THE WAY FORWARD FOR MALAYSIA
FRGS
• Ministry of Higher Education (MOHE) has established a Research Programme known as The Fundamental Research Grant Scheme (FRGS).
• Researchers from public and private institutions of higher learning are invited to apply for research grant to undertake fundamental research under this scheme.
BIL PROGRAM STATUS
1 FUNDAMENTAL RESEARCH GRANT SCHEME (FRGS)
‐ Pembukaan permohonan FRGS ialah pada 15 Februari hingga 30 April. Permohonan dijangka akandiproses pada bulan Mei 2012.
‐ Jangkaan permohonan bagi Fasa 1/2011 adalah 4000permohonan dari seluruh IPTA, IPTS, UniversitiCawangan, serta Institut Penyelidikan di bawahMOSTI.
2 INSENTIF PENYELIDIKAN Pembukaan permohonan insentif penyelidikan dirancangpada 1 Jun 2012.
3 PROGRAM KLUSTER BERIMPAK TINGGI
i. EXPLORATORY RESEARCH GRANT SCHEME (ERGS)
ii. LONG‐TERM RESEARCH GRANT SCHEME (LRGS)
iii. PROTOTYPE DEVELOPMENT RESEARCH GRANT SCHEME (PRGS)
‐ Pembukaan permohonan ERGS ialah pada 16 Februarihingga 15 April 2012. Permohonan akan diproses padabulan April hingga Mei 2012.
‐ 7 nic LRGS Top‐Down yang dikenalpasti dan diketuaioleh 5 buah Universiti Penyelidikan seperti dibawah:‐
i. Penyakit Berjangkit (UM)ii. Keselamatan Tenaga & Air (USM)iii. Perubatan Tropika (USM)iv. ICT (UKM)v. Pemanasan Global (UKM)vi. Kecukupan Makanan (UPM)vii. Pembuatan Termaju dan Tambah Nilai (UTM)‐ Pembukaan permohonan LRGS Top‐Down ialah pada 12
Januari hingga 28 Januari. (Masih dalam prosespenilaian).
‐ Pembukaan permohonan LRGS Bottom‐Up ialah pada19 Januari hingga 21 Februari 2011. Sebanyak 31 projekdari pelbagai IPT telah disenarai pendek dalam bengkelpenilaian (preliminary screening) pada 6‐7 Mac 2011. (Masih dalam proses penilaian).
‐ Pembukaan PRGS dirancang pada 1 Mei hingga 15 Jun 2012.
Aim of FundamentalResearch Grant
• Fundamental research grant is targeted at basic research performed over a specific period, and that might not produce tangible benefits in the short term except in the form of knowledge creation.
• The research grant is also intended to encourage the development of new ideas/concept/theory as well as development of innovative or new technologies.

Selection CriteriaEach application to be considered under Fundamental Research Grant Scheme must satisfy the following criteria:‐
• The research proposal must aim to generate new ideas, theories or technological knowledge which can then, in turn, verify or further develop new research (applied) or technological platforms.
• Research which encompasses humanities and social science must focus on new knowledge generation that could lead to better understanding of current issues confronting humankind or lead to the improvement of social and cultural values.
Selection Criteria (…cont)• Research projects which can lead to the development or improvement of a particular policy and/or redress an existing problem.
• The establishment of new methodologies to address such issues are also considered.
• Research projects which will enhance a IHL unique niche as well as projects that address national strategic interest or which can facilitate the development or strengthening of particular industries of national interest are prioritised .
• Projects which have inter‐institutional collaboration will be given some additional consideration.
Qualification
• This grant is opened to all full time academic staff of IHL including both permanent and contract staff. To ensure continuity, a full time Malaysian staff MUST be included as Co‐Investigator
• Contract staff must produce contractual document as a proof of their status.
• Academic staff on study leave are not qualified to apply for this grant.
Condition for Grant Application
• Three (3) copies of the application form is required foreach application and these must be submitted throughthe Research Management Centre to BahagianPerancangan Kecemerlangan IPT, Jabatan PengajianTinggi, Kementerian Pengajian Tinggi, Aras 6, Blok E14, Kompleks E, 62505 Putrajaya.
• An applicant is only allowed to be the Head of Projectof one project and only one project will be approved for each phase.
Condition for Grant Application … Cont
• New application for those who have an existing Fundamental Research Grant from previous phases will only be considered if their project completion is more than 75%.
• The budget applied for is usually between RM 30,000 and RM300,000.
• The duration for the research project is usually between 1 to 3 years.
• Each project application is expected to contribute towards Human Capital Development.
