SHOES FOR SCHOOL.
Comfortable shoes are an aid to diligence in the schoolroomand enhance the merry pleasures ot recess. If your child Isnot well fitted he Is apt to stand lower In hie class than wouldotherwise be the case. Many parents have unpleasant memo-
ries of the way their feet were pinched In their school days, and are unwilling that thslr children should endure the torturesthat they did, WE FIT 8HOE8 TO THE CHILD NOT THECHILD TO THE SHOES.

Whenever Thurston gets hit underthe ribs his paper froths at the mouthand makes faics at PInkhnni. If luthe next world his partner should prodThurston a little more than usual he'llprobably cry out to his associates that1'Inkham Is plaguing him.
Though tho throne of Japan's Emperor may be no nioro In danger thanMcKlnlcy's seat nrter the Spanish-America- n
war, It Is certnln tho Japan-ese people havo been much more de-
monstrative In displaying their disap-proval. So much so In fact that com-parisons with Americans are odious.
The prospect of a party of ladles vis-iting Hawaii Is not of sufficient Impor-tance for some dignified business mento deal with. But tho same Individualsmight argue half an hour on whethern resolution or a communication on apublic matter should bo made public.Practical American common sensewill beat dignity any day In tho wock.

1POND'S DAIRY COWS
A law sometimes docs what Is In-
tended, and then again it ilcem't. lliJrecent Incident of n sale of tnbercu-lou- s
entile In which Percy M. Pondhas figured Is one of the Instance Inwhich It dcotu'l,
A law Is on the statute books toguard against tuberculous cat.loIn dairy herds and prcent thoraffle In tuberculous cows. This
'? n wiy wise law provided thoTerritory la in o position to curry outthe requirement for the examinationif nit herds and the destruction of nilattic found to bo affected. The Ter-Itor-
Is not In n position to do thisloaiuse It has not the funds to pay fortho anlmnls It might bo forced to de-
stroy. To nil practical intontg tho lawIs a dead letter.
But along comes a conscientiousdairyman with a curiosity to knowwhether his herd Is sound or not nndn desire to protect his patrons. In or-
der that this may bo ddne ho pays'all the expenses to carry out the spiritof the Territorial law framed suppos-edly to rlrotect all milk consumersfrom dangerous milk. Some of hisbest cattle are found diseased, and,at a loss that is directly personal, hocuts them out of his herd.
Veterinarians however stato thatsuch cattle may be used for breedingpurposes without endangering the hu-man family. Such being the case thepractical man would say that thero Isno reason why high-grad- animalsshould bo wiped out of existence. Itwould not bo safe to retain them Incontact with n dairy herd. Tho natur-al thing to do Is to dlsposo of them ata nominal figure so that they may boused for breeding. Tho law says thisIs n sin punishable by fine or Imprison-ment.
Thus the man who wanted to puthis dairy herd In first class conditionIs not only out nnd Injured for hisphilanthropic purpose but brought be-
fore the police court ns well.It would be possible to contemplato
this law with more faor If thero wereany guarantee that dairy herds of theTerritory generally were In first classcondition. One man only has beenknown to voluntarily test his herd. Theresult is that ho winds up with anexperience in tho police ccurt. TheTerritory hasn't the money to force ex-
aminations of nil herds nud destructionof the diseased cnttlc, and Ihe experi-ence of Pond has not been such ns tooffer a happy prospect for the philan-thropic dairyman.
A sensible conclusion Is that thoTerritory will do well to put a law onthe books that Is practical.

