Who is eligible?
• Students who have graduated within the past two years
or are enrolled in their last semester at a publicly-funded
Canadian college or university
• All students must have completed at least half of their
qualifying studies in Canada
• Students must have legal status, if they are in Canada.

What programs are eligible?
• Full-time diploma or degree programs (minimum of 2
years)
• One-year post-graduate degree programs and certificate
programs, for which a previous degree or diploma is a
pre-requisite, are also eligible
• Skilled trade certificate programs will be considered on a
case-by-case basis
• Part-time studies and preparatory college programs do
not qualify

NATIONAL OCCUPATIONAL CLASSIFICATION
•the following NOC Codes are eligible:
•0: Management occupations
•A: Generally, occupations requiring University Education
•B: Generally, occupations requiring College Education or
Apprenticeship Training

How do I Apply?
•First step:
•Your EMPLOYER must apply and be
PRE-SCREENED and approved by Opportunities
Ontario
•Employer eligibility criteria and Pre-screen Application

Is my employer eligible?
•has been in active business for 3 years
•has at least 3 employees (5 for employers in the GTA)
•meets the minimum gross revenue criteria of $500,000 ($1
million for employers in the GTA)
•has business premises in Ontario you will work

Second step:
•Approved Employer will receive Nominee Application
Forms - YOU then complete and submit the nominee
application forms to us with the processing fee
•If approved, you and your immediate family will be
nominated by Opportunities Ontario

What happens next?
• Submit your permanent residence application to CIC
as soon as you receive written notice of you approval
from Opportunities Ontario
•Average processing time at CIC-Buffalo is 6-7 months
for Provincial Nominees
•You should consider applying for a post-graduation
work permit, just-in-case your Opportunities Ontario
application is delayed or denied

How do I get my employer interested?
Know the Program
• It is up to you to convince your employer to take part
• Research the program – so that you can provide the
employer with all the important information
•No cost to the employer for the pre-screen application
(first step)
• Print off the employer form

Jane is in her final semester of a 4-year B.Sc. Program at
Trent University. In February, Jane was offered a full-time job
which commences in May after she has graduated. Jane has
no previous work experience in either Canada or her home
country.

Example 1:
Maria is in the 2nd year of her 3-year diploma program in
Business - Insurance. She will be completing her diploma in
April, 2010. Maria has secured a full-time, permanent job
offer with HBC as a Financial Analyst. Maria has been offered
an annual salary of $25,000.
Is she eligible for Opportunities Ontario?

Answer 1:
• Maria is not in the final semester of her 3-year diploma
program.
• She has only been offered an annual salary of $25,000
which does not meet the entry level wage for this occupation.
• HBC will have to apply for pre-screen approval before Maria
can submit her nominee application.

Example 2:
Michael has completed his 1-year Human Resources
Management Certificate program. Since graduation Michael
has been working on his post-graduation work permit. He
has been offered a position as a Recruitment Officer at RBC.
RBC has obtained a pre-screen approval from Opportunities
Ontario.

Answer 2:• Need to assess the application, more information required
• Examples of questions we ask in assessing applications• Is the student in his/her final semester or have graduated
within the past 2 years?
• Has the student graduated from a publicly funded university
or college in Canada?
• Does the degree or diploma meet the minimum criteria?
• Has the student finished at least half of his/her program in
Canada?
• Does the job offer meet the criteria (full-time, permanent, in
NOC 0, A, B)?
