The 11th Five Year Plan seeks to achieve a faster and inclusive growth.

Trained/certified manpower of any country is an important component for economic development.

Industrial sector in India is facing serious manpower crunch

Employability of the labour force through development of suitable skills is needed

skill level and educational attainment of the workforce determines the productivity of Industry as well as the ability to adapt to the changing industrial environment.

A majority of Indian workforce does not possess marketable skills which is an impediment in getting decent employment and improving their economic condition

While India has large young population, only 5% -15% of the Indian labour force in the age group of 20-24 years has obtained vocational skills through formal means

About 63% of the school students drop out at different stages before reaching Class-X.

Annually, 40 lakh vocational training seats are available whereas 130 lakh persons enter Indian labour market.

large number of school drop outs, mainly 5th – 9th standard do not have access to skill development for improving their employability.

largest share of new jobs in India comes from unorganized sector that employs 93% (369 mln.) of the national workforce and contribute 60% of GDP.

Training programmes cater to the needs of the organized sector.

Hon’ble Minister of Finance during the budget speech 2005-06 made the following announcement:

“ To meet the demand for specific skills of a high order, a Public Private Partnership between Government and Industry is proposed to promote skills development programme under the name ‘Skill Development Initiative’….”.

• Skill Development Initiatives (SDIS) Scheme was conceptualized

• To Provide Training to School leavers, Workers, ITI, Graduates, etc.

• Testing & Certification of Skills acquired informally Capacity building in the areas of development of competency standards , curricula , learning material, assessment standards etc.

Demand driven short term training courses based on Modular Employable Skills (MES) decided in consultation with Industry. Central government will facilitate and promote training while industry, private sector and State Govts. will train the persons. Optimum utilisation of existing infrastructure to make training cost effective.

Flexible delivery mechanism (part time, weekends, full time, onsite/ offsite) to suit needs of various target groups.

Different levels of programmes (Foundation level as well as skill upgradation) to meet demands of various target groups.

The services of existing or retired faculty or guest faculty to be utilized.

Certain courses would also be available for persons having completed 5th standard of schooling.Testing & certification of skills acquired informally.

Testing of skills of trainees by independent assessing bodies, which would not be involved in training delivery, to ensure that it is done impartially.

The essence of the scheme is in certification that will be nationally recognised by both the government agencies and industry/trade organisations.

One million persons would be trained or their existing skills tested & certified over a period of five years.

Total 349 MES courses as per Industry / labour Market demands have been identified & course curriculum developed

Process of identifying and development of course curriculum would continue in future on demand of Industry / labour Market.

A trade committee identifies employable skills set in a sector based on division of work in labour market in consultation with Industry & develops course matrix & curricula.

NCVT reviews & approves curricula

Assessing body will draw the list of testing centres and details will be provided to respective State Director and RDAT

Assessing body will register the participants and collect the testing fee by IPO/DD through Testing centres/VTP

Nodal ITI may play role while drawing the testing centre by assessing body.

Here Nodal ITI may coordinate between Assessing body and VTP for proper & timely testing.

Testing of skills of trainees by

independent assessing bodies who would not be involved in conduct of the training programme.

NCVT certificates to the successful

persons would be awarded.

Note: 1. Candidates belonging to SC/ST Category & Women

will be given relaxation of 25 %in Fee.2. In order to motivate trainees to take program

seriously, training fee of all those trainees who successfully complete the training would be refunded to them

3. This refund will be at VTP level.

Training cost @Rs.15/-per person per hour will be reimbursed to VTP in respect of those successful persons who got the training from VTP approved by DGE&T.

VTP has to submit the bill for reimbursement to RDAT Mumbai in the prescribed format.

Reimbursable training cost will be adjusted from those VTPs who have been provided one time advance.

Each VTP has to keep the record for training fee deposited while admission and then refund of training fee those successfully completed the module.

Note:1.Assessment fee will be reimbursed to all successful participants who have received Training from approved VTPs.2.In respect of participants who directly come for assessment of their skill , assessment fee will be reimbursed to participants belonging to SC,ST,OBC and person with disabilities.

While forwarding the list of successful participants to RDAT, assessing body will furnish the information for reimbursement of assessing fee.

RDAT will issue the cheques to assessing bodies for onward reimbursement to successful participants.

Assessment shall have two sections:

Section A: (Theoretical) Safety aspect, Related theory, Identification

of tools, equipment & raw material

Section B: (Practical & Viva) Assessment of practical competencies & Viva Voce

1. Question bank for theory will have 100 questions for each MES course module.

2. These are divided in to three levels: a) Simple (b) Moderate (c) Difficult 3. Questions are of following types: a)Short answer ( b) Multiple choice (c)

Matching Section B 1.Question bank contains 10 exercises for

each MES course module.
