The city waterfront development at Barangaroo in Sydney, is one of the most ambitious urban renewal projects in the world today. This 22 hectare former container port on the north western edge of Sydney’s CBD is being transformed into a vital city precinct by Infrastructure NSW on behalf of the NSW Government.
The Barangaroo precinct is broken down into three distinct areas – Barangaroo Reserve, a naturalistic harbour side park to the north; Central Barangaroo, the community and civic focal point, and Barangaroo South, the commercial and residential hub.
Within Barangaroo South sits Watermans Cove, a new public open space designed by landscape architects Grant Associates. Watermans Cove provides an informal amphitheatre to the harbour, offering a more structured cove experience in contrast to the natural offering of Nawi Cove within Barangaroo Reserve.
At the southern edge of Watermans Cove is a new pier that will provide a series of three distinct levels of occupation and interpretation - the Platform (Tier 1), the Mid-Level Zone (Tier 2) and the Boardwalk (Tier 3).
It is the intent of this Competition to celebrate the upper level of the pier - the Platform - as an extension of the promenade known as Wulugul Walk, the Barangaroo section of the iconic 14 kilometre harbour foreshore walk stretching from Woolloomooloo to Glebe. This Competition presents an opportunity for registered Australian architects to develop a structure that marks this place, an exciting and memorable physical contribution to the world-class architecture of Barangaroo.
This structure is to be a new Pavilion - a prominent covered public space and a visually iconic landmark, designed to appropriately accommodate a broad range of programmed events whilst also offering a protected space to dwell and contemplate when not in event mode.
As the landowner, Infrastructure NSW has the aspiration for this Pavilion to be an exemplary work of architecture - artistic and poetic, while remaining appropriately functional for its required purpose. The ultimately successful Competition design will be one that intelligently adheres to the stated budget while still being architecturally ambitious.
Since its inception, Barangaroo has been about creating a rich, vibrant, positive place for the future - for everyone who lives in, works at or visits Barangaroo.
Once again, with this Design Competition for The Pavilion, we look for something that encapsulates a rich, vibrant, positive spirit for the future, for all of us to enjoy.

People have been an integral part of the Barangaroo landscape for thousands of years. The Traditional Custodians, the Gadigal people, used the land for hunting, the harbour for fishing and the foreshore as a place of congregation.
Barangaroo is named after a powerful Cammeraygal woman who lived in the area at the time of early colonial settlement. She was a key figure in local Aboriginal culture and community, and remains so today.
Barangaroo is a 22 hectare site with a 2.2 kilometre harbour foreshore frontage located on the north western edge of the Sydney CBD. The site is bound by Sydney Harbour to the north and west, the historic precincts of Millers Point, The Rocks and Sydney Harbour Bridge to the east and the Darling Harbour/King Street Wharf precincts to the south.
Barangaroo is a globally renowned urban renewal project, delivered and managed by Infrastructure NSW on behalf of the NSW Government. The precinct is the most important waterfront renewal project to happen in Sydney’s CBD in decades, transforming a once neglected and inaccessible area of the city into a dynamic cultural, residential, business and retail hub. The commercial development is linked with the delivery of a significant new public domain for Sydney and embodies world class design excellence and sustainability.

Once complete, more than half of Barangaroo will be dedicated to public open space encompassing a continuous Sydney Harbour promenade, expansive parklands, plazas and coves. Barangaroo will support around 20,000 jobs, provide a home to approximately 3,500 residents and contribute more than $2 billion a year to the NSW economy.
Currently, two areas of the Barangaroo precinct have been completed - Barangaroo Reserve and Barangaroo South (Stage 1A) - both of which are successful extensions of the public domain and open space for the city. Barangaroo South (Stage 1B) will continue this extension through the addition of new public domain and open space, including the new Watermans Cove, the site of this Design Competition (refer Figures 1 and 2). Watermans Cove will deliver a unique foreshore experience that will tie together the network of existing public waterfront open space currently enjoyed to the north and south.
It is envisaged that The Pavilion on the Platform (circled in Figures 1 and 2) will be a strong visual landmark on this iconic public waterfront.

The pier will be located in a prominent position along Sydney Harbour, to the south of, and overlooking the new Watermans Cove and nearby the restaurant, retail and residential buildings in Barangaroo South. In addition, The Pavilion and pier are adjacent to the Barangaroo Ferry Hub terminals and Crown Hotel Resort to the north (refer Figure 3).
The pier will be a public place, an extension of Wulugul Walk connecting to the harbour, enriching the experience of the waterfront
walk while also providing places close to the water’s edge to stop and rest. The Pavilion and pier will be a significant public domain asset contributing to the overall enhancement of Barangaroo’s expansive public space network.
The pier, The Pavilion, Watermans Cove and adjacent public spaces provide the opportunity to create a distinct waterfront area for gathering, relaxation and engagement – either passive or active through programming and events.