Thurston's paper wero not so well un-derstood In Hawaii. In order however"that ho may bo set right beforo thucommunity, nnd explain the Inquirieswhich his alleged "policy" inspires, lhBulletin propounds the following atten-tions for answer by
L. A, Thurston, Advertiser PollcjDirector:
Have Oriental aliens, resident with-in the Territory, equal responsibilitieswith citizens?
Can citizens maintain tho business, social and standardnecejsary to pure American citizenshipand good gocrnment If compelled tomtet the law of competition In evcrjavenue based on Oriental standards olliving?
As the Japanese dominate the entireindustrial situation in this Territory, may wo Inquire particularly as to youtattitude toward that race?
Has not the Territory been kind tothe Japancso since here they receivefrom five to ten times the wages pos-sible In their own country?
Should tho Japanese be encouragedIn their ambition to exploit every busi-ness, profession, government work, employment and contract?
Do the facts warrant nn assertionthat the Japanese have becomo
and disposed to crowdAmerican citizens to an extent they Inturn would not submit to In their owncountry?
Why do you claim the situation Issuch that plain language cannot heused on se vital a subject as the domi-
nation of an alien race, and why do youdemand special privileges for them, especially for Japancso physicians wbiipractice largely outside their own raceand language?
If you aro anxious for the Industrial nmf political support of the Amerlean small farmer why did you notreserve your profitable castor beanthree hundred (?) aero ranch on Maulfor them In place of the Japanese nowIn possession?
How comes It that of the whole num-ber of Japanese occupying skilled la-
bor positions on the Island of Hawaiiplantations nearly half (over CO) ofthem-w- re cmplojcd on jour own plnntatlon?
Have you not IntroducedJapanese cnpltnl and capitalist!
ns continctora to cultivate some 1400acres on your plantation?
Is this tho entering vtedgt that maytransfer Hawaiian plantations to non-resident alien owners?
Did you aim nt Americanizing the3PIslands when, at the dinner to Hon.Y. P. Hepburn, you advocated the
presentation of n homo and two orthree acres of land to every Japaneseof family who had or would workfaithfully on the plantations for throyears?
When, nt the Hepburn dinner, youasserted that the above plan was theonly way In which tho value of sugarproperty could bo preserved and "ourfamilies' be assured of the enjoymentthereof, did you consider the familyof tho whlto citizen dependent on hisdally efforts for a livelihood?
Does the Hawaiian situation requireuispasslonato consideration and con-sistent practice?

CARTER AUTHORIZES $750,000.LOAN ISSUE.
(Continued from Pgs 1.)blinded their Judgment us to the ne-
cessity for the appropriation or theneed of borrowing money to carry outthe work. 1 believe It would bo amuch wiser policy for the Legislatureto allow the various counties In givencases, which It has passed upon nndapproved, to Issue their own bonds, for then the responsibility of paymentbeing entirely upon their own shoul-deis- ,
more cautious action and betterJudgment would be exercised In deter-mining the method of expenditure.
I think you will agree with me thatIn the case before us we should tiotuecessarlly lay down tho theory thatno Territorial loan money should boexpended upon road-wo- rk of any kind, but rather that under the present BUI,If. wc deviate from those general ap-
propriations which tho Legislature hasnduillted were Territorial In everysense,, and make any selections fromthose amounts which were apportioncd to each Island, wo must then, Infairness, undertake a proportionateamount of work In each of the otherIslands,
Thoiefore, Instead of passing on thendvlsablllty and necessity of' those appropriations. It seems wiser to limitour mining loan for the next two yeanto $730,000.00, and to carry out thoamount only of those appropriationsthat the Legislature Itself consideredto be for the benefit of tho wholo Terri-tory,
You may, therefore, proceed, tothe necessary data for the Piesl.

