1996-2011: 0.63% average annual growth rate (BC Stats)

2001 OCP included average annual growth rates of 1.3-3.4% : 5,547 by 2011 (low estimate was about right)

Upper middle ground of trends / projections. Consistent with growth rate last 10 years (0.76%) Balances current constraints with possibility of opening land for additional development.
