Eagle Creek Clinic opened in October of 2010. It is owned by physicians Paul and Pam Evans of Huntingdon, TN. They are pleased to bring medical care to the Paris Landing area. The clinic is staffed by physician Scott Portis and physician assistant Tonya Hayes Nash. Dr. Portis received his medical degree from UT Memphis. He also holds Bachelor and Masters Degrees in Business from UT Knoxville. He has practiced for 36 years; 26 years in a private family practice and since then he has been, and is currently the director of the emergency department at Baptist Memorial Hospital in Huntingdon. He is married to Kathy Prater Portis who is from Paris. They have three children who all live in the Nashville area. Scott is a franchisee and operates five locations of Moe’s Southwest Grill in Middle Tennessee, Caroline is a nurse practitioner at Vanderbilt, and Molly is a veterinarian. Dr. and Mrs. Portis have six grandchildren with two more on the way. Portises enjoy Kentucky Lake, where they have owned a cabin for over thirty years. It has been Dr. Portis’ long time dream to bring medical care to the Paris Landing area. Tonya holds a Master of Science in Physician Assistant Studies from Bethel College. Her undergraduate degree is also from Bethel and is in Special Education. This is Tonya’s fifth year to practice, most of which has been under the supervision of Dr. Paul Evans who is an internist and pediatrician. Tonya is married to her high school sweetheart, David Nash. They have two children, Jonathan and Laura who are both students at Murray State. Tonya is the daughter of Jim and Roslynn Hayes. The clinic is accepting new patients of all ages and provides a comprehensive range of medical services:• Pediatric Care - well baby and well child physicals, school and sports physicals, ADD and ADHD management• Adults - preventative health and wellness; women’s health and birth control; annual physicals, DOT physicals, screening tests; management of high blood pressure, diabetes, high cholesterol, anxiety, depression, and many other illnesses.
• Urgent needs for both pediatrics and adults- cuts and bruises; foreign body removal; sprains, strains and other sports injuries; sinus infections, ear infections, colds and flu.• Skin conditions: treatment for acne, mole and wart removal, laceration repair.• Routine immunizations (including school vaccines and influenza), administration of allergy shots Most major insurance is accepted including TennCare, Medicare and self pay patients. Some urgent care medications are available on site in their state-of-the-art InstyMeds Perscription Medication Dispenser. Their dispenser is only the third in the state! InstyMeds is the solution for providing outpatient
medication services when a pharmacy isn’t close by or maybe isn’t even open. The InstyMeds dispenser combines the safety and security of an ATM with the simplicity of a soda machine! InstyMeds technology ensures safe and secure medication dispensing directly to patients at the point-of-care while it fills prescriptions quickly and for the same insurance co-pay or cash price as a patient would pay elsewhere, but without the drive into town. and Saturday 9am-12pm. To facilitate patients being seen in a timely fashion appointments are preferred, but the clinic staff is always glad to work in a patient. Back to SchoolWhile all of the children are headed back for the spring semester, our Chamber
is offering a different kind of education. Our “Small Business Basics” classes will begin on January 10th, with eight weeks of sessions, all about discovering what it takes to be an entrepreneur. The classes are being coordinated by Sam Mahan, FirstBank, and Jennifer Hayden, Hamilton-Ryker. Many of the facilitators are local and the sessions are designed to be practical and useful for both start-ups and existing businesses. The sessions are:
1. Are You a Potential Small Business Owner?2. Writing a Business Plan3. Where Do I Get the Money?4. Employees5. How Did You Do It? A panel featuring local small business owners6. Local Compliance7. Marketing8. What Did We Learn?Cost is $50, which will be refunded with no absences. Our desired class size is 12 and the
Tennessee Technology Center has graciously offered to give us classroom space is we exceed our capacity here a the Chamber.
This Small Business College has grown from our participation in the University of Tennessee Extension’s CREST – Creating Rural Entrepreneurial Systems in Tennessee classes, which Carl Holder, CEO of the Henry County Alliance; Kathy Ray, FirstBank; Chamber President-elect Brian Foster, Landmark Realty; Jennifer Morris, City of Paris; and I have been taking and we have received much support from the Tennessee Small Business Development Center site at the REED Center and Hollie Holt.

HAPPY NEW YEAR! Whoa, wait a minute. Did I say it was a new year? What happened to last year? I only now got used to writing 2010. Now I must somehow learn a new number, 2011. Yes, another year has come and gone. Another Holiday Season has come and gone. I hope your Christmas was a wonderful one. I know I had a wonderful Christmas. I managed to eat a little, spend time with family, eat some more, attend a few Christmas parties, eat a lot more, spend some time with friends, eat, go hunting a little, and did I mention eating a little?
You know what comes with the new year – new calendars! Oh, and those pesky little new New Year’s Resolutions. With the advent of a fresh new year most of us will make some typical resolutions such as Lose Weight, Stop Smoking, Get Fit, Get Organized, Spend More Time With Family, and Save More. Sound familiar? Yet, most of us will break those resolutions before we even get started. Why? Because they are so darn hard to keep!
As you can see above, I ate a little too much during the Holidays. Way too much. That means I must resolve to lose weight in 2011, that is, just after we finish up all the leftovers and sweet stuff sitting around. But then there’s the Helping Hand Auction. I, like everyone else, want to participate and support Helping Hand. Then there is the Valentine and Easter candy that will arrive. I can’t say no to that. The scenarios never end. I haven’t even started and already my resolution is broken. Maybe I’ll try to lose weight in 2012.
So, what can we resolve to do in 2011 that we won’t break before it even gets started? How about – supporting the Helping Hand Auction, attend the Health Care Expo on February 4th, attend the Chamber Coffees and other Chamber events, volunteer to help with a needy cause, supporting local businesses, sponsor a hole or put a team in the Chamber Golf Tournament on April 1st, or just getting more involved in general! Any of these resolutions are worthy to make and easy to meet. So, I will see you there!
I hope everyone has a healthy and profitable new year.

the prospects almost always insist on confidentiality during negotiations, but fully expect the governments representation to be able to effectively speak for the state.
Tennessee’s recent successes in landing major deals such as Wacker, Hemlock, and Volkswagen justifiably excite all of us. However, the question arises as to how the General Assembly effectively “signs off” on the incentives offered by the administration be it by budget or executive authority. Let’s hope the new administration effectively addresses the issue in a manner which maintains the appropriate level of confidentiality required by development prospects, but insures an appropriate level of General Assembly oversight.
Open Government versus Observing ConfidentialityIt has long been established in
Tennessee that almost all the public’s business must be conducted in public as relates to elected bodies, and almost all records of public officials must be open to examination. While administrators and managers are not subject to the same rules, it is understood that they function under
public policy intended to honor the letter of the law in terms of open government.
However, recently at least in the minds of the incoming General Assembly Republican leadership, the distinction has gotten blurred in the delicate area of major economic development projects, wherein