Office of Territorial Veterinarian,Honolulu, Sept. 12, 1005.
All owners of horse stock In thisTerritory should carefully and regularly examine their animals to nsccrtain If they exhibit any of the symp-toms of glanders or farcy as follows:
DIschargo from tho Nose. This condltlon occurs In a number ot diseases,as for Instanco catarrh ot the nose andstrangles (distemper, epizootic), butIn glanders It Is usually qulto charac-teristic. In mild cases It is not veryabundant but Is thick and qultosticky, of n transparent whitish color, somewhat resembling the white ot anegg. This sticky discharge adheres tothe margin of tho nostrils, formingtough brownish scales and crusts. Thedischarge, does not necessarily sinkwhen dropped In water, as Is popularlybelieved.
Tho most characteristic symptom ol
glanders Is tho presence of ulcers lu
tha nose, usually on tho partition be-
tween the nasal chambers. These ul-
cers arc not nlways plainly In sight, but may ho brought Into view by hold-
ing tho nostrils well open and turningtho nose toward tho sun. They vnryIn slzo from to Inch In diameterup to ono to two Inches, and mny e
confluent nnd form largopatches, always with ragged Irregularedges. The ulcers may heal nnd leavodepressed wrinkled scars. Tho amountnf dlschargo from tho nose dependsupon tho extent of tho ulcerations;when Bmall tho discharge la scant nndwhen more extensive It becomes moroabundant. Frequently th,o dlschargoand ulcers occur only on ono side. There Is nearly nlways a swelling ofthe glands between the branches oftho lower Jaw, hut not to tho enmo ex-
tent as ln strangles, nnd they rarelysiippurato or break open.
Tho typo of glanders known ns far-cy consists In a specific Inflammationof the lymph vessels and glands of theskin and may occur on any part of thobody or limbs.
The glands become swollen, forming the farcy buds, and oftenoccurring as a chain ot nodules alongtha enlarged lymph vessels. The no-
dules break open and discharge a yellowish white, sticky pus, formingcrusts similar to those- seen moundthe nostrils. Tho abscesses may healup and new ones form In the same vicinity or on moro distant parts ot tlnbody.
Tho disease mny be either chrorloor acute In Its course nnd tho chronicform may at any tlmo becomo acutH.Mules and asses almost Invariably de-
velop the ncuto form while In hrrrejeither form mny bo seen. WanJ olfeed nnd over work frequent!;- -
latent glanders tn tho horse to becomeacute.
Tho dleense Is often accompanied byn short, dry, hacking cough and atendency to sudden swelling ot ono oftho legs, especially the hind legs.
In a large number ot cases of gland-ct-
the symptoms are very slight eventhough the animals may have been af-
fected for months or even years andherein lies tho great danger of thospread ot the disease to other ani-
mals or to man.In tho courso of n few days the Ter-
ritorial, Veterinarian will have for dis-
tribution copies ot Bureau of AnimalIndustry Circular No. 78 entitled "Olr--

DEWSAYS ASHFORD
d ra SAILOR
Tho famous matter of tho petitionof John F. Golburn that tho Walalualands of the R, W. Holt estate bo soldto J. R. Gait for $108,000 came up thismorning before Judge Lindsay, A fa-
mous array of legal talent graced thoscene, representing tho various partiesInterested In tho matter. Among themwero C. W. Ashford, A. G. M. Rob-ertson, Geo. A. Davis, Lorrln Andrew.1). L, Wlthlngton, C. A. Long, E. A.C. Long, W. C. Achl, C. R. Hcmcn-wa- y
and others.Ashford spoke In favor of the peti-
tion. Tho characterization of thoproperty as realty or personal estate, lie said, depended on the way In whichIt camo Itno the executor's hands. Itwas not originally a corpus of tho
but had been bought from moneysecured from tho personal estate. Ifthe property was personalty, thcro wasno virtue In tho objection made to thosalo on tho grounds that tho court sit-ting In probato had no Jurlsdctlon.
"Might you not go still further thanthatT" said the Court. "Would It. IfMich was tho case, bo necessary to petltlon tho Court?"
Ashford said that tho petition wasmade mostly on account of tho Intend-ing purchaser, who. If ho paid a largosum of noncy for tho property, wantedto bo sure that tho sale was legallymade.
Ashford went on to ray that thosewho objected to tho petition couldhave no standing n court unless theyshowed their Interest
"J. W. Austin, who mado the R. W.Holt will, drow It like a drunken sail-
or," said Ashford In this connection."He did more mischief in his buslnccathan any other man holding a IIcciibolo practice I havo over como ncross.
Ashford went on to demonstiate thattho objectors could show no Interest,as they claimed It through people whowero still living, and a living mancould have no heirs. If Colburn hada llfo Interest In the Intoino of thocstato, ho had a light to Insist on Itsbeing administered ns profitably as possible. If he could show that the salewould be profitable, tho petition shouldbe granted.
Robertson, Davis, Hemcnwny andAchl all spoko opposing the sale ontho grounds that the property werereal estate, and the court at probate hadno Jurisdiction to order the administrator to sell real estate, except fortho purpose of paying debts, which wasnot tho case here. Ashford repliedshowing that It was a question as towhether the property should bo classedas realty or personalty. Wlthlngton, who Is said to represent the Interestsof the Walaluu Agricultural Co, alsospoke In favor of the sale. Tho courtfinally decided to take the matter un-
der consideration.