Watermans Cove and the pier are currently under construction and due for completion at the end of 2020. The pier will accommodate three tiers - The Platform (Tier 1), Mid-Level Zone (Tier 2) and Boardwalk (Tier 3), with the Platform to accommodate a structure - The Pavilion - the subject of this Competition.
The Pavilion will become a prominent public space and an iconic landmark both within the Precinct and the broader harbourside setting, and will support both general public use as well as providing an open space for functions, events and activations that may include but not be limited to public gatherings, art installations, casual performances, and other community events. It will also provide identity, activity and weather protection to people visiting this iconic place.
The intent is to allow the Platform (Tier 1), the upper level housing The Pavilion, to operate independently in activation mode while ensuring free access for pedestrians along the water’s edge on the Boardwalk (Tier 3) and a public dwelling place on the Mid-Level Zone (Tier 2) (refer Figure 4).
The Platform will be geographically distinct, due to its unique location west of the Wulugul Walk allée of trees, yet it shall form an intrinsic part of the public domain fabric of Barangaroo South.
Throughout Barangaroo, Infrastructure NSW and its development partners have a commitment to sustainability. That commitment is to be carbon neutral and water positive, to minimise waste and contribute to community well-being. The design of The Pavilion and its associated services and amenities will need to embrace this commitment to sustainability.
The pier and Pavilion will become an engaging and comfortable place that provides amenity and activation for enjoyment by the public. It is part of a commitment by Infrastructure NSW to deliver public benefit through the enhancement of the Barangaroo waterfront experience.

Sited on Barangaroo’s waterfront, the positioning of The Pavilion is to be celebrated through a high quality architectural proposition that responds thoughtfully to its surrounding context while promoting its role as a major public place and prominent visual landmark.
Competition designs should understand and acknowledge the position of The Pavilion both within its broader harbourside context, its integration with the continuous 14 kilometre waterfront walk, and as part of the Barangaroo precinct.
The Pavilion shall be designed to:
• Be an iconic landmark along the harbour’s edge and celebrate its part in a connected urban waterfront walk;
• Respond to environmental factors relevant to its exposed position in creating a place of relaxation, comfort and amenity;
• Be respectful of the surrounding context in determining an appropriate form;
• Respond to the reality that the structure will be looked down upon by all of the adjacent residential and office buildings;
• Consider view corridors from the adjacent public domain to the harbour and minimise impact on key vistas and view corridors;
• Respond to the sustainability and climate positive commitments of Barangaroo;
• Incorporate a flexible and functional service zone to facilitate activation of the platform for events, considering how temporary services can be seamlessly connected to base infrastructure;
• Consider sensitive lighting in context of the overall lighting proposal for the public domain so as not to detract from, or draw particular focus away from the overall lighting of Watermans Cove and Wulugul Walk;
• Allow for wind protection that may be fixed or adjustable;
• Allow for provision of amenities such as flexible and permanent seating, shelter and a sense of enclosure for the everyday experience outside of periods of activation; and
• Allow flexibility for programming and activation of the space – as a venue for live public events, private functions, children’s activity programming or temporary art and/or sound installations.
Entrants must take all of this into consideration, while aiming to elevate their designs beyond the merely pragmatic, and infuse them with the artistic and poetic.
For this Competition ‘design excellence’ means an intelligent, sensitive, and highly functional design that is appropriate for the brief and also fits within the given budget. The aspirations for the design quality for The Pavilion are very high. The ultimately successful Competition design will be one that intelligently adheres to the stated budget while still being architecturally ambitious.

