Master plan for Naogaon Paurashava (2010-2030)
Structure Plan, Urban Area Plan and Ward Action Plan
Naogaon Pourashava Town is the center of the district Naogaon. It stands on the bank of the river little
Jamuna. The District is bounded on the north by India, on the east by Joypurhat and Bogra districts, on the
south by Natore and Rajshahi districts and on the west by Nawabganj and India. The Head Quarters of the
district is well connected with the rest of the country. The town is of great antiquity.
The Master Plan package consists of three tier levels and types in a hierarchical order. These are: the
Structure Plan (SP); the Urban Area Plan (UAP) and the Ward Action Plan (WAP). Each of these plan types
has been formulated to serve specific needs and functions.
The Structure Plan (SP) is aimed to provide a long term strategy upto the year 2030 for the development of
Naogaon Paurashava and its environs. The plan indicates the magnitude and direction of future growth of the
town and sets forth sectoral policy recommendations. The structure plan indicates only the broad structure of
the future town.
The Urban Area Plan (UAP) is formulated to serve as a guide to the future town’s infrastructure development
together with the land use control. The Urban Area Plan is more elaborate than the Structure Plan and
contains a Land Use Plan, Transportation and Traffic Management Plan, Drainage and Environmental
Management Plan.
The Ward Action Plan (WAP) is a series of detailed spatial development plans for different wards of the
Paurashava. The aim of a WAP is to list out priority schemes for the implementation during the first five years
of plan period.
