Process: 1. Identify of the “worst of the worst” properties 2. County Board adopts Resolution 3. SA files petition in Circuit Court 4. Owners and lien holders notified 5. Court Order Obtained 6. County solicits bids for demolition or securing 7. Property demolished or secured 8. Lien filed to recapture funds 9. Recaptured funds returned to demolition fund

• Purpose: To finance the redevelopment of blighted, abandoned, and foreclosed homes

• Funding Sources: HUD and IHDA

• Developers: Selected through RFP process

• Homebuyer Requirements • Income Limits • Home must serve as primary residence (not rentals) • Obtain approval of 30-year fixed-rate mortgage • Homebuyer education course required

Property Selection Criteria

• Homes falling into blighted condition

• Properties with environmental hazards • Mold • Lead-based paint

• Homes that wouldn’t qualify for a conventional first mortgage

• Preferably in highly visible locations (i.e., near parks/schools)
