LEVELS OF ACTIVATION OF DIMTGs
Known as the Philippine Disaster Risk Reduction and Management Act of 2010;
Enacted on May 27, 2010;
An act strengthening the Philippine Disaster Risk Reduction and Management System, providing for the National Disaster Risk Reduction and Management Framework; and
Renamed the NDCC as the National Disaster Risk Reduction and Management Council (NDRRMC).
PNP is designated as a member of NDRRMC;
RDs, PROs are not anymore Chairmen of the previous NDCC but relegated as mere member of RDRRMC chaired by RD, OCD;
As member of the NDRRMC, the PNP shall EXTEND SUPPORT to the LCEs and other government agencies in disaster risk reduction and management activities as part of its mandate in maintaining peace and order and ensuring public safety.

Deactivation of the PNP SCDM by the C, PNP through the Chairman/Task Coordinator, PNP SCDM when the situation is already manageable in the Regional Level.
Level 3 (White)
Crafted in a way that the systems and processes can stand alone and effectively work, even if the PNP is relegated as mere member in the restructured NDCC;
Establishes the PNP Disaster Management Committee headed by TDCA. But the LOI shall be carried out by the PNP Sub-Committee on Disaster Management (SCDM) headed by TDPCR as its Sub-committee Chairman/Task Coordinator, and has overall control and supervision on PNP DIMTGs.
Incorporates and specifies the role of the DIPOs, in which the DIPO Directors are designated as ADIMTG Supervisors;
It is emphasized however that PROs down to the provincial, city/municipal police station level, shall still exercise primary responsibility in the conduct of disaster preparedness, risk reduction and disaster management operations at their respective areas through their respective DIMTG, supported by NSU Regional Offices & in coordination with the RDRRMC with the Regional Director of the Office of the Civil Defense as Regional Chairman.
Establishes the NHQ PNP DPRTG headed by Dir, SAF that serves as a special disaster response operating unit under the PNP SCDM; and
Specific functions/tasks of various PNP offices/ units are likewise stipulated in the proposed LOI.

NHQ Disaster Management Committee headed by TDCA (with TDPCR as Chairman/Task Coordinator, Sub-Committee on Disaster Management).
The National Disaster Operations Center shall be activated, to be co-located at the PNP National Operations Center.
NOTE: Level of response of all task groups shall be done as much as possible at the lowest level and only seek assistance to the next level when resources (manpower and material) are not enough to manage the disaster incident.
