Taking strong exception to MLA Simarjeet Singh Bains’ remarks on yesterday’s
Nihang attack on a police party in Patiala, a group of Punjab cabinet ministers on
Monday demanded registration of an FIR against him for inciting communal
disharmony.
Bains, in an interview to a media channel, had termed the Patiala attack a ‘public
backlash against the police high-handedness’ over the last few days. It may be
recalled that ASI Harjeet Singh had lost his hand in the attack and had to undergo a
nearly 8-hour long plastic surgery yesterday.
Bains should be immediately booked under the Epidemic Diseases Act, 1897 and
the National Disaster Management Act 2005, as well as relevant sections of the
IPC, the minsters demanded.
Cabinet Ministers Tripat Bajwa, Sukhjinder Singh Randhawa, Balbir Singh Sidhu,
Vijay Inder Singla and Aruna Choudhary condemned Bains for his provocative and
vile remarks and asked him to give up Punjab Police security if he did not trust the
force.
The ministers also demanded a unequivocal apology from Bains for politicising the
issue for cheap publicity at a time when the entire Punjab Police force was putting
their own lives at stake to save the lives of people from the COVID-19 pandemic
and working 24X7 to go the extra mile for providing relief to the needy.
“The Punjab Police is doing a commendable job in these critical times and what
happened yesterday is reprehensible. By casting aspersions on our police force,
Bains has rubbed salt in the wounds of these bravehearts, who are risking their
lives for our safety,” said Balbir Singh Sidhu.
Randhawa said this was a time to fight the enemy unitedly and support the
frontline warriors who are fighting to save lives by endangering their own.
This is gross disrespect to the great sacrifices being made by our policemen in line
of duty and should be condemned by all, added Minister Vijay Inder Singla.
Terming it as yet another desperate attempt by Bains to grab the limelight, Aruna
Choudhary said "by giving such statements he is encouraging anti-social elements
to attack police".
Such derogatory statements against the force, which is going beyond the call of
duty in service of people, are unpardonable said Minister Tript Rajinder Singh
Bajwa while castigating Bains for trying to derive political mileage of this tragic
incident and at a time when the state and the country is facing unprecedented
challenges.
The ministers wished ASI Harjeet Singh a speedy recovery, and said the whole of
Punjab was proud of the Punjab Police force and was standing behind them in this
war against the pandemic.

to CM Relief Fund for next 6 months
Chandigarh, April 13: The Punjab Government in the leadership of Chief Minster
Captain Amarinder Singh is fighting an all out war against deadly Corona Virus
pandemic in the State. Mr. Navtej Singh Cheema MLA from Sultanpur Lodhi
constituency has announced to contribute 30 percent of his basic salary to the
Chief Minister’s Relief Fund for Next six months.
Mr. Cheema in a press release issued here today said that Punjab was
already facing financial crunch due to the burden put by the earlier regime, but
now due to the Corona Virus pandemic the financial situation of the state has
worsened more. The state government needs huge amount of funds to fight the
battle against Corona. He said that Punjab Government is already using its all
resources to save the lives of people from this deadly virus. Now due to lockdown
all sources of income to the state government have stopped therefore people
have to come forward to help the state government in this crisis situation.
The government needs lot of money to purchase medicines, ventilators and
other medical equipments to save the lives of people. Being a responsible citizen
of the state he has decided to contribute 30 percent of his basic salary to the
Chief Minister’s Relief Fund. He also appealed to other MLA’s and the people of
the state to come forward to contribute maximum to CM’s Relief Fund to
strengthen the hands of Chief Minister in the fight against COVID-19.

Defending the attack on police totally unacceptable: Aruna Chaudhary

Terming the attack on police in Patiala a callous in nature, Punjab Social Security, Women and Child Development Minister Mrs. Aruna Chaudhary today strongly condemned the incident and its defendants. She said that this is an act of cowards and the defending of this action is showed immaturity and insanity of the concerned leaders.
Mrs. Chaudhary termed the statement of Lok Insaaf Party MLA of Simarjit Singh Bains totally baseless and irresponsible. She said that he (Bains) wanted to grab the attention of people with these types of gimmicks which are totally unjustified. She said that If the Member has lost the trust in Punjab Police, he should give up his security cover of Punjab Police.
Praising the dedication and devotion of police personnel, the Minister said that the Punjab Police is leading from the front in this hour of crisis to impose curfew restrictions to contain the spreading of Corona virus. She said that we are proud of them and the Punjab Government stands united behind our brave police officers, who are working hard to maintain law and order. She said that this act of violence, which was specifically directed against police officers, in which several police officers suffering extremely serious injuries, is intolerable and unacceptable.

