1.1 Vehicles with a maximum permissible weight > 3,5 t

The viaTOLL system is based on the short range wireless communication technology. Toll gantries fitted
with antennas are located above the toll roads. The antennas enable communication between the

transceivers and the viaBOX device mounted in the vehicle. Each time the vehicle equipped with viaBOX
device passes beneath the gantry the driver is charged for travelling on a particular section of toll road.
The viaTOLL system is obligatory for all motor vehicles and combination of vehicles with a maximum
permissible weight of over 3.5 tonnes and for buses regardless of their maximum permissible weight.
Eelectronic toll collection applies in Poland on toll motorways, expressways and selected national roads.
The use of the viaTOLL system is obligatory for the drivers of:
- tractor with semi-trailer with a maximum permissible weight of over 3.5 tonnes
- tractor with trailer with a maximum permissible weight of over 3.5 tonnes
- rigid truck with a maximum permissible weight between 3.5 and 7.5 tonnes
- rigid truck with a maximum permissible weight between 3.5 and 7.5 tonnes with trailer
- rigid truck with a maximum permissible weight between 7.5 and 12 tonnes
- rigid truck with a maximum permissible weight between 7.5 and 12 tonnes with trailer

ViaTOLL electronic toll collection includes an enforcement system that verifies whether a vehicle is
subject to toll and, if so, whether the toll payment process has been followed correctly. The Road
Transport Inspectorate is authorized to control vehicles.

22.5.1.2 Vehicles with a maximum permissible weight < 3,5 t
The drivers of motor vehicles and combination vehicles with maximum permissible weight ≤ 3.5 tonnes
are liable to settle toll for the use of toll motorways pursuant to Toll Motorways and National Road Fund
Act (in polish GDDKiA).
In addition, you have to pay for motorways managed by other companies (eg. A4 section Katowice –
Kraków). These tolls are collected by a manual method.
From 1st June 2012 drivers of such vehicles voluntarily decide whether they wish to pay for the use of
motorways sections in a manual or electronic manner, joining the viaTOLL system.

3,5 t). ViaBox is changed in ViaAuto.

Railway station and bus station are situated close together, not far from old city of Rzeszów. There is
a local bus station on 6 Kasprowicza str., which supports local connections. There are a lot of bus
connections with other towns in Poland.

there will be more excitement to see as the drivers will be able to drive faster.

- Stand below the level of the track
- Stand in front of arrows or signs
- Stand in prohibited areas
- Stand or sit on or near log piles, walls or fences
- Sit close to the edge of the track
- Block escape routes
- Be distracted
- Play games with your safety or that of the drivers
- Remove stage signs or arrows
- Be the one to stop the stage
Always:
- Expect the unexpected
- Stay behind the safety tape or barriers
- Listen for approaching cars
- Remain alert
- Leave yourself room to move quickly
- Plan your own escape routes
- Try to keep behind something solid
- Keep children under supervision
- Keep dogs on a lead
- Do as the marshal's ask
- Help the marshal's to run a safe stage
