is very

controversial.

oppose it are;

The Tea Party, Conservatives, and some

teaching associations.

Has it been in the news

recently? If so why?

Race to the Top is still very controversial

today. This program has recently been in

the news because the government was

discussing a new goal for early learning.

since its inception?

● RTTT was based off of the No Child Left

Behind program.

● Congress has recently approved 11

waivers for the states.

● Race to the Top is being currently

modified to improve early education.

Race to the top is designed to spur

systematic reform and embrace innovative

approaches to teaching and learning in

America’s schools. Also to help prepare

US students to graduate ready for college

and career, and enable them to out-

compete any worker, anywhere in the

world.

What Is the Purpose of RTTT?

Race to the top was established by The

American Recovery and Reinvestment Act

of 2009 (ARRA).

funding from RTTT. They apply for

grants.

No, Alaska, North Dakota, Texas, and Vermont do

not participate the the Race to the Top program

because they did not submit the application.

States that are ready to apply for grants

apply during phase 1 of RTTT grants.

States that need more time to display student

achievement apply for RTTT grants in

phase 2.

Phase one grantees are not able to receive

funds from phase two as well.

The states budget must conform to the range

they have set, it will not be considered if

the budget is higher than the maximum set

in the states range.

Section 14006(c) of the ARRA requires at

least 50% of race to the top funding to

states to be sub-granted to participating

CEAs according to their required shares of

funding under the ESEX title 1, part A

program for the most recent year.