OR HATRED CHANDIGARH, APRIL 13: In a swift action, the Punjab Police on Monday arrested three persons for provocative social media messages, promoting religious hatred, in the wake of the brutal Patiala attack on police personnel by a group of Nihangs. Bhupinder Singh s/o Late Jeet Singh r/o Model Town, Hoshiarpur; Davinder Singh s/o Harbans Singh r/o Civil Lines, Batala; and Kuljeet Singh Bhullar s/o Swarn Singh r/o Malout City in Sri. Muktsar Sahib district, were found inciting disharmony communal unrest with their hate messages on the social media, said DGP Dinkar Gupta.
Separate FIRs have been registered against all three under Section 115, 153-A, 188, 269, 270, 271 & 505(2) of Indian Penal Code 1860, Section 3 of Epidemic Diseases Act, 1897 and Section 54 of the National Disaster Management Act 2005. These men, said the DGP, had been indulging in hate propaganda through the social media posts. Bhupinder Singh had posted his inflammatory interview to Apna Sanjha Punjab Facebook TV channel, in which he had defended the Nihang action, but had later removed it, said Gupta. The DGP said the police was also examining the legal options for taking action against the FB channel. Bhullar and Davinder had also posted inflammatory and vicious statements on FB, lauding the Nihang action and provoking the Nihangs to come forward to launch more such attacks, said Gupta. Warning of prompt and strict action against anyone found indulging in such hate propaganda and inciting violence against the police or any other section of the society, the DGP said nobody would be allowed to spread hatred or disturb the law and order in the state at any cost. The entire police force was working day and night to enforce the curfew and also provide relief to the needy in these trying circumstances, triggered by the spread of COVID-19, he pointed out. The police would come down heavily on any violation of the curfew restrictions or any attempt to create trouble in the state, he warned, adding that Chief Minister Captain Amarinder Singh had also issued strict instructions to the Punjab Police in this regard. “We will not tolerate such acts against our police personnel,” the Chief Minister had declared yesterday after the Patiala assault. Punjab Chief Minister Captain Amarinder Singh on Monday spoke to ASI
Harjeet Singh, whose hand was severed in an attack in Patiala yesterday, to inquire
about his well-being, and extend his and his government’s full support.
The Chief Minister expressed happiness at the successful plastic surgery
conducted on Harjeet by doctors at PGI Chandigarh, and expressed the confidence
that he would emerge out of his unfortunate incident healthy and cured. He said the
entire state was proud of him, and urged him to convey to him, through the senior
police officers at the hospital, in case of any requirement. The Chief Minister
wished Harjeet a speedy recovery.
Motivating the ASI, Captain Amarinder recalled a similar experience of an
associate, who had also lost a hand and had to undergo a similar surgery to implant
it. The carpenter was now fully cured, and healthy and hearty, he told Harjeet.
The Chief Minister, who had yesterday itself directed DGP Dinkar Gupta to
ensure the best possible medical facilities for Harjeet, told the ASI that all his
needs would be taken care of, and no expense would be spared to bring him out of
this crisis. The entire state was standing by him, he further assured the ASI.
Captain Amarinder also promised the ASI of the strictest action against
those involved in the brutal and unprovoked attack on him. The entire police force
was currently engaged in the difficult and momentous task of enforcing the curfew
and providing relief to the needy, while putting their own lives on the line, said the
Chief Minister, adding that any such assaults on the force would not be tolerated.
Meanwhile, DGP Dinkar Gupta said that PGI Director Jagat Ram met the
ASI this morning and later told the former that a team of doctors led by Prof.
Ramesh Sharma, Head of Plastic Surgery Department, examined Harjeet. They
found the patient doing well but cautioned against too many visitors, and said only
his wife was currently allowed to meet him once a day.
Gupta further disclosed that all the 11 persons arrested in connection with
the assault had been remanded to 11 days of police custody today.

