Enclosed is a memorandum from AMEC presenting the results of a supplemental 2012 inspection of the aquatic habitat enhancement structures and armor stone in the Upper Y2 Mile Reach of the Housatonic River (Y2 Mile) conducted on August 23 2012 As you will recall the initial 2012 inspection of these items was conducted on June 12 2012 when it was anticipated that the daily average river flow at the US Geological Survey (USGS) gage at Coltsville would be 50 cubic feet per second (cfs) or less as required by EPA but the actual average river flow on that day was somewhat higher (72 cfs) Accordingly in our August 6 2012 report on that inspection GE stated that it would conduct a supplemental inspection of these items later in the summer when the river flow was less than 50 cfs That inspection was conducted on August 23 2012 when the average daily river flow at the Coltsville gage was 7 cfs
As also indicated in the enclosed memorandum the supplemental inspection included specific observations of the areas within the river channel in Cell 12 where displacement of the armor stone and exposure of the underlying geotextile fabric liner had been observed and repaired in 2011 and was observed again in June 2012 - likely as a result of water trapped beneath the geotextile fabric pushing the fabric liner toward the water surface and displacing the armor stone on top During the August 23 2012 inspection it was observed that that the pockets of water beneath the geotextile fabric had lessened in comparison to the June 2012 observations Only one pocket was observed and since most of the area surrounding the pocket was exposed due to the low water level in the river the pocket was not as distended as it was in June
Nevertheless GE proposes to conduct a further evaluation and additional repairs in this portion of Cell 12 To the extent that the conditions are similar to those observed in 2011 and would warrant the same type of action GE would plan to take similar actions to those approved by EPA in 2011 - ie to make small cuts (approximately 1 inch) in the geotextile fabric to release the

trapped water and then to replace any missing armor stone on top of that fabric layer with similar armor stone GE will discuss and coordinate with EPA the appropriate specific response actions in this area
Finally since the 2012 inspections comprised the fifth and final year of scheduled inspections of the aquatic habitat enhancement structures and armor stone in the Y2 Mile under the current inspection program GE will develop a proposal regarding the need for and scope of any continued monitoring of these items in future years and will include that proposal in its 2012 Annual Monitoring Report on the Y2 Mile

This memorandum reports the results of a supplemental inspection of the aquatic habitat enhancement structures and armor stone within the Upper frac12-Mile Reach of the Housatonic River (frac12 Mile) that was conducted on August 23 2012
The Removal Action Work Plan ndash Upper frac12 Mile Reach of Housatonic River (Work Plan BBL 1999) provided that the General Electric Company (GE) would perform visual inspections annually for 5 years to assess the condition of the aquatic habitat enhancement structures that were placed within the frac12 Mile and to evaluate the armor stone layer placed within that reach for evidence of erosion In 2007 in accordance with a proposal by GE as modified by EPA this inspection program was extended for an additional 5 years ndash ie through 2012
The scheduled 2012 inspection of the aquatic structures and armor stone in the frac12 Mile was conducted on June 14 2012 and a report on it was submitted to EPA on August 6 2012 That report noted that on the day of the June inspection the daily average river flow at the US Geological Survey (USGS) gage at Coltsville was somewhat higher than the 50 cubic feet per second (cfs) flow rate specified by EPA as the maximum flow rate for the armor stone inspection As a result GE stated that it would conduct a supplemental inspection when the river flow was below 50 cfs That supplemental inspection was conducted on August 23 2012

Charles Harman of AMEC conducted the supplemental inspection of the frac12 Mile aquatic habitat enhancement structures and armor stone on behalf of GE on August 23 2012 The daily average river flow on that date at the USGS gage station in Coltsville was 7 cfs The weather

during the monitoring visit was partly cloudy with the temperature at approximately 80o F at the beginning of the inspection Michael Argue of Weston Solutions was present on behalf of EPA The inspection was conducted by using waders and walking in the river the length of the frac12 Mile
The following observations were made during this visit
1 Water in the river was at a level that allowed for observations of all of the aquatic habitat enhancement structures and better observation of the armor stone
2 As during the June 2012 inspection the aquatic habitat enhancement structures appeared to be providing good cover and habitat These structures appeared to be structurally stable and were creating variations in water velocity and flow as evidenced by the presence of scour zones and depositional areas in the sediment surrounding the structures The development of these variations in sediment elevation and the creation of flow changes in the water column appear to be providing good habitat for fish and aquatic invertebrates Photographs of and observations related to the condition of the aquatic habitat enhancement structures are presented in Attachment A
3 As in previous years and during the June 2012 inspection the armor stone layer appeared to be stable with no areas of erosion or loss of armor materials noted Observations of the specific areas where displacement of the armor stone and exposed geotextile fabric had been observed in June 2012 indicated that the pockets of water noted beneath the geotextile fabric had lessened in comparison to the June observations Only one pocket was observed and since most of the area surrounding the pocket was exposed due to the low water level in the river the pocket was not as distended as it was in June

2 As during the June 2012 inspection the aquatic habitat enhancement structures appeared to be providing good cover and habitat These structures appeared to be structurally stable and were creating variations in water velocity and flow as evidenced by the presence of scour zones and depositional areas in the sediment surrounding the structures The development of these variations in sediment elevation and the creation of flow changes in the water column appear to be providing good habitat for fish and aquatic invertebrates Photographs of and observations related to the condition of the aquatic habitat enhancement structures are presented in Attachment A
3 As in previous years and during the June 2012 inspection the armor stone layer appeared to be stable with no areas of erosion or loss of armor materials noted Observations of the specific areas where displacement of the armor stone and exposed geotextile fabric had been observed in June 2012 indicated that the pockets of water noted beneath the geotextile fabric had lessened in comparison to the June observations Only one pocket was observed and since most of the area surrounding the pocket was exposed due to the low water level in the river the pocket was not as distended as it was in June
It is recommended that action be taken to address the pocket of water beneath the geotextile fabric

during the monitoring visit was partly cloudy with the temperature at approximately 80o F at the beginning of the inspection Michael Argue of Weston Solutions was present on behalf of EPA The inspection was conducted by using waders and walking in the river the length of the frac12 Mile
The following observations were made during this visit
1 Water in the river was at a level that allowed for observations of all of the aquatic habitat enhancement structures and better observation of the armor stone
2 As during the June 2012 inspection the aquatic habitat enhancement structures appeared to be providing good cover and habitat These structures appeared to be structurally stable and were creating variations in water velocity and flow as evidenced by the presence of scour zones and depositional areas in the sediment surrounding the structures The development of these variations in sediment elevation and the creation of flow changes in the water column appear to be providing good habitat for fish and aquatic invertebrates Photographs of and observations related to the condition of the aquatic habitat enhancement structures are presented in Attachment A
