Systemwide Tasks

Investment grade study for the HCRMA is underway by C&M and managed by the PMC. – Currently updating origin/destination at border areas as well
conducting a “special generators” study for local traffic (e.g. new cold storage facilities, new attraction centers, etc.) that influence local/global traffic patterns that feed into traffic models.
ProjectWise implementation completed: – All active users have accounts created that limit the access and
edit of documents to the scope of work they need to conduct for the agency
PMC is developing project dashboards that will be used to inform Board / stakeholders of project progress (budget / cost / schedule).

Design / Utilities – PMC reviewing 30% PS&E on all segments.
– Engineers will start to incorporate utility exposure info into plans.
– Utility conflicts will be identified and meetings to be set with impacted utilities.
Environmental – PMC and Atkins have incorporated final comments to Draft EA. Submittal
will be made as soon as some ROW calculations (based primarily on changes from TxDOT comments) are updated within document.
– An updated archaeological survey report has been submitted to TxDOT ENV, then THC, for final review and guidance. THC will dictate the options for mitigation that they will accept for the archaeological sites.
– Once Daft EA and Archeological Reports are accepted then process will move onto FHWA.
– PMC and Atkins will start to document the ROW process using TxDOT Early ROW Acquisition Guidance.

Progress on IBTC Project
Design / Utilities – PMC 95% schematic submitted to TxDOT Pharr District for comment on 3/17/2014,
comments received 5/19/2014. PMC putting together 100% package for TxDOT Austin review.
– The 100% schematic will address TxDOT comments and utilize updated topo/aerial (obtained in WA 11) to finalize the ROW lines.
– PS&E Kickoff held with Engineers (Halff, TEDSI, and S&B) and ProjectWise users issued and teams are actively working on this project.
– Meetings with various utilities along stretch from north of the Donna Lakes to I-2 have been initiated.
Environmental – Requested scoping meeting with TxDOT and are pending a date to document the
approach whereby technical reports are submitted for concurrent review with TxDOT ENV and Pharr District. All work is ongoing from a technical standpoint.
– Atkins and their sub have been mobilized and are working on updating the work necessary for federal clearance.
– Regional Toll Analysis (WA 13) is underway with initial buy-in from HCMPO and TxDOT Pharr District. Working closely with both reviewers/stakeholders to analyze all tollroad projects.

Progress on IBTC Project
ROW Mapping – Strip map is near completion and will be ready first week in June for
distribution to the survey pool to proceed in the preparation of the survey plats for ROW acquisition.
– Once strip map is complete, the PMC and Atkins will document the ROW process using TxDOT Early ROW Acquisition Guidance.
ROW Acquisition – Stakeholder coordination meetings are taking place between
HCRMA, City of Donna, and Residents of the impacted communities north of the Donna Lake.
– Emphasis of those meetings was to provide clarity on which areas will need to be acquired and the timeframe for relocations.
– Quiet Village is being inspected by the Appraiser.

PMC is obtaining status on readiness from Grupo Jugas, the who are constructing a scale for facilitating the sale of permits in Reynosa, Mexico.
Grupo Jugas is 85% complete toward opening for operations. Pending certification from PROFECO.
Other PROFECO scales are available throughout the interior of Mexico and PMC is working toward obtaining a list for use on the HCRMA Permit website.
