REITERATION OF POLICY AGAINST NON-ADMISSION TO THEATERS OF BOARD DEPUTIES
Section 13 of P.D. 1986 vests upon the Board the power to inspect all public exhibitions of any motion picture in any theater. T
effectively carry out the aforesaid mandate, the Board is empowered to appoint Board Deputies to assist in overseeing th
implementation of laws and rules relating to the public exhibition of motion pictures, television programs, and publicly materials fallinwithin the jurisdiction of the Board.
Lately, the Board notes of rising incidents of Board Deputies prevented from performing their mandated monitoring duties. As such, it i
hereby reiterated that the power of the Board to inspect all public exhibitions of any motion picture cannot be subject to any restriction.
Save for the limitations imposed by the Board, any form of hindrance or obstruction preventing a Board Deputy from performing his/he
monitoring duties is a violation of P.D. 1986 and its Implementing Rules and Regulations. Specifically, it is hereby declared unlawful fo
any theater to demand and admission fee, regardless of the amount, from a Board Deputy or to compel him/her to purchase any food
item as a precondition to admission. Under the Revised Schedule of Administrative Penalties, effective 01 January 1999, non-admissio
of a Board Deputy is an offense under P.D. 1986 punishable by one (1) month closure to the first offense.
Please be guided accordingly.

Gosh, thank you for this. Gateway Mall had been very notorious in demanding for entrance fees. 50 cents per ticket for regular
cinemas and a rough estimate of P150 for 3D films (thats when I watched Thor). They said its for the popcorn and drinks.
Now, after reading this: I am finally informed that such is illegal. I wish they could be furnished a copy of this so that they would be
informed as well. By the way, I was in Resorts World last Wednesday night and the lady at the counter informed me that
Newport Ultra Cinema 1 requires a P250 or 50% off for food and drinks inside the theater. I wish they be furnished a copy of
this Memorandum Circular for them to be informed too. Good job guys! Very well done Madame Grace. ^_ Keep it up! Lets
do this! ^_^
