The difference of HW II and HW III Power Control algorithm are:
• Initial Discarded MR. number
At the initial stage of channel seizure, the MR data is considered unstable/ fluctuating. So to avoid Power Control inaccuracy, system discards some initial measurement reports.
In HWII: Discards 4 initial MR (fixed)
In HWIII: Set by parameter- Signal/Traffic Channel Discard MR Number

If the Rx Level value is lost, the recovered value for missing MR is taken from the last measurement report.

If Rx Quality is lost, the interpolation value is 7.

Then the C/I and the Receive Level shall be filtered using Exponential filter and slide window.
In HW II, filtering is based on mean value filtering.