The following items set out design parameters to be considered in the Stage 1 design response, and will be the functional requirements to be met in Stage 2.
5.1 PIER AND PLATFORM DESIGN
The Pavilion should be designed to fit within the area marked ‘Competition Site’ but may consider its relationship to the area marked ‘Mid-Level Zone.
To assist in understanding the nature of The Pavilion that can be accommodated by the pier and Platform, the following design outcomes for each should be considered:
5.1.1 The pier can accommodate a Live Load of 10kPA
5.1.2 The Platform will have a minimum surface area of approximately 350m2
5.1.3 The Platform will provide structural flexibility to accommodate a canopy structure, that covers a surface area of approximately 250m2 minimum and 400m2 maximum. The canopy design will predominately cover the Platform but may also consider its relationship to the Mid-Level Zone
5.1.4 The Platform finish will be delivered as part of the Watermans Cove and pier construction project separate to this scope of works. The finish is specified as granite pavers
5.2 PAVILION DESIGN CONSIDERATIONS
To be specifically addressed in Stage 1 of the Competition.
5.2.1 General
The Pavilion will primarily operate in a ‘passive’ mode for general public access and enjoyment throughout the year. The service and design considerations for The Pavilion include:
A. A canopy structure over the majority of the Platform area responding to the following formal height controls:
• Maximum height of 8m for no more than 30% of the total canopy area
• Perimeter of the canopy form should maintain an underside height of 4.5m clear
• These formal limits look to respect and minimise the interruption of sightlines from surrounding buildings
• The design needs to mediate between the above parameters
B. Vertical elements that support The Pavilion are to be integrated into the pier/Platform structure
C. Vertical elements to protect against strong south-westerly winds and act as a principal structure for the overhead canopy
D. Horizontal elements to define the formal event space and provide protection from sun and inclement weather

E. Weather protection elements need to be integrated into the structure and not hinder sightlines in the public domain
F. The design of The Pavilion, its use and program may be part of a broader collection of elements or programs across the public domain of Barangaroo
G. Permanent and flexible public seating areas. Permanent seating elements may assist with demarcating and enclosing the event space whilst in use
H. Temporary seating for day to day use shall complement the structure, materials and design of The Pavilion and be designed so that it is moveable (when required) and stored within The Pavilion or secured to it, during event mode and overnight. Furniture will need to be cleanable, sealable and stackable
I. The permanent built form will accommodate the primary service connections (allowed as part of the pier and Platform) for everyday use as well as provide capacity and connection for events
J. All permanent services and infrastructure should be concealed or built within the fabric of the surrounding structures or floor pits. Access panels and floor pits must be able to be closed when a service/outlet is in use and locked on the public domain master key system so the services cannot be tampered with. Any service not located within a waterproof structure is to be concealed in waterproof housing
K. The Pavilion will need lighting and potentially CCTV which can be independently controlled by Infrastructure NSW. All controls will need to be waterproof, protected/tamperproof and lockable
L. The materials palette for The Pavilion must meet the following criteria:
• Robust and durable to withstand the public nature and use of The Pavilion
• Easily cleanable
• Retain consistent high quality presentation standards (i.e. sun/fading, glare resistant)
• Low maintenance to avoid continual load testing, non-destructive testing (e.g. tension wire testing)
• Replacement parts to be available in Australia
• Sustainably resourced
M. The design of The Pavilion will need to consider the area east of the Platform which will accommodate large vehicle movements to deliver and drop off/pick up containers, pieces of art and small to medium logistics equipment i.e. fork lift, high reach lifts for installation of lighting, sound, theming

5.2.2 Sustainability
The Pavilion structure shall be designed consistent with the Barangaroo Climate Positive Principles for the public domain:
• Carbon neutral
• Water positive
• Waste Minimisation
• Community Wellbeing
Refer to Appendix 4 for detailed information regarding sustainability objectives and recommended strategies.
5.3 FUNCTIONAL REQUIREMENTS Included as guidance for Stage 1 of the Competition, and to be delivered in Stage 2 of the Competition.
The space will work as an iconic, engaging pavilion that provides public amenity, accessibility and permanent infrastructure for ‘pop up’ events, supported by temporary or semi-permanent elements.
The space may host a range of events including public gatherings, displays, art installations, casual performance, children’s programming, cultural workshops and community events.
In designing The Pavilion, the following functional requirements should be considered:
5.3.1 Permanent Pavilion
The design shall allow for the following permanent functional requirements for the day to day Pavilion experience:
• Area for public events: 350m2 to accommodate up to 275 people in cocktail function, including cocktail tables and light furniture, theming, portable gas heaters and the like (this is anticipated maximum number of people for an event)
• The Pavilion should provide consistent natural light under the canopy to minimise artificial lighting
• The Pavilion should be lit at night and programmed as part of the public domain lighting (i.e. hours of operation and lighting master plan)
• Structure to allow rigging/fixing points to facilitate event mode requirements i.e. audio/sound infrastructure, lighting trusses, public Wi-Fi and the like
• Infrastructure service provisions are to be integrated discreetly into the base build elements with all services accessible and located appropriately for ease of connection to temporary event elements