said that the onslaught of COVID-19 has virtually brought the whole globe at a
standstill as the public is forced to confine to the fore walls of their houses due
the restriction imposed by the imposition of curfew/lockdown in most parts
of the world. The spokesperson said that in this most pressing time the
department of local bodies has been doing its duties round the clock with a
human touch in close coordination with the district administration.
He said that the main focus at this crucial juncture is to ensure the
intensive sanitation of the cities. He said that in this direction the ground
workers of the department have been doing spray in and across the cities to
make them disinfectant. He said that in most of the cities two and three
rounds of the disinfection drive has been completed.
The spokesperson said that the other focus area of the department is to
ensure that solid waste management work in the cities is done unabated so
that there might not be any heaps of garbage in the cities which may become a
reason for the outbreak of any other disease. He said that door to door
collection of the solid waste and garbage lifting is being done regularly. He
said that the safai sewaks of the department have been doing work missionary
zeal and devotion. He said that what reward can be more befitting for the
courage and dedication of the safai sewaks that in most the cities people gave
them floral welcome and applauded their selfless service in this critical time.
The spokesperson said that apart from the mandated duties the officers and
official of all rank and files has been sparing extra hours to supply the
essential items to the citizens which included dry ration, masks and supply of
drugs to the elderly citizen. He said that officers of the Local Bodies
Department have been working in close coordination with the district
administration to ensure the distribution of dry ration and food to the needy.

Punjab Chief Minister Captain Amarinder Singh on Monday thanked the
people of the state for responding to his appeal for Ardas at 11 a.m. from their
homes, and celebrating the auspicious festival of Baisakhi from their homes in the
larger interest of all.
The Chief Minister, who led the Baisakhi prayers with his own Ardas at his
home, hoped that the collective prayers of the people would keep Punjab safe and
ensure its victory of the deadly Coronavirus.
Captain Amarinder had yesterday called upon the people not to venture out
of their homes to celebrate Baisakhi with the traditional fervour and gaiety, but to
stay at home, for their own safety and that of their children as well as the state and
the nation.
Lauding the cooperation of the people in this difficult time, the Chief
Minister said it was the need of the hour for all to behave responsibly and ensure
that the pandemic does not escalate out of control. He thanked the people for
extending their full support to his government for the past three weeks in
maintaining social distance and adhering to the restrictions imposed as a result of
the lockdown. The inherent Punjabi resilience had once again come to the fore in
this critical hour, he added.
“Unfortunately, we have had to extend the curfew for another two weeks, till
May 1, but given the critical situation, there was no option,” said the Chief
Minister, hopeful that the state, which had largely been able to control the
pandemic till now, would be able to stabilise the situation further.
He reiterated his assurance to the people that the government would further
streamline the supply chain and ensure that not a single person in the state,
including the migrant labourers, go hungry. Arrangements were also in place for
the smooth wheat harvesting and procurement operation set to commence on April
15, he added.
Further measures would be taken, said the Chief Minister, to ensure smooth
and gradual exit of the state from the lockdown/curfew so that some kind of
normalcy could be enabled, in the interest of the economy and industry.

Season beginning from April 15 in the state, the Mandi Board Chairman Lal Singh
on Monday unveiled the contact numbers of State Control Room setup at Mandi
Board Headquarters in Mohali for all 22 districts to promptly address the issues of
farmers and Arthiyas during procurement operations in wake of COVID-19.
Reiterating Captain Amarinder Government’s resolve to procure every
single grain of the farmers produce, Lal Singh said that all necessary health
protocol as well as social distancing measures would be followed in the right
earnest to keep the spread of coronavirus under check. He said that requisite
elaborate arrangements were in place and necessary directions had already been
issued to concerned authorities in this regard.
Disclosing this here today a Spokesperson of the Mandi Board said that the
Chairman also suggested the farmers to download ‘epmb mobile app’ of Mandi
Board to get the latest information regarding Mandi activities as well as e-passes
for wheat procurement. He said that this app had already been launched, which
would be immensely benefitted for all stakeholders in the procurement of wheat
amid COVID-19.
Divulging the procedure for procurement, the Spokesperson said initially
farmers and Arthiyas required to contact their Secretary Market Committees
related to procurement issue and if the same is not resolved, they could establish
contact at said Control Room for their districts.
The Spokesperson further informed that the Mandi Board had also created
an email ID wheat.proc2020.ctrl@punjab.gov.in for this purpose and complaints
on this email could also be got registered.
Giving details of control room, the spokesperson stated that these have been
established for all districts where teams of mandi board had been deputed to get the

