Follow these steps to install the dod root certificates.
Hold CTRL key on keyboard while clicking link below to download the DOD certificate installer.
https://dl.dod.cyber.mil/wp-content/uploads/pki-pke/msi/InstallRoot_5.2x32.msi
After downloading, run the installer. Below are the steps to complete the certificate installation.
Closed out of all browsers and was able to log into dodlodging.net and look at my account.