• Audio visual screen element, or ability to connect a screen, which can also be used to conceal ‘back of house’ areas during event mode
• The potential inclusion of a flexible zone, screen or wall to the south west edge of the Platform providing structural support for a canopy element, wind amelioration from the prevailing winds and visual separation from the ferry terminal, without significant impact on views through and from the space. There is potential for this flexible zone to extend into the adjacent 7m wide pedestrian ramp to the south-west, however a minimum unencumbered ramp width of 4m is to be maintained
• Seating elements to help demarcate a zone for the event space
• Space allowance, and power connection, for an information panel to identify the schedule of events for The Pavilion. Note: The design should consider the integration of the sign into The Pavilion and/or design/theme of The Pavilion
• Stormwater drainage, given the outdoor nature of The Pavilion
• Base capped services and infrastructure available at the eastern edge of the Platform will include
• Power – 3 phase and single phase
• Water – potable (65mm diameter, 150kPa pressure) and recycled (50mm diameter, 250kPa pressure);
• Fire Hydrant (100mm diameter)
• Natural gas (100mm diameter)
• Sewer rising main (65mm diameter); and
• Comms – CCTV and WiFi
Note: if the project requires additional water pressure, then a pump set will be required which will need to be housed within The Pavilion services zone.

5.3.2 Temporary events and activations mode
Note: The following section relates to additional items that will only be brought on site during temporary events. These items will need to be accommodated within the design.
The design will need to allow for these temporary elements and infrastructure to be brought in during event and activations mode. Below is a guide to the components that may be required during an event, including area allocations.
It is envisaged that not all components will be required concurrently, rather a combination of components as each event requires. The design should allow for one 27m2 and one 18m2 containerised component per event as a minimum to the east of The Pavilion. Refer to Figure 5 for potential locations of components. Stage 1 designs will need to consider their own preferred locations for these components. A series of ‘event diagrams’ will need to be provided in Stage 2.

• Power, water and associated infrastructure within The Pavilion and Platform will need to accommodate the event and activation components listed in the sections below. The high trafficked public location requires a solution for connectivity that avoids use of cable trays or drawing services across the public domain
• All services are to be concealed in waterproof housing either within the Pavilion or below the Platform finish
B. Temporary Screen/Stage
• Area: approximately 18m2.
• Power – Primarily 10amp (with access to 3 phase if required) for equipment, lighting, sound (amplifiers)

• Front counter; 4 x points of sale servery areas, product display, under counter storage for glassware, consumables, production waste (bottle tops, glass, bottles etc.), servicing area for production of drinks and service pick up

• Hardstand non-porous surface that can take a load of a prefabricated containerised preparation/servery kitchen for cocktail canapé style cooking events. (Marquee kitchens can also be used. Ensure structure can take weights to hold marquee in place along with all equipment as per below)
• Equipment: 4 top cooktop stove (bottled gas); 6 tray combi oven (3-phase electric or bottled gas); electric fryer x 2, microwave, prep sink, hand wash basin, rinse sink. Stainless steel preparation benches, under bench refrigeration, lighting, shelving for cooking equipment; plating up bench separate from production bench to plate up or organise food for servers to take to the function floor

SUSTAINABILITY OBJECTIVES: The project must be in line with the climate positive aspirations of the precinct and ensure best practice delivery in terms of:
1. Energy Efficiency
2. Water Demand
3. Stormwater Management
4. Construction Practices
Additionally, consideration should be made in regard to planning for future management and maintenance practices.
RECOMMENDED STRATEGIES:
1. Energy Efficiency
A. Implement 100% LED Lighting.
B. Implement sub metering and check metering and ensure any outlets available for third party use are sub metered for carbon accounting and billing purposes.
C. Ensure passive environmental protection and comfort to The Pavilion including shade, passive heating and natural ventilation. Ensure amenities are naturally ventilated and naturally lit.
2. Water Demand
A. Ensure irrigation, washdown and other non-potable demands are supported by a dedicated, metered non-potable pipe network.
B. Connect non-potable pipe network to onsite recycled water infrastructure.
C. Install sensor taps within amenities.
3. Stormwater Management
A. Address stormwater management in line with sustainability targets/objectives for the Barangaroo precinct.
4. Construction Practices
A. Select and source construction materials sustainably:
i. All timber to be FSC certified or post consumer recycled.
ii. No PVC to be used.
iii. Materials to demonstrate a 20% reduction in embodied energy (by cost) through the use of recycled or reused product.
B. Contractor to work towards >90% waste diversion from landfill.
C. Zero airborne or waterborne emissions of particulate or other contaminants beyond site.

A. Implementation of zero emissions maintenance equipment (electric).