Punjab Government issues precautionary advisories for wheat harvesting and
procurement to prevent spread of Corona virus
Rural Development Minister Tripit Bajwa appeals to people to ensure strict
compliance of advisories
Chandigarh, April 13:
The Punjab Government to begin wheat procurement from April 15, 2020.
In view of the threat of corona virus in the state, the Rural Development and
Panchayat Department has issued precautionary advisories for the farmers,
commission agents and labour, which should be strictly taken care off while
working in the fields and grain markets to prevent spreading of corona virus.
The Rural Development and Panchayat Minister Mr. Tript Rajinder Singh
Bajwa in a press statement issued here today said that to protect ourselves and our
families from the deadly corona virus spreading throughout the world at this time,
we have to strictly take all precautionary measures in farms and grain markets. He
said that the rural development department has launched a massive campaign at
village level to raise awareness among the people. To aware people posters are
being pasted in villages, besides this people were being made aware through social
media platforms and WhatsApp messages.
As per the instructions issued by the Punjab Government, the wheat harvest
timing would be from 6am to 7pm. The workers should maintain atleast two
meters distance from each other while working in thefields, wash hands properly
after short span of time, avoid putting hands on face, eyes and nose, keep nose and
mouth covered while working, maintain proper distance from each other while
eating and drinking, do not spit in the fields and markets as spitting increases the
risk of spreading the corona virus and if possible use labour of the same village in
the farms.
Apart from these, only those farmers should bring wheat to the grain
markets, who have a hologram slip issued by the commission agent, without
hologram slip wheat would not be allowed to enter the grain market, wheat taken
to the grain market should be unloaded at a specific allotted spot, only driver
would be allowed to sit on the tractor, minimum labour should sit in the trolley
maintaining proper distance.
In the grain markets people should not gather at the eatable shops,
shopkeepers should also cover their face and nose, people should use their own
utensils for eating and drinking, if anyone feels suffering from fever, cold or cough
should immediately visit the nearby government hospital.
The Rural Development and Panchayat Minister Mr. Tript Bajwa has
appealed to the farmers, commission agents, labourers and employees to strictly
compliance with the advisories issued by the government.

Sukhjinder Singh Randhawa announces to
donate 30 percent salary each month until Covid
fund is in existence
Performs Ardas for welfare of all
Chandigarh, April 13:
Making his contribution in the Chief Minister's Covid relief fund
established owing to corona virus, the Cooperation and Jails Minister, S.
Sukhjinder Singh Randhawa today announced that he would contribute 30
percent of his salary to the Covid relief fund each month until the fund
remains in existence. Earlier, in March, the Cooperation Minister had
donated his one month salary to the fund.
In a press communique here today, the minister said that the State
Government is shouldering a huge responsibility of making adequate
healthcare related arrangements besides providing essential supplies to the
people owing to the cutfew/lockdown which was imposed to combat corona
virus disease. He also said that as of now, the economy is not in that fine a
shape and the income of the State Exchequer has also been reduced. That
explains why the State Government has constituted Chief Minister's Covid
Relief Fund.
S. Randhawa also performed Ardas today on the occasion of Baisakhi
for the welfare of all and prayed to the almighty to keep the community in
high spirits. He said that it is significant for us to follow the instructions
issued by the Government and the health advisories too.

Chandigarh, April 13: The Punjab Rural Development and Panchayat Minister Mr.
Tript Rajinder Singh Bajwa has decided to contribute his 30 percent salary in the
Chief Ministers Relief Fund for next 6 months. Mr. Bajwa in a press statement
issued here today said that he has done his bit to raise funds for the war against
the Corona Virus, which the state government is fighting.
Mr. Bajwa said that like the rest of the world, Punjab too is passing through very
tough times due to Corona pandemic. Regardless of their lives the employees of
Health, Police, Rural Development and Panchayats, Animal Husbandry and various
other departments are fighting the war against Corona in the state. He said that
there is a dire need of safety kits and masks for these fighters while patients need
medicines and ventilators. In addition to this to stop Corona virus from spreading
state needs testing kits. “To buy all these equipments state government needs
huge amount of money,” added Bajwa.
The Minister said that he has done his bit by contributing 30 percent of his salary
to the Chief Minister’s Relief Fund for next six months. He has also appealed to all
the Ministers, MLAs and all the regular employees starting from Grade 4 to the
rank of Chief Secretary to contribute 30 percent of their salary to the chief
minister relief fund for next six months. Besides this the Rural Development
Minister has also appealed to the Industrialists and Businessmen to as much as
possible to the Chief Minister’s Relief Fund. “Every penny contributed to the Chief
Minister’s Relief Fund would be helpful in fighting the war against Corona,” added
Tript Bajwa.
The Minister said that the Punjab Government has to stop all other works and
spend all money to win war against Corona, so it’s possible that we have to stop
some of our development works for some time. The Minister said that we need to
be mentally prepared for this and postpone some of our development works
related to roads, bridges, Sewerage, and buildings of Schools and colleges. He said
that need of the hour is to save the lives of people and the Punjab Government
has pushed all its resources for saving lives of people.
Mr. Tript Bajwa also expressed hope that Punjab Government would come out
safely from this crisis and win the battle against Corona with help and support of
people.
