KMS – in short

• KMS was established in 1989• Merge of:

• Directorate of Cadastre• Directorate of Geodetic Survey• National Archive of Hydrographical Charts

• Today - app. 350 employees• KMS is a government organisation

• within the Ministry of Environment

• Annual budget app. €40 millions • 2/3 is covered by the national budget• 1/3 is generated by sale of products

New challenges • KMS could not generate an income in accordance with the

budget - 2001 • The Ministry of Environment and Ministry of Finance agree to

conduct a budget analyses of KMS.

• The main results:• The Government decides: KMS is the Government’s new

infrastructure organisation responsible for maps and geodata.

• The last 30 years of investment in digital topographical maps, digital cadastral information must now be “harvested” to the benefit of the society.

• The infrastructure organisation aim is to secure the society economical potentials by practical use of maps and geodata in government, counties, local authorities, private sector and public in general.

The way ahead• It means that KMS the coming years should:

• Continue securing the quality of the national geodetic nets and secure that GPS can be used everywhere in the country

• Continue updating of the national topographical, cadastral and hydrographical databases

• Maintain the responsibility of the cadastre and secure the modernisation of the cadastre data exchange between government, local authorities and private sector and public

• ……

• The negative part:• 90 employees are sent on retrenchment (August 2001)• 30 employees are sent on retrenchment (January 2002)• The Governments financial contribution is deducted significantly

The cadastre – responsibilities

• KMS is responsible for the cadastre – the foundation for registration of real property in Denmark

• responsibility for the cadastral data: digital cadastral register and the digital map and survey archive

• responsibility for rules and regulations for registrations to the cadastre – including the work relations with the private licensed surveyors

• approving authority for cadastral surveys• interaction between the cadastre and the related property

registers – land book, valuation, planning

• Paper-free registration of Land Book transactions• Valuation of real property transferred from local authorities

Conclusion

• Governmental changes and reduction forced KMS to rethink its functions and relations to rest of the society

• It requires a vision and a picture of the next 20 years development

• It can be facilitated by KMS but it is essential to have very close cooperation with stakeholders and authorities

• We have just seen the beginning – it will be very interesting to see the results
